Twenty plus years of professional development as an United States Army Diver and Combat Engineer
participating in security, safety, construction and maintenance operations in support of international and
national initiatives resulting in collaborative relationships with the military, industry, and government
entities. Competencies include: risk management; safety evaluation and management; surface supplied
and Self-Contained Underwater Breathing Apparatus (SCUBA) dive operations; ship husbandry including
inspection and repairs; marine structure inspections; underwater salvage operations; demolition
techniques; underwater construction techniques and management practices; dive medicine practices and
management; hyperbaric chamber operations; underwater survey techniques; search and rescue
processes; rigging and lifting principles and techniques; technical and doctrinal writing; team supervision;
human resource management; and military operations and protocols. Creative problem solving, critical

organizations and projects I have been involved with.

WORK EXPERIENCE:
First Sergeant/Master Diver 02/2012 – Present
30th Engineer Battalion, 86th Engineer Detachment (DIVE), US Army Fort Eustis, Virginia

Duties, Accomplishments and Related Skills:
Directed all aspects of command and control for a United States (US) Army Diving Engineer Detachment
comprised of 25 Underwater Combat Engineers (Divers), Maintenance, Supply, and Medical personnel
while a Sergeant First Class (E7) in a First Sergeant (E8) billet. During this time, received among the best
ratings by three Company Commanders and rated in the top two of all Battalion Sergeants by two
different Battalion Commanders. Selected by Battalion Command team to be the Senior Non-
Commissioned Officer (NCO) for the 86th Engineer Dive Detachment on a nine-month deployment to
Kuwait Naval Base in support of Operation Enduring Freedom in the place of higher ranking personnel.
Received an excellence rating for the deployment and was awarded the Army Meritorious Service Medal
for the overall performance of the team.
 Provided direct oversight of salvage and underwater construction projects on multiple missions for the
United States military and the United States Army Corps of Engineers (USACE) throughout the
United States and in the Middle East as a qualified Master Diver.
 Provided oversight and coordination between USACE and Army units ensuring multi-departmental
construction projects followed all applicable safety standards in accordance with the regulations and
established safety procedures: including but not limited to the following: USACE 385-1-1; US Navy
Dive Manual; Army regulation 611-75; applicable technical manuals and drawings. Tasks performed
included training, briefing and coordinating with all work teams, surveillance of work being completed;
completing all reports including daily work plans, composite (organizational) risk management
assessments, close out reports both daily and mission;
 Performed the duties of safety officer and conducted oversight on the unit safety program under Army
regulation 385-10. During multiple unit inspections by high commands the teams always received an
excellent rating.
 Conducted oversight and training for diving supervisors conducting high risk diving operations to
include underwater explosives, swift water, contaminated water, and all decompression diving
operations, successfully resulting in over 1000 hours of accident free diving operations.

 Responsible for the oversight and daily use of the Navy managed Web Enabled Safety System’s
(WESS) Dive Jumps Recording System (DJRS).
 Directed rigging and lifting operations for various sizes of equipment and machinery from generators
to a hyperbaric chamber in a connex box. Rigged loads from 5,000 lbs to 200,000 lbs.
 Directed and supervised underwater search and recovery operations including security swims;
underwater mine detection; recovery of lost equipment and personnel; and underwater video and
camera operations.
 Considered the subject matter expert of and directly responsible for investigation, diagnosis and
treatment of diving injuries during a diving mishap investigation. Responsible for ensuring the
documentation of all facts, timelines and procedures during diving accidents and treatments correctly
completed.
 Facilitated the transition between commanding officers during the deployment, provided a smooth
transition with all unit procedures, policies and personnel issues.
 Established operational relationships with the Federal Emergency Management Agency (FEMA) and
USACE in an effort to successfully integrate Army Divers into natural disaster response plans.
 Collaborated on multiple doctrinal regulation updates, manual writing and published articles dealing
with Army Dive field.
 Oversaw the planning, resources, and execution of five (5) missions supporting USACE projects
throughout the US ultimately saving of one million dollars in contracting costs to the government by
completing critical repairs that directly saved otherwise unrepairable systems under budget and
ahead of schedule.
 Ensured the most realistic training possible by seeking out real-world training missions throughout the
entire country in support of ongoing government projects.
 Provided oversight of unit’s additional duty programs including the storage of hazardous materials,
fire-safety, physical security, and unit safety officer compliance.
Duty Diving Officer/Duty Master Diver/Instructor/Writer 09/2008 - 02/2012

