Governor’s Office of Storm Recovery (GOSR) New York Rising Buyout and Acquisition Program / Superstorm Sandy Relief
Program. Environmental Scientist II assigned to reviewing and producing numerous Phase I ESA’s for a large group of residential
properties in conformance with ASTM Standard Practice 1527-13. Specifically those flooded by Superstorm Sandy in October of 2012.

Environmental Scientist providing asbestos, lead-based paint and hazardous materials inventory at 56 Metrorail stations in the
Washington, DC, area.
Armonk Square Redevelopment Plan, Armonk, Westchester County, NY. Armonk Square, LLC. Environmental Scientist providing
third-party oversight of monitoring well installation and recovery well installation. Confirmed that the newly installed wells were
constructed properly in support of the remediation system modifications necessary to accommodate the proposed revised development
at the Armonk Square site. Such modifications are listed in a revised work plan, which includes a sub-slab depressurization system
planned to be installed beneath three proposed buildings.
Newtown Creek Dredging for New York City Department of Environmental Protection (NYCDEP). Provided oversight,
management, monitoring, and technical assistance for the NYCDEP, whom contracted a dredging contractor to dredge a navigable
portion of Newtown Creek and adjoining Whale Creek in the vicinity of NYCDEP’s wastewater treatment facility.
Project Monitor for ongoing Asbestos Abatement Project - Astoria Houses, Astoria, Queens County, NY. New York City
Housing Authority (NYCHA). Environmental Scientist providing asbestos abatement services for NYCHA. The work consists of
abating an asbestos-containing membrane liner on an underground steam pipe and replacing the membrane with two layers of white 6-
mil poly sheeting. An air sampling technician and project monitor were on site during abatement activities.
EPA-Accredited Lead-Based Paint Inspector - Responsible for executing surface-by-surface inspections to identify lead-based paint
(LBP) in housing, the workplace, private and public facilities. Knowledgeable about the performance and limitations of lead testing
techniques, testing methods and collection procedures. Interprets test results and implements quality control procedures in accordance

with prevailing Environmental Protection Agency’s (EPA) Final Rule, 40 CFR Part 375 dated August 1996, and Department of Housing
and Urban Development (HUD) Guidelines released 1995 and revised in September 1997 and 2012.
EPA-Accredited Risk Assessor - Responsible for conducting on-site assessments specifically to identify hazards associated with
lead-based coatings. Knowledgeable about the conduct of visual assessments, performing limited environmental sampling when
necessary, and reporting the results that identify acceptable abatement and/or interim control strategies based on specific conditions
and the owner’s capabilities. Mr. Bennett’s experience working with regulated materials as an environmental scientist satisfies the
minimum experience and education requirements to conduct such work. Trained and certified in conformance with 40 CFR 745 to
perform risk assessments by an EPA-accredited training provider.
Phase I Environmental Site Assessments (ESAs) - Mr. Robert M. Bennett has been responsible for the conduct and preparation of
several Phase I ESAs in compliance with the scope and limitations of ASTM Practice E 1527-05 and the recently-promulgated USEPA
All Appropriate protocols.
Transaction Screens - Mr. Bennett has prepared several Transaction Screens specifically geared for commercial type properties in
conformance with ASTM Standard E 1528-06.
Phase II Environmental Site Assessments - Mr. Bennett has performed various aspects of Phase II ESA scopes of work for
commercial and industrial properties, including: field sampling and assessments; subcontractor oversight; coordinating daily with
assigned laboratories, and; general project coordination and management.
New York State and New Jersey Soil Vapor Intrusion (SVI) Investigations - Mr. Bennett is responsible for coordinating with the
New York State Department of Environmental Conservation (NYSDEC) Remedial Bureau and the New York State Department of
Health (NYSDOH) to assess impacted properties and implement mitigation and / or monitoring programs.
Boring / Coring Programs, Northeast U.S. Region - Mr. Bennett has served as an on-site geologist to interpret and record geological
investigations throughout the northeast region including, Long Island, New Jersey, upstate New York and Massachusetts. Mr. Bennett
has also conducted boring programs on waterfronts utilizing drill rigs as part of the planning phase for the construction of confined
aquatic disposal (CAD) cells, which are utilized as disposal pits for dredge spoils from EPA Superfund sites throughout the New
Bedford Harbor area. Additionally, Mr. Bennett has worked on lakes utilizing a Vibracore sampler which is a similar, waterfront
sediment penetrating techniques.
New York State Air Permit Facilities - Mr. Bennett is responsible for all air permitting work performed out of the New York branch
office. These include, state registrations, state facility permits and Title V certifications. He has performed work on several industrial
facilities in New York State.
Excavated and Dredged Materials Characterization and Sampling for Construction of a Ferry Terminal, Glen Cove, NY - Mr.
Bennett has performed radiation screening, photo-ionization detector (PID) screening, and visual / olfactory screening for all excavated
and dredged soils from a property in Glen Cove, NY currently being developed into a Ferry Terminal. Mr. Bennett was responsible for
collecting soil samples from stockpiled soils in conformance with NYSDEC DER-10 and collected sediment samples from the creek
bottom for a study to assess Marine Habitat Protection (MHP) levels.
Litigation Support, Nation-wide - Mr. Bennett has provided support for the defense of class-action suits related to retail petroleum
stations. Mr. Bennett’s responsibilities included spill number closure in addition to review of documents; coordination with counsel;
development of expert opinions and reports, and; review of reports and expert documents provided by others.
Construction and Demolition Landfill Closure - Suffolk Materials Mining Corporation - Long Island, New York. - Mr. Bennett
monitored the overall integrity of this landfill with respect to drainage issues. He sampled landfill barrier protection layer (BPL) materials
and interpreted analytical data. He supervised the excavation of several Test Pits, conducted a sound level survey, and oversaw the
temporary removal and re-screening of BPL materials. Additionally Mr. Bennett was responsible for coordinating with the client,
NYSDEC and subcontractor to complete multiple phases of project.
Dredging Oversight and Water Quality Monitoring, New Bedford Harbor, MA – Mr. Bennett has supervised maintenance dredging
and confined aquatic disposal (CAD) cell excavation operations, coordinated with the Massachusetts Department of Environmental
Protection (Mass DEP) and conducted regular water quality monitoring events during the summers of 2008 and 2011. Project oversight
required him to confirm work was completed by specifications listed in Apex’s Work Plan and entailed taking observatory field notes,
meeting with the Mass DEP regularly to discuss project progress and issues encountered. Water quality monitoring was conducted on
a daily basis and included flocculent turbidity monitoring, documentation of geological data sediments and the collection of sediment
traps distributed on the periphery of the work area.
Stormwater System Field Inspections and Reporting, National Retailer, Various Sites, NY - Performed routine inspections of
drainage systems at a national retail chain as part of Apex’s national monthly maintenance contract. This included observation of site
drainage patterns; review of the mechanical integrity of manhole covers and drywells, and; documentation of inspection in a monitoring
report that includes recommendations as necessary for site improvements.

