The Trevino Group, Inc., leads in its industry by maintaining a
highly trained and
motivated workforce, utilizing the most advanced technology
and sustaining a
hyper intensive corporate focus both on fulfilling contractual
commitments and
creating satisfied clients.
We believe that we are meeting our service support philosophy
through
maintaining a consistent presence in the Texas Medical Center,
performing
multiple projects for each of our clients, and completing our
projects, on time and
within budgetary guidelines. We foster educational and
collaborative
opportunities for our employees, and are proud that our project
managers and
superintendents have been with our company for several years.
The success of
our customers and our employees are directly related to the
success of The
Trevino Group, Inc.
The Trevino Group, Inc., encourages “partnering” with their
clients. In this way,
every component of the construction process is communicated
and understood,
with a minimal chance for confusion or discord. Although the
partnering
agreement is not contractual, it is an important component of
the quality assurance
process. The partnering process consists of key goals, for
example, commitment,
trust, understanding of expectations, implementation of
construction of processes,
continuous improvement of those processes and timely
communication and
responsiveness to everyone involved.
Commitment is essential by senior management and all project
personnel. In this
way, management of the contractor and management of the
Owner is involved in
maintaining the relationship.
The contractor, architect, engineer, and owner must establish
grounds for mutual
trust. By sharing goals, expectations, strengths, and
weaknesses, realistic
expectations are established and achieved. When issues arise,
they must be
resolved as quickly as possible. This also builds a groundwork
for lasting
relationships.
Additionally, the contractor must share these trusts, goals, and
expectations with
all subcontractors and suppliers. In that way, projects will be
consistently
delivered safely, quickly, cost-effectively, and in safe manner.
Customer
expectations are met, and everyone benefits from a quality
product. Successful
working relationships with suppliers and subcontractors will
ensure similar
performance on future projects, and result in long-standing
relationships with
quality firms.

Quality Control & Quality Assurance
1.1 Description of Houston Strong Construction Quality Control
Program. Methods Used to Ensure Quality Control during
construction phase of a project.
The goal of our quality control program is to provide the Owner
with a finished project that is in conformance with the contract
documents, that is on time, and that is within the budget.
Quality control begins in the preconstruction phase and
continues through final close-out. Preconstruction meetings
will be held with all suppliers and subcontractors to verify their
scope of work and the project’s schedule. If any questions
arise, they will be directed to the design team for resolution.
During construction, we will have systems in place to review
shop drawings, inspect materials delivered to the site, inspect
workmanship of subcontractors, and ensure safety and infection
control is practiced in accordance with the Owner’s
expectations. Our goal is for zero defects and a minimal punch
list, and we are committed to providing you with a successful
project.
1.2 Description of how quality control team will measure the
quality of construction and commissioning performed by trade
Subcontractors as required by Owner Specifications and General
Conditions, and how we will address non-conforming work.
Houston Strong Construction works with the selected
subcontractors throughout the estimating process to make sure
that all HTHSCSA requirements for Testing and Commissioning
are included in their original estimations. The commissioning
agent will consult throughout the preconstruction and
construction process including but not limited to submittal
review, completed work inspection, pre functional and
functional testing and final commissioning. All subcontractors
that fail to perform work in accordance with the specifications
of UTHSCSA will be subject to the terms of the Houston Strong
Construction Master contract which includes correction of work
preformed, liquidated damages if applicable, and responsibility
to cover the cost to complete work by another subcontractor if
applicable.
Quality Control & Quality Assurance
1.3 Description of how Houston Strong Construction will
measure the quality of service provided to the owner for the
construction of the Galaxy II Webster Office Building.
Quality of service is measured through complete conformance to
the project plans and specifications, total satisfaction of the
Owner, minimal punch list activity, minimal warranty work, and
the ability to perform repeated projects for the Owner.
Additionally, Houston Strong Construction requests its clients
to complete a Customer Satisfaction Survey at the conclusion of
the project, and any opportunities for improvement listed on the
Surveys are reviewed, communicated and implemented.
In accordance with Houston Strong Construction Master
Contract, all subcontractors are required to provide the
appropriate warranty for their scope of work in the project.
At the conclusion of the project, the Warranty Manual provides
a contact list of individuals representing Houston Strong
Construction, as well as every supplier or subcontractor who
worked on the project.
Upon receipt of a warranty request from the Owner, Houston
Strong Construction notifies the responsible subcontractor.
Houston Strong Construction also notifies the subcontractor of
the timeline for completion of the warranty item. Follow -ups
are done with the Owner to ensure the work was corrected to
their satisfaction.
