1. Successfully executing the current challenging role of a Senior Program Manager with broad ranges of practices and
experience in the Humanitarian Sector,supervising 11 offices in 11 provinces (10 out of 11 remotely) and supervising more
than 180 staff members.
(PARC - Protection Assistance & Reintegration Centre), Statelessness program, Non-Syrian refugee program, Syrian
refugees in Al-Qaim, and New IDPs program). Also in 2016, Senior program manager on protection program funded by
ECHO in Baghdad, Kirkuk, and Ninewa.
Main Responsibilities
Directly supervise daily activities of the PARC Managers in Anbar, Diyala, Salah al- Din, Wassit, Babylon, Najaf,
Karbala, Kirkuk, Al-Qaim and building their programmatic capacity through consistent feedback and professional
developmentsupport,in addition to direct supervision for two Local partners, based in Baghdad and in Babylon.
Directly supervise the senior legal officers and PARC Admin team to coordinate them and to ensure effective
scheduling of activities and to provide support as needed. Ensures program activities are implemented to the
objective measures of program success, overseeing the administrative aspects of the program. Participate in all
budget meetings and prepare a spending plan in consultation with the Protection Coordinator. Directly supervise
the Deputy Program Manager-Ops and expenditures to guide budget revision as needed.
Took the lead to develop, implement, evaluate, and provide program management support to activities of the
Baghdad PARC, directly supervises daily activities of the senior protection monitors and coordinating emergency
assessments, carry out joint protection monitoring visits with RICC teams (UNHCR team) and non-legal referrals;
ensures thatprogram activities are responsive and executed to a high-qualitystandard.Oversee PARC managers
continued identification and assessment of potential Local NGO partners to take on PARC services.
Ensure all deadlines for submissionofProtection Monitoring Forms,Legal AssistanceRequestForms and all other
reporting tools are respected.
Attend District Council Coordination meetings, local council meetings and other meetings on behalf of IRC and
writes detailed reports on IRC’s presence in the field. Coordinate with other members in the field to maximize the
impact of IRC’s protection programming.
Manage responses to all internal IRC requests for information / intervention in coordination, prioritizing donor
requests and tracking persons of concern in coordination with Protection Manager, Legal Services Manager and
Protection Coordinator.
Represent the IRC Protection Program to UNHCR and other high-level external stakeholders.
SMS system focal point for IRC over Iraq for further development of the SMS system for evictions as well as for
M&E, Supports the programs to carry out M&E through the SMS system using short surveys and other tools,
provides brief training sessions on SMS for M&E for IRC program teams and other stakeholders as relevant, and
acts as focal point for external queries and to coordinate with other INGOs on SMS usage.
In Acting Protection Coordinator capacity,ensure representation ofProtection program in all relevant stages ofthe
Strategic Action Plan (SAP), or otherwise contribute to SAP process.
Support capacity building and career development of Protection program staff.
Manages, supervises and coordinates the work program of the Project Team in line with Organizational
methodology;directs research and program evaluation and presents information gathered from diverse sources to
senior management.
Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda
topics, identifying participants, preparation of documents and presentations, etc.
Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on
assigned topics/activities.
Leads field missions,including provision ofguidance to external consultants,governmentofficials and other parties
and drafting mission summaries, etc.
Coordinates activities related to procurement, budget and funding (programme/project preparation and
submissions, progress reports, financial statements, etc.) and ensures preparation of related documents.
Serves as an effective spokesperson and establishes collaboration and partnerships with key official s at all levels
inside and outside the organization.
