Scorecard summary: to pass, a country must be ‘green’ in:
 Control of Corruption: be above median
 Democratic Rights: pass either PR or CL
 Pass Half Overall: Pass at least 10 out of 20
Reading a score: 20 indicators in 3 Categories: Economic
Freedom, Investing in People, and Ruling Justly. For each
indicator, the following information is given:
 Raw score (percentile in brackets)
 Median or threshold score for income group
 Historical performance based on most recent data
 Data source
 In most cases, to pass, score must be > median
