HOW TO CONDUCT
AN EARTHQUAKE
DRILL IN SCHOOL
DepEd Order No. 48, s. 2012
LISTOFTHINGSTO DO IN PREPARATION
FORTHE EARTHQUAKE DRILL
(DEPED MEMOON 3RD NSED)
• Connect with local disaster risk reduction and management council
for an orientation on earthquake to understand intensity and possible
impacts. Discuss preparedness measures.
(The school DRRM team could facilitate the discussion)
• Map out personnel/learners and contact numbers.
• Determine communication flow among offices/schools and overall
command system.
LIST OF THINGS TO DO..
• Determine learners/personnel with special needs in case of an
earthquake; assign focal persons within the particular
office/classroom to take charge of those personnel/learner with
special needs.
• Put up signages for evacuation routes and safe places to gather
and/or evacuate to.
• Ensure that everyone knows what to do during and after an
earthquake.
• Ensure family reunification protocol
• Conduct post evaluation of the drill
• Submit reports to the Division DRRM for consolidation
(Municipal / District coordinators will consolidate the reports from the
schools using the consolidated report on the NSED)
STAGE1: PLANNING/ORGANIZING
THE EARTHQUAKEDRILL
A. Form a school disaster risk reduction
management group (SDRRMG) composed of
several teams with specific tasks (e.g. first aid
team, fire safety team, communications
team, building safety inspection team,
rescue team site security team, evacuation
team, site security team) and designate an
over-all coordinator.
STAGE1: PLANNING/ORGANIZING
THE EARTHQUAKEDRILL
Members of the SDRRMG should evaluate the school.
• 1. Have the yearly updates on information of school
population
• 2. Prepare the most recent school grounds layout or
plan/map.
• 3. Obtain a building layout/floor plan for each building
that shows the rooms, corridors, staircases and exit
points.

THE EARTHQUAKEDRILL
B. Members of the SDRRMG should conduct building
watching exercise and identify safe and unsafe
Spots inside the school grounds. This is necessary for
stressing the do’s and don’ts.

STAGE2: DEVELOPING THE SCHOOL
EARTHQUAKEEVACUATION PLAN
1. The school earthquake evacuation plan should have provision to
utilize all available open spaces. Nearest the building that are
evaluated as safe from falling debris and other materials that may
cause injuries to student.
2. Determine if there is sufficient open space for all.
3. Designate a specific open area for each class as their area of
temporary refuge.
4. Determine the flow of traffic from each room along the corridors
using the information on actual number of occupants per room and
their designated evacuation area.
STAGE2: DEVELOPING THE SCHOOL
EARTHQUAKEEVACUATION PLAN
5. Indicate by arrows, the flow of student evacuation coming out of each
room up to their designated evacuation site. This will be the suggested
earthquake evacuation route for the students.
6. Prepare the final evacuation route and orient all the teachers and school
staff about this.
7. Prepare earthquake survival kits and first – aid kits.
• Earthquake survival kits :
(flashlight,battery operated radio, water, rope, blanket, candle, matches,
tissue papers, tools like
Wrench, pliers, hammer, etc)
STAGE 3: ORIENTATION PRIOR TO THE
CONDUCT OF EARTHQUAKE DRILL
A. Prepare the students a week before the scheduled earthquake drill.
For each class, instruct the homeroom adviser to do the following:
1. Allot a specific time for lecture on earthquakes – what it is, how and
why they occur, what to do before, during and after an earthquake.
2. Conduct a classroom hazard observation activity.
3. Introduce to the students the suggested evacuation route prepared by
SDRRMG and the assigned open area where they will evacuate after an
earthquake. Post the school evacuation map in every classroom and
bulletin board.
4. Assign somebody who will be in charge of making sure the door is open during
the shaking.
STAGE 3: ORIENTATION PRIOR TO THE
CONDUCT OF EARTHQUAKE DRILL
5. Assign observers and evaluators who will give comments and
suggestions.
6. Check available alarm system.
7. Assign class marshall.
Take note of PWD, pregnant and elderly and identify their locations for
evacuation. Assign marshall to assist them.
STAGE3: ORIENTATIONPRIOR TO THE
CONDUCTOF EARTHQUAKEDRILL
B. The main concern during an ongoing shaking is how to protect
oneself.
1. Give specific instructions on what to do during an
earthquake.
• Introduce duck, cover and hold.
2. Give specific instructions about what to do as soon as
the shaking stops.
3. For the teacher, make sure all students are accounted
for once in the designated evacuation area.
TEACHERS: PREPARE YOUR
STUDENTS
1. Encourage your students to take all drills very seriously.
2. Practice building evacuation in your classroom. Do it as well
with your neighboring class. Make sure that your students know
the four rules for building evacuation: don’t talk! Don’t push!
Don’t run! Don’t turn back!
3. Students should know that if there is an earthquake and they
are outside of a classroom (during break or lunch or if they are
somewhere), they should exit withthe nearest class and should
NOT go back inside. If they are betweenclasses, they should

