Functional Role and Responsibilities
Jim is a dynamic, energetic and accomplishment oriented leader with three
decades of experience spanning capital facililty development, planning,
design and construction.
Background
Jim holds bachelor’s and master’s degrees from the University of
Pennsylvania where he studied architecture and planning. He served with
distinction in the United States Marine Corps in Southeast Asia where was he
was decorated for valor, field designated a company commander and served
as an advisor to allied forces. He is a 100% Permanent Service Disabled
Veteran.
Jim has been employed in the construction industry since 1973. His areas of
expertise include real estate development, urban planning, architecture,
campus planning, project management, design-build, construction
management and program management. As a business manager he has re-
invigorated and launched new operations, nationally and internationally,
providing management, sales and recruiting leadership to achieve rapid
growth and exceptional profits. He has authored essays and articles on sports
and recreation facilities, consensus building, project delivery methods,
project definition and program planning and played hands on roles in
successfully launching major projects and programs.
In the private sector Jim has led planning, design and construction teams for
multi-family, retail, urban renewal, office, industrial, sports, recreation and
themed entertainment projects gaining a working understanding of the
practicalities of return-on-investment driven development. He worked as a
commerical real estate broker in St. Louis, Missouri.
In the public sector Jim served as senior planner for a suburban Philadelphia
county where he led advanced planning for a countywide master plan.
Throughout his career, he has consulted with public sector clients for the
planning, design and/or construction of police stations, libraries, community
centers, parks, medical facilities, K-12 schools, university facilities and
collegiate sports/recreation facilities gaining expertise in demographics, land
use, community development, environmental issues, approvals processing
and public sector procurement.
In 2005, Jim served as general manager of an Abu Dhabi development
mangement company and lead consultant for Al Qudra, a large privately held
Middle East owned holding company, launching more that ten billion dollars
of real estate projects.

Recently, he was a consultant and program executive for digital mapping and
land use planning of four international airports for the Federal Aviation
Authority of Nigeria – Lagos, Abuja, Calabar and Illorin.
Currently he is co-owner and CEO of Pendulum Security, Inc., an
international company providing physical asset, diplomatic and celebrity
security services in the United States, Europe, Greenland, Iceland, Iraq,
Ireland, Israel, Japan and Jordan.
Career Highlights
International Projects
United Arab Emirates – as General Manager, Jim led the formation of
3D/I+PI, LLC in Abu Dhabi, a subsidiary of Al Qudra Holding, P.J.S.C. He
was responsible for setting up the limited liability company under the UAE
Commercial Companies Federal Law to provide services including
development management, program planning, project definition, project
management, design management and construction supervison for
commercial and government projects. His duties included setting up a
financial management system, preparing a business plan and budget,
agressively recruiting staff, developing a network of business contacts,
pursuing new business, entering into contracts and reporting to the Board of
Directors.
Under his leadership Jim’s team produced a significant backlog of large scale
projects with a total value of more than ten billion dollars including a new
city in Al Ain, a 40 thousand seat enclosed stadium, a multi-building high
rise residential complex in Abu Dhabi, three residential towers in Quatar,
several hotels, the UAE’s first simulation academy, a 500 villa development
near the Abu Dhabi Airport and a high rise mixed use development on Al
Reem Island. He consulted with international design firms such as HOK of
London, Ellerbe Becket of Minneapolis, 4240 of Chicago, Arquitectonica of
Miami, and Perkins+Will of Chicago as well as major construction
companiess such as ACC, CCC and Saudi Binladen. He developed project
pro-forma and coordinated land acquistion presentations to the Board of Al
Qudra Holding and high Emerati government officials. He guided the
preparation of exibits for CityScape, a national exposition of regional real
estate developments. Serving the backlog of work created by Jim’s team, the
firm has grown from four people to one-hundered-sixty.

