                                 VISIONARY EXECUTIVE
                                     ALWAYS AHEAD OF MY TIME!

Former Clients / Partners / Customers:
US Treasury, US Navy, US Marines, JPMorgan, Microsoft, SAIC, New York City, National Security Agency,
Secret Service, United Nations, Northern Telecom…

I am a visionary, strategist, tactician, inventor and designer consistently delivering mission-critical results driven
by a visceral “hard-wired” need to strategize, to innovate, and to disprove the words “It can’t be done!” Gifted
with the vision, determination and skills needed for high-level revenue building strategies and tactics.

I work with senior management to analyze and diagnose their complex problems and business challenges
regarding their products, branding, marketing, partners and operating problems and then devise innovative
solutions. I monitor and ensure that the solution meets or exceeds the desired revenue and profit goals while
improving shareholder value.

A FEW EXAMPLES:

BIOMETRIC / WEB ENABLED COMPONENT
In Process - Designing a biometric, encrypted, multi-gigabyte, web enabled single component deliverable in a
hardened USB drive format with biometric fingerprint sensor. Allows the user to securely store and access their
private data files on the go whether on their computer, smart phone or the cloud. Uses personal biometrics to
ensure that only the authorized and authenticated user has access to the data. Provides multiple destruct methods
to disable or destroy the encrypted contents should a data breach occur. Patent filing in process.

BIOMETRIC AUTHENTICATED INTERNET SECURITY
2010 – Point Bearing Corporation – Seattle, WA
Designed and assisted in the development of the “Trusted Exchange Controller™” – (TEC™) deliverable in an
API / DLL to allow companies to use as the “front door” security to their existing applications / systems. Uses
smart card, biometric and encryption technologies to provide authenticated and authorized access to their
system, then based upon the users rights, roles, privileges and permissions, allowing them to access sensitive
information. All information encrypted AES-256 bit top secret compliant. Provides sign-on authentication,
file / record security, anonymity of user and various other secured features allowing controlled use of the
internet for conducting business globally. TEC meets HIPAA, HITECH, HSPD-12, FIPS-140, PIV II and
other government compliant requirements.

ESTABLISHED SECURITY FOR NEW YORK CITY EMPLOYEES
2006 – Smart Card Integrators – Los Angeles, CA
Assisted SAIC in the design and deployment of smart card credential based security for New York City
employees. Provided a unique, non-counterfeitable contact and contactless smart card with special
printing, holograms and microdots. Deployed over 225,000 smart cards that were used by NYPD, FDNY,
Paramedics, NY Law, and other personnel to provide access to buildings, special rooms, elevators, computers,

                                                                                                       David Mooney
databases, secured areas, etc. depending upon the person’s credentials (rights, roles, privileges and permissions)
and their biometrics embedded in the smart token.

SAVED US TREASURY $53.2 MILLION IN FIRST YEAR
2000 – Funge Systems – Los Angeles, CA & Washington D.C.
Designed and oversaw the development of the “original” electronic purse to embed in a smart card for
conducting electronic commerce. Presented e-purse to U.S. Treasury and U.S. Navy for elimination of two
problems – 1) keeping real cash in the bank versus floating around in the ocean on one of the Navy’s ships
drawing no interest, and 2) putting sailors back to their trained positions as opposed to collecting quarters out of
the vending machines, counting, rolling and turning into the Distribution Officer. Secured US Treasury, US
Navy, US Marines, SPA-WARS, NSA, Chase and other agencies approvals. Deployed as the Navy Cash™ and
Marine Cash℠ systems turning the ships into cashless vessels by using virtual, auditable money on board.
Saved, per the U.S. Treasury, over $53.2 million in lost interest alone in the first year and returned the
sailors to the jobs they trained for as the ships used virtual money (no more quarters). The U.S. Navy Secretary
declared the program as the most successful program in Navy history and ordered fleet wide rollout (186 ships).
Built a team of 12 plus global partners to deliver the integrated solution.

NSA APPROVED - PRE-BOOT COMPUTER SECURITY
1990 – Digital Privacy – Eden Prairie, MN
Smart Card System / Application Developer. Designed, developed, and obtained three “method and apparatus”
international patents (protected in 72 countries) with multiple patents pending for the SecureDESK™ product.
This product was designed to control the operating system – PRE-BOOT. Converted, by installing a smart card
reader and a special military grade board (with destruction capabilities) inside, an ordinary PC (regardless of
brand) into a National Security Agency (NSA) approved PC that provided the safe within a safe within a safe
required protection. The SecureDESK controlled the OS, all ports, addresses, hard disk, etc., and the only
way for the PC to work was through use of a smart card containing proper credentials. All information on
the hard disk, including the OS, was encrypted according to 3DES standards. Provided 2 to the 64th power of
sign-on keys and 2 to the 64th power of access level keys. The director of NSA had his InfoSec and
International groups evaluate, and based upon their recommendations, provided a waiver to allow government
agencies and military use despite the design was not completed in accordance to their “Orange Book”. Global
Patents #5327,497 / #5,515,440 / #5,610,981 issued in 1992, 1994, 1996 respectively.

UNITED NATIONS SECURITY - PROTECT TRADE DATA
1996 - Installed the SecureDESK in the United Nations Trade Point Center in Melbourne, Australia to protect
international trade data.

UNITED NATIONS PRESENTATION
1996 - Presented Smart Card technology to the United Nations General Assembly, Bangkok, Thailand.

FILE SECURITY
1995 - Designed and oversaw the development of a smart token controlled File Security System to allow for
secure telecommunications, archival storage and digital signature verification of data files. Secured NSA
and U.S. Department of Commerce’s international export rights – Patent #6,351,813.

CELLULAR PHONE REAL-TIME BILLING SYSTEM
1990 - Designed and oversaw the development of a smart token controlled carrier and switch independent
Cellular Phone Call Management System (CPCMS™) to monitor record and dynamically bill all call activity
generated by the cellular phone – Patent #5,761,124. Used components of this technology for Secret Service
drug trafficking applications.

                                                                                                      David Mooney
NEGOTIATED WITH BILL GATES
1980 – CPT, Minneapolis, MN
CPT was the number one manufacturer of “Word Processing” equipment and generated a profit for 39
consecutive quarters. Met with the President and persuaded him to allow me to setup an Application Marketing
Department and add “Data Processing” functionality as “added-value”. Flew to Seattle and met with Bill
Gates and negotiated a contract for MS-DOS, the Basic programming language and Excel spreadsheet – with
options for other ongoing applications. Worked with engineering to develop what we called “COMPUPAK” –
data processing functionality for the otherwise sole word processor. Launched a marketing campaign with the
Regional Managers promoting our unique Value-add. Sold, in the first year, an additional $11.2 million of
CPT word processors and $2.4 million in application software due to the added value. Maintained our
number one position in the marketplace.

CUSTOMER TRAINING BECOMES PROFIT CENTER
1976 – Northern Telecom, Minneapolis, MN
Worked as an instructor in the Customer Training department. Established rapport with senior management and
was promoted to Manager, National Customer Training. Created and presented a plan to build regional
customer training centers in Washington, DC, Dallas, TX and San Francisco, CA and turn the “cost center”
into a “profit center”. Risking my job security, was given permission and funding to proceed. Established a
professional department, built, equipped and staffed three regional centers, reduced customer complaints to
less than 1% and generated a $800,000 profit the first year even though enrollments were less that 67% of
projections.
