Chief Petty Officer
• Lead three sailors in the restructure of the Naval Small Craft Instruction and Technical Training
School’s HAZMAT program. Ensured 215 HAZMAT line items were properly labeled with safety data
sheets and implemented the necessary training programs. Successfully prepared for and passed three
different inspections by the National Aeronautics and Space Administration, Naval Special Warfare
Group Four, and Naval Facilities Engineering Command; all of which received a grade of Outstanding.
• Utilized technical knowledge to bring the Command's hazardous material program online. Performed
cargo HAZMAT certification and documentation. Operated Table of Allowance Material Handling
Equipment in support of cargo movement operations. Provided expeditionary mail support to transport
bulk mail from an ocean terminal to a mail distribution center. Managed 12 personnel for transportation
of cargo and material to and from transit warehouses, staging areas or marshaling yards in a non-tactical
environment within the confines of a port.
• Directed pier operations and pier clearance, controlling and handling of ship discharging and loading.
Conducted terminal operations, including loading, unloading and handling in-transit cargo and
personnel between any of the various modes of transportation. Developed pier teams which are required
to off-load or back-load a ship using various pieces of cargo handling equipment. Load or unload a
minimum of two truck simultaneously. Coordinate materials to be loaded according to a prescribed stow
plan and maintain accurate status board and prepare truck manifests. Establish for cargo being carried
at beginning, destination and transit points.
• Managed two material liaison office yards worth $10 million of construction material, supporting five
subordinate units within Task Force Stethem and 34 Army, Marine and Air Force units with in the area
of responsibility. Successfully managed six sailors, one soldier and five third country nationals in the
daily operations of two material liaison yards. Completed wall-to-wall inventory to ensure 100%
accountability in both yards, resulting in 5,500 items of construction material at $6.1 million.
• Developed a previously non-existent controlled equipage program which provided the Command with
100% accountability of 80 high value Command assets worth in excess of $65,000.
• Developed a requisition tracking system providing real time tracing status of GSA Advantage, DLA,
DoD Emall, Joint Acquisition Review board and Purchase Request & Commitment Orders significantly
increased logistics readiness for nine subordinate unites comprising Task Force Alliance as part of
Operation Enduring Freedom (OEF) 2010 in Afghanistan
• Developed and implemented new purchasing procedures that reduced open purchase spending by 25%,
ultimately stretching the unit's Operational Target budget. Developed and implemented a new ordering
procedure to improve the supply and detail infrastructure, significantly decreasing turn-around time.

• Maintained accountability of 75 OEF Theater Provided Equipment assets valued at $1.4 million.

• Processed and expedited over 2,700 Not Operational Ready Spare Parts for four subordinate Naval
Construction Force units required to repair over 225 pieces of Civil Engineer Support Equipment
resulting in a 35% increase in equipment availability across the board. Spearheaded the retrograde of 85
2. storage containers containing 45,500 items and drove processing of $2.3 million worth of material
through the Defense Re-utilization and Marketing Office, successfully reducing the logistics footprint of
Camp Moreell in Kuwait. Conducted an inventory of 24,000 items of material valued at $2.5 million
with a 98% on-hand validity rate.
• Successfully ordered, received, and shipped construction materials and repair parts valued at $12
million in support of three units. Processed more than 3,500 requisitions in MICROSNAP and ATLASS
as well as $200,000 in open purchase requests. Processed more than 2,000 receipts to include the
segregation, packaging and shipment of critical materials and equipment repair parts to various locations
throughout the Multi-National Forces – West area of responsibility.
• Streamlined the NORS/ANORS processing system within the regiment’s infrastructure, resulting in a
shorter turn-around time, which significantly increased the mission readiness of Civil Engineer Support
Equipment throughout the area of responsibility.
• Received and issued gear to eight Battalions, three Regiments and numerous Individual Augmentees.
Maintained 100% inventory validity on all infantry gear with an estimated cost of $7 million throughout
the deployment.
• Accurately accounted for the Consolidated Seabee Allowance Listing, resulting in 100% accountability
and mission capability enhancement of all Naval Construction Forces. Maintained accurate
accountability for 1,000 procurements.
