Red Fort Festival - Bharat Bhagya Vidhata

Union Minister of Women and Child Development, Smt. Smriti Zubin Irani to inaugurate the ten-day mega ‘Red Fort
Festival - Bharat Bhagya Vidhata’ at Red.
Details
 The festival will feature a wide range of experiences including “Matrubhumi” –Projection Mapping Show,
YATRA - A 360° immersive experience, a Cultural Parade, Khao Galli, Live performances at Rang Manch,
Dances of India, AnokheVastra, Khel Manch and Khel Gaon and Yoga on the Go.
 The Red Fort festival is to commemorate the heritage of the country and culture of every part of India will be
depicted under Bharat Bhagya Vidhata.
 Bharat Bhagya Vidhata will help everyone to appreciate the diversity of India.
 The Ministry of Culture, Government of India, along with Red Fort’s “Monument Mitra”, Dalmia Bharat Ltd.
have conceptualized the mega event as a part of Azadi ka Amrit Mahotsav.
 Red Fort Festival - Bharat Bhagya Vidhata promises a rich cultural treat to visitors and aims to promote
heritage conservation and tourism.

As part of Azadi Ka Amrit Mahotsav celebrations, the National Mission for Clean Ganga (NMCG) organized
Yamunotsav in association with a group of NGOs at ASITA East River Front, ITO Bridge, to celebrate the glory of
Yamuna with a “pledge to keep it clean”.
About Yamunotsav
 Under Namami Gange Programme, the focus was on the main stem of Ganga Basin and the positives results
are now showing.
 The target now is to clean River Yamuna and ensure that 3 big STPs being constructed are completed by
December 2022 with the support of stakeholders, preventing all the major drains and dirty water from falling
into Yamuna.
 The festivity was in the air at the Yamuna ghat where people from all age groups revered River Yamuna and
took part in creating a momentum to clean the river.
 One of the most inspiring corners at the event was a board with pictures and paintings made by under
privileged children.
 To spread the message of ‘no-plastic’, kullads (earthen glasses) were kept on the water stations to drink
water.

 As ten - day Red Fort Festival – Bharat Bhagya Vidhata completed recently, the Projection Mapping Show
‘Matrubhumi’ is receiving an overwhelming response at the cultural extravaganza.
 The show will be a permanent fixture at the historic Red Fort and will run throughout the year.

 The projection mapping show ‘Matrubhumi’ offers a grand spectacle using light, sound and music’ with
stare-of-the-art technology.
 The projection mapping show highlights rich and diverse culture of India through its long, amazing, and
chequered history and stirs numerous emotions of patriotism to instil pride among the citizens.
 With ‘Matrubhumi,’ the Ministry of Culture  Tourism, in association with Monument Mitra, Dalmia Bharat
Limited, are collaboratively highlighting India’s rich history and heritage to newer generations through
engaging interactive sequences projected at Red Fort.

National Youth Parliament Festival

Speaker of Lok Sabha, Shri Om Birla will address the valedictory function of the 3rd edition of National Youth
Parliament Festival (NYPF) in the Central Hall of Parliament, New Delhi.
National Youth Parliament Festival
 The objective of the National Youth Parliament Festival (NYPF) is to hear the voice of the youth, who will join
various careers in coming years, including public services.
 NYPF is based on the idea given by the Prime Minister in his Mann Ki Baat Address on 31st December, 2017.
 Taking inspiration from the idea, the 1st edition of NYPF was organised from 12th January to 27th February,
2019 with the theme “Be the Voice of New India and Find solutions and Contribute to Policy”.
 A total of 88,000 youth participated in the program.
Objective
 The objectives of the National Youth Parliament are to provide a platform for the youth to voice their
thoughts opinions and dreams for the country and enable the youth to voice their concerns and local
problems on a platform to be heard.
 Also, to publicize the various schemes and activities of the government to the youth in an attractive
interactive platform and to inculcate the spirit of democracy through civic engagement and dialogue.
 NYP encourages the youth to engage with public issues, understand the common man's point of view, form
opinions and articulate efficiently and also promote informed and data backed decision making abilities
among youth.
 Another objective of NYP is to obtain and document the youth’s opinions on Vision of New India in 2022 and
make available the prominent views and aspiration arising out of the deliberations to policy makers to take it
forward.
 2nd edition of NYPF was organized from 23rd December, 2020 to 12th January, 2022 with the theme
“YUVAAH- Utsah Naye Bharat Ka” through virtual mode which was witnessed by more than 23 lakh youth
and stakeholders across the country at District, State and National level.
 3rd edition of NYPF was launched on 14th February 2022 at District level through virtual mode.

