2. Access to water
Fund manager for the WASH Sector Fund
In order to develop the urban water supply
and sanitation sector and to harmonise
donor investments in the urban WASH
sector, the Government of the Republic
of South Sudan has established a WASH
Sector Fund. The fund manager of this WASH
Sector Fund is responsible for the general
and technical management of the fund,
financial management and disbursement,
management of the tender process,
provision of support to the steering board
and oversight committee, and reporting.
We have been assigned to deliver services
for fund management for the first tranche
of immediate WASH Sector Fund
investments. The total investment
(€37.5 million) will provide for water kiosks
and decentralised basic sanitation facilities,
starting in currently four towns: Yei, Yambio,
Torit and Rumbek. The investment is to
provide conflict-sensitive safe water supply
to 160,000 dependent residents in these
towns and to provide 40,000 people of
the same towns with collective basic
sanitation solutions.
Water for Lakes State Programme
The Water for Lakes State Programme
is a bilateral water programme funded
by the Dutch Government for the Republic
of South Sudan (RSS). The vision of the
programme is to balance the development
and management of natural resources with
water as an entry point in order to contribute
to (national) security and to reduce
dependency on food aid.
The WASH Sector Fund is investing in safe water supply to 160,000 residents of Yei, Yambio, Torit and Rumbek.
We have been assigned to deliver services for fund management for the first tranche of investments.
We are providing design development and technical input towards decentralised water supply facilities for livestock
in the dry season. The Water for Lakes State Programme is part of a broader bilateral programme between South
Sudan and the Netherlands.
Our role is to help stimulate economic
development through diversification of
the livelihood base through integrated
development and management of water
for production of livestock, agriculture,
fisheries and habitats. This integrated land
and water resources management approach
will improve community wellbeing and move
young people away from a war mentality.
3. Access to education
Improved Management of Education
Delivery
Improved Management of Education Delivery
(IMED) is a three-year project funded by the
European Union. Its purpose is to improve
capacities for planning, managing and
monitoring and to strengthen access
to education service delivery. The major
focus is on capacity building of the National
Ministry of Education, Science
and Technology in Juba, and the ministries
of education in four of the 10 states of
South Sudan, as well as on providing
capitation grants for secondary schools.
We have been assigned to help strengthen
the effectiveness of, and efficiency in,
the management of education delivery
and increase access to education in South
Sudan. We will enhance the capacities of the
Ministry of General Education and Instruction
(MoGEI) and four State Ministries of
Education (SMoEs) in planning, management
and monitoring of education plans,
programmes and resources by enhancing
staff competencies, establishing procedures
and systems as well as upgrading facilities
needed to perform targeted functions.
200,000 girls will be directly supported from the GESS programme. We believe that educating girls is the best way
to lift families and communities out of poverty, and that it will put South Sudan on track for sustainable development.

Girls’ Education South Sudan
Girls’ Education South Sudan (GESS)
is a five and a half years, nationwide
programme that aims to transform the lives
of a generation of children in South Sudan,
especially girls, through education. The
innovative programme tackles barriers to
girls’ education and increases access to
quality education. GESS is producing radio
programmes in local languages to create
awareness and stimulate discussion about
girls’ education. Schools are provided with
grants to improve the learning environment,
while 200,000 girls will receive a cash
transfer through GESS by 2018. Using
mobile phone technology, GESS is capturing
daily teacher and learner attendance.
GESS is an initiative of the Ministry of
Education, Science and Technology of South
Sudan and funded by the UK Government
(£60 million). A Mott MacDonald-led
consortium including BBC Media Action,
Charlie Goldsmith Associates and Winrock
International manage implementation.
At State-level, the programme is led by
the State Ministries of Education supported
by GESS State Anchors (partner NGOs).

programme funded by the Embassy of
the Kingdom of the Netherlands in Juba.
The SSADP aims to support 250 small

Support to Yei Crop Training Centre (CTC)
Mott MacDonald is leading a consortium
to support the implementation of this
project. We help to transform Yei CTC
into a multi-purpose Technical Vocational
Education and Training (TVET) centre
in agriculture offering full-fledged TVET
training packages in various agricultural
areas. Activities include the revision of
agricultural TVET and extension training
curricula, accreditation, strengthening of
organisational and institutional capacity
