Mark Jessop
Senior Project Manager
Mr. Jessop was a Project manager with OtterTail Environmental for six years and gained experience with
a variety of projects including: fisheries and wildlife investigations; aquatic resource studies; riparian and
aquatic habitat assessments; hydrologic assessments; macroinvertebrate studies; water quality
evaluations; impact assessments; and conceptual stream restoration plans. Much of his work has focused
on evaluating potential project-related impacts on fish and wildlife populations and their habitats. Mr.
Jessop used GPS and laser-based survey equipment to collect environmental data and integrated the
results into professional GIS products. He also specialized in database design, field GIS data acquisition,
full-cycle project data management and analysis, and generating technical reports, proposals, and cost
estimates. Mr. Jessop's experience at OtterTail spanned a broad array of business sectors including state
and federal governments, large-scale surface mining, oil and gas drilling and pipelines, and transportation
projects. Mr. Jessop prepared NEPA and other environmental compliance documents for a variety of
federal and state agencies. Below is a sample list of projects that Mr. Jessop was involved with.
Stream Bathymetric Contour Mapping using Spatial Interpolation, AK. Project Manager - Mr. Jessop led
an effort to quantify potential effects of stream flow reductions in Crooked Creek, Alaska This project
involved generating a bathymetric contour map of over 33 miles of river. Analysis methods included ESRI
ArcGIS Spatial Analyst, Python Scripting and Interpolation. The end result of this effort was a 5 cm
resolution contour map of the entire mainstem portion of Crooked Creek. Results of this project were
used to model reductions in aquatic habitat and fish spawning areas associated with the forecasted flow
reductions.
Environmental Support for the Oil and Gas Industry, CO. Project Manager - Mr. Jessop managed over
2600 oil and gas environmental support projects. He successfully designed and launched a robust data
management system for tracking all of the support activities associated with these projects. Additionally,
Mr. Jessop coordinated the field efforts to identify all of the potential environmental constraints for each
project such as nesting raptors, burrowing owls, listed plants, wetlands/WOUS issues, Preble's Meadow
Jumping Mouse, Swift Fox, and others. Mr. Jessop also contributed to the field efforts by conducting
surface inspections for well pads, gathering pipelines, tank batteries, and other related infrastructure,
managed databases, implemented data quality control procedures, generated GIS deliverables, and the
scheduled and staffed for over 60 weekly raptor and burrowing owl surveys.
Aquatic Baseline and Impact Assessment for a Large-scale Mining Development, Various, AK. Project
Manager/Task Manager – Mr. Jessop managed all components of a 10-year aquatic baseline and
biomonitoring program associated with the proposed development of a large scale gold mine in interior
Alaska. The study included conducting water quality sampling, helicopter salmon spawning surveys,
electrofishing, setting fish traps, seining, angling, mapping aquatic habitat, fish tissue metals analysis,
periphyton, and macroinvertebrate analyses. This project required the ability to work in remote locations,
knowledge of helicopter safety and communications, knowledge of Alaska fish communities, and the
ability to effectively lead teams of up to eight biologists. Additionally, Mr. Jessop attended and presented
results at meetings with lead permitting agencies, managed multiple databases, provided oversight of all
data analysis and preparation of all reports including technical reports and Environmental Evaluation

Documents (pre-NEPA). Furthermore, he provided project coordination for proposals, purchasing, budget
management, safety plans, scheduling, and complex logistics.
North Slope Lake Bathymetry and Fisheries Assessments, AK. Task Manager - Mr. Jessop prepared
comprehensive lake bathymetry reports and fisheries assessments analyzing seasonal lake water volume
estimates and fish populations for lakes located on the North Slope of Alaska. The lakes were proposed
as a water source for building a 75 mile long ice-road. The primary purpose of the study was to advise the
client on how much water volume occurred in each lake and how much water could be seasonally
withdrawn from each lake while still maintaining compliance with state water use permit stipulations.
Mr. Jessop effectively managed the complex logistics of conducting a field study in a remote area including
arranging helicopter support, charter flights, gear shipments, communications, and lodging. Lake
bathymetric measurements were collected along pre-defined transects with a boat mounted
chartplotter/sounder equipped with a precision GPS antenna. Field data was exported into GIS, subjected
to rigorous quality control procedures, and analyzed with GIS Spatial Analyst to generate high resolution
bathymetric maps. Additionally, Mr. Jessop managed the collection of resident fish species assemblage
and population data using gill nets, fyke nets, beach seines and minnow traps. Deliverables included
bathymetric maps, lake volume estimates for frozen and unfrozen conditions, a fisheries assessment, and
state water use permit compliance recommendations for seasonal water withdraw volumes.
Independent Fisheries Data Review for a Large-scale Mining Development, AK. Project Manager/Task
Manager - Mr. Jessop coordinated an independent review panel tasked with reviewing the fisheries and
hydrology datasets for the high profile mining development near Lake Illiamna, Alaska. Mr. Jessop
compiled and reviewed over 16,000 pages of reports for data discrepancies including appropriate
methodologies, inaccuracies, and data gaps. All documents reviewed were entered into a custom built
database designed by Mr. Jessop to catalog citations for document names, chapter numbers, data
discrepancy category and type, and page number. This system allowed for precise tracking of where
discrepancies were found, what the discrepancy was, and the rapid generation of summary tables for
client review.
