Global Product Stewardship Council - PSI represented on Board of Directors
PSI’s Role: develop model state-based EPR policies with input from our members and partners. We conduct research, facilitate multi-stakeholder meetings on a national level, develop model EPR bills, and assist in political lobbying for passage of the bills. We also assist in implementation and evaluation of EPR programs.

Although EPR started with packaging in Europe and has spread worldwide over the past two decades, there are still no EPR laws for packaging in the U.S. due to intense industry opposition.
34% overall recovery rate (2010) this is much lower than many other developed countries.
Bring stakeholders to the table early and often for continual communication
Free, convenient collection (that will serve all areas of the state and includes education/outreach)

Legislation that enables producers to set up effective programs by clearly defining success through well‐defined goals or a process for developing clear, meaningful performance goals

Transparency and open stakeholder communication/processes from both the oversight agency and stewardship organization… as well as accountability and oversight (the latter ensures that free‐riders or disinterested producers will have to fulfill their responsibilities)

Environmentally sound management (e.g., recycling certification)
Each product is different (different set of stakeholders, different logistics, different technical issues), but there are many cross-cutting similarities (
Government leadership (creation of political power)
State leadership: Alignment on EPR from the Governor’s office, agency (top to bottom), local government, and legislature (this is CT’s success)
Multi-state interest
Shows industry that a problem is not perceived only by one state but that it is recognized as a national problem
Multi-state legislation creates a resource drain for industries that fight legislation; they cannot isolate one or two states and defeat their bills because their loss is inevitable
Government forum for creation of national coordinated models (creates momentum through combined government resources, expertise, and people energy) – this is what PSI does!!!
All stakeholders can change positions and perspectives throughout a committed stakeholder process – industry can eventually support; governments can give up full control
