eParlimen Software Process Governance and
Compliance
The Challenge
UAT for the eParlimen software was producing a very high number of basic functional
issues. The client wanted a conformance check of the software testing methodology
against standards and industry best practices, to understand the deviations and
implement a quality check prior to the software being released for production use.
Perintis Mobiliti’s biggest challenges:
• Approximately one (1) month before the software is to be released for use in a
Parliament assembly.
• The project team consists of multiple companies that were each responsible
for individual areas of the software product implementation – development,
quality assurance, project management and infrastructure implementation.
• A push-back on compliance checks from project management due to the tight
release schedule.
The error rate produced from a low complexity software product was disproportionate.
The releases were not tracked, defects fixed were not tested to confirm fix was made,
and there was no regression test capability to ensure those fixes did not break again
or break something else in the next iteration. There was no central repository that is
accessible by everybody, therefore no one had a clear understanding of what was
happening at any one point of time.
The Solution
The solution from Perintis Mobiliti was to use the Perintis Delivery Framework which
consists of a set of highly disciplined practices and methodologies, if followed and
tailored accordingly ensures production of high quality, efficient software deliverables.
We decided on a method of reviewing all software project assets and policies,
conducting interview assessments with team members, running audits on the
development and testing environments, reviewing the software architecture and as a
deliverable providing an audit report that will be used for three reasons:
• Ensuring the most immediate measures that need to be put in place to enable
the software release for use in the next Parliament assembly
• Identifying an action plan of measures that must be done before or during the
next phase of development to ensure reduced functional errors and smooth
software delivery.
• Mapping against a maturity model that will identify steps that should be done to
achieve a higher level of software development capabilities for all development
projects within the organization moving forward.

Business Results
An audit report of the eParlimen software was produced, identifying areas of
improvement in the three categories as laid out above. Using the short-term (most
immediate measures) checklist, the software was released for use in a Parliament
assembly. Medium-term (action plan) measures will be implemented for next phase of
development.
Other Results
• Trainings conducted for the software team on test policies, audit checklists and
process methodologies
• Feedback into the Perintis Delivery Framework for continuous improvement