Environmental Evaluation Document (pre-NEPA) Impact Analysis, AK. Task Manager - Mr. Jessop
generated two separate and extensive aquatic resource impact analysis (EED) documents (one in 2007
and one in 2013) to support a proposed large-scale gold mine.
North Slope Oil and Gas Environmental Support, AK. Task Manager - Mr. Jessop managed fish and aquatic
habitat assessments at 26 potential stream crossings associated with existing and proposed drill pads and
supporting roads. Components of the program include electrofishing, fish traps, and aquatic habitat
assessments. Deliverables included GIS mapping products and summary reports.
Large River Fisheries Surveys of the Kuskokwim River, AK. Project Manager - Mr. Jessop managed a large
river fisheries survey of the Kuskokwim River for the permitting of two proposed port site locations. Mr.
Jessop developed the study design which included fish collection using fyke nets, seines, and
electrofishing, fish identification and enumeration, macroinvertebrate analysis, and data analysis. Mr.
Jessop’s extensive experience in identifying juvenile fishes of Alaska helped the project accomplish the
goal of documenting an accurate fish species assemblage at each proposed location.
Road Corridor Fisheries Assessments, Permitting, AK. Staff Scientist - Mr. Jessop conducted fisheries
assessments for two proposed road corridors; a 74 mile long primary route and a 25 mile long alternative
route. Study included sampling fish populations at over 50 stream crossing locations with potential
culverts, summer and fall aerial salmon and redd surveys, and general channel characterizations. Data

was compiled for an Alaska Department of Fish and Game (ADF&G) Title 16 Fish Habitat Permit (FHP). Mr.
Jessop’s extensive Alaska experience ensured that the project would comply with Alaska Department of
Transportation (ADOT) and ADF&G Title 16 guidelines for culvert and bridge installations.
Winter Stream Substrate Freezing Analysis, Crooked Creek, AK. Project Manager - Mr. Jessop designed
and implemented a study to assess the potential affects from reductions in stream base flows during the
winter months on salmon spawning areas. The study allowed for documentation of the presence or
absence of ice within the substrate at different depths during the winter. Results from the study allow
for estimates of the reduction in salmon spawning habitat in relation to potential stream flow reductions.
Mr. Jessop measured stream flow at each site and installed Hobo Pro V2 temperature loggers, and
substrate freezing arrays to document water temperatures at the substrate. Survey measurements were
collected using survey grade GPS and laser survey equipment.
Tuluksak River Habitat Mapping, Fish Surveys, and Stream Restoration Plan, AK. Project Manager – In
2013 and 2014, Mr. Jessop lead a feasibility and baseline study for a potential mine mitigation project
along the Tuluksak River in Alaska. The project tasks included mapping stream habitats using ArcPad GIS
and aerial photos, collecting channel characteristics including laser/GPS surveys of stream channel
dimensions (i.e., gradient, sinuosity, width/depth ratios, and entrenchment), Wolman pebble counts,
fines counts, stream flow, installation of a staff gage, conducting aerial salmon counts, and deploying
temperature sensors to document winter conditions. Mr. Jessop used the resulting data to develop a
phased conceptual mitigation plan for stream enhancements including goals, cost/benefit analysis for
various mitigation options, and the generation of professional GIS map products and technical reports.
Stream Habitat Mapping of Crooked Creek, AK. Project Manager - In 2009, Mr. Jessop led an intensive
(30 day/6 person) habitat mapping and in-stream flow assessment along 33 miles of Crooked Creek to
document pre-development stream habitat conditions. All individual habitats were mapped in GIS and
attributes collected at each habitat included depth, velocity, cover types, substrate types, wetted widths,
and bankfull widths. An acoustic Doppler was used to collect all velocity and depth measurements. All
data was compiled in GIS and used to derive a full contour map of the entire river. This map was used to
predict potential habitat losses due to forecasted project related flow decreases.
Design, Installation, and Operation of a Resistance-board Fish Weir on Crooked Creek, AK. Project
Manager - From 2008 to 2013, Mr. Jessop lead the efforts to install and operate a video-monitored
resistance-board fish weir. The goal of the project was to accurately assess adult salmon populations and
run timing in Crooked Creek. The weir was located in a remote area and required helicopter slinging
operations, the installation of solar panels, wireless transmitters, and internet uplinks. Mr. Jessop
managed the annual installation, operation, removal, data analysis, and report generation. Data collected
represents a key component in the documentation of baseline aquatic resources near a proposed mine
site and the data was ultimately incorporated into the DEIS for the project.
