Inihapag sa Senado ni Sen. Jose P. Laurel
ang isang panukalang batas (Senate Bill
438) na naglalayong pag-aralan ang
buhay at mga akda ni Jose Rizal noong
Abril 17, 1956.
Si Sen. Laurel bilang Tagapangulo ng
Senate Committee on Education ang
naghapag nito, subalit ang orihinal na
panukala ay inakda ni Sen. Claro M. Recto.

siyang buong-giting na nagdepensa sa kahalagahan ng
panukala para sa mas malalim na pagkakilala sa pagiging

9. Binanggit ni Recto na ang pagbabasa ng nasabing pastoral
letter “should open the eyes of the people to the real enemies
of Rizal and true nationalism”
Bilang tugon sa bantang ipapasara ng Simbahan ang mga
paaralang Katoliko sa sandaling maipasa ang batas, nakita ni
Recto na pabor ito sa bansa upang maisakatapuran na ang
nationalization ng mga paaralan. Katulad ng Senate Bill 438,
hakbang din ito upang mapalawak ang nasyonalismo sa mga
Filipino.

making too much profit which they can ill-
afford to give up.”
“Rizal did not pretend to teach religion or
theology when he wrote these books. He aimed
at inculcating civic consciousness in the

amenable to the idea of Filipinos
choosing a national hero for
themselves. The Americans then
agreed but they first created a
Technical Committee to be headed by
a leading American anthropologist in
H. Otley Beyer and this committee
then formed criteria’s to be used in the
selection of our National Hero. The

follows and surprisingly the one who emerged victorious

Wrong impressions on Rizal
21. 1. Initially, Rizal supported the pro-Spain Mestizos in clamoring
for the declaration of the Philippines as a Provincia Ultramar
(Overseas Province) of Spain - he resisted all forms of
Independence because he felt that the Filipinos did not have
enough education. The Philippines actually had a representation
in the Spanish Congress and Spain even had one Filipino Prime
Minister who served two terms, but Philippine Representation
was removed just before Rizal was born.

Negative Issues on Rizal
22. 2. He spent too much time with lots of women in Europe - one
negative flaw he did was to marry a Foreigner: Irish Josephine
Bracken. This set a precedence in the Philippines where
intermarriage to other people of other races soared high - up to
now.
3. He was more fluent in Spanish than Tagalog. He felt more
comfortable reading and writing in Spanish than in Tagalog,
similar to what we feel with English nowadays.

Negative Issues on Rizal
23. 4. He was very much different than other Filipinos - he had
conflicts with his religious life.
5. He was easily angered and had temper tantrums - that he had
several duels with lots of Spaniards - one of which is Wenceslao
Retana, who would eventually be one of RIzal's fans - he wrote
the first Rizal biography in Spain on 1901.
