3. ANO ANG CIVIL SOCIETY?
Sektor ng lipunan na hiwalay sa estado;
Binubuo ng mga mamamayang nakikilahok sa mga kilos protesta, lipunang pagkilos,
at mga Non- Governmental Organizations/People’s Organizations;
Ngunit, hindi bahagi dito ang tahanan, mga negosyo, mga partido politikal, at mga
armadong grupo na nagtatangkang pabagsakin ang pamahalaan.
Layunin nito na maging kabahagi sa pagpapabago ng mga polisiya at maggiit ng
accountability (kapanagutan) at transparency (katapatan) mula sa estado (Siliman,
1998)
Upang makamit ang layunin, ang samahan na tinatawag na Non-Governmental
Organizations (NGOs) at People’s Organizations (POs) ay mahalagang bahagi ng
civil society. Ang paglahok sa mga samahang ito ay isa sa maraming paraan ng
paglahok sa civil society.
Layunin ng Civil Society ay magkaroon ng mamamayang nakikilahok sa
pagpapaunlad ng bayan sa paraang higit pa sa pagboto.
pagbuo ng mga samahang direktang makikipag-ugnayan sa pamahalaan upang
iparating ang pangangailangan ng mamamayan.
Ayon naman kay Randy David (2008), sa pamamagitan ng civil society ang mgamamamayan ang
pinanggagalingan ng soberenya ng isang estado.

Hindi, dahil sa katunayan, kinikilala ng Saligang Batas ng
1987 ang kahalagahan ng mga samahang ito sa pagtataguyod
ng kaunlaran: “hinihikayat ng estado ang mga non-
goveínmental, community based, o sectoíal na oíganisasyon sa
epektibo at makatwiíang paítisipasyon sa lahat ng antas ng
panlipunan, pampulitika, at pang-ekonomiyang paggawa ng
desisyon.”

7. BAKIT MAHALAGANG MAKILAHOK ANG MAMAMAYAN SA
MGA GANITONG URI NG SAMAHAN?
Isang mahusay na pagsasanay para sa
demokrasiya. (Larry Diamond, 1994)
Napaghuhusay ng mamamayan ang kanilang
kakayahan para sa mas aktibong pakikilahok sa mga
gawaing panlipunan.
Pinagyayaman din ang pagiging bukas ng mga tao
sa paniniwala ng iba, at pagkilala at pagrespeto sa
karapatang pantao; ito ay mahahalagang katangian ng
isang mabuti at aktibong mamamayan na lubhang
napakahalaga sa isang demokrasiya

8. TUNGKULIN NG NGO AT PO
Maraming iba’t ibang uri ng NGO/PO ang makikita sa Pilipinas at bawat
isa ay may kani-kaniyang tungkulin sa bayan. (Putzel, 1998)
TANGOs (Traditional NGOs) – nagsasagawa ng mga proyekto para sa
mahihirap
FUNDANGOs (Funding -Agency NGOs) – nagbibigay ng tulong pinansyal
sa mga people’s organization para tumulong sa mga nangangailangan
DJANGOs (Development, justice, and advocacy NGOs) – nagbibigay
suporta sa mga komunidadsa pamamagitan ng pagbibigay ng legal at
medukal na mga serbisyo
PACO (Professional, academic, and civic organizations) – binubuo ng
mga propesyonal at ng mga galling sa sector ng akademiya
GRIPO (Government-run and initiated Pos) – mga Pos na binuo ng
pamahalaan
GUAPO (Genuine , autonomous Pos) – ito ay mga Pos na itinayo mula sa
inisyatibo ng mamamayan at hindi ng pamahalaan

9. ANO ANG PO’S AT NGO’S?
Grassroot Support Organizations o Non-Governmental Organizations
(NGOs)
• Ay kolektiba ng mga taong may iisang mithiin o grupo na
pinupunduhan ng indibidwal upang magsagawa ng mga bagay na kadalasang
ginagawa ng isang pamahalaan.
• Ang ilan sa mga gawaing ito ay may kinalaman sa kalusugan,
edukasyon at trabaho.
Grassroots organizations o people’s organizations (POs)
• Organisasyong kabilang sa civil society na kinabibilangan ng mga
mamamayang direktang naapektuhan ng mga problema o krisis at may
partikular na layunin at pinaglalaban. Dito nahahanay ang mga sectoral
group ng kababaihan, kabataan, magsasaka, mangingisda, at mga cause-
oriented group.

10. TUNGKULIN NG NGO AT PO
SA PILIPINAS
• Una, ang paglulunsad ng mga proyektong naglalayong
paunlarin ang kabuhayan ng mamamayan.
• Pangalawa, nagsasagawa ang mga NGO ng mga
pagsasanay at pananaliksik tungkol sa adbokasiyang kanilang
ipinaglalaban.
• Direktang nakikipag -ugnayan sa pamahalaan upang
maiparating sa kanila ang hinaing ng kanilang sektor at mga
naiisip na programa at batas na naglalayong mapagbuti ang
kalagayan ng mamamayan.

11. GAWAIN : TAMA O MALI
Panuto: Isulat ang TAMA kapag tama ang isinasaad ng pangungusap at MALI
kung hindi tama ang isinasaad nito.
1. Bahagi sa Civil Society ang mg armadong grupo na nagtatangkang pabagsakin ang
pamahalaan.
2. Ang paglahok sa NGOs at POs ay isa sa mga paraan sa paglahok ng Civil Society.
3. Ang mga POs ay naglalayong protektahan ang interes ng pamahalaan.
4. Sa pamamagitan ng paglahok sa Civil Society ang mga mithiin ng mga mamamayan ay
magiging batayan ng buong estado sa pamamahala ng isang bansa.
5. Natatapos sa paglahok sa eleksiyon ang political na pakiilahok ng mga mamamayan.
6. Ang Civil Society ay tumutukoy sa isang sector ng lipunan na may kaugnayan sa estado.
7. Mahalaga ang pagbuo ng mga organisasyon ng mamamayan dahil ito ang magiging
katuwang ng pamahalaan sa pagbuo ng mga programa para sa ikauunlad ng bayan.
8. Sa pamamagitan ng Civil Society ang mga mamamayan ang pinanggagalingan ng
soberenya ng isang estado.
9. Operation Smile Foundation at Haribon Foundation for the Conservation of
Natural Resources ay halimbawa ng Government-run and initiated Pos.
10. Sa pamamagitan ng pag-enganyo sa mga mamamayan sa mga gawain ng Civil Society,
masisiguro na magkakaroon ng pananagutan ang bawat opisyal sa kanilang tungkulin.