Nipun Bharat Scheme

The Department of School Education and Literacy, Ministry of Education, Government of India has launched the
National Mission on Foundational Literacy and Numeracy called National Initiative for Proficiency in Reading with
Understanding and Numeracy.
About NIPUN Scheme
 It was launched on 5th
July 2021 under the aegis of Centrally Sponsored Scheme of SamagraShiksha.
 The mission aims to achieve universal foundational literacy and numeracy in primary classes and to ensure
that all children attain grade level competencies in reading, writing and numeracy.
 The Mission lays down priorities and actionable agendas for States/UTs to achieve the goal of proficiency in
foundational literacy and numeracy for every child by grade 3.
 A National Achievement Survey across the country has been conducted on 12th
November 2021 for Grade 3,
5, 8 and 10 students of State Government schools, Government Aided schools, Private Unaided recognized
schools and Central Government schools for assessing the competencies attained by the students vis-à-vis
learning outcomes.
PM SVANidhi Scheme
In News
The Ministry of Housing and Urban Affairs (MoHUA) is implementing Prime Minister Street Vendor’s AtmaNirbhar
Nidhi (PM SVANidhi Scheme) since June 01, 2020 to facilitate collateral free working capital loan to street vendors to
restart their businesses, which were adversely impacted during the Covid-19 pandemic.
Features of the Scheme
 Facilitate collateral free working capital loan up to ₹10,000 of 1-year tenor; enhanced loan of ₹20,000 and
₹50,000 in the second and third tranches respectively, on repayment of earlier loans.
 Incentivize regular repayment, through interest subsidy @ 7% per annum; and
 Reward digital transactions, by way of cash back up to ₹1,200 per year.
 As on 15.03.2022, loans amounting to ₹3,119 crore have been released to the beneficiaries by the Lending
Institutions.
Ethanol Blended Petrol (EBP) Programme
In News
The Government is promoting Ethanol Blended Petrol (EBP) Programme with broader objectives of providing boost
to domestic agriculture sector, environment benefits, reducing import dependency and savings in foreign exchange.
Details
 The Government is encouraging farmers to diversify from water intensive crops like rice, sugarcane, etc. to
more sustainable crops like maize.
 Ethanol from sugarcane route is not sufficient to achieve blending targets and for other uses.
 In view of surplus availability of food grains like maize and rice, ethanol from damaged food grains, maize
and surplus rice with FCI has been allowed.

 Government aims to create a sustainable market for surplus maize beyond its consumption in the domestic
poultry industry.
 Moreover, production of ethanol from grain like maize gives a co-product called Dried Distillers Grains with
Soluble (DDGS), which is a very high source of protein and is also used as cattle feed/ poultry feed.
All India Digital Nation-Wide Pension Adalat

Sh. K. Rajaraman, Secretary (Telecommunications)  Chairman, Digital Communications Commission (DCC)
inaugurated the All India Digital Nation-Wide Pension Adalat.
About Pension Adalat
 Organized by Controller General of Communication Accounts (CGCA).
 Motto- “Pensioners Delight” to resolve pensioner's grievance.
 SAMPANN-CPMS, which provides a paperless, cashless and faceless pensioners’ service across the country,
especially in rural and remote parts of India.
 Pensioners can, not only lodge their grievances, but also monitor, track and get it resolved, all through
SAMPANN application from the comfort of their home. SAMPANN-CPMS was dedicated to the nation by the
Honorable Prime Minister on 29th
December, 2018.
 The initiatives taken up by field units like PRACHI (Pensioners Issues Redressal, Assistance and Care at Home
Initiative), Drive-In Digital Life certificate submission, dedicated toll free helpline, social media applications
like whatsapp/website and also a dedicated grievance redressal officer in each office.
Tele Law Mobile App
In News
The Citizens’ Tele-Law Mobile App, launched recently, enables the individual beneficiary to access pre-litigation
advice and hold consultation directly with the Panel Lawyer, free of cost.
About App
 This App is available in 6 languages viz English, Hindi, Marathi, Punjabi, Tamil and Telugu on both Android
and iOS platform.
 This method of direct consultation through smart phone based App supplements the already-existing
assisted model of seeking legal advice available at Common Service Centres (CSCs) at the Panchayat level
which connects individual beneficiaries with Panel Lawyers via telephonic and video conferencing facilities,
available at these CSCs.
 Tele-Law is presently operational in 669 Districts across 36 States/UTs covering 75,000 Gram Panchayats.
 The service at CSCs is free for persons entitled under Section 12 of the Legal Services Authorities (LSA) Act,
1987 and for others at Rs.30/- per consultation.
 The Government launched the “Tele-Law on Wheels” campaign from 8th
to 14th
November, 2021 creating
awareness about the Mobile App reaching out to nearly 52,000 participants.
 In addition, the Government has launched Nyaya Bandhu (Pro-bono Legal Services) programme to link the
persons eligible to avail free legal aid under Section 12 of LSA Act, 1987 with the pro-bono lawyers.

