This newsletter keeps you updated on the latest activities of the RESISTANT project and
informs you on news and activities related to RESISTANT operations. On behalf of the
consortium, we hope you enjoy reading this issue.
The RESISTANT USE CASES
The project Consortium will evaluate the overall approach of RESISTANT with the help of a
series of tests that will be based on real life scenarios and case studies and that will be
implemented in 4 pilot use cases (UC) aimed at education and training for emergency
preparation and disaster response:
UC1: Educational and Training Seminars for students and citizens of endangered
areas 
UC2: Emergency Management Frameworks (Cross-border Use Case)
UC3: Full-Scale Exercise - Flood case caused by torrent
UC4: Tabletop training exercise - Earthquake response during the COVID-19
pandemic
UC1: Educational and Training Seminars for
students and citizens of endangered areas 
General Description

The aim of UC1: To educate civilians of different ages and to raise their awareness and
preparedness against Natural Disasters and Technological Risks

Partner leading the UC1:  International Hellenic University (IHU), Greece

Locations: areas along the border line between Greece and North Macedonia
Pilot case study 1: Training of children and adolescents
Target audience: Pupils of primary schools and secondary schools of North Macedonia
and Greece,

Overview of the training program:
1. The training program targeting pupils of primary schools aged 6 to 11 will use the
Virtual School methodology to train them not only how to protect the environment,
but also how to protect themselves and their families from natural disasters and

technological hazards. Expected number of training courses for primary schools’
pupils of North Macedonia and Greece.
2. The training for children and adolescents aged 12 to 18 years will be complemented
by innovative educational material (both text and multimedia) related to the labelling
and risk management from natural or technological disasters. These training
activities will focus not only on the prevention or the initial actions to be taken after
an event, but also on how to proceed.
Learning Objectives:

By the end of this course, participants will be able to know which are the different types of
disasters.

 
Pilot case study 2: Training-the-Trainers informative and
educative seminars

                                              
Target audience: Educators from primary and secondary schools, Civil Protection
Authorities staff and Municipal employees from Skopje and Thessaloniki

The objectives of the Training-the-Trainers seminars:
1. To ensure that participants have the capacity and confidence to replicate and adapt
the methodology proposed by RESISTANT for training of children and adults in
different areas of civil protection, being flexible and changing the training in
response to participants and circumstances.
2. To provide curricular guidelines and instructions on how to use the teaching aids
contained on the RESISTANT training platform.
3. To provide training guidelines for the trainers of civilians involved in the emergency
response
Learning Objectives:

By the end of this course, participants will be able to:
Know which are the different types of participants in an action;
Identify which are the key information to be provided to the pupils;
Know how to write a lesson plan.
 
Pilot case study 3: Training of adults
Target audience: residents, tourists and visitors of the areas along the border line
between Greece and North Macedonia

Overview of the training programme for adults:

The training program targeting adults will include seminars which will be open to the public.
These seminars will inform citizens about practices and methods of protecting their lives
and property from forest fires, urban fires, floods, earthquakes, tsunamis, and
technological incidents.

Learning Objectives:

 

By the end of this course, participants will be able to:
Understand about practices and methods of protecting their lives and property from
disasters
To use techniques of escaping and setting free other people
To provide first aid.
UC2: Emergency Management Frameworks
(Cross-border Use Case)
The pilot use case will be based on a specific scenario named: Emergency Management
Frameworks (EMFs) and will consist of an operational training within a cross-border Use
Case between Greece and North Macedonia aimed at common EMFs preparation and
implementation.
The aim of UC2:

Creating innovative Emergency Management Frameworks between Northern part of
Greece and southern part of North Macedonia. The Frameworks’ design aims to
strengthen collaboration with all the parties (authorities, volunteers etc).
Partner leading the UC2: EPAYPS

Other partner(s) involved: 

Evia Rescue team (S.A.R. 312), Rescue Team Delta (RTD), IHU, MAGMA

Location(s) of the UC2:

Skopje region of North Macedonia (South-eastern district, Vardar district and Pelagonia
district).
Target audience:  

firefighters, police officers, ambulance personnel, government employees, military
personnel, and private industry emergency responders from North Macedonia and
members of RESISTANT Consortium (EPAYPS, IHU, SAR3.1.2 and RTD).

Use case scenario: 

The pilot use case will be based on a specific scenario named: “Emergency Management
Frameworks (EMFs)” and will consist of a six-day discussion exercise (TTX) focus on
three Hazards (Technological Accident, Forest Fire and Flood) in a cross-border area
aimed at common EMFs preparation and implementation.

