In collaboration with Haaga-Helia UAS and Eduix ltd a new approach
combining research, development and new technologies is elaborated.
The purpose is to find efficient and economically sustainable ways to digitalize
education processes.
The main target area are the emerging markets.

Content
● Business process digitalization as a part of digital transformation is a
remarkable change enabler.
○ The potential of digitalization is recognized even in areas that
traditionally have little to do with IT, and education is not an
exception.
● In some cases, when there is no specialities, digitalization can be done with
off-the-shelf software.
● In turn, in some cases, better solution is achieved with bespoken or
tailored software.
○ The approach have to be evaluated case specific.
Digitalization
● Even though schools and universities have long traditions of how work is
organized, they have not been eager to adopt digitalized processes:
○ more emphasis is put on digitalizing learning than digitalizing
teaching processes.
● The developing countries are not an exception, vice versa, often there is no
digitalization done at all
○ Makes it possible to start from scratch
Digitalizing teaching processes
● Because the core processes of schools and universities rely on highly
skilled experts, digitalizing processes is not as straightforward as in more
mechanical work
○ Expert work is autonomous
○ Expert work is heterogeneous, difficult to structure and predict in
detail
● new approaches for digitalization are needed.

● Teachers
○ Not enough training
○ No facilities
○ No motivation?
● Schools
○ Public schools underdeveloped, lack of facilities
○ Uneven quality of private schools
Challenges in emerging markets
● Management
○ No data, no visibility to daily work
○ Paper-based data management
○ Lack of resources
● Society
○ Workforce quality problems
○ Brain drain, leakage in economy
○ Project turism
Challenges in emerging markets
● Project based approach
○ The traditional way: in co-operation with local organization, a
publicly funded project is implemented.
○ The project itself is a business for developers
● Results based approach
○ The project itself is not a business for developers
○ The result of the project creates the value (profits) for all parties
How to make economically sustainable
digitalization projects in these
circumstances?
● No readymade product fits all cases
○ Existing solutions (FormJack, Workspace, Peppi, Wihi) are used as a
baseline for discussions (and development)
■ Configurations, tailoring, bespoken development, interfaces
● Effective development group with experts in IS, process development, and
the process in question
○ Top down and bottom up approaches has to be in balance
○ The group define the desired level of automation and data
generated
○ Only essential features for organization and expert work, no
unnecessities or nice to know data
○ Prototypes and pilots
Expert-oriented digitalization
● Selecting right technologies for right cases
● The most important criteria should not be the fashionability, but:
○ Functionality
○ Feasibility
○ Context compliance
○ Maintainability
○ Longevity
Technology as one part of solution
● Systematic data collection
○ Data quality and security
○ Gives a proven way to proceed
● Data accessiblity
○ Interfaces for partners
● New business opportunities for local organizations
○ New ways to think and act in traditionally non-IT areas
○ New ecosystems
Data Management Platform thinking
Digitalization can be a tool for change, but software must not be the excuse or
scapegoat for changes. Digitalization should be much more than just a new
(annoying) software.
A clear vision is needed
● In collaboration with Haaga-Helia UAS and Eduix ltd a new approach
combining research, development and new technologies is elaborated.

  • 3. In collaboration with Haaga-Helia UAS and Eduix ltd a new approach combining research, development and new technologies is elaborated. The purpose is to find efficient and economically sustainable ways to digitalize education processes. The main target area are the emerging markets. Digitalization co-operation project
  • 4. 1. Digitalization, why bother? 2. What’s so special in digitalizing teaching processes? 3. Why can’t we just copy Finnish system and deliver it worldwide? 4. How should it be done? 5. Who knows more? Content
  • 5. ● Business process digitalization as a part of digital transformation is a remarkable change enabler. ○ The potential of digitalization is recognized even in areas that traditionally have little to do with IT, and education is not an exception. ● In some cases, when there is no specialities, digitalization can be done with off-the-shelf software. ● In turn, in some cases, better solution is achieved with bespoken or tailored software. ○ The approach have to be evaluated case specific.   • 6. ● Even though schools and universities have long traditions of how work is organized, they have not been eager to adopt digitalized processes: ○ more emphasis is put on digitalizing learning than digitalizing teaching processes. ● The developing countries are not an exception, vice versa, often there is no digitalization done at all ○ Makes it possible to start from scratch Digitalizing teaching processes
  • 7. ● Because the core processes of schools and universities rely on highly skilled experts, digitalizing processes is not as straightforward as in more mechanical work ○ Expert work is autonomous ○ Expert work is heterogeneous, difficult to structure and predict in detail ● new approaches for digitalization are needed.   • 8. ● Students ○ Unequality ○ Different background ● Teachers ○ Not enough training ○ No facilities ○ No motivation? ● Schools ○ Public schools underdeveloped, lack of facilities ○ Uneven quality of private schools Challenges in emerging markets
  • 9. ● Management ○ No data, no visibility to daily work ○ Paper-based data management ○ Lack of resources ● Society ○ Workforce quality problems ○ Brain drain, leakage in economy ○ Project turism Challenges in emerging markets
  • 10. ● Project based approach ○ The traditional way: in co-operation with local organization, a publicly funded project is implemented. ○ The project itself is a business for developers ● Results based approach ○ The project itself is not a business for developers ○ The result of the project creates the value (profits) for all parties How to make economically sustainable digitalization projects in these circumstances?
  • 11. ● No readymade product fits all cases ○ Existing solutions (FormJack, Workspace, Peppi, Wihi) are used as a baseline for discussions (and development) ■ Configurations, tailoring, bespoken development, interfaces ● Effective development group with experts in IS, process development, and the process in question ○ Top down and bottom up approaches has to be in balance ○ The group define the desired level of automation and data generated ○ Only essential features for organization and expert work, no unnecessities or nice to know data ○ Prototypes and pilots Expert-oriented digitalization
  • 12. ● Selecting right technologies for right cases ● The most important criteria should not be the fashionability, but: ○ Functionality ○ Feasibility ○ Context compliance ○ Maintainability ○ Longevity Technology as one part of solution
  • 13. ● Systematic data collection ○ Data quality and security ○ Gives a proven way to proceed ● Data accessiblity ○ Interfaces for partners ● New business opportunities for local organizations ○ New ways to think and act in traditionally non-IT areas ○ New ecosystems Data Management Platform thinking
  • 14. Digitalization can be a tool for change, but software must not be the excuse or scapegoat for changes. Digitalization should be much more than just a new (annoying) software. A clear vision is needed

  3. Experts solve different kind of problems which all are not possible to define in advance. Experts organize their work individually and are not ready to consent to a mechanical, “cookbook” approach Even though experts resist change, there are examples in which knowledge work is significantly improved through process management IS should not be an obstacle for experts to reach their full potential

  6. Unfortunately, a great deal of development cooperation projects have the project based approach: the purpose could be good, but results are not sustainable, so it is more like project turism than sustainable development.
  7. Nothing should be done just because it is possible. No ivory tower appoaches, the group knows the situation best (especially the process experts (teachers)). Developed IS should not fix the process too tightly, experts’ work flexibility and autonomy should be kept in mind and communicated to all parties. Understanding the experts is the right way to standardize processes. Fist locally, later mode widely.
