Cover Letter:
My management disciplines are rooted in my early professional training in Organizational Management as a Chamber of
Commerce Executive specializing in Economic Development in California, Colorado and Arizona. I received advanced training which
culminated in 1974 on the campus of University of Oklahoma at Norman obtaining the designation of Certified Economic Developer
(CED) from the American Industrial Development Council (AIDC) in conjunction with the university’s office of continuing education.
The highly structured curriculum consisted of four years on campus courses with a final thesis selection on Airport Development. As a
“Master” of MBO’s (Management by Objectives) I can translate desired outcomes into identifiable, measurable and achievable
incremental steps and realize successful results. I am a lifelong Mentor and I have always tried to assist others that are in my work
environment to excel and achieve professional growth.
Respectfully submitted;

Excerpts From Letters of Recommendation For
Raymond A. Fontaine
" In a very short time, you re-positioned Glen Harbor Business Park and caused our sales activity to be
at least 50% of the total westside (Phoenix) absorption in a declining market. From an organizational
standpoint, you provided leadership skills that encouraged and expedited consensus decision-making
through our management committee which was charged with overseeing this ($22 million) asset and you
performed your duties as a team player."
John H. Gleason
Executive Vice President
Del Webb Corporation
"Ray has been very helpful in connecting university resources and talent into the NAFTA planning
process. Ray demonstrated a unique ability to get well-recognized private sector leaders engaged in the
public planning process. When Ray commits to undertake a given task, I have the luxury of knowing
that it will be accomplished on schedule, that the work product will be thorough and professional and
that Ray and his team will have brought their creative energies to bear on the project. Ray has served as
one of my closest and most trusted advisors. The State's free trade strategy is much better for his
participation in its creation."
Carol A. Colombo, Esq.,
Governor's Representative for NAFTA Implementation
State of Arizona
"This is to note Mr. Ray Fontaine's dedicated performance in working with the Engineering Excellence
program including service on the Engineering Advisory Council. He has given of his time freely to
participate in planning, offer advice and strategy, and even to help interview faculty candidates. He has
been particularly effective in helping us to understand the desirability of creating "magnet" facilities,
based on ASU participation, or otherwise, which are needed to draw industry to our area. He knows
many of the executives who participate in our Advisory Council, as well as those who interact with us on
a broader scale. He is conversant with the terminology and requirements of high-tech industry, ranging
from electronics to telecommunications."
C.R. Haden, Ph.D., Dean
College Of Engineering and Applied Sciences
Arizona State University
" I am pleased to offer this letter of recommendation, you delivered to TEP qualified, experienced, and
professional representation that objectively presented and reviewed complex information in a manner
that allowed for quick comparison and evaluation on a wide variety of competing options. Action items
identified by TEP received your immediate attention and follow-through".
Frederic N. Finney,
Senior V.P., Chief Administrative Officer
Tucson Electric Power Company
"I have had the good fortune to work with Ray on projects while at the University of Arizona and
subsequently in community activities. Ray always shows the highest professional commitment to projects
he undertakes. The creativity of the solutions he proposes is reflective of Ray's efforts in understanding
the objectives of the various constituencies involved. "

  • 4. Excerpts From Letters of Recommendation For Raymond A. Fontaine " In a very short time, you re-positioned Glen Harbor Business Park and caused our sales activity to be at least 50% of the total westside (Phoenix) absorption in a declining market. From an organizational standpoint, you provided leadership skills that encouraged and expedited consensus decision-making through our management committee which was charged with overseeing this ($22 million) asset and you performed your duties as a team player." John H. Gleason Executive Vice President Del Webb Corporation "Ray has been very helpful in connecting university resources and talent into the NAFTA planning process. Ray demonstrated a unique ability to get well-recognized private sector leaders engaged in the public planning process. When Ray commits to undertake a given task, I have the luxury of knowing that it will be accomplished on schedule, that the work product will be thorough and professional and that Ray and his team will have brought their creative energies to bear on the project. Ray has served as one of my closest and most trusted advisors. The State's free trade strategy is much better for his participation in its creation." Carol A. Colombo, Esq., Governor's Representative for NAFTA Implementation State of Arizona "This is to note Mr. Ray Fontaine's dedicated performance in working with the Engineering Excellence program including service on the Engineering Advisory Council. He has given of his time freely to participate in planning, offer advice and strategy, and even to help interview faculty candidates. He has been particularly effective in helping us to understand the desirability of creating "magnet" facilities, based on ASU participation, or otherwise, which are needed to draw industry to our area. He knows many of the executives who participate in our Advisory Council, as well as those who interact with us on a broader scale. He is conversant with the terminology and requirements of high-tech industry, ranging from electronics to telecommunications." C.R. Haden, Ph.D., Dean College Of Engineering and Applied Sciences Arizona State University " I am pleased to offer this letter of recommendation, you delivered to TEP qualified, experienced, and professional representation that objectively presented and reviewed complex information in a manner that allowed for quick comparison and evaluation on a wide variety of competing options. Action items identified by TEP received your immediate attention and follow-through". Frederic N. Finney, Senior V.P., Chief Administrative Officer Tucson Electric Power Company "I have had the good fortune to work with Ray on projects while at the University of Arizona and subsequently in community activities. Ray always shows the highest professional commitment to projects he undertakes. The creativity of the solutions he proposes is reflective of Ray's efforts in understanding the objectives of the various constituencies involved. " Sarah G.