Aim/Objectives: 

Reflecting the ever-changing emergency management environment and risk landscape,
this scenario will be aimed at creating innovative Emergency Management Frameworks in
the Southern part of North Macedonia (South eastern district, Vardar district and Pelagonia
district). Recognizing that Emergency management is a shared responsibility across all
sectors of society, the Emergency Management Frameworks for the above-mentioned
areas will aim to guide and strengthen the way local governments and partners assess
risks and work together to prevent/mitigate, prepare for, respond to, and recover from the
threats and hazards that pose the greatest risk to citizens of the region. In addition, given
that each local government has a responsibility for emergency management and public
safety in North Macedonia, the Frameworks’ design aims to strengthen collaboration with
all the parties (authorities, volunteers etc).
UC3: Full-Scale Exercise - Flood case caused
by torrent
Partner leading the UC3: Military Academy “General Mihailo Apostolski” (MAGMA)

Location of the UC3: Skopje, North Macedonia

Target audience:
representatives from stakeholders in Crisis Management System from North
Macedonia (firefighters, police officers, ambulance personnel, government
employees, military personnel, and private industry emergency responders)
trainers of first responders from Directorate for Protection and Rescue from North
Macedonia
Training of trainers from Directorate for Protection and Rescue and other
stakeholders in Crisis Management System from North Macedonia
Use case scenario:

The pilot use case will be based on a specific scenario named: “Flood case caused by
torrent”, which will consist of a series of educational training courses (Training of Trainers,
Training of first responders, two planning conferences) and a Full-Scale Exercise.

Aim/Objectives:
To identify limitations and safely and effectively use appropriate water rescue
equipment, whilst operating near or in moving water appropriate to the limits of a
non-buoyant rescuer

Demonstrate water rescue scene management and dynamic assessment of risk
Identify and apply the role of the First Responder within the incident management
structure
Identify and use appropriate Personal protection equipment (PPE)
Identify and understand flood hazard mitigation measures
UC4: Tabletop training exercise - Earthquake
response during the COVID-19 pandemic
Partner leading the UC4: Croatian Crisis Management Association (CCMA)

Location(s) of the UC4: Rijeka region

Target audience: Fire fighter service, Red Cross and specialists in civil protection from
Croatia

Use case scenario: 

The pilot use case will be based on a specific scenario named “Tactical support in large
scale events”, which will consist of educational training classes (lectures and exercises)
and tabletop exercises.

Aim/Objectives:
Inform the participants about the benefits of using modern geospatial and
information system in large scale events
Increased situational awareness by integration of available information from different
sources
Enhance real time capabilities and information interoperability
Increased efficiency of operations by rational and cost-effective resource
deployment and joint emergency services interoperability
Evaluation of existing operational procedures and development of further
recommendations

Participation of Assoc. Professor Nikolaos K. Kokkinos in the 16th CSDP
(Common Security and Defense Policy of the European Union)

On June 7  2021, Mr. Nikolaos K. Kokkinos, Associated Professor of the Department of
Chemistry at the International  Hellenic University,  and researcher in the RESISTANT
project, participated in the 16th CSDP (Common European Security and Defense Policy of
the Union).

Prof. Kokkinos presented the impact of natural, man-made and climate disasters / crisis on
the security of the European Union.

Presentation Title: “IMPACT OF NATURAL, MAN-MADE AND CLIMATE DRIVEN
DISASTERS / CRISIS ON EU SECURITY”, N. Kokkinos and D. Emmanouloudis.
The Virtual Control Room of International Hellenic University and its
involvement in the RESISTANT Project on TV

Assoc. Professor Nikolaos Kokkinos (Deputy
Coordinator of RESISTANT) demonstrated the
Virtual Control Room (VCR) facility and its
involvement in the RESISTANT Project at
#AxonesAnaptiksis TV show of the ERT3
public television broadcaster for Greece on
April 10. The role of VCR in the development of
the first European crisis training platform has
been further described.

contribution of the RESISTANT in the field of
peoples’ awareness and preparedness against
natural and manmade disasters at the Special
Seminar organised by the General Directorate
of National Defence Policy and International
Relations, Ministry of National Defence,
Hellenic Republic (https://geetha.mil.gr/chairetismos-archigoy-geetha-sto-seminario-
efarmosmeni-kai-olistiki-diacheirisi-yvridikon-apeilon-kai-kriseon-toy-ypetha-stin-scholi-
ikaron/) on April 15.
Representation of RESISTANT in the Knowledge Network Platform User
Requirements Workshop organized by DG ECHO