Prior to the expiration of the warranty, Houston Strong
Construction contacts the Owner to conduct a warranty walk
through ensuring that there are no outstanding warranty issues,
and that all warranty work identified at the walkthrough is
completed.
Quality Control & Quality Assurance
1.4 Quality Control (QC)
Project Manager (PM)
The Project Manager is responsible for the planning,
coordination and controlling of a project from beginning to end.
Also will meet the projects necessities and ensure that each
project is finished on time and meets quality standards.
· Shop Standards
· Production Inspections
· Factory Acceptance Testing
· Delivery Receipt Inspections
· Field Progress Inspections
· Materials Testing
Quality Manager (QM)
Quality Managers guarantee that the project creates a set of
deliverables, which achieve a specified level of qual ity as
agreed upon with the client. Quality Manager will work
diligently with architects and other consultants to provide an
updated issues list to document faulty work.
· Implementing Quality Control techniques to control the
quality of the deliverables essentially produced by the project.
· Identifying quality deviations and improvement actions for
implementation.
· Recording the level of quality achieved.
· Reporting the quality status to the Project Manager.
Quality Reviewer (QR)
The Quality Reviewer distinguishes the level of quality
associated with the deliverables created.
· Examining the quality of deliverables produced and
management processes undertaken.
· Exposing to the Quality Manager the level of quality achieved.
Identify Quality Targets
Quality targets should be measurable, meet product requests,
and decided by the client.

Project: Grassroots Gas Plant
Follow this instruction to create Project Quality Plan in a
scenario of Grassroots Gas Plant.
Site Specific Quality Control Process
Quality Control versus Quality Assurance
Quality Control draws from the materials and engineering
design classes (Methods & Materials Classes)
Quality Assurance documents those inspections – some sample
forms would be appropriate – perhaps included in a
supplementary section
Opening Statement: Construction and Testing shall confirm to
the contract documents. Respond to each one of the
requirements stated in those documents. “Good Practice” and
“Code Compliance” are the minimum standards.
File and Compaction:
1. How is the company going to monitor any fill/compaction
that is to be performed?
2. Is there any lime stabilization required?
3. Subgrade Preparation?
Concrete Testing:
1. Sump Test – What are the requirements and how to
document?
2. Compression Cylinder Tests – Requirements and
Documentations
3. Who is going to be doing these tests?
What is the company going to do with a Concrete Truck where
the concrete fails the Sump Test? Details: Typically the
company should meet with the concrete supplier, outlining
requirements, obtaining pricing for the estimate and developing
a relationship with this very important vendor.
Obtain a “Design Mix” from the Concrete supplier for submittal
and approval by the Quality Assurance Manager.
Before ordering concrete, impress on the dispatcher the
importance of the concrete meeting the requirements of the
approved design mix, especially with regard to the sump. And
tell them in no uncertain terms that if the sump does not pass
within the acceptable range, the truck will be returned to the
batch plant.
For any trucks that fail, record the license plate number of the
truck and confirm it does not show back up at the site. The
company’s daily log must record the approximate location of
every truckload of concrete – perhaps marked-up on an extra
copy of the drawing. Most clients also require the company to
notify them of any such issues, which could lead to the black
balling of certain Concrete.
Lastly, in most jurisdictions the local government will require a
Municipal Inspector to inspect the reinforcing before the
concrete pour and then witness the actual pour. The important
point here is; know the rules and the laws that apply to the
specific location the company will be executing work.
Structural Steel
What test requirements are required for the steel work? Steel is
normally stamped with the specific specification, as defined
during detail engineering and it is important that construction
be aware of this specification and confirms the actual steel
received is in compliance with this requirement.
Piping
What test requirements might exist for piping and/or welding,
such as X-ray of welds?
Electrical/Instrumentation
Testing of systems before commissioning and start-up.
General
Will any other testing and quality assurance documentation be
required?
EXTRA INFORMATION:
2.1 Quality
2.1.1 Contractor shall provide quality control and assurance for
all aspects of Construction and Procurement. Owner reviews
are intended to ensure the established requirements are met.
2.1.2 All proposed deviations from requirements contained in
Contractor Engineering Standards, must be documented and
processed in accordance with Contractor’s deviation process.
2.1.3 All requests for clarification, information, concession, or
exception to Owner’s quality requirements shall be submitted by
Contractor, in writing, to the Owner’s Project Quality
Assurance Representative.
