PROFESSIONAL EXPERIENCE
EXECUTIVE MANAGEMENT
 CEO of the Digicel Foundation Ltd., the leading private sector telecommunications company in Jamaica.
Funds under management - approximately US$4.5 million per year, implementing approximately 195
projects per year. Increased staffing structure from 3 to 13 personnel over the period primarily funded
through external donor funds. The total funds under management are US$15+ million. (Nov. 2011 – Present)
 Through the Education Enrichment Program, Digicel is implementing a literacy and numeracy project using
ICT technologies, manipulative equipment, and teacher training. Implemented in collaboration with the Ministry
of Education, this program is focused on children at the primary school level. USAID awarded US$1.98 million for
this initiative under its DGP world-wide call for proposals to expand the project in Jamaica. This project is seeing an
average increase of 2 grade level increases in literacy levels for students involved in the initiative. A recent
modification to the grant to roll-out a Parenting Component increased the award to US$2.6 million. (2013-
present)
 Program includes small grants for community-based initiatives with a focus on social enterprise projects and small
cottage industries at the grass-roots level. Projects include agricultural development, rabbit farming, pig farming
and honey production. (2012-present)
 Infrastructure projects, including the refurbishment of the Redemption Arcade, jointly funded with USAID through
a US$500k grant; a US$1.7 million cardiac and ICU unit for the Bustamante Children’s Hospital; over US$1.5
million in construction of special needs schools. (2012-2015)
 Designed and currently implementing a Persons With Disabilities (PWDs) initiative at US$3 million over a 3-year
period in partnership with two government agencies and 6 private school institutions. The program includes the
following components: (2013-present)
o infrastructure development through full school construction and refurbishments with 9 of the 10 targeted
schools constructed/renovated in the last 3 years and an additional 11 schools provided with ramps and
wheelchair accessible bathrooms
o training of over 200 special needs teachers and caregivers through workshops and in-service trainings to
increase their capacity to deliver basic level physiotherapy, speech therapy, behavior therapy, occupational
therapy, and academic programing through individual education plans which will be delivered through the
establishment of a regional ICT Training Hub
o designed a low-cost mobile backpack therapeutic solution for social workers to deliver interventions to rural
shut-in PWDs and also provides equipment, therapeutic and sensory rooms for all schools enrolled in the
program
o a public awareness campaign for PWDs
o in partnership with the National Basketball Association (NBA) constructed a first class multi-purpose court
facility for the Special Olympics team of Jamaica

 Designed a multi-corporate social cohesion program focused on reducing prejudices through a national behavior
change communications strategy, targeting high risk populations of disabilities, LGBT, and human trafficking called
Respect Jamaica. (2014)
 Designed a Science Technology Engineering and Math (STEM) pilot project focused on increasing enrollment
in science at the high school level. Project design was focused on a low-cost intervention, through an innovative
moveable Science Lab to address the infrastructure deficits of schools, while promoting the practical application of
science for real-world initiatives. Endorsed by the Clinton Foundation under Innovations in Education. (2014)
 Implemented standard operating procedures, procurement and finance policies, and sub-grant agreement manuals
in order to standardize the organizations operations and to meet USAID government regulations and achieved
government charitable status thus saving the company over US$350k annually. (2012-present)
 Implemented the UN Women’s HeForShe campaign for espousing gender equality and raising awareness around
gender based violence for Jamaica. (2016)
 Executive Director of the Jamaica Civil Society Coalition which represents an unprecedented
collaboration amongst civil society, private sector and church groups working together to achieve a
strengthened, non-partisan, citizens’ response to impact governance, transparency and accountability from
our leaders. (Dec. 2010 – April 2011)
 Consultant for the Canadian International Development Agency International School Twinning Program
which aims to use ICT technologies in the twining and sharing of educational programs between schools in
Jamaica and Canada. (Aug. 2011 – October 2013)
 Managed the National Commercial Bank of Jamaica’s Foundation’s developing their strategic framework
with responsibility for allocating over J$100 million of funds per year and in the delivery of innovative
programs increasing public awareness over 26%. Implemented communications strategy using both
traditional and non-traditional development methods, including the use of social utility networks and other
IT technologies. (2007-2010)
 Managed the processes and promoting the policy dialogue with the government of Jamaica and other
international development partners in the implementation of the Public Sector Modernization Program
under the Canadian Cooperation Fund. (2003 - 2005)
 Responsible for the oversight and management of program funds representing some CDN$ 2+ million for the
Canadian Cooperation Fund and the Canada Fund projects in Jamaica. (2003 - 2005)
 Managed the Mission's Program Development and Support Fund, which is a small grants fund of
US$500,000/year. (1994-1998)
 Managed OFDA’s Dominica Infrastructure Storm Damage Repair Project valued at US$500,000. (1998-
1999)
 Managed the USAID/Jamaica Mission’s Annual Program Budget (US$13+ million) to undertake activities
such as the monitoring of a combined portfolio of approximately 15 projects totaling US$100+ million.