The Deputy Coordinator of RESISTANT Assoc.
Prof. N. Kokkinos participated in the KN
Platform User Requirements Workshop
organized by DG ECHO on May 18. Dr
Kokkinos presented the aim of the RESISTANT
Project and proposed the development of a
knowledge assessment and ranking system of the platform posts by experts and Project
Coordinators. The Knowledge Network online platform aims to be the hub for all
Knowledge Network community of UCP Projects in order to come together, collaborate and
share knowledge. The platform will provide partners with many features that will be of
support to them in the implementation and knowledge sharing around the project activities,
as well as being a showcase for their results. The features of the UCP Knowledge Network
online platform focus on collaboration, communication and information of the members.
AGORA, a virtual place for civil protection stakeholders to share
knowledge and exchange best practices

The AGORA, which will underpin knowledge sharing towards best practice and avoidance
of error repetition, is an online community on the RESISTANT project website
(http://www.resistantproject.eu/agora/) supported by a forum with the following discussion
categories:
Training: the forum users could discuss about issues related to the training of the
first responders such as: training gaps analysis; training curricula and approach;
disaster management training for volunteers; cross-border and multinational training
activities; experiences from table-top and real-life training exercises etc.
Equipment: the forum users could discuss about the needs of first responders
related to the personal protective equipment and how it can be improved to limit
casualties and damage to society.
Technology: the forum users could discuss about technologies needed for first
responders’ safety, efficiency and effectiveness and existing new technologies for
first responders; technologies used in all four phases of disaster management
preparedness, mitigation, response and recovery.
The forum discussions are not visible to the visitors of the RESISTANT project website and
only registered members can see them. So far, the members of RESISTANT Consortium
sent invitation to 57 collaborators to register as members on AGORA community:

RESISTANT dissemination tool and channels

Beside Facebook, LinkedIn, YouTube and Twitter accounts of the project set up at the start
of the project, project accounts on Issuu and SlideShare digital publishing platforms were
created in May in order to enhance the project’s visibility by distributing project information
such as public deliverables and promotional materials. Moreover, the RESISTANT Leaflet
was created and made available on the project website here

