This document provides information about a 1-year Executive Master's program in Emergency Management of Civil Protection (EMCP). The program aims to train professionals in civil protection management. It is an interuniversity program offered through a consortium of universities. The 85-credit program involves lectures, seminars, workshops, and a 150-hour internship. It is designed for graduates and professionals with experience in fields related to emergency management, civil society, or international cooperation. Successful completion earns a Certificate in EMCP.

2. General Objectives
The Master is designed to train and in updating Professionals in Management of Civil Protection (Emergency Manager
of Civil Protection© - EMCP©) so that to be able to develop, in terms of theoretical knowledge and practical skills, the
Management of Forecasting Programs, Prevention and Emergency Management.
A professional “innovative” role able to express himself at the best in all phases of the Civil Protection, from the
Forecast to the Prevention, from the Planning to the Emergency Management and also in a prompt return to the
condition of normality.
The centrality of this role derives, in large part, from the ability to assess the scenarios and from the versatility to
interface with the various Parties involved: as appropriate, he may work closely with all the Agencies and the Operating
Structures in the territory, promoting their active involvement in the Planning and Prevention activities..
Therefore the trail aim is to combine some of the theoretical knowledge with practical business application, in order to
meet the specific training needs, including the necessary Group Works, but above all the Modules dedicated to Analysis
of the Climate, the issues of Motivating Staff, the Group Dynamics, to arrive to the components of Effective Leadership
by developing innovative tools and methodologies in the Management of the Civil Protection.
The Modules of the Training Program will prepare and update the skills related to the complex and interdisciplinary
filed, operating in the Civil Protection Services, in the Public Administration, in Voluntary Organizations, in the Civil
Society, to enable them to manage complex situation in Disasters but especially that of the Forecast, Prevention and
Planning Programs at Local, National and International Levels..
Specific Objectives
The need for this new profession is felt especially in the Planning and Prevention of Natural Disaster Sector, in support
of the Institutions in Italy, Europe and worldwide.
In fact, the lack of these skills are real hot spots in the system, which depends above all during the Planning stages, in
the approval and implementation of urban and Territorial Plans, those specific skills that reduce risk and uncertain
components.

The Emergency Manager of Civil Protection - EMCP , coordinating and supporting the implementation of these
dynamics, can also trigger the Territorial Actors involved (Public Agencies and Institutions), towards sustainable
development practices and system processes to generate positive benefits for the Social Economy.
In the Management he will have the technical skills, practical and managerial, to allow better Planning of the Rescue
Organization, in areas affected by Natural Disasters, in the Land Management, in developing and setting the Plans for
the intervention in the Emergency Management.
He will be able to recognize Hazards and to Assess the Risks involved, to build safe scenarios recurring also to self-
protection systems and adequate equipments, to ensure the security and safety of the intervention.
He necessarily needs to intervene in these contexts with appropriate educational support in Psichology and
Communication, to better manage the Processes within the Command and Control Chain (Control Rooms, Municipal
Operation Centers, Mixed Operation Centers, Centers of Rescue Coordination, Command and Control Management).
He will have the task to organize and to the Process Cycles as the CP /PC.
Recipients
The Master is aimed at those interested in a Training Program designed to operate in the areas of Civil Defence, and
Emergency Management, both Nationally and Internationally level.
For Undrgraduates and Graduates will be released the Certificate of Master of 85 C.F.U. (University Credits) with a
value of 3 points in public competitions (where the legislation in force so provides).
Graduates participating in the Master, after an evaluation of the titles performed by the Directors of Teacher, will be
issued the Certificate of Master with 85 C.F. (Not College Credits) not useful in an Academic Career, in addition to a
value of 3 points in Public Contests (where the legislation in force so provides).
Methodology
The Course is developed with active teaching methods aimed at optimizing integrated learning: Lectures, theoretical
and practical Meetings, FAD (Distance Learning), Seminars, Tutorials, Workshops and Study Groups.
The selected method values the needs and resources of individual Participants and the Group as such.
The attendance of at least 80% of the training provided it is Mandatory.

