Bethan George: Creating and using linked data sets
1. Creating and using linked data sets in WELC:
All dressed up …. nowhere to go ?
2. The WELC System
A snapshot of the health needs in WELC:
• Deprivation is twice as high as the national average.
• Half of the population belong to Black, Asian, and minority
ethnic communities.
• 30% of the population changes annually. The population is
expected to grow twice as fast as the national average.
• The number of people over 65 is projected to increase by seven
per cent by 2016.
• Birth rates are 40% higher than the national average.
• Hospital stays for alcohol and substance misuse are up to 50%
higher than the national average.
• Newham and Tower Hamlets have the second and third highest
levels of emergency admissions for psychosis in London.
We want to deliver at scale and
pace to achieve radical
transformation across WELC
By shaping the local health
economy around the patient
By changing behaviours across
the system
By developing the provider
landscape
3. Linked data sets:
The evolutionary approach
• GP data collected and shared for over 20
years in East London
• 2009 GP networks formed in Tower Hamlets
• 2010 virtual wards across the patch – risk
stratification work began
• 2011 IG framework agreed with NIGB and
GMC
• 2012 integrated care programme and
Health and social care act
• 2013 integrated care metrics go into
CQUINs
• Data cubes to make life easier … ?
• 2014 data challenge day and capitated
budgets work
• 2015 Health Foundation
• 2016 ? Routine use of link data …
maybe/maybe not
7. More data than we know
what to do with
Skills and capacity issues to use new
data sets
Struggling to interpret new data sets
8. Health Foundation
• Part of the Pioneer programme
• Protocol and methodology for matched
control
– Identification and matching of controls
– Analytics and interpretation
• Local support for continuation
– Academic
– Operational

10. Capitated budgets
12 Months of “simulation”
before we get to shadow
budgets in 16/17.
