Performance can be assessed based on their effort to
improve health facility, community participation and
provision of health services
Funding for these rewards cab be sought under NHM
States can reward those RKS that deliver high quality
services
PATIENTS` RIGHTS
Right of access to health care
All patients have a right to access health care
appropriate to the level of the hospital.
This care should be provided without any
discrimination on the basis of caste, religion, social
background.
Right to information
All patients have the right to be adequately informed
about the state of their health, including medical
data, proposed medical procedure, risks and
advantages of various alternative procedures. Only in
exceptional circumstances shall information not be
revealed to the patient, namely when there is sound
reason to believe that such information could cause
more harm rather than benefit to the patient.
Right to informed consent being
sought
Health care providers and professionals should give the
patient basic information related to a treatment or an
operation to be undergone. In case of major
procedures this information must be given with
enough advance time to enable the patient to actively
participate in the therapeutic choices regarding his/her
state of health
Right to participate in decision
making
Patient have the right to participate in decision making
regarding the course of their treatment . Patients have
the right to accept or refuse to take part in clinical trials
or research concerning the use of new drugs,
procedures or medical devices.
Right to respect and dignity
Each patient has the right to receive respectful care
and communication at all times and under all
circumstances, as recognition of his/her personal
dignity.
Right to privacy and confidentiality
All the data and information related to an individual's
state of health, and to the medical/surgical treatments
to which he or she is subjected ,must be stored and
used in such a manner as appropriate/prescribed.
Personal privacy must be respected in the course of
various procedures which must take place in an
appropriate environment.
Right to safety and healthy hospital
environment
Each patient has right to a clean and healthy
environment in the hospital, which minimizes the risk of
hospital-related infections.
Right to make complaints and to seek
redressal
Patients have the right to complain about any aspect of
hospital service, and to have the complaint investigated
by an appropriate authority. A complaint must be
followed up by requisite response by the Hospital
authorities within a fixed period.
Every hospital should publicize prominently at major
locations in the hospital the information about the
complaint procedures along with name, address and
number of person to be contacted.
PURCHASE COMMITTEE
Constitution of a purchase committee
Few members of executive committee and
specialist/MOs will be members of the standing local
purchase committee
This committee shall have all the purchasing powers
from the RKS funds.
(A) local purchase of consumables and other
items:
Items up to 5000 for district RKS can be done on
direct purchase by single quotation by concerned
member secretary.
Illustrative purchasing authority and modes
(B) Procurement modes
Rate contracts, if fixed by any government agencies
may be utilized.
Local shopping can be undertaken by the purchase
committee.
Quotations should be invited for any single purchase
of more than 5000 in district RKS after specifying the
quality and quantity of items required, there should no
compromise on the quality.
(C) Service contracts
The purchase committee will have full power to
repair and service the instruments directly through
manufactures.
(D) Civil works
Civil works including addition will be carried out
through states agencies like PWD.
All bills of purchase should be certified by the
person handling the stores.

  • 9. Right to informed consent being sought Health care providers and professionals should give the patient basic information related to a treatment or an operation to be undergone. In case of major procedures this information must be given with enough advance time to enable the patient to actively participate in the therapeutic choices regarding his/her state of health
  • 10. Right to participate in decision making Patient have the right to participate in decision making regarding the course of their treatment . Patients have the right to accept or refuse to take part in clinical trials or research concerning the use of new drugs, procedures or medical devices.
  • 11. Right to respect and dignity Each patient has the right to receive respectful care and communication at all times and under all circumstances, as recognition of his/her personal dignity.
  • 12. Right to privacy and confidentiality All the data and information related to an individual's state of health, and to the medical/surgical treatments to which he or she is subjected ,must be stored and used in such a manner as appropriate/prescribed. Personal privacy must be respected in the course of various procedures which must take place in an appropriate environment.
  • 13. Right to safety and healthy hospital environment Each patient has right to a clean and healthy environment in the hospital, which minimizes the risk of hospital-related infections.
  • 14. Right to make complaints and to seek redressal Patients have the right to complain about any aspect of hospital service, and to have the complaint investigated by an appropriate authority. A complaint must be followed up by requisite response by the Hospital authorities within a fixed period. Every hospital should publicize prominently at major locations in the hospital the information about the complaint procedures along with name, address and number of person to be contacted.
  • 15. PURCHASE COMMITTEE Constitution of a purchase committee Few members of executive committee and specialist/MOs will be members of the standing local purchase committee This committee shall have all the purchasing powers from the RKS funds.
  • 16. (A) local purchase of consumables and other items: Items up to 5000 for district RKS can be done on direct purchase by single quotation by concerned member secretary. Illustrative purchasing authority and modes (B) Procurement modes Rate contracts, if fixed by any government agencies may be utilized. Local shopping can be undertaken by the purchase committee.
  • 17. Quotations should be invited for any single purchase of more than 5000 in district RKS after specifying the quality and quantity of items required, there should no compromise on the quality. (C) Service contracts The purchase committee will have full power to repair and service the instruments directly through manufactures. (D) Civil works Civil works including addition will be carried out through states agencies like PWD. All bills of purchase should be certified by the person handling the stores.
