EXPERIENCE
Air Quality Consultant, ALL Consulting, Tulsa OK 3/2014 – Present
● Acquired PBR’s and standard permits for oil and gas production sites in Texas.
● Performed regulatory applicability determinations for engines, tanks, pneumatic
devices, gas well completions, VRU’s, flares, loading racks, and fugitive
components for clients in Texas, Ohio and Wyoming under 40 CFR 60 OOOO, 60 A
and 98 W and 98 A.
● Provided oversight of engine stack test campaign for client in Ohio.
● Wrote engine compliance specification for purchased and contracted compression to
include all requirements under General Permit, 40 CFR 60 JJJJ, 63 ZZZZ, 60 IIII,
Part 1048 and Part 90.
● Performed informal audits/inspections at sites during engine testing to ensure compliance
under Oil and Gas Production Operations General Permit and SPCC and site runoff permits.
Property Manager, Various LLC’s and LP’s 6/2006 - 2/2014
● Managed real estate investments for family LLC’s to include acquisition analysis,
purchase/financing, taxes, insurance, marketing, management, renovation,
maintenance, rental bookkeeping, divestment and LLC dissolution via bankruptcy.
● The scope of real estate holdings included: properties in CA, WA and OK,
comprising 3 single family homes, 1 commercial building and 12 duplexes.
EH&S Manager, Wyle Labs, San Bernardino CA 2/2005 - 5/2006
● Determined requirements of CUPA, SBCFD, OSHA, LACWD, SCAQMD, SBIAA,
and others to codify clear and concise regulatory submittals and secure permits with
reasonable conditions. Requirements encompassed existing operations (climatic and
dynamic testing) as well as proposed construction of rocket test stand and high-
pressure steam test pad. (Air, water, waste, fire, haz-mat and safety, authorizations)
● Negotiated air permits for rocket test pad and HTHP research steam generator,
limited emissions through fuel usage, SCR and Oxygen injection system.
● Developed HMBP for CUPA and IIPP for OSHA, as well as comprehensive site
safety policies, procedures and training modules.
● Arranged for OSHA pressure vessel permits through liability carrier and non-
destructive test vendor. Ensured code compliance of cryogenic and pressure vessels
and PRD’s.
● Provided and procured safety and endangered species (kangaroo rat) training on an
ongoing basis.
● Drafted an annual and periodic requirement calendar to aid planning, budget, time

● Reviewed paint booths, turbine test stands, generator packages, landfill, etc., for
compliance with MACT/NESHAP, Title V, local permits and prohibitory rules.
● Recommended process and permit modifications to reflect operational and economic
realities for Aircraft paint booths and GAC (carbon) regeneration system including:
● shutdown of hot air activated GAC regeneration system saving $50k annually,
● sampling/analytical plan in lieu of FID/CEM system saving $15k annually,
● EPA Method 319 filter certification in lieu of HEPA saving $30k annually, and
proposed removal of other overly restrictive permit language.
● Commented on fugitive dust rule resulting in a facility wide exemption for Edwards
AFB.
● Reviewed all local rules and proposed several amendments as a long term, proactive
solution to overly restrictive or unclear language.
● Secured minor permits and requested written guidance from District engineers.
Consulting Engineer/Contractor, Austin TX 1/2001 - 1/2004
● Performed air permitting, reporting and compliance activities for oil and gas clients.
● PTE and major source applicability reevaluation.
● Submitted annual inventories, permit by rule applications, NSPS/NESHAP analysis,
maintenance/upset reports and evaluated Title V submittals for future updates.
● Equipment at these sites comprised glycol dehydration, sulfur recovery units,
compression and NGL facilities.
Air Permit Engineer, TSI/McClellan AFB, Sacramento CA 1/1999 - 9/2000
● Lead engineer for Title V update, supervised primary contractor.
● Primary point of contact for Aerospace NESHAP issues.
● Permitted chip manufacturing and aircraft decal facilities.
● Completed base wide air compliance survey.
● Evaluated permit applications for cancellation/reuse and applied for emission
reduction credits.
Environmental Engineer, (TCEQ), Austin TX, 8/1994 - 8/1998
● Inspected air emission calculations submitted by chemical, refining, E&P, utility,
wood product, coating and metal fabricating industries for accuracy. Ensured the
utilization of appropriate methodologies and input data. Informed industrial clients
of better ways to utilize available data and kept them abreast of changes in
estimation techniques.
● Lead technical specialist in upstream and midstream sectors.
● Assisted industrial clients with air permit calculations. Interfaced with modelers and
permit representatives to assist with data collection efforts, ensuring reduction of
redundant data and collection of necessary data. Toured analytical labs, industrial
facilities and interfaced with field inspectors.
● Kept abreast of evolving NSR, NESHAP and Title V regulations.
● Made recommendations to management to ease the burden on industrial submitters
and improve the quality of submitted data through development of guidance.

● Designed laboratory data acquisition and control system, worked closely with
vendors, troubleshot electronics, and screened software. The DAC system noted
above comprised: precision gas, liquid, pressure and temperature measurement
instruments and control of process variables using software and PLC interface panel
to simulate reservoir core studies.

● Collected, processed and analyzed surface and subsurface data to aid clients in
drilling and formation evaluation decisions during drilling operations.
● Maintained GC/FID gas detection apparatus, troubleshot rack mounted PC interface
boards and remote measurement sensors.

● Field-tested a surface data acquisition system for transient well testing of injection
wells, including data acquisition and reduction, validation against Amerada gauge
standards, type curve analysis and final report indicating economic feasibility.

● Completed a field wide subsurface pressure study to aid in injection and production
decisions.