As the senior planner for Delaware County Pennsylvania, Jim applied
concepts learned in graduate school studying under Philadelphia’s famous
city planner, Edmund Bacon, to the re-thinking of residential and commercial
planning guidelines for suburban communities incorporating concepts of
open space networks, neighborhood scale communities and retail ammenities
within walking distance, incentivised by density bonuses. These concepts
were presented to dozens of municipalities, chambers of commerce and
development industry associations generating favorable media coverage for
the county and resulting in a measurable improvement in the quality of new
development. Based on this work, Jim was invited to participate in the
planning of Beckett New Town, a new community of 90,000 people in the
New Jersey Pine Barrens. Under contract to W.R. Grace Properties, Jim
assisted in land planning and the preparation of a US Department of Housing
and Urban Development New Town Grant Application.
Jim also particpated in the master planning of Coconut Creek, a new town on
the east coast of Florida. He also master planned five multi-family housing
projects totalling 2800 units throughout southern New Jersey and eastern
Pennsylvania and was responsible for zoning approvals. In Missouri, Jim
master planned townhouses and apartments for Lincoln Property Company
and villas for the Vatterott Company and was also responsible for zoning
approvals. With zoning emerging as a sub-specialty, Jim was involved in
rezoning of commerical and multi-family residential projects in eleven states.
Commercial Facilities
As consultant for Loblaw’s, Jim conducted a computer based cost analysis of
retail supermarket projects throughout the United States and Canada. He
became the lead planner and account manager for several Loblaw
supermarket divisions including National Tea Company in Minnesota and
Missouri, Canal Villerie in Lousiana, Standard Supermarkets in Indiana and
Peter J. Schmidt in New York. Jim also managed the design of shopping
center projects in New Jersey, Pennsylvania, Michigan, Illinois and
Washington, DC. In Florida, Jim applied his supermarket expertise to the
architectural and engineering design of 434 new and renovation projects
throughout the southeastern United States for Publix Supermarkets, the
world’s largest privately held supermarket chain.
The State of Missouri launched an international design competitiion for the
redevelopment of the historic Wainwright Building, a St. Louis landmark
designed by turn of the century architect Louis Sullivan. A joint venture with
Jim’s architecture school professor, Aldo Gurgola, won the competition and
then provided design services for its adaptive re-use as a state office and
courts complex. The completed project received numerous awards for
historic preservation and was the subject of several national articles and TV
programs.

Applying the Wainwright public sector office building experience to the
private sector office building market, Jim became the real estate broker,
developer, planner, business development officer and/or designer of office
building projects for Linclay, Lieberman, Bakewell and Forsyth development
companies as well as corporate office facilities for Boatmen’s Bank, National
Tea Company and Roosevelt Federal Savings & Loan. Culminating his office
building experience, Jim was selected by Apex Oil Company for land
acquisition, master planning and development of a seven high-rise office
building complex in Clayton, Missouri. Jim developed project proforma, led
land acquistion and was responsible for conceptual design and re-zoning.
Based on the success of this project, Jim’s firm was invited to consult with
other Apex subisdiaries including Clark Oil Company and Breckinridge
Resorts.
Ernst and Young operations were spread across 350,000 SF of leased space
in the Chicago Region. Jim was in charge of an interior design group
providing services in connection with the consolidation of the Chicago
operations into a single 300,000 SF location on six floors of the Sears Tower.
This was the first major corporate interior project in the US to employ
“hotelling,” a concept whereby workers who sporadically came to the office
would reserve office space via a consierge thereby reducing the need for
dedicated offices by 20% enabling a portion of the savings to be invested in
providing a superior work environment.
Based on the success of the Chicago Ernst and Young project, a team led by
Jim was selected to perform similar services for the Dallas Region. Extensive
deployment of IT systems was also part of this assignment.
Athletic and Recreation Facilities
Jim’s master of architecture thesis dealt with the sports and recreation
building type. After completing graduate school he began to plan and design
community centers, gymnasia, natatoria, ice rinks and parks. His firm’s work
included the first major collegate student recreation center in the nation at St.
Louis University. Subsequently, Jim led planning and design teams for
university projects across the nation, seven of which were recognized by
Athletic Business magazine as“Facilities of Merit.” Jim served on the
magazine’s Facility of Merit Jury for three years. Jim participated in the
development of the Show Me Center, an indoor spectator facility at
Southeast Missouri State University seating 15,000. He was involved in the
conceptual design of arenas for the Univeristy of Maine and the University of
Miami. He participated in planning studies for the expansion of Busch
Stadium in St. Louis. And, recently, he was development manager for the
planning, conceptual design and land grant approval of a 40 thousand seat
enclosed multi-purpose staduim in the United Arab Emirates designed by
HOK Sport of London.

