Changing the benefit structure requires negotiating with the labor unions and the membership agreement. Since the benefits have been a part of employee compensation schemes for many years, it can be difficult to obtain their agreement on lowering their pension payments. Houston and Dallas city officials have not made payments to their pension funds at a sufficient level to adequately fund employee pension obligations. Houston underfunded its pension over the past few years by nearly $100 million. Dallas is a smaller city than Houston, and the government tried to issue bonds and reduce benefits to cover its shortfall. However, employees and their union representatives rejected that approach. I was excited about my new assignment on a special department project. I was flattered when my boss suggested we discuss it over dinner. At first I felt uncomfortable about meeting him in a social setting but, deciding that I was being paranoid, agreed. During dinner, we began to discuss the new project. As the evening progressed, the conversation shifted to very personal topics, including my present and past boyfriends. I tried to shift the conversation back to something related to work but he kept drifting back to personal issues. Occasionally he touched my hand and told me he thought I was attractive. As we were getting ready to leave, he stood uncomfortably close to me and patted me on the arm. I felt nervous about the way he was relating to me but I was afraid to offend him by saying anything. Now I find myself avoiding him even though I respect his opinions and need his guidance to do well in my department. In BC’s nearly-decade-old “new” curriculum, the curricular competencies describe the processes that students are expected to develop in areas of learning such as mathematics. They reflect the “Do” in the “Know-Do-Understand” model. Under the “Communicating” header falls the curricular competency “Explain and justify mathematical ideas and decisions.” Note that it contains two processes: “Explain mathematical ideas” and “Justify mathematical decisions.” I have broken it down into its separate parts in order to understand--or reveal--its meaning. The first part is commonplace in classrooms. By now, BC math teachers—and students—understand that “Explain mathematical ideas” means more than “Show your work.” Teachers consistently ask “What did you do?” and “How do you know?” This process is about retelling, not just of steps but of thinking. The second part happens less frequently. Think back to the last time that you observed a student make—a necessary precursor to justify—a mathematical decision. “Justify” is about defending. Like “explain,” it involves reasoning; unlike “explain,” it also involves opinion and debate. In order to reinterpret the curricular competency “Explain and justify mathematical ideas and decisions,” I will continue to take apart its constituent part “Justify mathematical decisions” and carefully examine the term “mathematical decisions.” What, exactly, is a “mathematical decision”? Below, I will categorize answers to this question. These categories, and the provided examples, may help to suggest new opportunities for students to justify.

Human Resource Management ed 16, Chapter 12, page 445 Houston is among several cities facing major issues funding their employee pension benefits. With oil prices falling over the past few years, the city's coffers have been negatively affected. Voters recently approved a cap on property taxes in Texas' largest city. This means city officials will have difficulty raising enough revenue to pay all the city's costs. Houston's problems are echoed in Dallas, which has similar issues. City employees, firefighters, and police officers are members of various labor unions with collective bargaining agreements that include substantial defined benefit retirement payments. Changing the benefit structure requires negotiating with the labor unions and the membership agreement. Since the benefits have been a part of employee compensation schemes for many years, it can be difficult to obtain their agreement on lowering their pension payments. Houston and Dallas city officials have not made payments to their pension funds at a sufficient level to adequately fund employee pension obligations. Houston underfunded its pension over the past few years by nearly $100 million. Dallas is a smaller city than Houston, and the government tried to issue bonds and reduce benefits to cover its shortfall. However, employees and their union representatives rejected that approach. Houston city officials were able to strike a deal that included employees contributing to the pension plan and accepting lower benefits. The inevitability of a financial crisis in Houston allowed city leaders to agree to share the burden of getting the pension plan in reasonable financial condition. Since pension obligations are so extensive, these two Texas cities have found it difficult to hire police reduce benefits to cover its shortfall. However, employees and their union representatives rejected that approach. Houston city officials were able to strike a deal that included employees contributing to the pension plan and accepting lower benefits. The inevitability of a financial crisis in Houston allowed city leaders to agree to share the burden of getting the pension plan in reasonable financial condition. Since pension obligations are so extensive, these two Texas cities have found it difficult to hire police officers, repair potholes, and carry out other routine operations. In addition to the ballooning obligation, investment returns have fallen short of expectations. In recent years, most investment funds have been earned far below the 8 percent built into funding plans. This increases the gap between the funds available and the benefits promised. For instance, Chicago city officials' inability to address their pension funding gap means that the city can pay for only one-quarter of its promised benefits. I was excited about my new assignment on a special department project. I was flattered when my boss suggested we discuss it over dinner. At first I felt uncomfortable about meeting him in a social setting but, deciding that I was being paranoid, agreed. During dinner, we began to discuss the new project. As the evening progressed, the conversation shifted to very personal topics, including my present and past boyfriends. I tried to shift the conversation back to something related to work but he kept drifting back to personal issues. Occasionally he touched my hand and told me he thought I was attractive. As we were getting ready to leave, he stood uncomfortably close to me and patted me on the arm. I felt nervous about the way he was relating to me but I was afraid to offend him by saying anything. Now I find myself avoiding him even though I respect his opinions and need his guidance to do well in my department. SUPERVISOR VERSION I was impressed with her work, and gave her a special assignment that would help her to expand her abilities as well as help the department move forward. thought the project had real potential. I invited her to dinner so we could talk over her ideas in a more relaxed atmosphere and not be constantly interrupted at work. I thought this would be helpful since she seems very bright but is nervous and shy in group meetings. I enjoyed getting to know her better and I could tell the feeling was mutual. We had a good time and the discussion was productive. Since our meeting. I have not seen much of her. I am surprised that after such a promising start she seems less interested in my help. I guess she changed her mind about the assignment. It makes me wonder if she is really promotion material. .

They reflect the “Do” in the “Know-Do-Understand” model. Under the “Communicating” header falls the curricular competency “Explain and justify mathematical ideas and decisions.” Note that it contains two processes: “Explain mathematical ideas” and “Justify mathematical decisions.” I have broken it down into its separate parts in order to understand--or reveal--its meaning. The first part is commonplace in classrooms. By now, BC math teachers—and students—understand that “Explain mathematical ideas” means more than “Show your work.” Teachers consistently ask “What did you do?” and “How do you know?” This process is about retelling, not just of steps but of thinking. The second part happens less frequently. Think back to the last time that you observed a student make—a necessary precursor to justify—a mathematical decision. “Justify” is about defending. Like “explain,” it involves reasoning; unlike “explain,” it also involves opinion and debate. In order to reinterpret the curricular competency “Explain and justify mathematical ideas and decisions,” I will continue to take apart its constituent part “Justify mathematical decisions” and carefully examine the term “mathematical decisions.” What, exactly, is a “mathematical decision”? Below, I will categorize answers to this question. These categories, and the provided examples, may help to suggest new opportunities for students to justify.
