4.0 Project Background
Somalia has faced significant challenges in providing essential water, sanitation, and hygiene
(WASH) services, with only 45% of the population having access to improved water sources and
less than 20% with access to improved sanitation facilities. This has contributed to high rates of
waterborne diseases and preventable deaths, particularly among children under five years old.
The environmental challenges in Somalia are also significant, with deforestation, soil erosion, and
desertification being some of the major issues. There is a need to promote sustainable land use
practices and ecosystem restoration initiatives to mitigate the impact of climate change and
improve the resilience of communities. Implementing WASH, EIA, and greening initiatives in
healthcare facilities in Somalia can significantly improve health outcomes, promote environmental
sustainability, and build community resilience. In addition, integrating these initiatives can lead to
synergies that enhance the impact and sustainability of the interventions.
However, implementing such initiatives requires a holistic and integrated approach that addresses
the interrelated challenges of water and sanitation, environmental impact, and ecosystem
degradation. It also requires engaging with stakeholders, conducting needs assessments,
developing project objectives, identifying project components, developing implementation plans,
conducting environmental impact assessments, implementing WASH and greening interventions,

7.0 Our Duties and Responsibilities
We understand that our roles and responsibilities on the project are:
a. Provide technical advice on the best greening methods for the seven health facilities.
b. Drawing a schematic of a typical climate-friendly clinic and its components mapping of
greening materials available in the Somali market and those to be procured internationally.
c. Development of technical specifications for proposed greening solutions, drafting (from
sketches) of BOQs that shall be used for tendering to identify contractors who would implement
the proposed greening solutions.
d. Review of technical offers for works and greening equipment received from contractors.
e. Supervised and monitored the Implementation of works and the proposed greening
solutions.
f. Provision of Capacity Development to relevant health facility staff, including developing
appropriate maintenance guidance material in consultation with contractors and associated
training to clinic staff.
g. Provision of comprehensive monthly progress reporting and status updates
h. Condition of completion report upon successful completion of activities and oversee
project handover.
i. Provision of workshops (possibly online) at the beginning and end of the project to guide
planning and ensure proper dissemination of information, respectively.
8.0 Proposed Methodology
Implementing WASH, EIA, and greening initiatives in healthcare facilities in Mudug, Somalia,
requires a holistic and integrated approach that addresses the interrelated challenges of water and
sanitation, environmental impact, and ecosystem degradation.
9.0 Project Design
We must develop a well-designed project plan to implement a WASH project, conduct an
Environmental Impact Assessment (EIA), and incorporate greening initiatives. Here are some
key elements that will be considered when designing a project for these activities:
1. Conduct a needs assessment: We will identify the critical water, sanitation, and hygiene
needs of the target community, as well as any environmental and greening challenges that need
to be addressed. This will be done through community consultations, stakeholder meetings, and
site visits.
2. Develop project objectives: We will establish clear and achievable objectives based on
the needs assessment. These objectives will be specific, measurable, attainable, relevant, and
time-bound (SMART) as outlined in terms of references (TOR).
3. Identify project components: Based on the project objectives, we will determine the
specific components of the project, such as the construction or Rehabilitation of water
infrastructure, provision of sanitation facilities, hygiene promotion, environmental impact
assessment, and greening initiatives.
4. Develop an implementation plan: We will develop a detailed implementation plan that
outlines the activities, timeline, budget, and resources required for each project component. The
implementation plan should also include the roles and responsibilities of project staff and
partners.

other stakeholders throughout the project planning and implementation process. This will help

hygiene infrastructure, as well as any greening initiatives that have been implemented.

incorporating greening initiatives will help ensure the project's success and sustainability while

10.0Literature Review
In carrying out the study, a detailed review of literature will be undertaken from various project
documents that include but are not limited to the following:
1. Program Design documents guidelines
2. Semi and annual reports.
3. Reports of WASH partners working in Somalia.
4. NorCross WASH strategy
5. Somalia Government department development strategies/plans, relevant records, and
reports.
The review will be undertaken to understand the project design and establish essential
benchmarks for the evaluation.
11.0Reporting
At the end of the consultancy, we will write a technical report which will be validated by the
Norcross team, community, healthcare managers and school management to reflect the project
impacts on the target institutions.
