PROFESSIONAL EXPERIENCE & ACHIEVEMENTS
MILITARY SEALIFT COMMAND (MSC) HEADQUARTERS, Washington, DC 05/2011 – Present
Chief Information Security Officer (CISO), Command, Control, Communications, and Computer Systems (C4S)
Direct a team of 29 government personnel and 60 contractors spread across three branches—Engineering,
Information Assurance (IA), and Enterprise Architecture (EA). Oversee a $20M annual IT portfolio. Accountable
for all Engineering, Cyber Security, IT Service Management, IA and EA for over 10,000 users spanning 46 systems,
6 different networks designs, and over 190 sites worldwide. Program areas include desktop deployment, Wide
Area Network (WAN) provisioning, Local Area Network (LAN) administration, remote/regional site
connectivity, and development. Support the development of IT solutions and governance for increased security
compliance, while ensuring compliance with CIO objectives.
Select value-added accomplishments:
 Spearheaded efforts to stand up a new Cyber Security Division that supported incident management and
IA operations. Oversaw certification and accreditation on over 200 systems/sites, and cyber security
inspections across the enterprise at over 180 sites. Increased security posture and awareness by 80%.
 Performed analytical and customer outreach work to ensure that products and services met state-of-the-art
requirements. Worked closely with user community to consolidate the number of applications from 30 to
three applications. As a result, reduced costs, accreditations, and reporting by over 50% while improving
overall security posture.
 Developed cyber readiness dashboards that illustrated certification and accreditation, and IA status for all
MSC systems and sites. Staff now routinely uses dashboards to prioritize work and provide transparent
communications both within the organization and with external partners and stakeholders.
 Created an IA strategic plan and gained CIO approval. Plan identified root causes for the security posture
shortfall of the organization and provided viable action plans for the next five years addressing training

requirements, increased use of remote resources, patching and scanning solution, and policies and

MSC 01/2010 – 05/2011
Director of Engineering and Integration, C4S Directorate
Directed a 24-member government staff and 60 contractors in development and sustainment of IT services,
networks, and applications, which includes change management, asset and configuration management, as well as
running a network lab for Independent Verification and Validation (IV&V) testing and maintenance releases.
Managed a $30M annual budget and served as COR on a $250M performance based support contract.
Select value-added accomplishments:
 Managed development, testing, piloting, and implementation of IT solutions worldwide including:
application development of both web-based and client server applications, network upgrades across 130+
ships worldwide and 10,000 users, satellite communications upgrades, cryptographic logon, data
replication, and operating system upgrades.
 Oversaw cloud computing security assessments and authorizations including Infrastructure as a Service (IaaS),
Platform as a Service (PaaS), and Software as a Service (SaaS).
 Developed and implemented an enterprise Engineering Project Management (EPM) process. Dramatically
increased the number of projects delivered in scope, on time, and on budget by 80%.
MSC 07/2009 – 01/2010
Deputy Chief Information Officer (CIO)
Planned, managed, and prioritized day-to-day operations for a 168-member workforce. Managed a $180M
budget. Provided direct support and technical guidance to the CIO, other senior officials, and program managers.

 Managed, secured, maintained, and sustained a global IT infrastructure supporting over 120 ships, 8 major
shore locations, and 6,000 users.
 Championed a worldwide IT organization benchmark study. Led to a major reorganization that aligned the

Director of C4S Operations
Led a multifunctional team of 12 government employees and 60 contractors. Managed and administered a $60M
annual budget. Coordinated and integrated IT projects and program activities such as enterprise-wide application
hosting of Oracle business applications, email, desktop provisioning, Video Tele Conference (VTC), phone, and
perimeter security protection.

 Developed a $300M support contract that consolidated and standardized IT support across three sites in the
continental U.S. Reduced number of support contracts by 70%, reduced costs, and improved service levels.
 Operated a 24 x 7 Global Service Desk that supported over 6,000 users worldwide.
 Conducted a Business Case analysis that reduced Tier III user support by standardizing support processes
and increasing tier I support levels. Associated staffing and process changes reduced support costs and