 Provided a full range of programmatic support for the overall implementation and management of the Office
of U.S. Foreign Disaster Assistance (OFDA) portfolio. (1998-1999)
These included:
 conducting field performance monitoring of OFDA activities in the Caribbean
 designing, organizing and coordinating all regional and national OFDA sponsored training workshops
 providing support to the design team for all OFDA preparedness, mitigation, prevention and planning programs,
projects and research activities
 conducting “Needs Assessments” of disaster areas and participated in disaster response activities
PROJECT DESIGN AND STRATEGIC DEVELOPMENT
 Designed and developed an education program for primary schools to address low-levels of literacy and
numeracy through the use of ICT technologies. Program has been adopted as policy by the Ministry of
Education. The program is currently run in 167 primary schools across the island, mainly in rural areas. An
additional 40 schools to be implanted over the next 18-months.
 As part of the senior management team, participated in the formulation of USAID/Jamaica's 5-year Country
Development Strategy Fiscal Years 1995-2000. (1994-1998)
 Subsequently trained the entire mission of 120 persons in the USAIDs newly re-engineered Results Based
Management Framework. (1994-1998)
 Provided program and project support services for the portfolios of Health, Population, HIV/AIDS,
Education, and Disaster Mitigation and Response by identifying potential and/or ongoing implementation
difficulties, and assisting project managers in resolving them while enforcing U.S. government rules and
regulations. (1994-1998)
 Participated in the development of the terms of reference for request for proposals for several projects
implemented under the USAID/Jamaica program including the New Horizons Project, the AIDS/STD
portfolio, among others. (1994-1999)

 Designed and implemented the Strategic Results Framework and Indicators for the N.C.B. Foundation,
exceeding targets in all areas. (2007-2010)
 Designed and currently implementing a Persons With Disabilities (PWDs) initiative at US$3 million over a 3-year

PROGRAMME EVALUATION AND MONITORING
 Conducted an independent programmatic/financial audit and evaluations for all projects funded under the
Embassy of Japan’s Grass Roots and Human Security Grant Project for a 5-year period. Prepared a
report on lessons learned and assessment to shape the future direction of the program. (2005)
 Managed the USAID/Jamaica’s Program Performance Assessment System, which evaluates and monitors
project indicators for review by USAID/Washington and the U.S. Congress. (1994-1998)
 In collaboration with USAID and the Ministry of Education, a monitoring and evaluation template has been
designed to focus on synergies with a larger Basic Education Program currently funded by USAID with the
Digicel Foundation’s Education Enrichment Program. (2014)
RESEARCH AND ANALYSIS
 Developed and implemented a Social Return on Investment (SROI) tool to determine the value of program
deliverable effectiveness over time versus funds spent. SROI evaluation is currently being conducted on
several of the Digicel Foundation’s major projects, such as the Enrichment Literacy Program, the Special
Needs Intervention, and several of our grassroots social enterprise projects. (2014 – present)
 Researched and analyzed the Jamaica’s social, economic and political environment in order to provide
information and make recommendations to USAID/Washington for submissions to the U.S. Congress. (1994-
1998)
 Conducted research and spearheaded the conceptualization and drafting of several project initiatives
including the USAID (US$3 million) Peace and Prosperity Project which aims to stabilize two volatile inner
city communities in the Kingston Metropolitan Area. (2000-2002)
 Provided background research and other preparatory work in response to Requests for Proposals (RFP) and
bids from both local and international agencies and governments. (2000-2014)
PUBLIC RELATIONS AND EVENT MANAGEMENT
 Organized and implemented the first ever night 5K Run/Walk in downtown Kingston, Jamaica to raise the
awareness of special needs issues increasing registrants from 5,400 participants in the inaugural event to
over 10,500 participants in year 4. (2012-2015)
 Directly impacted the national public awareness of the Digicel Jamaica Foundation, which was increased from
38% to 92% in a 24 month period. (2014)
 Directly impacted the national public awareness of the N.C.B. Foundation, which was increased from 30.1%
to 56.4% over 15-month period. (2007-2010)
 Increased publicity exposure of the N.C.B. Foundation by generating free media coverage from an estimated
value of J$28,000/month to an average value of J$2 million/month. (2007-2010)
 Developed and implemented Public Information and Education component for the Caribbean portfolio for
USAID, which includes briefings, press releases, speeches, audio visual presentations for conferences and
speaking engagements. (1994-1998)
 Execution of the Prince of Wales Inner City DFID Football Competition. Approximately 130 inner city
football clubs from 81 communities participated with the finals culminating with the then U.K. Prime
Minister Tony Blair as a special guest. (2002)

