Jake Steele is the lead for MITRE's ATT&CK for ICS framework. He discusses why ATT&CK for ICS was created to address differences between IT and operational technology (OT) environments. The framework models adversary behavior using techniques and relates them to targeted ICS assets. Assets were identified by surveying control systems and mapping devices to their functional roles. The framework can be used for threat modeling, defense analysis, and education. Future work includes expanding sector coverage and incorporating standard mitigation approaches.
