1. Prof.Gara Latchanna, M.A. [Economics], M.A. [Education].PGDES, and Ph.D. (Education),
is a Professor of Education and Chairman, Board of Studies in Education [P.G], Department of
Education at the Andhra University, Visakhapatnam, Andhra Pradesh, India and he had
previously served as the Head, Department of Education, Andhra University [2010-2013];
Assistant Professor and Associate Professor in Education in the Department of Education at
Andhra University (1990-2007). Ten M.Phil’s and 17 PhD’s in Education were awarded under
his guidance and supervision. [Including four Ethiopian, one Iraqi and Srilanka scholars] He had
adjudicated 41 Doctoral theses from various Indian Universities.
He attended the Tenth Asia TEFL International Conference on the theme of Expanding
Horizons of Language and Communication: ELT Issues, Challenges and Implications, held at
Gurgoan, New Deli 4-6, October, 2012, presented paper titled, Effect of using P.P.P. Method in
Class-V Pupils’ Achievement In Question Formation and also attended the International
Conference on Traditional Medicine, Ayurveda, Agriculture and Education organized by
Benaras Hindu University South Campus, Barakatcha held in 22-23, January, 2013 and
presented a paper on ‘Issues and concerns for Development of Skills among 21st century
teachers’. He participated in national workshops and Symposia on various educational issues in
India
He wrote a reference book on Economics of Education, Discovery Publishing House,
New Delhi, 2007 for M.Ed/M.A. Education students and Research scholars and published his
own Doctoral thesis on Economics of Tribal Primary Education, The Associated Publishers,
Ambala Cantt., 2006.He also wrote a book on Methods of Teaching – Social Studies (Telugu) as
Joint Author, Master Minds, Guntur, 2005. He also co-authored for a book on Foundations of
Education [Telugu& English] [2013]Neelkamal Publications,Hyderabad.
As a well-known teacher educator from India, Prof. Gara Latchanna published four books,
three book chapters, and 20 articles and research papers in reputed Indian Journals. He is a
Member, Editorial Board, MIER Journal of Educational Studies, Trends and Practices, Jammu,
ISSN: 097-8203and he is a Life Member, Indian Association for Educational Research [IAER]
His current research areas include: learner retention and dropout, student learning styles,
curriculum design and development, institutional and private cost for technology-based learning,
teacher education and continuing professional development, quality assurance and new
educational technologies.
University Saints Malaysia appointed him to evaluate the academic work of Yahya Che Lah,
as External Assessor for the promotion as Associate Professor in Education [2011]. Karnataka
State Open University, Mysore nominated him as an Expert in the Board of Appointment in
Education for the promotion of Professor in Education under [UGC] Career Advancement
Scheme, [2012]. Kumaun University, Naininital, Uttarakhand nominated him as an Expert in the
Selection Committee Meeting held on 03-04-2013 for the selection of faculty positions in the
Department of Education.
He was appointed as External Member, Board of Studies in Education, Sri Krishnadevaraya
University [2009-2012]&[2013-2015], External Member [2010-2012] in the combined BOS in
Education, Acharya Nagarjuna University, Guntur and Member, Board of Studies in Education,
Department of Education, Berhampur University, Hanja Bihar, Berhampur-7, Orissa State. He

2. has also been serving as Member, Board of Studies in Education at Sri Satya Sai Institute of
Higher Learning since 2010.
He is a trained assessor for NAAC for which he took part in Assessors Interaction Meeting
held in June, 2011[18th Batch], and he is visiting as Member, Peer Team Visits-NAAC,
Bangalore. He interacted with the search-cum selection committee for the post of Chairperson,
NCTE, New Delhi on 26-10-2013and also interacted with the search-cum selection committee
for the post of Director IUC-TE,Kakinada,[AP] New Delhi on 19-02-2014.