CEO of the not-for-profit arm of the leading telecommunications company in Jamaica focused on implementing development
projects across the island. The program has under management US$4.5 million program per annum for community
initiatives, an education ICT literacy program done in partnership with the Ministry of Education, and for building the
infrastructure and training capacity in the sector of special needs.

Executive Director of a broad-based coalition of civil society groups, private sector, church organizations. Development of
protocols, set-up of the Secretariat, development of 2-year strategic plan, and coalition building amongst a diverse group

Samantha duQuesnay Chantrelle 2  Designed a multi-corporate social cohesion program focused on reducing prejudices through a national behavior change communications strategy, targeting high risk populations of disabilities, LGBT, and human trafficking called Respect Jamaica. (2014)  Designed a Science Technology Engineering and Math (STEM) pilot project focused on increasing enrollment in science at the high school level. Project design was focused on a low-cost intervention, through an innovative moveable Science Lab to address the infrastructure deficits of schools, while promoting the practical application of science for real-world initiatives. (2014)  Implemented standard operating procedures, procurement and finance policies, and sub-grant agreement manuals in order to standardize the organizations operations and to meet USAID government regulations and achieved government charitable status thus saving the company over US$350k annually. (2012-present)  Implemented the UN Women’s HeForShe campaign for espousing gender equality and raising awareness around gender based violence for Jamaica. (2016)  Executive Director of the Jamaica Civil Society Coalition which represents an unprecedented collaboration amongst civil society, private sector and church groups working together to achieve a strengthened, non-partisan, citizens’ response to impact governance, transparency and accountability from our leaders. (Dec. 2010 – April 2011)  Consultant for the Canadian International Development Agency International School Twinning Program which aims to use ICT technologies in the twining and sharing of educational programs between schools in Jamaica and Canada. (Aug. 2011 – October 2013)  Managed the National Commercial Bank of Jamaica’s Foundation’s developing their strategic framework with responsibility for allocating over J$100 million of funds per year and in the delivery of innovative programs increasing public awareness over 26%. Implemented communications strategy using both traditional and non-traditional development methods, including the use of social utility networks and other IT technologies. (2007-2010)  Managed the processes and promoting the policy dialogue with the government of Jamaica and other international development partners in the implementation of the Public Sector Modernization Program under the Canadian Cooperation Fund. (2003 - 2005)  Responsible for the oversight and management of program funds representing some CDN$ 2+ million for the Canadian Cooperation Fund and the Canada Fund projects in Jamaica. (2003 - 2005)  Managed the Mission's Program Development and Support Fund, which is a small grants fund of US$500,000/year. (1994-1998)  Managed OFDA’s Dominica Infrastructure Storm Damage Repair Project valued at US$500,000. (1998- 1999)  Managed the USAID/Jamaica Mission’s Annual Program Budget (US$13+ million) to undertake activities such as the monitoring of a combined portfolio of approximately 15 projects totaling US$100+ million. (1994-1998)  Provided a full range of programmatic support for the overall implementation and management of the Office of U.S. Foreign Disaster Assistance (OFDA) portfolio. (1998-1999) These included:  conducting field performance monitoring of OFDA activities in the Caribbean  designing, organizing and coordinating all regional and national OFDA sponsored training workshops  providing support to the design team for all OFDA preparedness, mitigation, prevention and planning programs, projects and research activities  conducting “Needs Assessments” of disaster areas and participated in disaster response activities PROJECT DESIGN AND STRATEGIC DEVELOPMENT  Designed and developed an education program for primary schools to address low-levels of literacy and numeracy through the use of ICT technologies. Program has been adopted as policy by the Ministry of Education. The program is currently run in 167 primary schools across the island, mainly in rural areas. An additional 40 schools to be implanted over the next 18-months.  