Duties, Accomplishments and Related Skills:
Performed the duties of Duty Diving Officer, Duty Master Diver, Instructor, and Writer supervising training
teams and instructing soldiers attending Military Occupancy Series (MOS) 12 Advanced Individual
Training (AIT), member of the United States Naval Mobile Construction Battalion (SEABEEs), and officers
from all branches attending the Basic Marine Diving Officers training through rigorous courses up to thirty
(30) weeks long, ensuring the safety and academic program for over 120 students per year. Received
Excellence and Success ratings during this time and was awarded the Army Meritorious Service Medal
for performance of duties.
 As Duty Diving Officer and Command Master Diver at Naval Diving and Salvage Training Center
(NDSTC), provided safety oversight by ensuring all aspects of OPNAVINST(s) 3150.27B; 5100.19E;
8020.14; and were being followed by each training team prior to them commencing training. This
oversight covered all aspects of SCUBA and surface supplied diving operations and high risk
demolitions training as well as hyperbaric operations resulting in the completion of 800 incident free
dives.
 Acted as Lead Instructor of the Second Class Diver program training team which oversaw ten
separate training exercises that totaled more than 1,000 minutes of incident-free bottom time. This
team achieved an 80% course graduation rate for the Second Class Diver program, the highest rate
attained in a demanding course in over three years.
 Developed and edited new course content and materials following the principals of the Navy’s
principals of Authoring Instructional Materials (AIM) and Naval Education Training and Development
Command’s 130 Series “Task Based Curriculum Development Manual, Volume I Developers Guide”
(NAVEDTRA Series 130)
 Achieved the Army Senior Instructor qualification with more than 300 contact hours of instructions.
 Performed as trainer and mentor for both Navy, Army and Coast Guard instructors increasing the
topic qualifications for the combined training team by more than 25%, and qualifying five (5) Army
Basic Level Instructors, three (3) Navy Basic Level Instructors and two (2) Coast Guard Basic Level
Instructors.

 Developed casualty assistance and hurricane evacuation plan that incorporated movement of
soldiers, students and families; and as a result this system set the standard for all training units not
stationed on Fort Leanordwood, our parent command.

Duties, Accomplishments and Related Skills:
 Led a 12 man dive team to conduct a priority bridge explosive demolitions mission, coordinated with
multiple command levels, which involved the detonation of more than 1,500 pounds of underwater
explosives while working in zero visibility and 8 knots of current. The mission was completed without
injury or damage to surrounding structures. Primary reason for receiving the Bronze Star and Army
Achievement Medal during deployment.
 Provided critical demolition expertise for expedient dredging operations enabling a time sensitive
multi service combat mission to be accomplished safely and on time.
 Successfully directed the salvage and recovery of two naval patrol boats and one naval pickup truck
resulting in the receipt of a Navy and Marine Corps Achievement Medal for the effort.
 Performed as a diving supervisor for both SCUBA and surface-supplied diving operations throughout
Kuwait, Iraq and the Middle East.
 Established a maintenance program that integrated non-standard equipment into the Army’s
maintenance systems. Directly ensuring critical components and equipment remained mission ready
throughout a 15 month deployment.
 Built a network with various different maintenance facilities and foreign local companies as part of the
overall maintenance of diving equipment in the Middle East.
 Designed one off specialty equipment and modifications to existing equipment to ensure the unit’s
mission critical equipment would stay functional in a very sandy hostile environment.
 Performed as a range safety officer during combat pistol qualification ranges which qualified 100% of
the unit on day and night fire tables without injury or incident.