Natural Gas Pipeline Corridor Fisheries Assessments, AK. Project Manager - Mr. Jessop provided project
management for environmental support activities associated with a proposed 315 mile natural gas
pipeline project. In coordination with the Alaska Department of Fish and Game, USFWS, and other
agencies, Mr. Jessop developed a baseline aquatic survey program for the pipeline to collect all data
needed for the successful completion of various permitting applications. Field crews sampled nearly 900
remote locations throughout the project area. Mr. Jessop’s extensive knowledge of local hydrology,
aquatic ecosystems and ability to manage complex field logistics and crew coordination has resulted in
the continuing success of the project. Additionally, Mr. Jessop designed the complex geo-databases and

mobile GIS data collection platforms for the project, oversees the data analysis, report generation, GIS
map book production, permitting, costing, budgets, scheduling and staffing the project.
Off-Channel Habitat Connectivity Survey, AK. Project Manager - Mr. Jessop designed and implemented
a study to assess the potential impacts of reductions in stream base flows on off-channel habitat
connectivity. Surveys documented off-channel habitat connectivity to the main channel and allowed for
the modeling of habitat connectivity at different stream stages. The study required detailed stream
channel cross-sections and flow measurements. Data was collected using survey grade GPS/laser survey
equipment and Acoustic Doppler Current Profilers. The project was completed in 2009, and the data was
used to quantify potential mine-related impacts on off channel fish habitat for the NEPA process.
Detailed Stream Survey, Crooked Creek, AK. Project Manager - Mr. Jessop conducted a detailed stream
survey with a modified Rosgen protocol, including data collection of stream channel characteristics, large
woody debris, fish populations, flow/discharge, water chemistry, substrate and habitat typing. Channel
measurements were collected using survey grade GPS and laser survey equipment.
Stream Mitigation Assessment, Donlin, Snow, and Getmuna, Creeks, AK. Project Manager - Mr. Jessop
assessed potential mitigation options for three streams associated with a large-scale potential mining
development. Tasks included field data collection, identification of mitigation options, and final map and
report preparations.
Pit Lake Temperature Modeling and Impact Analysis, AK. Staff Scientist - Mr. Jessop conducted an impact
analysis for associated with the development of a proposed mining pit lake water treatment facility and
its effects on the receiving water body. The treatment plant was associated with a proposed large scale
open pit gold mine in Alaska. During the closure phase of mining, the open pit would be allowed to fill
with water and once the pit lake was filled to capacity, water would be treated and discharged to Crooked
Creek. Mr. Jessop advised the client that effluents originating from the surface of the lake would likely be
much warmer than the undisturbed surface water temperature of Crooked Creek, and have potential
environmental effects on the aquatic ecosystem. To address these potential effects, Mr. Jessop
developed a mixing zone analysis to identify the length of stream needed for complete temperature
mixing and the resulting monthly stream temperatures after complete mixing. The analysis incorporated
field-collected daily stream temperature data, channel measurements including slope, width, depth and
sinuosity, and discharge measurements for Crooked Creek. Pit lake data included modeled daily surface
water temperature and seasonally estimated ranges for water treatment plant discharge volumes. Using
the results of the analysis, Mr. Jessop then assessed the effects of the modeled stream temperature
regime on resident and anadromous fish populations, primary production, and overall ecosystem
response. The results of this analysis were incorporated into the draft EIS for the project.
Temperature Modeling Study of the Kuskokwim River, AK. Staff Scientist - Mr. Jessop implemented a
temperature stratification study on the Kuskokwim River near Aniak, Alaska. The study involved deploying
temperature sensor arrays in remote areas and assessing whether or not barge traffic had effects on
stratification. Temperature arrays were deployed at two locations over the course of two years.
Stream Habitat Mapping, American and Anaconda Creeks, AK. Project Manager - Mr. Jessop designed
and implemented a stream habitat mapping project in two streams to quantify potential value of aquatic
habitats for mitigation purposes.
Rhodamine WT Tracer Discharge Study, AK. Project Manager - Mr. Jessop designed a study to assess the
feasibility of using tracers to estimate stream discharge under winter conditions. Designed field data

collection protocols, manage field data collection, managed purchasing of equipment and budget
tracking.
City of Boulder Pond Management, CO. Task Manager - Mr. Jessop developed pond management
strategies and supervised field work for several ponds on the East Boulder Recreation Center property.
Prescriptions included installation of aeration systems, manual and biological vegetation control.
Burrowing Owl Surveys in Weld County, CO. Staff Scientist - Mr. Jessop conducted sunrise surveys for the
seasonal presence of burrowing owls near oil and gas developments.
Raptor Surveys in Weld County, CO Staff Scientist - Mr. Jessop conducted surveys for the seasonal
presence of raptors around oil and natural gas production facilities, well pads, pipelines, and access roads.
Mr. Jessop has also surveyed active American Bald Eagle nests and winter night roost areas.
West Nile Virus and Mosquito Monitoring and Control Program, Various, CO. Staff Scientist - Mr. Jessop
participated in WNV control efforts, including biological control of larvae, monitoring of control success,
coordinate with others doing adult mosquito surveillance; and public relations.
