This is to serve as a Letter of Recommendation for Mr. Joe Butler who worked for me as a
Manager in San Diego, California. I was located in Redmond, Washington, as the National
Director of Operations. We were working on a project providing a new wireless telephone and
high speed data service to residential and small business customers. There were approximately
175 total employees in San Diego.
Mr. Butler performed without direct supervision and was free to act on his own and he performed
extremely well and displayed traits that qualified him for promotion. If the circumstances were
such that I could, I would rehire Mr. Butler for any leadership or management role available.
Mr. Butler is a loyal and dedicated employee who always gives more and goes further than is
required. Many times I was delighted to find that Joe had performed well above the call of duty
and prevented potential problem situations from maturing into problems. His loyalty and
dedication to customer service were without equal and he was the reason for our success on the
project. Joe often performed as a customer contact person in the field as he was able to manage
customer expectations within the cost and context of the job. This was not his responsibility, but
he did it, often on his own unpaid time, in order to help the project and to help the customers.
Joe also worked extremely well with his peers and the technicians who were in San Diego. He
was able to analyze the operations and provided excellent leadership needed when there were no
guidelines and no example to follow. His ability to communicate with the technicians and his
ability to come up with ideas on how to manage the operation was a major help to the project.
Mr. Butler is a leader and not just a manager of the status quo and this was demonstrated by his
ability to foresee future needs especially in the area of process improvements, taking over new
responsibilities, and implementing change when needed. Joe was instrumental in organizing the
technical information need by the technicians and in providing training when changes occurred.
He was able to foresee the difficulties that were going to be faced and provided proactive training
even when it was not his responsibility.
Joe always demonstrated good decision making skills and his decisions reflected an
understanding of the present situation as well as an anticipation of what would be required in the
future. He was in a new position that had no written guidelines and no preset instructions. He
performed admirably and led his group in making productivity and quality improvements in an
environment of constant change.
I also know Mr. Butler to be a man whose integrity is above reproach, and that he is both a
company minded leader and a people minded person who is highly regarded and highly respected
by his peers and his subordinates.

To Whom It May Concern,
This letter is to express my enthusiastic recommendation of Joseph Butler to your organization. I
had the distinct pleasure to work with Joe,as the Operation Manager for the local San Diego
Installation and Maintenance partner, Fluor Global Services, contracted by AT&T Fixed Wireless
Services. I observed Joe, on a daily basis, and feel qualified to elaborate on his ability to run day-
to-day operations, to design and implement innovations to processes,and to remain flexible and
motivated in dynamic situations.
Joe was responsible for the day-to-day operations of a work force consisting of 176 Customer
Location Equipment installers and maintenance technicians, comprising a budget of $2.1 million.
His daily activities included scheduling, supervising and the directing of field personnel;
identifying and allocating resources; managing the budget; overseeing warehouse activities; direct
staffing, training and performance evaluations. In all areas,Joe demonstrated fine tuned skill sets
warranting respect from both staff and regional management.
As is the case in high tech start up ventures, new processes are developed and implemented daily.
Joe was innovative in developing a damage control center,the focal point for real time
observation and communication of installation and maintenance activities. This allowed for
immediate response and action to daily field problems. Joe also developed and implemented a
trouble escalation path system that provided the appropriate response path for problem resolution
within appropriate time frames. The implementation of these two processes greatly enhanced our
ability to meet and exceed installation time and quality performance metrics.
During my interaction with Joe, he remained flexible and motivated in the dynamic atmosphere
created by the AT&T- Fluor partnership. Even as roles were being changed, work groups getting
re-organizing and policies being revised on the fly, Joe always remained focused and confident.
This mindset carried over to his interaction with his employees that made transitions less
painstaking.
Regrettably, AT&T Fixed Wireless Services elected not to renew its contract with Fluor Global
Services to supply installation and maintenance services. This is in no way a reflection of Joseph
Butler or his team skills and performance. Rather Joe was a leader that was given to an overall,
broad perspective and understanding of long-term goals. His management style was outstanding
in relating to all levels of employees and clearly had the penchant for motivating the troops.

This letter is written as a recommendation for Mr. Joe Butler who was an Operations Manager for
Fluor Global Services’ San Diego Telecommunications office. In that office, I was employed as
Regional Quality Manager for the West Region covering the western USA,and Mr. Butler
worked with me from mid-2000 through the first quarter 2001. I knew Joe as a co-worker who
managed the operations of the local office in which I, along with other regional managers, were
co-located.
Mr. Butler managed the operations of an office having between 150 and 200 personnel during the
time frame in which I was located there. Joe was highly respected by not only his subordinates,
but also his management and co-workers. He tirelessly worked to improve the performance of
the operations of the office, and he achieved rapid success in overcoming major obstacles
encountered in starting up the operations in what was cutting edge technology. Mr. Butler was
one of our most respected and trusted managers due to his confident style and disarming sense of
humor.
Mr. Butler showed great leadership capability and exceptional management skills in performance
of his responsibilities. In the midst of constant change from our customer and technical problems
that were not of his making or responsibility, Mr. Butler exhibited a steady hand and positive
attitude. He went well above and beyond the call of duty in managing the work at that location,
and he was the first to volunteer when a tough task needed to be addressed.
Mr. Butler not only exhibited superb management skills and devotion to duty, but he did so with
integrity and modesty seldom seen among men of his unusual abilities. Mr. Butler certainly won
my respect and admiration for the way he handled one of the toughest assignments with which I
have ever been associated.
As a long time employee of Fluor, I have accepted assignment to numerous locations around the
United States. I have recently re-located to a different division of Fluor in Charlotte, NC. If the
circumstances were such that I could rehire Mr. Butler for a leadership or management position in
this division, I would not hesitate to do so.

I served with Petty Officer Joe Butler onboard the USS Enterprise from 1988 to 1990. I
was a Nuclear Propulsion Officer having attained the rank of Lieutenant after graduating
from the U.S. Naval Academy in 1985. During my tour aboard the big “E”, Petty Officer
Butler provided outstanding leadership and management direction to approximately 40
men under his supervision in a fashion and manner that elicited the very best from those
serving under his authority! Petty Officer Butler, having served the U.S. Military for 4
years with an overall performance evaluation of 4.0 while attaining the highest rank
possible for an enlisted man inside a 4-year tour, displayed himself to be an effective and
insightful leader of men. I have personally observed Petty Officer Butler assess and
execute the duties of his position in conditions that ranged from critically high stress
situations to the more tedious and mundane “day to day” issues of operational settings. In
all environments, Petty Officer Butler maintained order, confidence and direction while
instilling and fostering pride, honor, and dignity to those under his supervision! It was
truly a rare and honorable experience to lead a man of such clear and uncompromising
'can do' attitude! I declare, without reservation, that Petty Officer Butler is a bona fide
champion in the arena of management and would, with all confidence, place my life,