Availability: After 13 March 2015 Security Clearance: Secret Retirement Date: 31 March 2015 DD-214 available: 27 February 2015, working copy currently available WORK EXPERIENCE: First Sergeant/Master Diver 02/2012 – Present 30th Engineer Battalion, 86th Engineer Detachment (DIVE), US Army Fort Eustis, Virginia Supervisor: CPT Matthew Schiller (845-901-1478) Contact this Supervisor: Yes Duties, Accomplishments and Related Skills: Directed all aspects of command and control for a United States (US) Army Diving Engineer Detachment comprised of 25 Underwater Combat Engineers (Divers), Maintenance, Supply, and Medical personnel while a Sergeant First Class (E7) in a First Sergeant (E8) billet. During this time, received among the best ratings by three Company Commanders and rated in the top two of all Battalion Sergeants by two different Battalion Commanders. Selected by Battalion Command team to be the Senior Non- Commissioned Officer (NCO) for the 86th Engineer Dive Detachment on a nine-month deployment to Kuwait Naval Base in support of Operation Enduring Freedom in the place of higher ranking personnel. Received an excellence rating for the deployment and was awarded the Army Meritorious Service Medal for the overall performance of the team.  Provided direct oversight of salvage and underwater construction projects on multiple missions for the United States military and the United States Army Corps of Engineers (USACE) throughout the United States and in the Middle East as a qualified Master Diver.  Provided oversight and coordination between USACE and Army units ensuring multi-departmental construction projects followed all applicable safety standards in accordance with the regulations and established safety procedures: including but not limited to the following: USACE 385-1-1; US Navy Dive Manual; Army regulation 611-75; applicable technical manuals and drawings. Tasks performed included training, briefing and coordinating with all work teams, surveillance of work being completed; completing all reports including daily work plans, composite (organizational) risk management assessments, close out reports both daily and mission;  Performed the duties of safety officer and conducted oversight on the unit safety program under Army regulation 385-10. During multiple unit inspections by high commands the teams always received an excellent rating.  Conducted oversight and training for diving supervisors conducting high risk diving operations to include underwater explosives, swift water, contaminated water, and all decompression diving operations, successfully resulting in over 1000 hours of accident free diving operations.

