3) Performing quantity take-offs from drawings and site visits, estimating resource needs, and developing project schedules and manpower plans.

JOB PURPOSE: (Why does the job exist?)
Renders accurate and competitive project estimation to customers based on manpower, equipment and material
requirements for shutdown of hydrocarbon facilities including the time requirement for completing the plant
shutdown. Likewise, reviews the customer’s requirements, prepares and submits technical tender documents for
customer’s approval and reviews the contract agreement to ensure clear understanding of the deliverables.
PERSON SPECIFICATIONS: (Minimum attributes for the job holder to be effective in this job in terms of education, qualifications/
certifications, work experiences, specific job skills, computer literacy, language/communication skills, personal competencies, work
environment & physical effort)
• Bachelor’s degree in Mechanical.
• Minimum of 5 -8 years working experience in Estimation function from a plant shutdown and
facilities construction and commissioning. a Process Equipment or Heat Exchangers
Industry (Pressure Vessels, Column, Heat Exchangers, Storage Tanks).
• Very strong computer skills in MS word and Excel.
• Should have worked in Plant shutdown and Piping modification contracts in the field
• Should have adequate knowledge to assess the resources requirement (crane, manpower
and equipment, consumables)
• Should be familiar with equipment / piping / steel structure drawings with complete
knowledge in material specification.
• Excellent communication skills in English language (oral and written).

1 Quantity Take Off
• Attend site visit and prepare the material requirement from the drawings and from the site condition.
• Estimate the scaffolding and crane requirement.
• Thoroughly study the scope of work and compile the material requirement in accordance to the
specification and standards.
• Prepare material take off from steel structure drawing / Piping isometric drawings.
2 Estimation Capability
• Estimate the total resource requirement for project Execution and get the quotation from suppliers and
subcontractors.
• Estimate the man hour requirement.
• Prepare execution schedule in Primavera and finalize Manpower and Equipment loading chart.
• Estimate the painting / insulation requirement
3 Bid Review and Management
• Reviews the bid documents to ensure complete understanding of the contractual obligations and
project duration.
• Identify special welding requirement and ASME certification and get the details from QA /QC.
4 Human Resources Management
• Promotes cooperation & team work and leads by example
• Maintains good relationships with internal functional groups and external customers.

1 Project’s Technical Specifications
• Understands and analyzes the project technical specifications and requirements such as surface
preparation and painting system requirements, schedule of delivery requirements, bill of quantities and
all other items that are to be identified.
• Coordinates with various departments like engineering and sales for information when required for
estimating.
2 Project Estimation
• Discusses in detail with the Manager Key pricing criteria namely man hours and method of
measurement.
• Contacts possible vendors for purchase of items as may be required and selects the best bidders to
ensure best resources.
• Prepares the Project Estimation for review and submission.
3 Preparation and Release of Quotation
• Prepares the quotation as per company’s standard covering all Technical considerations, Assumptions,
exclusions and terms, for review and approval of the Manager prior to its release.
• Checks with the Sales for mark up and other commercial issues.
• Decides on the validity of the Quotation if not provided by the customer.