Criminal Procedure (Identification) Bill
In News
 The Criminal Procedure (Identification) Bill has been introduced in the Lok Sabha.
 After the introduction, the Opposition sought a division, resulting in 120 votes in favour and 58 votes against
the Bill.
Provisions of the bill
 It seeks to repeal the Identification of Prisoners Act 1920. The said Act, in its present form, provides access to
a limited category of persons whose body measurements can be taken.
 It authorises law enforcement agencies to collect, store and analyse physical and biological samples of
convicts and other persons for the purposes of identification and investigation in criminal matters.
 The Bill also authorises police to record signatures, handwriting or other behavioural attributes referred to
in section 53 or section 53A of the Code of Criminal Procedure, 1973, for the purposes of analysis.
 As per the Bill, any person convicted, arrested or held under any preventive detention law will be required to
provide “measurements” to a police officer or a prison official.
 Any state government of Union Territory administration may notify an appropriate agency to collect,
preserve and share the measurements of a person of interest in their respective jurisdictions.
 Resistance to or refusal to allow the taking of measurements under this Act shall be deemed to be an
offence under section 186 of the Indian Penal Code (IPC).
Need of the bill
 The Bill states that it is necessary to expand the “ambit of persons” whose measurements can be taken as
this will help investigating agencies gather sufficient legally admissible evidence and establish the crime of
the accused person.
 The Bill will not only help investigation agencies but also increase prosecution. There is also a chance of an
increase in conviction rates in courts through this.
Criticism
 It infringed upon the right to privacy.
 It violated Article 20 (3) of the Constitution that safeguards the rights of citizens by providing that “no person
accused of an offence shall be compelled to be a witness against himself”.
 The proposed law that also provides for retaining the people’s measurements for 75 years from the date of
collection was in “violation of the Right to be Forgotten enshrined in the Right to Life under Article 21 of the
Constitution”.

Details
 The meeting will be co-chaired by Shri Piyush Goyal, Minister of Textiles, Minister of Commerce and Industry
and Minister of Consumer Affairs, Food and Public Distribution.
 During the MDTI meeting various bilateral trade and investment issues will be discussed in order to further
strengthen the bilateral ties and economic partnership including India-Canada Comprehensive Economic
Partnership Agreement (CEPA).
 There has been a strong recovery in bilateral trade in 2021 after the fallout as a result of the COVID-19
pandemic, with bilateral trade in goods reaching US$ 6.29 billion registering a growth rate of 12% as
compared to the previous year.
 Total bilateral trade including goods and services crossed US$ 11 billion.
 In current financial year during April 2021-January 2022, Indian exports to Canada have increased to US$ 3
billion approx. registering a growth of almost 25% over the previous year.
Major Indian Exports
Major Indian exports to Canada include drugs and pharmaceutical products, iron  steel products, marine products,
cotton fabrics  readymade garments (RMG) and chemicals etc, while key Canadian exports to India comprise
pulses, fertilizers, coal and crude petroleum etc.
National Land Monetization Corporation
In News
The Union Cabinet, chaired by Prime Minister Shri Narendra Modi has approved the setting up National Land
Monetization Corporation (NLMC) as a wholly owned Government of India company with an initial authorized share
capital of Rs 5000 crore and paid-up share capital of Rs 150 crore.
Details
 NLMC will undertake monetization of surplus land and building assets of Central Public Sector Enterprises
(CPSEs) and other Government agencies.
 The proposal is in pursuance of the Budget Announcement for 2021-22.
 With monetization of non-core assets, Government would be able to generate substantial revenues by
monetizing unused and under-used assets.
Significance
 At present, CPSEs hold considerable surplus, unused and under used non-core assets in the nature of land
and buildings.
 For CPSEs undergoing strategic disinvestment or closure, monetization of these surplus land and non-core
assets is important to unlock their value.
 NLMC will support and undertake monetization of these assets.
 This will also enable productive utilization of these under-utilized assets to trigger private sector
investments, new economic activities, boost local economy and generate financial resources for economic
and social infrastructure.
About NLMC
 NLMC is also expected to own, hold, manage and monetize surplus land and building assets of CPSEs under
closure and the surplus non-core land assets of Government owned CPSEs under strategic disinvestment.
 This will speed up the closure process of CPSEs and smoothen the strategic disinvestment process of
Government owned CPSEs.

