BOND RELEASES, NEWPORT COAST CA. Responsible for bond releases totaling over 200M for development of Newport
Coast land uses, golf courses, and infrastructure, including Newport Coast Drive.
AUTHORED WATER QUALITY MANAGEMENT PLANS, ORANGE COUNTY, CA. Prepared numerous Water Quality
Management Plans for grading permits on custom single-family homes located in Laguna Beach, Newport Beach,
Huntington Harbor and Irvine.
WQMP AND AIR QUALITY EMISSIONS FOR NEWPORT COAST CONSTRUCTION-PHASE EROSION CONTROL, COASTAL
COMMUNITY BUILDERS, NEWPORT BEACH, CA. Obtained agency permits required for grading including applications
and supporting documentation for Notice of Intent to Discharge (401) and Fugitive Dust Emissions Control Plans (Rule
403) for construction of Newport Coast. Project required coordination with the State and Regional Water Quality
Control Boards, property owners, the South Coast Air Quality Management District and the EPA.
CEQA EXPANDED INITIAL STUDY FOR PLATINUM TRIANGLE CONDOMINIUM DEVELOPMENT, CITY OF ANAHEIM, CA.
Authored a CEQA clearance report for entitlements on mixed-use development near Anaheim Stadium including 336
condominium units and commercial square footage.
CEQA EXPANDED INITIAL STUDY FOR STADIUM PARK RESIDENTIAL DEVELOPMENT, CITY OF ANAHEIM, CA. Authored a
CEQA clearance report for entitlements on a 771-unit residential condominium units and a local park near Anaheim
Stadium.
CEQA INITIAL STUDIES AND EIRS FOR HUTTON CENTRE, CITY OF SANTA ANA, CA. Authored CEQA clearance reports
for entitlements on build-out of Hutton Centre. Development proposals were for mid-rise office and hotel. Project
required extensive neighborhood coordination.
CEQA EIR FOR OCEAN PROMENADE TOWER, CITY OF LONG BEACH, CA. Authored a CEQA clearance report for a high-
rise mixed-use building including condominiums, retail commercial, and a cultural center at the corner of Pine Street
and Ocean Boulevard. Project required extensive neighborhood coordination.
INDUSTRIAL AND COMMERCIAL DEVELOPMENT
CEQA SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT FOR CALIFORNIA COMMERCE CENTER INDUSTRIAL
DEVELOPMENT, CITY OF ONTARIO, CA. Managed and authored a CEQA clearance report for entitlements on 2 million
square feet of industrial space near the Ontario International airport. This project required extensive coordination with
numerous regional agencies including SCAG, PUC, SCAQMD and Caltrans District 8.
CEQA EXPANDED INITIAL STUDY FOR INLAND TIMBERS, CITY OF SAN BERNARDINO, CA. Authored CEQA clearance for
Ferguson lumber processing and distribution facility relocation. Coordinated with the US Fish and Wildlife Service and
California Department of Fish and Game and County Flood Control.
CEQA EXPANDED INITIAL STUDY FOR EXTRON CORPORATE HEADQUARTERS, CITY OF ANAHEIM, CA. Authored a CEQA
clearance document for entitlements on 140,000 square feet of office and training space within an established
neighborhood.

CEQA EXPANDED INITIAL STUDY FOR CALVARY CHAPEL CHURCH, CITY OF HIGHLAND, CA. Authored a CEQA clearance
report for church headquarters relocation within San Bernardino County. The project included an outdoor
amphitheater, chapel, school facilities, roadway realignment, and a regional trail and trail head. Project involved
significant public interaction and involvement.
COMMUNICATIONS
NEPA EIS FOR MOON BROADCASTING HIGH FREQUENCY RADIO TOWER, SAN BERNARDINO, CA. Authored a NEPA
clearance for FCC license approval on a radio broadcasting tower. Issues included cultural and historic resource
impacts. and mitigation approval with the State Historic Preservation Office, wetlands delineation, and regional habitat
conservation planning.
AT&T COMPLIANCE ON LTE UPGRADES FOR ROCKY MOUNTAIN REGION, COLORADO, MONTANA, IDAHO, WYOMING,
UTAH. Manager of Compliance on LTE cell site upgrades. Construction plan review for compliance with Federal and
state regulations and AT&T policies. Coordinates with AT&T vendors on policies and legal requirements. Reports
progress to both AT&T and vendors. Analyzes deliverables for air safety and potential AM radio frequency interference.
Issues Notices-to-Proceed for construction and deployment of antenna and radio frequency upgrades. Ensures
standards are met on approximately 2,000 sites within the Rocky Mountain Region for Federal Aviation Administration,
Federal Communications Commission, Department of Fish and Game and various State Historic Preservation Offices.
ENERGY
TRAINING SCRIPT FOR TEHACHAPI RENEWABLE ENERGY TRANSMISSION LINE PROJECT: Drafted a Mitigation Planning
script for a contractors’ training DVD. The script addressed workers environmental awareness training including
access between paved and unpaved roadways, access to rugged terrain, biology (desert tortoise, burrowing owl and
other sensitive and endangered species), wildland fire hazard, noise, and air quality.