The RESISTANT USE CASES The project Consortium will evaluate the overall approach of RESISTANT with the help of a series of tests that will be based on real life scenarios and case studies and that will be implemented in 4 pilot use cases (UC) aimed at education and training for emergency preparation and disaster response: UC1: Educational and Training Seminars for students and citizens of endangered areas  UC2: Emergency Management Frameworks (Cross-border Use Case) UC3: Full-Scale Exercise - Flood case caused by torrent UC4: Tabletop training exercise - Earthquake response during the COVID-19 pandemic UC1: Educational and Training Seminars for students and citizens of endangered areas  General Description The aim of UC1: To educate civilians of different ages and to raise their awareness and preparedness against Natural Disasters and Technological Risks Partner leading the UC1:  International Hellenic University (IHU), Greece Locations: areas along the border line between Greece and North Macedonia Pilot case study 1: Training of children and adolescents Target audience: Pupils of primary schools and secondary schools of North Macedonia and Greece, Overview of the training program: 1. The training program targeting pupils of primary schools aged 6 to 11 will use the Virtual School methodology to train them not only how to protect the environment, but also how to protect themselves and their families from natural disasters and t h l i l h d E t d b f t i i f i h l ’
  • 2. technological hazards. Expected number of training courses for primary schools’ pupils of North Macedonia and Greece. 2. The training for children and adolescents aged 12 to 18 years will be complemented by innovative educational material (both text and multimedia) related to the labelling and risk management from natural or technological disasters. These training activities will focus not only on the prevention or the initial actions to be taken after an event, but also on how to proceed. Learning Objectives: By the end of this course, participants will be able to know which are the different types of disasters.   Pilot case study 2: Training-the-Trainers informative and educative seminars                                                Target audience: Educators from primary and secondary schools, Civil Protection Authorities staff and Municipal employees from Skopje and Thessaloniki The objectives of the Training-the-Trainers seminars: 1. To ensure that participants have the capacity and confidence to replicate and adapt the methodology proposed by RESISTANT for training of children and adults in different areas of civil protection, being flexible and changing the training in response to participants and circumstances. 2. To provide curricular guidelines and instructions on how to use the teaching aids contained on the RESISTANT training platform. 3. To provide training guidelines for the trainers of civilians involved in the emergency response Learning Objectives: By the end of this course, participants will be able to: Know which are the different types of participants in an action; Identify which are the key information to be provided to the pupils; Know how to write a lesson plan.   Pilot case study 3: Training of adults Target audience: residents, tourists and visitors of the areas along the border line between Greece and North Macedonia Overview of the training programme for adults: The training program targeting adults will include seminars which will be open to the public. These seminars will inform citizens about practices and methods of protecting their lives and property from forest fires, urban fires, floods, earthquakes, tsunamis, and technological incidents. Learning Objectives:   By the end of this course, participants will be able to: Understand about practices and methods of protecting their lives and property from disasters To use techniques of escaping and setting free other people To provide first aid. UC2: Emergency Management Frameworks (Cross-border Use Case) The pilot use case will be based on a specific scenario named: Emergency Management Frameworks (EMFs) and will consist of an operational training within a cross-border Use Case between Greece and North Macedonia aimed at common EMFs preparation and implementation.
  • 3. The aim of UC2: Creating innovative Emergency Management Frameworks between Northern part of Greece and southern part of North Macedonia. The Frameworks’ design aims to strengthen collaboration with all the parties (authorities, volunteers etc). Partner leading the UC2: EPAYPS Other partner(s) involved: Evia Rescue team (S.A.R. 312), Rescue Team Delta (RTD), IHU, MAGMA Location(s) of the UC2: Skopje region of North Macedonia (South-eastern district, Vardar district and Pelagonia district). Target audience:   firefighters, police officers, ambulance personnel, government employees, military personnel, and private industry emergency responders from North Macedonia and members of RESISTANT Consortium (EPAYPS, IHU, SAR3.1.2 and RTD). Use case scenario:  The pilot use case will be based on a specific scenario named: “Emergency Management Frameworks (EMFs)” and will consist of a six-day discussion exercise (TTX) focus on three Hazards (Technological Accident, Forest Fire and Flood) in a cross-border area aimed at common EMFs preparation and implementation. Aim/Objectives: Reflecting the ever-changing emergency management environment and risk landscape, this scenario will be aimed at creating innovative Emergency Management Frameworks in the Southern part of North Macedonia (South eastern district, Vardar district and Pelagonia district). Recognizing that Emergency management is a shared responsibility across all sectors of society, the Emergency Management Frameworks for the above-mentioned areas will aim to guide and strengthen the way local governments and partners assess risks and work together to prevent/mitigate, prepare for, respond to, and recover from the threats and hazards that pose the greatest risk to citizens of the region. In addition, given that each local government has a responsibility for emergency management and public safety in North Macedonia, the Frameworks’ design aims to strengthen collaboration with all the parties (authorities, volunteers etc). UC3: Full-Scale Exercise - Flood case caused by torrent Partner leading the UC3: Military Academy “General Mihailo Apostolski” (MAGMA) Location of the UC3: Skopje, North Macedonia Target audience: representatives from stakeholders in Crisis Management System from North Macedonia (firefighters, police officers, ambulance personnel, government employees, military personnel, and private industry emergency responders) trainers of first responders from Directorate for Protection and Rescue from North Macedonia Training of trainers from Directorate for Protection and Rescue and other stakeholders in Crisis Management System from North Macedonia Use case scenario: The pilot use case will be based on a specific scenario named: “Flood case caused by torrent”, which will consist of a series of educational training courses (Training of Trainers, Training of first responders, two planning conferences) and a Full-Scale Exercise. Aim/Objectives: To identify limitations and safely and effectively use appropriate water rescue equipment, whilst operating near or in moving water appropriate to the limits of a non-buoyant rescuer D t t t t d d i t f i k