Compliance Sampling for New York City Sewer Effluent Limitations - Mr. Bennett is responsible for scheduling, coordinating, and
executing quarterly field sampling events for several flush truck facilities throughout Manhattan, Brooklyn and Queens.
RCRA Closure Support - Mr. Bennett assisted with the coordination and oversight of the environmental closure of a medical
manufacturing facility. The scope of work included the supervision of the removal of formic acid and dimethylacetamide (DMAC)
process tanks, piping and appurtenances, and final decommissioning activities. Also included is the decontamination of all
decommissioned process materials and the scrubbing and rinsing of floors. Mr. Bennett was responsible for conducting rinse-water,
soil boring, and sub-slab soil sampling events under NYSDEC supervision to confirm decommissioned areas. Mr. Bennett also provided
assistance with the preparation and submission of the final RCRA Closure Report.
Brownfield Closure Support - Mr. Bennett provided field and office support for a former paint factory on Long Island, NY. The site is
regulated under the New York State Brownfield Cleanup Program and work included a remedial investigation, interim remedial
measures, soil vapor intrusion studies, RCRA closure and environmental / engineering support services.
Asbestos Inspections / Investigations / Project Monitor – Mr. Bennett has provided oversight of several asbestos abatement
projects and inspections for multiple commercial and industrial facilities in New York State. Mr. Bennett is a New York State certified
asbestos inspector, a New York City certified asbestos Investigator and a New York State certified Project Monitor. Mr. Bennett has
worked with several developers and architects in order to conduct inspections / investigations which result in Mr. Bennett’s stamped
approval and execution of an ACP-5, ACP-7 and ACP-12 forms.
Asbestos Surveys – Nationwide Power Plant – Mr. Bennett has been assigned team leader in conducting large scale asbestos-
containing materials inspections at multiple power plant facilities in the Mid-Atlantic and Northeastern region. Such work included
scheduling, coordinating with power plant personnel, implementing the inspection in a pragmatic manner with strict emphasis on health
and safety in the dangerous work environment, documenting and quantifying the total amounts and condition of suspect materials in
specific homogenous groups, initiating bulk sampling, personal exposures sampling, reporting results to the client and commencing a
labeling program.
Mold Inspections - Mr. Bennett has initiated mold inspections, mitigation programs and abatement projects. He has conducted
inspections for multiple commercial facilities in New York State. Mr. Bennett has been responsible for taking the lead on investigations,
sampling, coordinating with the laboratory and interpreting analytical data to prescribe the most effective response to improve or
maintain indoor air quality.
SPCC Facilities – National Manufacturers of Cosmetics and Beauty Supplies - Prepared Spill Prevention Control &
Countermeasures (SPCC) Plans and SPCC revisions / updates for industrial properties on Long Island and upstate New York.
Local Sanitary Code Facility Compliance - Mr. Bennett is familiar with local sanitary codes, Nassau Country Article 11 and Suffolk
County Article 12. Mr. Bennett has been assigned to multiple industrial properties to assist clients with cost-effective solutions to
achieve compliance with local sanitary codes. Additionally, Mr. Bennett has coordinated with Nassau Country Department of Health
(NCDOH) and the Suffolk County Department of Health Services (SCDHS) to achieve compliance at multiple facilities and has
prepared training and operations programs for individual facilities to address site-specific concerns in relation to the local sanitary
codes.

RCRA Closure Support - Mr. Bennett assisted with the coordination and oversight of the environmental closure of a medical manufacturing facility. The scope of work included the supervision of the removal of formic acid and dimethylacetamide (DMAC) process tanks, piping and appurtenances, and final decommissioning activities.
