Strategic Recreation Planning
Neal Ames
Senior Recreation Planner
Queensland Government
Daly et al (2005) describes Recreation Planning as a people-orientated
process that brings together information about the rational allocation of
recreation and sport resources to meet the present and future requirements of
communities
My role:

programs, infrastructure and direct key stakeholders to meet present and
future sport and recreation needs of the community
Duties
• Council/state strategic planning committees
– Charlton Sports Precinct
– Highfields Sports Park
– Trail Development committees
• Urban Planning committees
• Sustainable and active transport committees
• Assess and review all funding programs
• Lockyer Valley Regional Council
• Project manage major infrastructure; Toowoomba Regional Tennis Centre,
Lockyer Valley Aquatic Centre
• Get Playing Plus – Program coordinator
• Mentor Advisors
• Regional Infrastructure Portfolio
• Parks and Leisure Australia – Advisory Executive
• Darling Downs School Sports Board

The Two Myths
1. Demand is masquerading as need
2. Capacity
Need
Supply
Demand
33% - 63%
demand being
met
Regionally,
according to
international
standards we are
either above (rural)
or slightly below
(urban)
Inelastic relationship
between need and
demand, and supply
and demand. Elastic
relationship between
supply and need.