STUDENTS
4. Review the school evacuation plan. For older students, prepare
four monitors who willwork as buddies and lead the way,
carefully checking to make sure that the route is clear. (This is of
utmost importance for classes on second floor or without easy
access to open spaces).
5. If you face earthquake risks, practice “drop, cover, and hold”
drill, having students hold their positionfor 45 seconds. You may
count together: one-one hundred, two one-hundred etc.
6. Teacher in science labs should demonstrate tostudents how to
extinguish any flames and isolate hazardous materialsin use.
TEACHERS: PREPARE YOUR
STUDENTS
7. Make sure that students understand the student-familyreunification
protocol. Inform students that only their parent(s), guardian(s), or other
adult(s) listedon their emergency contacts card Will be allowedto pick
them up from school in a real emergency.Explain the “request gate” /
“reunion gate” idea and reasons.
TEACHERS AND STUDENTS:
PREPARE YOUR PARENTS
1. Teachers are to inform parent through letters.
2. SDRRM inform parents that their emergency contact
form should be updated, and explain the Importance
of the reunification procedures.
3. Reassure parents that their children will be safe at
school until they come for them.
STAGE4: ACTUAL CONDUCTOF
EARTHQUAKEDRILL
1. Prior to the scheduled drill, inform the
neighborhood regarding the conduct of the drill.
2. Identify and assign observers for each exit
points of the building and evacuation areas.

• Phases of an earthquake drill
1. Alarm – A LONG WHISTLE INDICATES
EARTHQUAKE/SHAKING. Students and teachers will be
alerted by this signal
2. Response – while the whistle/siren is on going,
everyone should move away from windows, glass or
light fixtures. Everyone should perform “drop-cover-and-
hold” under desks, tables or chair. Remain in this position
until the shaking stops.

3. Evacuation – once the shaking stops, teachers
and students should evacuate the school building and
proceed using pre-determined routes to go to identified
evacuation areas.
4. Assembly – at the designated evacuation
areas, students must be grouped together according to
the class where they belong.

5. Head count – teachers should check and
make sure all students are accounted for.
6. Evaluation – identify problems
encountered during the drill and how this can be
corrected in future earthquake drills

