I understand The precomplaint intake procedure involves a

CFR, Part 1614, a precomplaint intake interview will be conducted by
an EEO official (serving in the role of an EEO counselor) or an EEO

incident or personnel action on the precomplaint intake interview
portion of the DA Form 7510.
I fully understand that the Basic complaint requirements of The formal
complaint should include at a minimum the basis(es), claim(s), and
date(s) of alleged discriminatory matters. General allegations of
discrimination made by persons and special interest organizations
that are not within the scope of individual or class complaints will be
promptly answered by the activity commander or a designee. A copy
of the response to a general allegation will be sent to the MACOM
EEO office of the activity against which the allegation was made.
I understand that according to Management Directive (MD110) The
EEO Director cannot be placed under the supervision of the agency's
Director of Personnel or other officials responsible for executing and
advising on personnel actions. However employees previously
responsible for executing and advising on personnel actions could
pose a conflict of interest when required to conduct an investigation or
inquiries involving the agency's Director of Personnel or other officials
responsible for executing and advising on personnel actions. And
could represent a potential barrier to Equal Employment for all