ENGINEERING PROJECT REPORT FOR ALEYSKA, ALASKA PIPELINE MAINTENANCE. Authored portions of a Construction
Operations and Maintenance documents for pump station decommissioning and water quality management.
LAND USE PERMIT FOR OAK CREEK ENERGY, KERN COUNTY, CA. Authored an Entitlement package submittal to the
County Planning Department. The proposed project is a 750 MW wind energy project. Project issues included desert
tortoise, cultural resources, visual resource impacts, and land use.
NEPA RESPONSE TO COMMENTS FOR WIND ENERGY, COACHELLA VALLEY, CA. Authored response to public comments,
and portions of a mitigation program for a small wind energy project. The issue involved potential impacts from release
of hazardous materials from the turbine maintenance.
TRAFFIC STUDY FOR SANTA TERESA SOLAR GENERATION, DONA ANA COUNTY, NEW MEXICO. Authored a traffic impact
analysis for a 400-acre solar energy generation facility. Project issues include truck access and trip generation between
the project site, county roadways and the New Mexico Department of Transportation Highways.
REMEDIATION OF HAZARDOUS MATERIALS
PHASE 1 SITE ASSESSMENT FOR AGUA DULCE, BUREAU OF LAND MANAGEMENT, CA. Authored a Phase I Environmental
Site Assessment for approximately 50 acres of land previously used as a winery including orchards and structures.
Project issues included storage and handling of potentially hazardous substances and underground storage tanks.
CEQA EXPANDED INITIAL STUDY FOR GENERAL ELECTRIC SHALLOW INJECTION WELLS, CITY OF ONTARIO, CA.
Authored CEQA clearance for a shallow injection well system as a mitigation for ground water contamination. The
project recharges treated groundwater from the old G.E. Flatiron Facility into the shallow aquifer as a compliance for a
judgment enforced by the Regional Water Quality Control Board. This project resulted in a 1M grant to the City of
Ontario.

WATER QUALITY MANAGEMENT PLAN FOR THE IRVINE COMPANY, AGRICULTURAL HEADQUARTERS, IRVINE, CA.
Completed a WQMP for compliance with the Orange County Drainage Area Master Plan. Identified best management
practices for agricultural uses including small scale farming, heavy equipment use, and maintenance, and hazardous
materials use and storage.
ROADWAY IMPROVEMENTS
CEQA EXPANDED INITIAL STUDY FOR HEACOCK STREET IMPROVEMENTS, CITY OF MORENO VALLEY, CA. Authored
CEQA clearance for entitlements on state and federally funded realignment and widening along 7,200 linear feet of
roadway on Heacock Street between San Michelle Road and Cactus Avenue in the City of Moreno Valley. The Project
involved coordination with Caltrans District 8, San Bernardino County Flood Control District, US Fish and Wildlife
Service and California Department of Fish and Game.
CEQA EXPANDED INITIAL STUDY CULVER DRIVE/WALNUT AVENUE STREET IMPROVEMENT PROJECT, CITY OF IRVINE,
CA. Authored CEQA clearance report on street and intersection improvements within an established residential and
commercial community. Project required extensive coordination with homeowners and commercial associations and
Caltrans District 12. The environmental document was used in the project report to obtain state funds for roadway
improvements.
EIR FOR FORD ROAD ARTERIAL BETWEEN MACARTHUR BOULEVARD AND THE PROPOSED SAN JOAQUIN HILLS
TRANSPORTATION CORRIDOR (SJHTC), TRANSPORTATION CORRIDOR AGENCIES, CITIES OF NEWPORT BEACH AND
IRVINE, CA. Authored CEQA clearance on entitlements for roadway realignment. The Ford Road Extension and
Realignment Project, is itself mitigation for noise impacts and traffic loading onto streets anticipated from
implementation of the Toll Road - Highway 73. Project required extensive coordination on historic preservation,
cultural resources, TCA and multiple cities.
REGIONAL SPORTS AND RECREATIONAL FACILITIES
CEQA EXPANDED INITIAL STUDY FOR WHISPERING LAKES SOCCER COMPLEX, CITY OF ONTARIO, CA. Authored CEQA
clearance for entitlements on a regional community soccer complex including seven soccer fields, clubhouse, and
amenities.
EIR FOR MODJESKA HISTORIC PARK, COUNTY OF ORANGE, MODJESKA CANYON. Authored CEQA clearance on
entitlements for an internationally significant cultural recreation and educational park in Modjeska Canyon.
EIR FOR A 20,000-SEAT SPORTS ARENA/EVENTS CENTER NEAR STATE ROUTE 55, CITY OF SANTA ANA, CA. Authored
CEQA clearance for Orange County Arena. The project involved extensive interagency consultation and coordination,
and analysis of locally and regionally significant effects-including transportation and circulation, air quality, noise, land
use, displacement and relocation, services and utilities, and population and employment.