Contractor shall follow quality documentation and custody
transfer procedures as specified at the Kick-off meeting

  • 22. Quality Control & Quality Assurance 1.1 Description of Houston Strong Construction Quality Control Program. Methods Used to Ensure Quality Control during construction phase of a project. The goal of our quality control program is to provide the Owner with a finished project that is in conformance with the contract documents, that is on time, and that is within the budget. Quality control begins in the preconstruction phase and continues through final close-out. Preconstruction meetings will be held with all suppliers and subcontractors to verify their scope of work and the project’s schedule. If any questions arise, they will be directed to the design team for resolution. During construction, we will have systems in place to review shop drawings, inspect materials delivered to the site, inspect workmanship of subcontractors, and ensure safety and infection control is practiced in accordance with the Owner’s expectations. Our goal is for zero defects and a minimal punch list, and we are committed to providing you with a successful project. 1.2 Description of how quality control team will measure the quality of construction and commissioning performed by trade Subcontractors as required by Owner Specifications and General Conditions, and how we will address non-conforming work. Houston Strong Construction works with the selected subcontractors throughout the estimating process to make sure that all HTHSCSA requirements for Testing and Commissioning are included in their original estimations. All subcontractors that fail to perform work in accordance with the specifications of UTHSCSA will be subject to the terms of the Houston Strong Construction Master contract which includes correction of work preformed, liquidated damages if applicable, and responsibility to cover the cost to complete work by another subcontractor if applicable. Quality Control & Quality Assurance 1.3 Description of how Houston Strong Construction will measure the quality of service provided to the owner for the construction of the Galaxy II Webster Office Building. Quality of service is measured through complete conformance to the project plans and specifications, total satisfaction of the Owner, minimal punch list activity, minimal warranty work, and the ability to perform repeated projects for the Owner. Additionally, Houston Strong Construction requests its clients to complete a Customer Satisfaction Survey at the conclusion of the project, and any opportunities for improvement listed on the Surveys are reviewed, communicated and implemented. In accordance with Houston Strong Construction Master Contract, all subcontractors are required to provide the appropriate warranty for their scope of work in the project. At the conclusion of the project, the Warranty Manual provides a contact list of individuals representing Houston Strong Construction, as well as every supplier or subcontractor who worked on the project. Upon receipt of a warranty request from the Owner, Houston Strong Construction notifies the responsible subcontractor. Houston Strong Construction also notifies the subcontractor of the timeline for completion of the warranty item. Follow -ups are done with the Owner to ensure the work was corrected to their satisfaction. Prior to the expiration of the warranty, Houston Strong Construction contacts the Owner to conduct a warranty walk through ensuring that there are no outstanding warranty issues,

  • 25. Quality targets should be measurable, meet product requests, and decided by the client. 3 Project: Grassroots Gas Plant Follow this instruction to create Project Quality Plan in a scenario of Grassroots Gas Plant. Site Specific Quality Control Process Quality Control versus Quality Assurance Quality Control draws from the materials and engineering design classes (Methods & Materials Classes) Quality Assurance documents those inspections – some sample forms would be appropriate – perhaps included in a supplementary section Opening Statement: Construction and Testing shall confirm to the contract documents. Respond to each one of the requirements stated in those documents. “Good Practice” and “Code Compliance” are the minimum standards. File and Compaction: 1. How is the company going to monitor any fill/compaction that is to be performed? 2. Is there any lime stabilization required?
  • 26. 3. Subgrade Preparation? Concrete Testing: 1. Sump Test – What are the requirements and how to document? 2. Compression Cylinder Tests – Requirements and Documentations 3. Who is going to be doing these tests? What is the company going to do with a Concrete Truck where the concrete fails the Sump Test? Details: Typically the company should meet with the concrete supplier, outlining requirements, obtaining pricing for the estimate and developing a relationship with this very important vendor. Obtain a “Design Mix” from the Concrete supplier for submittal and approval by the Quality Assurance Manager. Before ordering concrete, impress on the dispatcher the importance of the concrete meeting the requirements of the approved design mix, especially with regard to the sump. And tell them in no uncertain terms that if the sump does not pass within the acceptable range, the truck will be returned to the batch plant. For any trucks that fail, record the license plate number of the truck and confirm it does not show back up at the site. The company’s daily log must record the approximate location of every truckload of concrete – perhaps marked-up on an extra copy of the drawing. Most clients also require the company to notify them of any such issues, which could lead to the black balling of certain Concrete. Lastly, in most jurisdictions the local government will require a Municipal Inspector to inspect the reinforcing before the concrete pour and then witness the actual pour. The important point here is; know the rules and the laws that apply to the
