Niki Paganucci Current Position at HUD PIH ONAP 4-2016
1. Serving Six years as the Program Assistantfor the Northwest Office of Native
American Programs, (ONAP), Grants Management Regional office for the
states of Washington, Oregon and Idaho.
Provide administrative programmatic support to the Division functional
teams with guidance from the Senior Advisor or Division Director or
experienced Grants Management Specialists. Assemble organize facts data
information related to programs background for meetings, hearings,
briefings, reports and assist in providing logistical support for briefings of
individuals organizations.
Primary responsibilities are the following:
Since March of 2010 processing Federal Financial documents via the Line of
Credit Control System (LOCCS) and since August 2014 to Current, main
Region 10 Focal Point for upgrades to the System.
Coordinate with Wayne Johnson Headquarters Staff located in Denver
Colorado and Jacqueline Rooths CFO in Washington DC for Housing and
Tribal customer Grantees registration in new upgraded system.
The new system is now eLoccs and is combined with secure systems referred
to as PIH Public and Indian Housing REAC Real Estate Assessment Center
online system for Multifamily Tribal Housing.
Guiding Grantees such as Tribal Chairpersons, Executive Directors and
CFO’s with Process and procedures for Registering, Logging In, Password
resets, HUD form 27054 instructions while utilizing discression when working
with Confidential proprietary information. I was recently awarded by
Administrator Ken Bowring in Recognition for Performance and Leadership
in assisting Regional contacts.
I send notification to Grantees of pending expirations and expired
registrations as well as maintain in house list of status for System for Award
Management (SAMS) and Dun and Bradstreet (D & B) Data Universal
Numbering System (DUNS) guidance and notification of up to date numbers
for Regional Grantees.
2. Processing of HUD Forms and letters for Funding Approval Agreements
HUD Forms 52734-A and 52734-B for Indian Housing Block Grants (IHBG)
and Indian Community Development Block Grants (ICDBG), and filing.
Financial Data Processing of Federal Financial Report (SF 425) for all
quarterly, semi-annual and annual Grantees, data entry and registering as
received in Line of Credit Control System (LOCCS) which includes scanning
and filing.
Detailed data entry in Performance Tracking Database (PTD) and Access
based data entry system for Financial and spreadsheet reporting.
Prepare assemble proofread correspondence reports manuscripts scan into
mainframe system in a manner consistent with established Formats
guidelines. Review information on grant applications or other program
related documents for missing or incorrect data advise applicants of
additional requirements needed to continue grant process.
Phone support of Region 10 federally recognized Tribes and other incoming
calls throughout the country for Assistance with Housing related questions
and Homeless resources and referrals to Public Housing for other options
extensive training and knowledge of HUD resources Tribal options. I also
provide information for inquiries regarding Area Training conference
information.
Pick up, drop off and distribute daily Department mail, processing both
Grants Management and Grants Evaluation, Section 184 home loan and the
Administrators mail. Date stamp Document in record logs. Review all
incoming correspondence program related material to determine if material
has been properly routed or the subject material has undergone prior review
make recommendation that review be conducted by appropriate staff. All
correspondence is handled with confidentiality discretion
I manage and maintain Archive records disposition with a high degree of
independence accuracy of the Departments records which includes
preparation organizationof files to be sent to National archives in Sandpoint.
Including form HUD SF 135, recordkeeping of all files utilizing in house excel
spreadsheet.
3. Responsible for Department In House Library & Listing of all historical data.
Maintain official references for location status of the Division assignments.
Filing for Grants Management Region 10, open and closed grants, financial,
complaints and generalcorrespondence. Alist is available of all Federal filing
is provided on an attachment.
Additional types of Grants I process letter’s, forms and filing for are:
Resident Opportunity & supportive Service Grants (ROSS), Rural housing
Economic Development Grants (RHED) and HUD Veterans Affairs
Supportive Housing program (HUD-VASH) and processing of receipt letters
to Grantee and Fort Worth accounting of SF-1199 direct deposit forms.
Prepare and assemble Conference presentation material for Debbie Peavler-
Stewart Regional Environmental Officer. Previously fill in Duty Officer for
Regional Administrator. Perform other duties as assigned.
