Advisor, Elbit Systems of America, Merrimck, NH. July 2012 Larry assumed a business development and
management advisory role for Elbit Systems of America at Kollsman, Inc, for international defense and
homeland security markets untill April 2016.
2010 – 2012 (part-time)
CEO and member of Board of Directors, Defensoft Ltd, Yokneam, Israel. Defensoft developed state-of-
the-art technology for planning optimum solutions for securing large areas, from sites such as
airports/seaports and military bases to expansive country land borders. Managed staff in Israel and at
Defensoft’s subisdiary in the USA, BSEC Planning Corp. Organized and managed board meetings.
2007 – 2010 (full-time/start-up) and 2010 - Present (part-time/operations)
President & CEO, BSEC Planning Corp, Andover, MA. BSEC markets and provides products and
services in the USA based on Defensoft technology. Larry registered BSEC in Massachusetts.
Established and manages policies and processes for marketing & sales, contracting, human resources,
purchasing, finance & accounting, security clearances, regulatory compliances, legal, product design,
production and quality assurance. Stood-up office, implemented state-of-the-art data processing center,
hired staff, and developed customer and vendor relations. BSEC’s software product won Global Security
Challenge, North America East Coast Finals, sponsored by DoD/Technical Support Working Group.
Provided site and border security solutions to Boeing, Lockheed Martin and others based on
Defensoft technology. Built GIS files exceeding 3 TBs of data that could be navigated in seconds;
delivered the latest available ortho-imagery and DEM converged modeling technologies.
2004 - 2007
Vice President, Kollsman, Inc. (an Elbit SA company), Merrimack, NH, P&L responsibility. Led
International Defense Division for design and manufacture of TOW sights for various countries, and Fire
Control Systems (FCS) for armored vehicles, winning Oto Melara/Finmeccanica fire control system for
Poland Army tank fleet. During this period at Kollsman, formed and led Innovative Security Solutions
Division to win 1st tier team member position on DHS SBInet contract to Boeing for Arizona border
security; this win launched Elbit Systems of America into this new market. Achieved annual gross sales
of over $40 million with gross profit at 22%.
1974 - 2004
Vice President, Lockheed Martin through acquisition of ACS Defense (previously ASEC), Burlington MA.
Led marketing, bidding, contracting and delivery for design, integration, implementation, and support of
large scale communications, navigation, and physical security systems for defense and homeland
security in domestic and Middle-East markets. HIghlights includ:
Design, installation and support of access control and security system for World Trade Center
Towers in New York City, for Port Authority of New York and New Jersey, a $43 million system.
Design, installation and support of access control systems for US Department of State
headquarters, a $5 million system.
Analysis and engineering services to Department of Energy and to Defense Threat Reduction
Agency for nuclear non-proliferation; services contracts at a few $ million/year each.
Design, installation and support of military fiber optic and satellite communications network,
Saudi Arabia, near $100 million in sales.
Design, installation and support of border security system on Kuwait-Iraq border consisting of
non-lethal, sensored, electrified fence, & surveilance towers/police posts; a $20 million project.
Design, installation and support of security systems for water resources, airports and seaports in
USA, UAE, Pakistan, and Saudi Arabia.
Design, installation and support of the Facility Support Systems for the Ministry of Petroleum and