 These assets may be transferred to NLMC to hold, manage and monetize these assets. NLMC will also advise
and support other Government entities (including CPSEs) in identifying their surplus non-core assets and
monetizing them in a professional and efficient manner to generate maximum value realization.
 In these cases (e.g., on-going CPSEs and listed CPSEs under strategic disinvestment), NLMC will undertake
surplus land asset monetization as an agency function.
 It is expected that NLMC will act as a repository of best practices in land monetization, assist and provide
technical advice to Government in implementation of asset monetization programme.
North Eastern Development Finance Corporation

North Eastern Development Finance Corporation Ltd. (NEDFi), has organized a Startup Investment Festival, 2022
from 15.02.2022 to 15.03.2022.
Details
 This event will provide a platform to local entrepreneurs to showcase their business ideas and to pitch for
investment through access to capital for scaling up their businesses.
 It will also help them avail other facilities like handholding support, advisor network, investor network,
marketing support etc.
 The reason for organizing this event is to reach out to start-ups and first generation entrepreneurs of North
Eastern Region (NER) and boost the start-up ecosystem in the region.
About North East Venture Fund
 North East Venture Fund (NEVF) is a dedicated venture fund for the NER promoted by NEDFi, Ministry of
Development of North Eastern Region (MDoNER) and Small Industries Development Bank of India (SIDBI).
 It was launched in September, 2017 with a corpus of Rs. 100 crore, with contributions of Rs. 45 crore as
interest free loan from MDoNER, Rs. 30 croreby NEDFi itself and Rs. 25 crore from SIDBI.
 It is registered with Securities Exchange Board of India (SEBI) under SEBI (AIF) Regulations, 2012, as a sector
agnostic fund.
PM-DevINE
In News
PM-DevINE scheme was announced in the Budget 2022-23 by the Finance Minister under PM Gati Shakti Plan.
About the Scheme
 Prime Minister’s Development Initiative for North East (or PM-DevINE) has been announced in Union Budget
2022-23, which will fund infrastructure in the spirit of PM Gati Shakti, and social development projects based
on felt needs of the North-East.
 PM-DevINE will enable livelihood activities for youth and women by filling the gaps in various sectors, but it
will not be a substitute for existing Central or State schemes.
 An initial allocation of Rs.1,500 crore has been made, as per Budget speech for 2022-23.
 The scheme aims to fund infrastructure and need-based social development, including one-of-a-kind
‘Bamboo Link Roads’ in Mizoram.
 The PM-DevINE scheme will be implemented through North Eastern Council (NEC).
 Bamboo Link Roads will be constructed in Mizoram, under the PM-DevINE scheme.
 These roads will help in transporting bamboo from forests.

 It will also help in management of paediatric and adult hematolymphoid (head and neck) cancers in north-

Centre focusses on promoting exports of GI-tagged niche agricultural products
In News
In a bid to promote exports of locally sourced Geographical Indications (GI) tagged agricultural products, Centre has
been striving to identify new products and new export destinations.
Benefits of GI tag
 In a major thrust to exports of GI-tagged products from Bihar, the first shipment of 524 Kg GI tagged Shahi
Litchi was exported from Muzaffarpur district of Bihar to London in May 2021.
 In 2020, virtual buyer-seller meets were organized with UAE and USA, two of the largest export markets for
APEDA scheduled products, in association with the Embassy of India in Abu Dhabi and the Embassy of India
in Washington DC.
 The meet on GI products provided a platform for interaction between Indian exporters and importers of USA
and UAE.
 The exporters were informed about the potential GI products for exports such as Basmati Rice, Mango,
Pomegranates, Bangalore Rose Onions, SangliGrapes/Raisin, Banana and products of North-Eastern Region
such as Joha Rice of Assam, Black Rice (Chak-Hao), Naga Mircha, and their derived processed products.
GI products
 Notable shipments of GI products in 2021 included export of Naga Mircha (King Chilli) from Nagaland to UK,
Black Rice from Manipur and Assam to the United Kingdom, Assam Lemon to the United Kingdom and Italy,
three GI varieties of Mango (Fazli, Khirsapati, and Laxmanbhog) from West Bengal and one GI variety of
Mango (Zardalu) from Bihar to Bahrain and Qatar.
 Around 30 kgs of a sample shipment of Joynagar Moa, a sweetmeat delicacy from South 24 Pargana district
of West Bengal was sent via Kolkata airport to Bahrain.
NERCRMS initiative
In News
 Konsa hamlet is in the Longding District of Arunachal Pradesh.
 Pongchau Block is one of the last villages near the Myanmar border.
 As per the PRA report, the village is surrounded by 120 households.
 The village's eight SHGs are Banu, Jingnungja, Mohiman, Josa, Chingkho, Jongkha, Mokha, and Lamngoi.
 All of these SHGs are promoted and supported by NERCOMRP III Tirap and Longding.
About NERCRMS
 North Eastern Region Community Resource Management Society (NERCRMS) is a registered society under
the aegis of North Eastern Council, Ministry of Development of North Eastern Region.
 The society is dedicated towards the transformation of far flung rural areas of North Eastern Region (NER)of
India through different livelihood initiatives.
 The society, so far has covered four states of NER viz. Arunachal Pradesh (Changlang, Tirap and Long ding
districts), Assam Karbi Anglongand DimaHasaodistricts), Manipur (Ukhrul, Senapati, Churachandpur and
Chandel districts) and Meghalaya (West Garo Hills and West Khasi Hills districts).

