The Estate Team is able to assist as follows:

23. The Project
This £3.5million primary expansion project was completed
in March 2015 and has provided an additional 210 primary
school places in Torquay.
The project comprised a new classroom block of three
classrooms, associated WCs and storage areas. The new build
section included a staff room, school hall, state of the art kitchen
and toilets. The project also incorporated two sections of
internal re-modelling. The first section re-modelled the
existing hall and entrance area to form two new reception
classrooms. The second section removed the old kitchen
and converted the space into a new classroom facility.

Challenges
Planning permission delays prevented replacement of a culvert
with a concrete box section during the school summer holiday
before the building foundations were built. As a result it had
to be done once the building structure was almost finished,
which was challenging.
Trees alongside the new building and the public footpath on
the Avenue were close to the building area. To prevent
damage, colleagues in the Council suggested pollarding the
trees to reduce their water requirement during the work.
This was successful and the trees continue to grow well.
Outcomes
The £3.5M extension to Cockington Academy has provided
excellent modern facilities to support the growth in pupil numbers.
TDA project managed the new provision from inception to
completion. The project was completed on time, to
budget and to a high standard. Feedback from the Senior
Leadership Team and pupils at the school is very positive.
An exciting element of the project was to include solar panels
to reduce the cost of power. This is being monitored to assess
the level of savings.

25. The Project
The Vision for renewal and rebuilding of Torquay Academy
embraced a wide range of aspirations and innovative
intentions within the context of national initiatives at the time.
These included Building Schools for the Future, Every Child
Matters, the 14-19 Agenda, the Extended Schools Policy and
Workforce Reform and of the development of Secondary
Education in Torbay as a whole. The transformation from
old to new is dramatic, with vastly improved state-of-the-art
facilities and excellent teaching spaces.

Challenges
To build the new school whilst continuing teaching in the old
build and demolition of the old building bit by bit as sectors
of the new building was handed over for use.
To control costs over three years, at a time of increases in
material costs.
As the project costs were higher that the available budget,
the proposed grey water recovery system was cut from the
project. Interserve offered to provide it at their cost so the
roof water is collected and used to flush the toilets.
Outcomes
The £29M rebuild of Torquay Community College, now
Torquay Academy, overseen by the Schools Capital and
Planning Team and partly funded from the Government’s
Building Schools for the Future Initiative was successfully
completed due to additional funding from the Council.
Stride Treglown of Plymouth project managed the new provision
from inception to completion. The project was completed on
time, to budget and to a high standard. Feedback from the
Senior Leadership Team and pupils at the school is very positive.