3. Degree Program
The annual Master, of the total duration of 650 ore, will be divided into 18 methodological and practical thematic,
divided into 224 hours of Lectures and Practical Exercises divided into 28 Modules, 150 hours di FAD (Distance
Learning, 122 hours of Internship and 150 hours of Project Work and 4 hours di Final Written Examination.
The Lectures will be usually held the 4^ week, on monthly basis, On Saturday and Sunday, with timing from 9.00 AM
to 01:00 PM and form 02:00 PM to 05:30 PM.

At the Master in “Emergency Manager of Civil Protection - EMCP ” will be admitted Graduates under the old
order, the Graduates with the three-Years Courses with a score not less than 105/110, and Graduates with professional
curricula that provide proof of a continuous experience of at least 10 Years in the professional reference area, in the
NGO OF International Co-operation, in the National Forces of Peace, in the Missionary World, in Volunteer
Organizations, or in the Italian and/or European system of Civil Protection.
Mandatory Requirement is to be fluent in the English Language, needed for the Training in the I.A.E.M. field
(International Association of Emergency Managers).

6. Conditions for Participation
The Academic Fees, including expenses for Teaching material and for the organization of the Master, amount to
Euro 2.900,00.
Payment can be made in two Instalments of Euro 1.450,00 at the Enrolment and of Euro 1.450,00 within the date
of participation to the fourth Module.
The Payments, with the specific reason reported, can be made by Credit Card or Bank Transfer and a copy of all
the receipts have to be received via fax by the due dates.
Failure to provide such documentation within the time limits shall be construed as a waiver of the participant of
the Master.
Admission to the Master is at the full discretion of the Board of Teaching through Assessment of Qualifications and
based on a classification derived form the order of arrival of requests for admission.
The Master will start on November 10th, 2012 and registrations will remain open until the day before the date of filing
in court of the third Module, scheduled for November 17th, 2012 as it is provided the opportunity of eventual didactic
recovery through an Educational Program of Distance Learning (FAD) and tutoring for each of the three previous
Modules.
In the case of non-activation of the Course for lack of a minimum number of Candidates considered suitable by the
Technical Committee, the amount of registration will be returned or will be valid for the next Course, however, until
the provided number of Subscribers.

At the end of the Master Course, the Interuniversity Consortium for Education and Communication For.Com., after the

suitability Assessment of suitability with final examination conducted jointly with E.Di.Ma.S. , will issue the
Certificate of:

It will be issued a further joint document For.Com., I.M.S. e E.Di.Ma.S. to certify that the Training has been

completed through For.Com., I.M.S. and E.Di.Ma.S. following the Guidelines defined by E.Di.Ma.S as Owner of the

Training Process. On this document, therefore, will appear logos of For.Com., of I.M.S. and of E.Di.Ma.S.
The Master in question can be placed in the context of the Interuniversity Courses of Higher Education established by
Ministerial Decree D.M. 270/2004 which establishes the equivalence between the permanent and recurrent Higher
Education and the educational activities of specialistic base and of scientific improvement (Master of I and II Level),
and also the provision of new types of Titles released by the University, in addition to or in derogation to those
determined by Art. 1 Law n.341 dated November 19th,1990 (Art.6, 8, 11).

Public Contests
In case of participation to Public Contests, the acquisition of the Title has a recognized value of 3 points (where the
regulation so provide).
How to Apply
The Master has a number of accesses yearly planned and defined. To be admitted to the frequency of the Master, the
Candidate have to participate to their selection by sending the following documentation:

- Application Form on plain paper
Those interested can send the Application Form by post to Secretary Office (to the address: Interuniversity Consortium
For.Com. – Via Virginio Sini, 17/A – 00192 ROMA).
The registration can be made from Candidates who pass the selection by receiving official notification from the
Directorate of the Course.

7. The interested Parties may handover, or send through post, by Registered Mail with counter Receipt ( R.R.) a: Student
Office – Education and Communication – Interuniversity Consortium – Via Virginio Orsini 17/A – 00192 ROMA, the
following listed documentation:
- Graduate Certificate / Diploma (or self-certification);
- Birth Certificate on plain paper (or self-certification);
- Registration Form, updated version at the Year of Registration, complete with all data, with the Revenue
Stamp of Euro 14,62 pasted (Revenue Agency Circular dated June 1st, 2005, n. 29);
- Copy of the Payment Receipt.