Go Electric Campaign
In News
Government of India, Ministry of Power launched the Go Electric Campaign on 19th
February 2021.
About Campaign
 The objective of this campaign is to create awareness among masses about benefits of switching over to
Electric Vehicles (EVs), including various initiatives taken by Centre  State Governments to enhance
acceptability of Electric Vehicles, and Electrical Cooking.
 This campaign is being implemented through State Nodal Agencies (SNAs) designated by States for
coordinating activities related to rolling out Public Charging Infrastructure in States.
 Under this campaign, Workshops, Webinars, Technical talks, Seminars, Road Shows are being organized to
connect with the masses and spread the message of going electric.
 Reduction in the import bill of crude would be the outcome of the campaign as more and more consumers
adopt EVs as a preferred choice while buying new vehicles over the next decade.
 Electric Vehicles (EVs) do not result in emission.
 EVs need electricity from Grid to charge on board batteries. With the rapid addition of Renewable Energy,
Thermal generation is expected to reduce in overall electricity mix, further minimizing the carbon emission
intensity in future.
National Single Window System (NSWS)
In News
 Setting up of an Investment Clearance Cell (ICC) was announced in the Budget 2020-21 with the objective to
provide end to end facilitation and support to investors, including pre investment advisory,
provide information related to land banks and facilitate clearances at Centre and State level.
 The cell was to operate through an online digital portal.
About the portal
 Envisioned as a one-stop shop for taking all the regulatory approvals and services in the country, the ICC/
National Single Window System (NSWS) [www.nsws.gov.in] was soft-launched on 22nd September, 2021.
 NSWS fulfills this requirement through the Know Your Approvals module (KYA) on the NSWS platform.
 The KYA is a dynamic, intelligent questionnaire which is built incorporating the various variables of
the investor like sector, size of investment, type of entity and the State in which the investment is made.
 The module provides an indicative list of both Central and State approvals based on the specific inputs
provided by the investor.
 Currently 146 Central approvals across 21 Ministries/ Departments are enabled to be applied through the
NSWS portal.
 14 States’/UTs’ Single Window Systems have been linked with the NSWS Portal thereby providing access to
approvals of these States/UTs to be applied through a single login id.

India Semiconductor Mission
In News
The vision of AtmaNirbharta in electronics  semiconductors was given further momentum by the Union Cabinet,
chaired by the Hon’ble Prime Minister, approving the Semicon India programme with a total outlay of INR 76,000
crore for the development of semiconductor and display manufacturing ecosystem in our country.
About mission
 The programme aims to provide financial support to companies investing in semiconductors, display
manufacturing and design ecosystem.
 This will serve to pave the way for India’s growing presence in the global electronics value chains.
 India Semiconductor Mission (ISM) has been setup as an Independent Business Division within Digital India
Corporation having administrative and financial autonomy to formulate and drive India’s long term
strategies for developing semiconductors and display manufacturing facilities and semiconductor design
ecosystem.
 Government has also approved modernisation of Semi-Conductor Laboratory, Mohali as a brownfield Fab.
 ISM will also enable collaborations and partnership programs with national and international agencies,
industries and institutions for catalyzing collaborative research, commercialization and skill development.

