1. Houston-Based MBCO Engineering, LLC Receives Certification as a Women Business
Enterprise (WBE) and Disadvantaged Business Enterprise (DBE) with the City of Houston
Like any other Houston-based civil engineering firm, dreams of working for the City of Houston are high on
the list. MBCO Engineering, LLC (MBCO) just took one more step toward this goal by obtaining its WBE and
DBE certifications with the City.
With this certification process, the City of Houston’s Office of Business Opportunity creates a competitive and
diverse business environment for local small businesses. It promotes growth and success, with special
emphasis on historically underserved groups, by ensuring meaningful participation in the government
procurement process for these firms. MBCO’s team members have been performing work in the Houston
area for their entire careers. The new certifications will allow the firm to expand and build on that foundation,
ultimately augmenting their service to the City of Houston.

MBCO also provides surveying services—a service commonly subcontracted out—to the list of in-house
capabilities. The firm uses leading technology to lay out field information for professional surveying projects
for public and private agencies across the state. Services include showing due diligence, acquisition,
topography, construction staking, land, and existing or proposed rights-of-way.
2. MBCO Leadership
MBCO was founded in 2015 by Bonnie Moss, PE, Callie Bletsch, PE, and Mr. Brock Crenek, PE. After years
of competing on projects at different firms throughout their careers, they joined forces and best practices to
create their own firm.
Bonnie Moss, MBCO president, brings more than 20 years of experience in the design of transportation and
traffic engineering, including project management and preparation of plans, specifications and estimates for
large-scale traffic signal systems, roadway and drainage design projects, and traffic management systems.
Ms. Moss holds a Bachelor of Science Degree from The University of Texas at San Antonio and is a licensed
Professional Engineer in Texas.
Senior Vice President, Callie Bletsch is an experienced project manager with a strong background in large
diameter infrastructure, program management and design. She has a strong working knowledge of all
aspects of the project design process, from conceptualization through design to construction. Bletsch has
completed various water and wastewater projects in the greater Houston area including planning, program
management and design projects dealing with water supply and distribution and reuse. Ms. Bletsch holds a
master degree in Environmental Engineering from the Texas Tech University and is a licensed Professional
Engineer in Texas, Oklahoma, Illinois and Colorado.
Senior Vice President, Brock Crenek has extensive experience in civil engineering serving both private and
public clients. His experience is in Transportation and Municipal engineering, including complex highway
design, major roadway design, minor roadway design, utility relocation, traffic control, traffic signal design,
port container yard design, commuter rail and light rail design, and residential development, transload
facilities, pipeline alignments, permitting and project management. Crenek holds a Bachelor of Science
Degree from the University of Texas and is a licensed Professional Engineer in Texas and Louisiana.