Larrew, Jonathan C. 2  Responsible for the oversight and daily use of the Navy managed Web Enabled Safety System’s (WESS) Dive Jumps Recording System (DJRS).  Directed rigging and lifting operations for various sizes of equipment and machinery from generators to a hyperbaric chamber in a connex box. Rigged loads from 5,000 lbs to 200,000 lbs.  Directed and supervised underwater search and recovery operations including security swims; underwater mine detection; recovery of lost equipment and personnel; and underwater video and camera operations.  Considered the subject matter expert of and directly responsible for investigation, diagnosis and treatment of diving injuries during a diving mishap investigation. Responsible for ensuring the documentation of all facts, timelines and procedures during diving accidents and treatments correctly completed.  Facilitated the transition between commanding officers during the deployment, provided a smooth transition with all unit procedures, policies and personnel issues.  Established operational relationships with the Federal Emergency Management Agency (FEMA) and USACE in an effort to successfully integrate Army Divers into natural disaster response plans.  Collaborated on multiple doctrinal regulation updates, manual writing and published articles dealing with Army Dive field.  Oversaw the planning, resources, and execution of five (5) missions supporting USACE projects throughout the US ultimately saving of one million dollars in contracting costs to the government by completing critical repairs that directly saved otherwise unrepairable systems under budget and ahead of schedule.  Ensured the most realistic training possible by seeking out real-world training missions throughout the entire country in support of ongoing government projects.  Provided oversight of unit’s additional duty programs including the storage of hazardous materials, fire-safety, physical security, and unit safety officer compliance. Duty Diving Officer/Duty Master Diver/Instructor/Writer 09/2008 - 02/2012 A/169th Engineer Company, US Army at Naval and Diving Salvage Center Panama City, Florida Supervisor: Luis Rivera (850-896-8280) Contact this Supervisor: Yes Duties, Accomplishments and Related Skills: Performed the duties of Duty Diving Officer, Duty Master Diver, Instructor, and Writer supervising training teams and instructing soldiers attending Military Occupancy Series (MOS) 12 Advanced Individual Training (AIT), member of the United States Naval Mobile Construction Battalion (SEABEEs), and officers from all branches attending the Basic Marine Diving Officers training through rigorous courses up to thirty (30) weeks long, ensuring the safety and academic program for over 120 students per year. Received Excellence and Success ratings during this time and was awarded the Army Meritorious Service Medal for performance of duties.  As Duty Diving Officer and Command Master Diver at Naval Diving and Salvage Training Center (NDSTC), provided safety oversight by ensuring all aspects of OPNAVINST(s) 3150.27B; 5100.19E; 8020.14; and were being followed by each training team prior to them commencing training. This oversight covered all aspects of SCUBA and surface supplied diving operations and high risk demolitions training as well as hyperbaric operations resulting in the completion of 800 incident free dives.  Acted as Lead Instructor of the Second Class Diver program training team which oversaw ten separate training exercises that totaled more than 1,000 minutes of incident-free bottom time. This team achieved an 80% course graduation rate for the Second Class Diver program, the highest rate attained in a demanding course in over three years.  Developed and edited new course content and materials following the principals of the Navy’s principals of Authoring Instructional Materials (AIM) and Naval Education Training and Development Command’s 130 Series “Task Based Curriculum Development Manual, Volume I Developers Guide” (NAVEDTRA Series 130)  Achieved the Army Senior Instructor qualification with more than 300 contact hours of instructions.  Performed as trainer and mentor for both Navy, Army and Coast Guard instructors increasing the topic qualifications for the combined training team by more than 25%, and qualifying five (5) Army Basic Level Instructors, three (3) Navy Basic Level Instructors and two (2) Coast Guard Basic Level Instructors.

Maintenance Non-Commissioned Officer/Diving Supervisor 11/2006 - 02/2008 7th Engineer Detachment (DIVE), US Army Kuwaiti Naval Base, Camp Patriot, Kuwait Supervisor: Rodney (Rocky) Heikkinen (850-260-5029) Contact this Supervisor: Yes Duties, Accomplishments and Related Skills:  Led a 12 man dive team to conduct a priority bridge explosive demolitions mission, coordinated with multiple command levels, which involved the detonation of more than 1,500 pounds of underwater explosives while working in zero visibility and 8 knots of current. The mission was completed without injury or damage to surrounding structures. Primary reason for receiving the Bronze Star and Army Achievement Medal during deployment.  Provided critical demolition expertise for expedient dredging operations enabling a time sensitive multi service combat mission to be accomplished safely and on time.  Successfully directed the salvage and recovery of two naval patrol boats and one naval pickup truck resulting in the receipt of a Navy and Marine Corps Achievement Medal for the effort.  Performed as a diving supervisor for both SCUBA and surface-supplied diving operations throughout Kuwait, Iraq and the Middle East.  Established a maintenance program that integrated non-standard equipment into the Army’s maintenance systems. Directly ensuring critical components and equipment remained mission ready throughout a 15 month deployment.  Built a network with various different maintenance facilities and foreign local companies as part of the overall maintenance of diving equipment in the Middle East.  Designed one off specialty equipment and modifications to existing equipment to ensure the unit’s mission critical equipment would stay functional in a very sandy hostile environment.  Performed as a range safety officer during combat pistol qualification ranges which qualified 100% of the unit on day and night fire tables without injury or incident.
