fused optical / multi-sensor networks (visual, infrared, RF, Passive). This system included advanced database
software for multi-spectral signal fusion to solve broad area security concerns. This security system (SM-10 /
SDMS) is deployed at two of the US Navy's most sensitive installations and has become the standard for
integrated adaptive multi-spectral surveillance systems. Has a depth of international experience. He has 1700
hours flight time in support of strategic operational tasking from the National Security Agency. He was one of
three people in the world trained on multi-spectral intelligence collection under the Combat Sent program in the
1980’s. Adding to that experience, he spent the following decade creating high fidelity scientific and technical
models of the threat environment, employing NSA databases. This effort was widely acknowledged as simulation
state of the art. He was simultaneously involved in the cryptanalysis community through his service in the US
Naval Reserve.

Upon review, was able to obtain worldwide licensing rights, which lead to the creation of the Vista Star

Sofradir, DIR and Raytheon; Established technical criteria for selection committee. Negotiated contracts

requirements into framework for BLAST proposal. This works eventually lead to contract capture under

This works eventually lead to contract capture under the Dynamic Tactical Targeting DARPA contract. This system is the baseline security system employed by multiple elements of Navy Region South West.  SM-10 Distributed Adaptive Security System for Border Control - Created and installed a 25 million dollar pilot project for the Kingdom of Saudi Arabia; This project was terminated by the US government in the wake of 9/11.  Statistical Methodologies for Intelligent Assessment of Mission Level Modeling 1996 - Created a fusion data function for all Operations Research development tools to feed data that would be correlated for statistical accuracy. This work supported the F-22, F-16, C-130 and classified programs.