Export Preparedness Index

NITI Aayog, in collaboration with the Institute of Competitiveness, will release the second edition of the Export
Preparedness Index (EPI) 2021.
About Index
 The release of the second edition of the index—the first was launched in August 2020—demonstrates the
Government’s continued commitment towards promoting competitive federalism wherein each state can
identify their export opportunities and challenges and subsequently establish context-specific strategies for
ensuring a conducive export ecosystem.
 The Export Preparedness Index ranks all States and Union Territories (UTs) on the basis of their export
readiness and performance.
 EPI 2021 is based on four main pillars: policy; business ecosystem; export ecosystem; and export
performance.
 The index can be used by States and UTs to benchmark their performance against their peers and analyze
the potential challenges to develop better policy mechanisms to foster export-led growth at the subnational
level.

Indo- UAE CEPA
In News
 Union Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution, and Textiles,
Government of India,announced the unveiling of the Comprehensive Economic Partnership Agreement
(CEPA) between India and the United Arab Emirates (UAE).
 He is in UAE to participate in ‘Investopia Summit’ and ‘World Government Summit’ being held in Dubai on
28th March 2022 and 29th March 2022 respectively.
Features of CEPA
 The India-UAE CEPA is the first deep and full free trade Agreement to be signed by India with any country in
the past decade.
 The Agreement is a comprehensive agreement, which will cover Trade in Goods, Rules of Origin, Trade in
Services, Technical Barriers to Trade (TBT), Sanitary and Phytosanitary (SPS) measures, Dispute Settlement,
Movement of Natural Persons, Telecom, Customs Procedures, Pharmaceutical products, Government
Procurement, IPR, Investment, Digital Trade and Cooperation in other Areas.
India-UAE
 From US$ 180 million per annum in the 1970s, India-UAE bilateral trade has steadily increased to US$ 60
billion (₹4.55 lakh crore) in FY 2019-20 making the UAE, India's third largest trading partner.
 With exports to the UAE valued at US$ 29 billion for the year 2019-20, the UAE is also the second largest
export destination of India, while Indian imports from the UAE were valued around US$ 30 billion, including
21.83 MMT (US$ 10.9 billion) of crude oil.
 The UAE is also the eight largest investor in India with an estimated investment of US$ 18 billion.

India International Project to train overseas Indias.
 The project is aimed at skilling, certification and overseas employment of Indians.
About TEJAS
 AIM- creating pathways to enable Indian workforce to get equipped for skill and market requirements in
UAE.
 Tejas aims at creating a 10,000 strong Indian workforce in UAE during the initial phase.
 The youth are the largest stakeholder in both nation building and image building.

RAMP Scheme
In News
 The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, approved a USD 808 million or Rs
6,062.45 crore, World Bank assisted programme on “Raising and Accelerating MSME Performance” (RAMP).
 RAMP is a new scheme and would commence in FY 2022-23.
 RAMP was formulated and proposed by the Government of India, for strengthening MSMEs in line with the
recommendations made by U K Sinha Committee, KV Kamath Committee and Economic Advisory Council to
the Prime Minister (PMEAC).
About RAMP Scheme
 The total outlay for the scheme is Rs.6,062.45 crore or USD 808 Million, out of which Rs.3750 crore or USD
500 Million would be a loan from the World Bank and the remaining Rs.2312.45 crore or USD 308 Million
would be funded by the Government of India (GoI).
 The programme aims at improving access to market and credit, strengthening institutions and governance at
the Centre and State, improving Centre-State linkages and partnerships, addressing issues of delayed
payments and greening of MSMEs.
 In addition to building the MoMSME’s capacity at the national level, the RAMP program will seek to scale up
implementation capacity and MSME coverage in States.
 RAMP programme, through enhanced collaboration with States, will be a job-enabler, market promoter,
finance facilitator, and will support vulnerable sections and greening initiatives.
 In States where the presence of MSMEs is on the lower side, the programme will usher in larger
formalization resulting from the higher impact of the schemes covered under RAMP.
 The programme will bolster the inadequately addressed blocks of capacity building, handholding, skill
development, quality enrichment, technological upgradation, digitization, outreach and marketing
promotion, amongst other things.
Features of the scheme
 ’Policy Provider’’ through the enhanced capacity for evidence-based policy and program design, to enable
the delivery of more effective and cost-efficient MSME interventions to improve competitiveness and
business sustainability.
 “Knowledge Provider” through bench-marking, sharing and demonstrating best practices/success stories by
leveraging international experiences, and
 “Technology Provider” providing access to high-end technology resulting in the digital and technological
transformation of MSMEs through state of art Artificial Intelligence, Data Analytics, Internet of things (IoT),
Machine Learning etc.
 RAMP programme with impacts across the country will directly or indirectly benefit all 63 million enterprises
that qualify as MSMEs.

