 On 25th January 2014, the Executive Committee of the National Economic Council
(ECNEC) has approved 180 crore BDT on outsourcing training in Bangladesh. The
training project is knows as ‘Learning and Earning Program.’ This project was to create
employment for the young unemployed educated people at the Upazilla and Union
levels.
 In 2013 Bangladesh has earned 20 million US dollars from the outsourcing sector. It has
been expected that the amount would be at least double in 2014. Under Government’s
first phase ‘Learning and Earning Program’ 15,000 freelancers have already been
developed. They have started to contribute to earning along with freelancers working
at an individual level.
 To create 55,000 freelancers at the root-level, the Government has taken steps to
launch second phase ‘Learning and Earning Program’ at Upazillas in 2014.
 Plans and prospects of outsourcing in Bangladesh :
 The development in IT sector in Bangladesh has been in the last five years. The
number internet users has increased from 13 lakhs to 4 crores 80 lakhs. In future, this
figure will continue to grow, which will help to grow the outsourcing business.
 For the first time, Bangladesh IT services have been included in AT Kearney’s report
GSLI (Global Services Location Index). It will attract foreign investors to invest in IT
sector of Bangladesh. This will also enhance outsourcing industry and develop more
freelancers in Bangladesh. Bangladesh is presently securing the 26th position. BASIS will
work to bring Bangladesh within the top 10 countries.
 Government’s plan is to develop entrepreneurs from the freelancers. Then promote
these entrepreneurs as Business Process Outsourcing (BPO) professionals who woul
make the contribution to earn foreign currency.
 Difficulties :
Though there are many advantages in freelancing, there are also some problems we have
to face when doing jobs via internet in Bangladesh. Some of these are :
1. Low infrastructural development.
2. Slower internet speed.
3. Limitation of innovation.
4. Growth rate is consistent but very slow.
5. Poor networking system.
Some of these are posing as a threat in freelancing business in Bangladesh. In order to
enter a more frequent connection with business through IT Outsourcing we need to
terminate these problems first and then look forward for more success.
 Conclusion :
Opinion: There was a time when people of Bangladesh
could not think about Outsourcing. But now the change has
come. Humans are bent towards outsourcing day.
Prediction: If the trend of change continues, it is not too
far on the day that Bangladesh will influence the
outsourcing market
Suggestion: The public private sector will have to increase
further. The emphasis is on building skilled manpower.