In response to a growing interest in the design-build delivery method, Jim
became co-owner of a Boston based design-build firm (DFTA) with a
prestegious portfolio of clients – George Washington University, The
American University, Brown University, Boston College, the University of
Maine, the University of Vermont, Siena College, Clarkson University and
Rohan University. Jim was responsible for sales and marketing as well as
serving as project executive for planning and design of collegiate sports and
recreation projects. Jim personally developed a campus master plan and
space program for Siena College in Albany, NY.
Jim’s research and early practical success with design-build established him
as an expert in alternative project delivery methods. He gave presentations on
design-build at annual conferences of the American Insititute of Architects.
He became chairman of the ad hoc committee that wrote Florida’s legislation
authorizing the use of construction management at-risk and program
management at-risk for public sector owners – this legislation dramatically
reduced post-construction claims and litigation. He negotiated and signed a
$2.2 billion design-build contract for the renovation and construction of 110
schools in Central Florida. Then, he opened a Florida office for an
international AEC firm and, using the constrution management at-risk
delivery method, grew the firm at rate of a person per month for seven years
becoming one of the leading profit centers for the company.
Program Management
Jim has played hands-on leadership roles in winning and managing large
capital facility programs using both at-risk and agency delivery methods.
Mehlville, Missouri – the first in the nation at-risk design and construction of
a capital facility program for an entire school district. Work involved
development of a master plan and funding strategy, guiding a successful
bond referendum campaign and designing and constructing 29 school
projects.
Fort Walton Beach, Florida – Florida’s first at-risk school program under the
new legislation authored by Jim. The program management team defined
projects, developed a master schedule and provided a guaranteed maximum
price for the entire program. All projects were completed ahead of schedule
capturing savings and delivering significantly more classrooms than
orignially budgeted.
Orlando, Florida – program management at-risk for the 16th
largest school
district in the United States. Phase One included assessing needs at 144
schools, engaging the public, planning the program and establishing
procedures for program implementation. Phase Two involved the design and
initial phases of construction of a $2.2 billion at-risk renovation and new
school program using the program-management-at-risk delivery method
authorized by the new legislation written by Jim.

Orlando, Florida – master planning and program mangement for the
replacement of 3000 portable classrooms with permanent modular
construction. A “kit of parts” concept was adopted in which prototype
modular designs were created for specific functional components and used in
different configurations on numerous campuses to shorten internal approval
processes, capture economies of scale, achieve consistent quality and
accelerate delivery.
Baton Rough, Lousiana – program launching of condition assessment,
educational adequacy evaluation, demographic analysis, strategic planning,
coordination with the Federal Court Desegration Designee, cost estimating,
project prioritization and community involvement for a $900 million capital
facility bond referendum.
Orlando, Florida – selected again after being recruited as the SE regional
manager for an international planning, design, and management company
(3D/I) for on-going program management services to this rapidly growing
school district. Provided facility condition assessment, project definition and
agency project management services for school replacement, renovation and
repairs involving more than 1000 simultaneously open projects.
New Jersey Economic Development Authority – program management for
$700 million of capital facility projects for the Newark, Orange, East Orange
and Irvington School Districts.
Birmingham City Schools, Alabama – program management for initial phase
of the city’s $100 million school modernization program.
Palm Beach, Florida – program management for on-site replacement and