About Group
 The Project Monitoring Group (PMG) was instituted which is currently housed in Invest India, Ministry of
Commerce and Industry.
 PMG is a unique institutional mechanism to facilitate resolution of issues in infrastructure projects with
investments upward of ₹ 500 crores primarily by way of conducting regular review meetings with States and
Central Ministries.
 Additionally, with the deployment of milestone-based monitoring of projects on the PMG portal in
November 2021, project reviews have become more holistic, combining both issue resolution and milestone-
based monitoring to anticipate delays in projects, mitigating time and cost overruns and identifying
agencies/authorities responsible for delays.
 PMG has been convening regular review meetings between project proponents, State Governments and
Union Ministries to accelerate project implementation through expeditious resolution of issues.

DRDO Developed MMICs Onboard EOS 04
In News
Defence Research and Development Organisation (DRDO) developed Monolithic Microwave Integrated Circuits
(MMICs) have been used in radar imaging satellite modules of EOS 04, which was launched by ISRO on 14th
Feb 2022.
Details
 Many of the Monolithic Microwave Integrated Circuits (MMIC) were designed/ developed and produced at
Solid State Physics Laboratory (SSPL) DRDO and Gallium Arsenide Enabling Technology Centre (GAETEC)
foundry of DRDO.
 The TR-Modules used in the payload for Radar imaging have been developed using these MMICs.
 More than 30,000 modules have been produced at GAETEC foundry for various space missions.
 This is an example of collaborative achievement between two advanced technology departments of
Government of India along with support of industry partners.
 The use of indigenously designed and developed MMICs is an important step towards Atmanibhar Bharat.
About EOS
 Earth observation satellites are the satellites equipped with remote sensing technology. Earth observation is
the gathering of information about Earth's physical, chemical and biological systems.
 Many earth observation satellites have been employed on sun-synchronous orbit.
PARAM Ganga

Petascale Supercomputer “PARAM Ganga” established at IIT Roorkee under National Supercomputing Mission.
Details
 NSM has now deployed “PARAM Ganga”, a supercomputer at IIT Roorkee, with a supercomputing capacity of
1.66 Petaflops.

 The system is designed and commissioned by C-DAC under Phase 2 of the build approach of the NSM.
Substantial components utilized to build this system are manufactured and assembled within India along
with an indigenous software stack developed by C-DAC, which is a step towards the Make in India initiative
of the Government.
 Availability of such a supercomputer will accelerate the research and development activities in
multidisciplinary domains of science and engineering with a focus to provide computational power to user
community of IIT Roorkee and neighbouring academic institutions.
About NSM
 The National Supercomputing Mission (NSM) which is being steered jointly by Ministry of Electronics 
Information Technology (MeiTY) and the Department of Science and Technology (DST) and implemented by
Centre for Development of Advanced Computing (C-DAC) and Indian Institute of Science (IISc), Bangalore,
has progressed significantly.
 The four major pillars of the NSM, namely, Infrastructure, Applications, RD, HRD, have been functioning
efficiently to realize the goal of developing indigenous supercomputing eco system of the nation.
 C-DAC has been entrusted the responsibility to design, development, deployment and commissioning of the
supercomputing systems under the build approach of Mission.
 The Mission plans to build and deploy 24 facilities with cumulative compute power of more than 64
Petaflops.
 Till now C-DAC has deployed 11 systems at IISc, IITs, IISER Pune, JNCASR, NABI-Mohali and C-DAC under
NSM Phase-1 and Phase-2 with a cumulative compute power of more than 20 Petaflops.
 Total 36,00,000 computational jobs have been successfully completed by around 3600 researchers across
the nation on the NSM systems to date.

1st Gati Shakti Cargo Terminal commissioned

 In pursuance to Prime Minister’s vision “Gati Shakti” and Ministry of Railways’ Policy regarding ‘Gati Shakti
Multi-Modal Cargo Terminal’ (GCT), Asansol division of Indian Railways has successfully commissioned
private siding of Maithan Power Limited at Thaparnagar.
 This is the FIRST such GCT commissioned in Indian Railways since publication of GCT policy in Dec.’2021.
Maithan Project
 The Maithan Power Project was initiated in the year 2009 and subsequently the power generation was
started in the year 2011.
 Till now the requirement of coal to the power project was being made through road which is expected to
convert into 120 inward coal rakes per month.
 Also 02 to 04 outward rakes of Fly Ash is projected to be handled from the siding.
 This will enhance Railways’ earnings by approximately Rs. 11 crores per month.
 The location is in the vicinity of industrial and mining area and the future prospect of the siding is promising.

