Background of the
Recto Bill
Rodante C. de Castro
Ang Pilipinas Matapos ang
Ikalawang Digmaang
Pandaigdig
2
1. Nagpatuloy ang
dominasyon ng Estados
Unidos sa Pilipinas
partikular na sa aspetong
pampulitika, pangmilitar at
pang ekonomiya.
2. Patuloy na pakikibaka ng
mga Pilipino para sa tunay
at ganap na pagbabagong
Panlipunan
3
Bayani.
“…the reading of Rizal’s novels would strengthen the Filipinism of
the youth and foster patriotism”. C. M. Recto

Si Recto at ang Batas Rizal

5
Si Recto at ang Batas Rizal
Ang Batas Rizal (R.A. 1425)
Inihapag sa Senado ni Sen. Jose P. Laurel
Abril 17, 1956.
Si Sen. Laurel bilang Tagapangulo ng
Senate Committee on Education ang
naghapag nito, subalit ang orihinal na
panukala ay inakda ni Sen. Claro M. Recto.
6
Ang panukalang
ito ay tumanggap ng
maraming mga
pagbatikos mula sa
mga Katolikong
Senador.
7
Ilan sa mga ito ay sina:
Sen. Decoroso Rosales
Sen. Mariano Cuenco
Sen. Francisco Rodrigo
8
letter “should open the eyes of the people to the real enemies
of Rizal and true nationalism”
Filipino.
9
How did Recto Defended the Bill
 Ayon kay Recto, “They (Catholic Church) are
making too much profit which they can ill-
afford to give up.”
 “Rizal did not pretend to teach religion or
theology when he wrote these books. He aimed
at inculcating civic consciousness in the
Filipinos, national dignity, personal pride, and
PATRIOTISM.”
10
Sa gitna ng panlabas at
panloob na mga panlipunang
suliraning kinaharap ng bansa
noong 1950’s, naniwala si Recto
na ang pag-aaral sa buhay at
akda ni Rizal ang gigising sa
natutulog na damdaming
makabayan ng mga Pilipinong
mag-aaral.
11
12
How Jose Rizal Became Our
National Hero
13
 Governor-General William
Howard Taft: kinakailangang
magkaroon ang Pilipinas ng
Pambansang Bayani.
 Ang pambansang bayani na
ito ang magiging
pambansang huwaran ng
mga mamamayang Pilipino.

The Americans on their part is also
amenable to the idea of Filipinos
choosing a national hero for
themselves. The Americans then
agreed but they first created a
Technical Committee to be headed by
a leading American anthropologist in
H. Otley Beyer and this committee
then formed criteria’s to be used in the
selection of our National Hero. The
Criteria’s they came up are as follows:
Criterias in Choosing the National Hero
16
1. He should be dead.
2. He should be a
Filipino.
3. He should have an
unending love for the
country.
4. He should be a
model of peace.
17
 Balloting for the naming of the national hero then
follows and surprisingly the one who emerged victorious
as our National Hero was Marcelo H. del Pilar. Then why
do we have Rizal as our National Hero today?
 Major Consideration why Rizal was chosen over del Pilar
as our National Hero:
 Rizal has a more tragic and dramatic death
18
Rizal was chosen...
1. He was the first to incite Filipinos to revolt
against Spain
2. Filipinos are sentimental
3. He was a man of peace
19
Minor Considerations why Rizal was
chosen as our National Hero:
1. That Hitler was an illegitimate son of Rizal
2. That Bonifacio not Rizal was the rightful National Hero
because Bonifacio fought in the revolution
3. That Rizal was an American - sponsored hero
4. That Rizal was gay
5. That Rizal was a national hero who never have used a
barong tagalong
20
Wrong impressions on Rizal
1. Initially, Rizal supported the pro-Spain Mestizos in clamoring
for the declaration of the Philippines as a Provincia Ultramar
(Overseas Province) of Spain - he resisted all forms of
Independence because he felt that the Filipinos did not have
enough education. The Philippines actually had a representation
in the Spanish Congress and Spain even had one Filipino Prime
Minister who served two terms, but Philippine Representation
was removed just before Rizal was born.
21
Negative Issues on Rizal
2. He spent too much time with lots of women in Europe - one
negative flaw he did was to marry a Foreigner: Irish Josephine
Bracken. This set a precedence in the Philippines where
intermarriage to other people of other races soared high - up to
now.
3. He was more fluent in Spanish than Tagalog. He felt more
comfortable reading and writing in Spanish than in Tagalog,
similar to what we feel with English nowadays.
22
Negative Issues on Rizal
4. He was very much different than other Filipinos - he had
conflicts with his religious life.
5. He was easily angered and had temper tantrums - that he had
several duels with lots of Spaniards - one of which is Wenceslao
Retana, who would eventually be one of RIzal's fans - he wrote
the first Rizal biography in Spain on 1901.
23
Negative Issues on Rizal
Answer the following questions. 10 pts each
1. After a thorough discussion on how Rizal
became the national hero, do you think he
really deserves to be the country’s National
Hero? Explain.
2. Do you think the negative issues on Rizal
tarnishes his reputation as the National Hero?
Why or why not?
24
Thank You…
