2. • Estimates developed for the Sustainable Ocean for
All report show that in 2013-18 ODA to reduce ocean
pollution amounted to USD 1.9 billion a year.
• Southeast Asia received USD 270 million a year,
representing 14% of global allocations.
• Across Southeast Asia, the most targeted country
has been Viet Nam (52%), followed by Cambodia
(20%) and Indonesia (15%).
• Activities that the development community is
supporting include providing capital for developing
physical infrastructures and grants to increase local
skills and capacity, improve governance and give
access to technical assistance.

3. Examples of projects in the region :
• Indonesia-Norway: STOP Ocean Plastic project
• Vietnam/Philippines/Indonesia-US: Municipal Waste Recycling Program (MWRP)
and the recently launched Clean Cities, Blue Ocean (CCBO)
• Indonesia-WB: Ocean Multi Donor Trust Fund
New global initiatives and programmes can be leveraged:
• Osaka Blue Ocean Vision
• Charlevoix Blueprint for Healthy Oceans, Seas and Resilient Coastal Communities
• ADB: Plan for Health Oceans (USD 5 bn)
• AFD, KFW, EIB, CDP and ICO: Clean Oceans Initiative (USD 2 bn)
• WB: Problue – already active in Indonesia

4. Development co-operation
can help re-orient finance
towards sustainability
through:
• The catalytic use of ODA;
• Support to innovative financial instruments;
• Support to regulations and policy/financing
levers
In Southeast Asia:
• USD 0.5 million in private finance mobilised to
reduce ocean pollution across in 2013-17;
• Mainly in Cambodia (48%) and Viet Nam (37%).
