NAVFAC Pacific contracted Cardno TEC to conduct a
comprehensive environmental site investigation to
characterize historic fuel releases from the Navy Red Hill
Fuel Storage Facility on the island of Oahu, Hawaii
operated by the Fleet Industrial Supply Center. The
Facility consists of 20 12.5-million gallon USTs constructed
prior to WWII. The USTs (100 ft in diameter by 290 feet
tall) were welded in place during excavation into the
bedrock ridge. The Facility was constructed up-gradient
from the drinking water supply well for the Pearl Harbor
Naval Station. An earlier environmental investigation
identified fuel releases potentially affecting groundwater
quality.
Cardno TEC installed three groundwater monitoring wells
within the underground facility tunnels using specialized drilling techniques. CardnoTEC
developed a 3-D groundwater model to evaluate the fate and transport of fuel toward a down-
gradient drinking water well, and site-specific action levels for future impact analysis. Cardno
TEC conducted Tier 2 and Tier 3 risk assessments based on the current and future risks
estimated by the fate and transport model, which concluded that there was no imminent threat
to the down-gradient water supply system. Cardno TEC also developed a quarterly monitoring
program in accordance with Hawaii Department of Health (HDOH) requirements. CardnoTEC
prepared a groundwater protection plan that is currently implemented at the facility.
CardnoTEC installed soil vapor monitoring points under the active USTs and a vapor monitoring
program was established to identify future
inadvertent fuel releases. TEC worked with
the Navy and HDOH to develop a site-
specific groundwater protection plan
including 1) facility maintenance and
documentation, 2) groundwater and soil
vapor monitoring, 3) development and
implementation of leak detection technology,
and 4) quarterly reporting. TEC has
maintained the long-term monitoring of
groundwater and soil vapor since 2004.
