Having being admitted and enrolled as an Attorney-at-Law of the Supreme Court of the Democratic
Socialist Republic of Sri Lanka in 1995, I commenced my practice as an Attorney-at-Law in Colombo at
the Chambers of former International Bar Association President the late Desmond Fernando President’s
Counsel. My experience as a lawyer both in commercial and in humanitarian field on management and
administration has given me in-depth knowledge of the implementation strategies that are people and
institution based.

Properties (Pvt) Ltd., ALT Freshtex Garments Finishing Lanka (Pvt) Ltd., in the capacity of their
Attorney in agreements between the said Companies and the Board of Investment of Sri Lanka.

Practiced as an Attorney-at-Law in civil courts and appeared before the judicial, quasi judicial
authorities/courts and tribunals on behalf of clients. Interview clients, draw up plaints, petitions, affidavits
and other related documentation for court proceedings, engage in consultations with clients, and
preparation of clients and witnesses for trials, engaged in drafting legal documentation, trademark
registration, preparation of title reports, conducting of title searches and preparation of deeds,
Condominium property declarations, Commercial and residential lease agreements and registration of the
same are other areas that I am specialized in.
2005-2011 - Appointed Legal Consultant/Deputy Project Director of ADB-TAARP Component ‘A’
(Tsunami Affected Areas Rebuilding Project) by the Ministry of Justice and Law Reforms under the
guidelines of the Asian Development Bank.
Management/administration of a project funded by the Asian Development Bank on Legal Assistance,
Governance and Anti corruption. Experience in Human Resources Development and institutional
building, experience in working with international donors in program development, and program
implementation, experience in monitoring and evaluating project activities, experience in providing legal
advice on issues relating to rights, commercial and finance related disputes arisen as a result of tsunami,
experience in developing programs, projects and other related services. I have designed many programs
including the Governance Based Intervention Program, Child Protection Program, which introduced a
well articulated rights-based approach for relief and rehabilitation work in the tsunami affected areas. I
have knowledge in government administrative procedures and have spearheaded a team of professionals
in completing the project successfully.
I was entrusted with the responsibility of implementing part (11) of the Tsunami Special Provisions Act
No: 16 of 2005. The knowledge that I have in results focused design and management, skills and ability
to establish and maintain trust and working relations with people in a multi-cultural, multi-ethnic
environment, are assets that I possess to carry out duties at any level.
2004 - Appointed Chief Executive Officer of the Institute for the Development of Commercial Law and
Practice and ICLP Arbitration Centre, the Only Institutional Arbitration Centre in Sri Lanka. I am a
recipient of a plaque for the merit obtained at the Diploma in Arbitration examination.
In 2003 - Project Coordinator of the LAF-UNHCR Project for the Internally Displaced Persons and
delivered my services effectively and efficiently in managing programs in 13 conflicts affected Districts
in North, East and North Central Province. As project coordinator of the UN funded project (UNHCR) in
the conflict affected areas I gained experience in Identifying and documenting protection concerns in IDP
camps, Developing and providing protection training and other capacity building activities in the field of
human rights and in Developing Mechanisms and strategies to raise awareness in human rights and
humanitarian law standards.
1995 - Commenced my practice as an Attorney-at-Law in Colombo with former International Bar
Association President the late Desmond Fernando President’s Counsel. I gained knowledge and
experience in the areas of Commercial Law, Company, Law, and Intellectual Property Law. I have
provided legal services to foreign companies such as -:

Siamwalla Ltd Thailand and International Recreation Resorts (Pvt) Ltd, Australia. I also have been a
Counsel in many action-in-rem matters in the field of shipping and was Mr. Desmond Fernando’s junior
in the first computer piracy litigation in Sri Lanka.
I have incorporated many companies and was engaged in trademark registration for a reputed US
Company. Daiwa Company of Japan, American & Effird USA, Gem Tokyo and Daimai of Japan, Wild
Flower Hall (Pvt) Limited, DHA Siamwalla Ltd Thailand and International Recreation Resorts (Pvt) Ltd,

I am a Mediator trainer, and my knowledge in alternative dispute resolution mechanisms have been
utilized to promote mediation in all parts of the country since 2005.
I am a Recipient of a Medal by the Ontario Bar Association at Taj Samudra Colombo for the Legal
Literacy Program conducted.
Attended the Asian Judges Symposium on Environmental Decision-Making, the Rule of Law, and
Environmental Justice held on 28th

Bank Headquarters. Contributed as a panelist at Session 12 on Challenges in Institutionalizing Judicial