Demonstrate water rescue scene management and dynamic assessment of risk Identify and apply the role of the First Responder within the incident management structure Identify and use appropriate Personal protection equipment (PPE) Identify and understand flood hazard mitigation measures UC4: Tabletop training exercise - Earthquake response during the COVID-19 pandemic Partner leading the UC4: Croatian Crisis Management Association (CCMA) Location(s) of the UC4: Rijeka region Target audience: Fire fighter service, Red Cross and specialists in civil protection from Croatia Use case scenario: The pilot use case will be based on a specific scenario named “Tactical support in large scale events”, which will consist of educational training classes (lectures and exercises) and tabletop exercises. Aim/Objectives: Inform the participants about the benefits of using modern geospatial and information system in large scale events Increased situational awareness by integration of available information from different sources Enhance real time capabilities and information interoperability Increased efficiency of operations by rational and cost-effective resource deployment and joint emergency services interoperability Evaluation of existing operational procedures and development of further recommendations RESISTANT project news Participation of Assoc. Professor Nikolaos K. Kokkinos in the 16th CSDP (Common Security and Defense Policy of the European Union) On June 7  2021, Mr. Nikolaos K. Kokkinos, Associated Professor of the Department of Chemistry at the International  Hellenic University,  and researcher in the RESISTANT project, participated in the 16th CSDP (Common European Security and Defense Policy of the Union). Prof. Kokkinos presented the impact of natural, man-made and climate disasters / crisis on the security of the European Union. Presentation Title: “IMPACT OF NATURAL, MAN-MADE AND CLIMATE DRIVEN DISASTERS / CRISIS ON EU SECURITY”, N. Kokkinos and D. Emmanouloudis. The Virtual Control Room of International Hellenic University and its involvement in the RESISTANT Project on TV Assoc. Professor Nikolaos Kokkinos (Deputy Coordinator of RESISTANT) demonstrated the Virtual Control Room (VCR) facility and its involvement in the RESISTANT Project at #AxonesAnaptiksis TV show of the ERT3 public television broadcaster for Greece on April 10. The role of VCR in the development of the first European crisis training platform has been further described.
  • 5. Presenting RESISTANT in the Ministry of National Defence of Greece The RESISTANT Project Coordinator Prof. D. Emmanouloudis and the Deputy Coordinator Assoc. Prof. N. Kokkinos presented the contribution of the RESISTANT in the field of peoples’ awareness and preparedness against natural and manmade disasters at the Special Seminar organised by the General Directorate of National Defence Policy and International Relations, Ministry of National Defence, Hellenic Republic (https://geetha.mil.gr/chairetismos-archigoy-geetha-sto-seminario- efarmosmeni-kai-olistiki-diacheirisi-yvridikon-apeilon-kai-kriseon-toy-ypetha-stin-scholi- ikaron/) on April 15. Representation of RESISTANT in the Knowledge Network Platform User Requirements Workshop organized by DG ECHO The Deputy Coordinator of RESISTANT Assoc. Prof. N. Kokkinos participated in the KN Platform User Requirements Workshop organized by DG ECHO on May 18. Dr Kokkinos presented the aim of the RESISTANT Project and proposed the development of a knowledge assessment and ranking system of the platform posts by experts and Project Coordinators. The Knowledge Network online platform aims to be the hub for all Knowledge Network community of UCP Projects in order to come together, collaborate and share knowledge. The platform will provide partners with many features that will be of support to them in the implementation and knowledge sharing around the project activities, as well as being a showcase for their results. The features of the UCP Knowledge Network online platform focus on collaboration, communication and information of the members. AGORA, a virtual place for civil protection stakeholders to share knowledge and exchange best practices The AGORA, which will underpin knowledge sharing towards best practice and avoidance of error repetition, is an online community on the RESISTANT project website (http://www.resistantproject.eu/agora/) supported by a forum with the following discussion categories: Training: the forum users could discuss about issues related to the training of the first responders such as: training gaps analysis; training curricula and approach; disaster management training for volunteers; cross-border and multinational training activities; experiences from table-top and real-life training exercises etc. Equipment: the forum users could discuss about the needs of first responders related to the personal protective equipment and how it can be improved to limit casualties and damage to society. Technology: the forum users could discuss about technologies needed for first responders’ safety, efficiency and effectiveness and existing new technologies for first responders; technologies used in all four phases of disaster management preparedness, mitigation, response and recovery. The forum discussions are not visible to the visitors of the RESISTANT project website and only registered members can see them. So far, the members of RESISTANT Consortium sent invitation to 57 collaborators to register as members on AGORA community: If you want to join the AGORA community, please write us at info@resistantproject.eu. RESISTANT dissemination tool and channels Beside Facebook, LinkedIn, YouTube and Twitter accounts of the project set up at the start of the project, project accounts on Issuu and SlideShare digital publishing platforms were created in May in order to enhance the project’s visibility by distributing project information such as public deliverables and promotional materials.