As part of the senior management team, participated in the formulation of USAID/Jamaica's 5-year Country Development Strategy Fiscal Years 1995-2000. (1994-1998)  Subsequently trained the entire mission of 120 persons in the USAIDs newly re-engineered Results Based Management Framework. (1994-1998)  Provided program and project support services for the portfolios of Health, Population, HIV/AIDS, Education, and Disaster Mitigation and Response by identifying potential and/or ongoing implementation difficulties, and assisting project managers in resolving them while enforcing U.S. government rules and regulations. (1994-1998)  Participated in the development of the terms of reference for request for proposals for several projects implemented under the USAID/Jamaica program including the New Horizons Project, the AIDS/STD portfolio, among others. (2007-2010)  Designed and currently implementing a Persons With Disabilities (PWDs) initiative at US$3 million over a 3-year period in partnership with two government agencies and 6 private school institutions. The program includes the components focused on infrastructure development, provision of equipment, training for teachers and caregivers, and behavior change social awareness around the issues facing PWDs. Scholarship program valued at over US$500,000 annually; the “Pass the Torch” School Tours for returning Olympians and done in partnership with the Ministry of Youth, Culture and Sport and the Private Sector Organization of Jamaica engaging over 11,000 students in 10 high schools. (2008) PROGRAMME EVALUATION AND MONITORING  Conducted an independent programmatic/financial audit and evaluations for all projects funded under the Embassy of Japan’s Grass Roots and Human Security Grant Project for a 5-year period. Prepared a report on lessons learned and assessment to shape the future direction of the program. (2005)  Managed the USAID/Jamaica’s Program Performance Assessment System, which evaluates and monitors project indicators for review by USAID/Washington and the U.S. Congress. (1994-1998)  In collaboration with USAID and the Ministry of Education, a monitoring and evaluation template has been designed to focus on synergies with a larger Basic Education Program currently funded by USAID with the Digicel Foundation’s Education Enrichment Program. (2014) RESEARCH AND ANALYSIS  Developed and implemented a Social Return on Investment (SROI) tool to determine the value of program deliverable effectiveness over time versus funds spent. SROI evaluation is currently being conducted on several of the Digicel Foundation’s major projects, such as the Enrichment Literacy Program, the Special Needs Intervention, and several of our grassroots social enterprise projects. (2014 – present)  Researched and analyzed the Jamaica’s social, economic and political environment in order to provide information and make recommendations to USAID/Washington for submissions to the U.S. Congress. (1994- 1998)  Conducted research and spearheaded the conceptualization and drafting of several project initiatives including the USAID (US$3 million) Peace and Prosperity Project which aims to stabilize two volatile inner city communities in the Kingston Metropolitan Area. (2000-2002)  Provided background research and other preparatory work in response to Requests for Proposals (RFP) and bids from both local and international agencies and governments. (2000-2014) PUBLIC RELATIONS AND EVENT MANAGEMENT  Organized and implemented the first ever night 5K Run/Walk in downtown Kingston, Jamaica to raise the awareness of special needs issues increasing registrants from 5,400 participants in the inaugural event to over 10,500 participants in year 4. (2012-2015)  Directly impacted the national public awareness of the Digicel Jamaica Foundation, which was increased from 38% to 92% in a 24 month period. (2014)  Directly impacted the national public awareness of the N.C.B. Foundation, which was increased from 30.1% to 56.4% over 15-month period. (2007-2010)  Increased publicity exposure of the N.C.B. Foundation by generating free media coverage from an estimated value of J$28,000/month to an average value of J$2 million/month.