PREPARE THE CONSOLIDATED REPORT AND SUBMIT TO
DIVISION DRRM

  • 1. HOW TO CONDUCT AN EARTHQUAKE DRILL IN SCHOOL DepEd Order No. 48, s. 2012
  • 2. LISTOFTHINGSTO DO IN PREPARATION FORTHE EARTHQUAKE DRILL (DEPED MEMOON 3RD NSED) • Connect with local disaster risk reduction and management council for an orientation on earthquake to understand intensity and possible impacts. Discuss preparedness measures. (The school DRRM team could facilitate the discussion) • Map out personnel/learners and contact numbers. • Determine communication flow among offices/schools and overall command system.
  • 3. LIST OF THINGS TO DO.. • Determine learners/personnel with special needs in case of an earthquake; assign focal persons within the particular office/classroom to take charge of those personnel/learner with special needs. • Put up signages for evacuation routes and safe places to gather and/or evacuate to. • Ensure that everyone knows what to do during and after an earthquake. • Ensure family reunification protocol • Conduct post evaluation of the drill • Submit reports to the Division DRRM for consolidation (Municipal / District coordinators will consolidate the reports from the schools using the consolidated report on the NSED)
  • 4. STAGE1: PLANNING/ORGANIZING THE EARTHQUAKEDRILL A. Form a school disaster risk reduction management group (SDRRMG) composed of several teams with specific tasks (e.g. first aid team, fire safety team, communications team, building safety inspection team, rescue team site security team, evacuation team, site security team) and designate an over-all coordinator.
  • 5. STAGE1: PLANNING/ORGANIZING THE EARTHQUAKEDRILL Members of the SDRRMG should evaluate the school. • 1. Have the yearly updates on information of school population • 2. Prepare the most recent school grounds layout or plan/map. • 3. Obtain a building layout/floor plan for each building that shows the rooms, corridors, staircases and exit points.
  • 6. STAGE1: PLANNING/ORGANIZING THE EARTHQUAKEDRILL B. Members of the SDRRMG should conduct building watching exercise and identify safe and unsafe Spots inside the school grounds. This is necessary for stressing the do’s and don’ts. •SCHOOL WATCHING AND HAZARD MAPPING DepEd order 23, s. 2015
  • 7. STAGE2: DEVELOPING THE SCHOOL EARTHQUAKEEVACUATION PLAN 1. The school earthquake evacuation plan should have provision to utilize all available open spaces. Nearest the building that are evaluated as safe from falling debris and other materials that may cause injuries to student. 2. Determine if there is sufficient open space for all. 3. Designate a specific open area for each class as their area of temporary refuge. 4. Determine the flow of traffic from each room along the corridors using the information on actual number of occupants per room and their designated evacuation area.
  • 8. STAGE2: DEVELOPING THE SCHOOL EARTHQUAKEEVACUATION PLAN 5. Indicate by arrows, the flow of student evacuation coming out of each room up to their designated evacuation site. This will be the suggested earthquake evacuation route for the students. 6. Prepare the final evacuation route and orient all the teachers and school staff about this. 7. Prepare earthquake survival kits and first – aid kits. • Earthquake survival kits : (flashlight,battery operated radio, water, rope, blanket, candle, matches, tissue papers, tools like Wrench, pliers, hammer, etc)
  • 9. STAGE 3: ORIENTATION PRIOR TO THE CONDUCT OF EARTHQUAKE DRILL A. Prepare the students a week before the scheduled earthquake drill. For each class, instruct the homeroom adviser to do the following: 1. Allot a specific time for lecture on earthquakes – what it is, how and why they occur, what to do before, during and after an earthquake. 2. Conduct a classroom hazard observation activity. 3. Introduce to the students the suggested evacuation route prepared by SDRRMG and the assigned open area where they will evacuate after an earthquake. Post the school evacuation map in every classroom and bulletin board. 4. Assign somebody who will be in charge of making sure the door is open during the shaking.
  • 10. STAGE 3: ORIENTATION PRIOR TO THE CONDUCT OF EARTHQUAKE DRILL 5. Assign observers and evaluators who will give comments and suggestions. 6. Check available alarm system. 7. Assign class marshall. Take note of PWD, pregnant and elderly and identify their locations for evacuation. Assign marshall to assist them.
  • 11. STAGE3: ORIENTATIONPRIOR TO THE CONDUCTOF EARTHQUAKEDRILL B. The main concern during an ongoing shaking is how to protect oneself. 1. Give specific instructions on what to do during an earthquake. • Introduce duck, cover and hold. 2. Give specific instructions about what to do as soon as the shaking stops. 3. For the teacher, make sure all students are accounted for once in the designated evacuation area.
  • 12. TEACHERS: PREPARE YOUR STUDENTS 1. Encourage your students to take all drills very seriously. 2. Practice building evacuation in your classroom. Do it as well with your neighboring class. Make sure that your students know the four rules for building evacuation: don’t talk! Don’t push! Don’t run! Don’t turn back! 3. Students should know that if there is an earthquake and they are outside of a classroom (during break or lunch or if they are somewhere), they should exit withthe nearest class and should NOT go back inside. If they are betweenclasses, they should Assemble in the outdooremergency assembly area with their next period class.
  • 13. TEACHERS: PREPARE YOUR STUDENTS 4. Review the school evacuation plan. For older students, prepare four monitors who willwork as buddies and lead the way, carefully checking to make sure that the route is clear. (This is of utmost importance for classes on second floor or without easy access to open spaces). 5. If you face earthquake risks, practice “drop, cover, and hold” drill, having students hold their positionfor 45 seconds. You may count together: one-one hundred, two one-hundred etc. 6. Teacher in science labs should demonstrate tostudents how to extinguish any flames and isolate hazardous materialsin use.
  • 14. TEACHERS: PREPARE YOUR STUDENTS 7. Make sure that students understand the student-familyreunification protocol. Inform students that only their parent(s), guardian(s), or other adult(s) listedon their emergency contacts card Will be allowedto pick them up from school in a real emergency.Explain the “request gate” / “reunion gate” idea and reasons.
  • 15. TEACHERS AND STUDENTS: PREPARE YOUR PARENTS 1. Teachers are to inform parent through letters. 2. SDRRM inform parents that their emergency contact form should be updated, and explain the Importance of the reunification procedures. 3. Reassure parents that their children will be safe at school until they come for them.
  • 16. STAGE4: ACTUAL CONDUCTOF EARTHQUAKEDRILL 1. Prior to the scheduled drill, inform the neighborhood regarding the conduct of the drill. 2. Identify and assign observers for each exit points of the building and evacuation areas.
  • 17. THE EARTHQUAKEDRILL • Phases of an earthquake drill 1. Alarm – A LONG WHISTLE INDICATES EARTHQUAKE/SHAKING. Students and teachers will be alerted by this signal 2. Response – while the whistle/siren is on going, everyone should move away from windows, glass or light fixtures. Everyone should perform “drop-cover-and- hold” under desks, tables or chair. Remain in this position until the shaking stops.
  • 18. THE EARTHQUAKEDRILL • Phases of an earthquake drill 3. Evacuation – once the shaking stops, teachers and students should evacuate the school building and proceed using pre-determined routes to go to identified evacuation areas. 4. Assembly – at the designated evacuation areas, students must be grouped together according to the class where they belong.
  • 19. THE EARTHQUAKEDRILL •Phases of an earthquake drill 5. Head count – teachers should check and make sure all students are accounted for. 6. Evaluation – identify problems encountered during the drill and how this can be corrected in future earthquake drills
  • 20. REMINDERS: - DRRM COORDINATORS AND CLASS ADVISERS WILL ANSWER THE EARTHQUAKE DRILL EVALUATION FORM. - DRRM COORDINATORS WILL PREPARE THE REPORT ON THE NATIONAL SIMULTANEOUS EARTHQUAKE DRILL TO BE SUBMITTED TO THE DISTRICT DRRM COORDINATOR - DISTRICT/MUNICIPAL DRRM COORDINATOR WILL PREPARE THE CONSOLIDATED REPORT AND SUBMIT TO DIVISION DRRM
