• Regulators can promote and enable innovation – but most
importantly, avoid unsafe innovation
• Regulators have the duty to improve understanding of current
climate change challenges

regulations need to better address to improve access to services
• Full cost recovery of services remain to be a challenge for tariff
setting, and a risk for water safety

This area of work on Water Policy and Regulation of IWA aims at providing a number of mechanisms to assist practitioners in reaching the targets of the 2030 Agenda.
This requires new business and financial models that rely on a holistic approach to policy reform, institutional arrangements and regulations that improve the operational and commercial efficiency of service providers.
Sound working regulatory systems are one of the building blocks of this transition, with regulators being a driver for innovative investments and sustainable growth.
How we work with members:
Provide a channel to translate global policies and international principles, but also good practices from other latitudes, into operation terms – by and with members – eg NBS regulators task force
Promote collaboration to enable a holistic approach – connecting members to members and beyond – eg 2nd Asia Pacific Water regulators Forum in HK, and the project with IDB on human rights to water and sanitation that aims at developing a capacity building program connecting utilities and regulators in LAC.
Disseminates and consolidate good practices facilitating peer to peer learning – member driven and supported by the secretariat - eg several trainings and webinars, as well as developing tools like the IWA Manual on the human rights to water and sanitation

Development Congress
the largest water event in southern Asia this year, the IWA Water and Development Congress & Exhibition 2019 provided a powerful platform for progress on water and the UN Sustainable Development Goals. It brought together some 3000 water sector professionals from 100 countries, representing key and influential organisations, to discuss and build alliances around the pressing water issues facing the world.
Members can engage as much as their interest and capacity allows.
At minimum they can subscribe to updates joining the various communities in IWA Connect under the group Water Policy and Regulation, using this platform to communicate with other members as well.
A medium level of engagement is to attend one of our calls and invitations to contribute to working groups, initiatives and researches – eg for LAC the ongoing project on human rights and regulators.
A higher level of engagement is to participate in one of the Fora, or lead an event or new initiative, which requires to express the needs and objectives that align with IWA’s Strategic Plan for 2019-2024 – for example, The Partnership with ADERASA gave place to the project on human rights in the region and was led by the enquiry of the members who provided the support to make it possible. Other more simple examples are the series of webinars on NBS, and in particular that of NBS and regulation that was led by utility and regulator members.