About the Technology
 This work by the team led by Prof. G U Kulkarni and co-workers and funded by DST-Nanomission at CeNS has
been published recently in the journal ‘Materials Letters’.
 Scientists have fabricated a touch sensor which senses a proximal or hover touch even from a distance of 9
cm from the device.
 The novel low-cost patterned transparent electrodes have tremendous potential to be used in advanced
smart electronic devices like touchless screens and sensors.
 This touchless touch sensor technology could assist in preventing the spread of viruses that spread through
contact.
OPEN DIGITIZED NETWORKS FOR COOPERATIVES

The Ministry of Cooperation has initiated process for creating a National Cooperative database.
Details
 Ministry has already started consultations with stakeholders on finalization of various parameters,
procedures and process for inclusion in the database.
 The proposed National Database may act as the main planning tool for Central Ministries, State
Governments, Cooperative Federations, Cooperators and sectoral institutions like NABARD, etc. for
cooperative sector.
 The current database is collated by the National Cooperative Union of India (NCUI) and the ministry does not
have its own.
 As per the data published by the NCUI, there are about 8.6 lakh cooperatives in the country, out of which
active primary agricultural cooperatives (PACs) are about 63,000.

National Smart Grid Mission

National Smart Grid Mission (NSGM) was established by Government of India in 2015 to plan and monitor
implementation of policies and programmes related to Smart Grid activities in India.
Features of NSGM
 The primary aim of the Smart Grids is to improve reliability of the Electricity networks and make the grid
amenable to renewable energy inputs through distributed generation.
 Further, increased efficiencies with Smart Grid and Smart Meters empower the consumers to manage their
electricity consumption in a better manner and help them in reducing their bills.
 In addition, the NSGM also envisages capacity building initiatives for Distribution Sector personnel in the
field of Smart grids.
 Large scale deployment of prepaid smart meters has been done by Energy Efficiency Services Limited (EESL)
in Bihar.
Phone Tracing Under CEIR Project
In news
The Central Equipment Identity Register (CEIR) project has been launched in Delhi, Mumbai and Maharashtra
licensed service areas (LSAs) in a phased manner to facilitate blocking and tracing of lost and stolen mobile phones.
Details
 As per the reports from CEIR system, the request for blocking of 169667, 8315 and 11848 International
Mobile Equipment Identity (IMEI) have been received till 20.03.2022 for Delhi, Mumbai and Maharashtra
LSAs respectively.
 The traceability data for 110239, 4586 and 8317 IMEIs have been made available to police of Delhi, Mumbai
and Maharashtra respectively to facilitate recovery of handsets.
About CEIR
 CEIR is a multi-stakeholder system where respective stakeholders including Department of
Telecommunications, Telecom Service Providers, Police, Mobile phone manufacturers and mobile phone
subscribers have a limited access as per their defined roles and responsibilities.
 Currently, this includes the information to the subscriber about the make  model corresponding to IMEI of
his/her mobile handset, information to mobile phone manufacturers about genuineness of IMEI during
import of consignment of mobile phones etc.

To study the whole gamut of issues surrounding strategic implications of Artificial Intelligence (AI) in national
security perspective, the Ministry of Defence (MoD), Department of Defence Production (DDP) set up a multi-
stakeholder Task Force in March 2018 under the Chairmanship of Sh. N Chandrasekaran, Chairman, Tata Sons.
Major recommendations
 Integrating and embedding AI strategy for Defence with Defence strategy.
 Establishment of a High level Defence AI Council(DAIC) and a Defence AI Project Agency (DAIPA).
 Development of Data Management Framework, Establishing Data Management Office and appointing Data
Management Officer.
 Scaling the existing capability of Data Centers and establishing a centrally facilitated network of Test Beds.
 Organising AI training courses in all Defence training centers and institutes for training of Defence Personnel.
 Earmarking of AI budget from yearly Defence Budget with a corpus of Rs 1,000 crores to be provided each
year for next 5 years to support AI activities.
ISRO to launch 7 satellites in current year

the current year.
Details
 ISRO has successfully launched the earth observation satellite EOS-4 onboard PSLV-C52 on 14th
February,
2022 from Satish Dhawan Space Centre, Sriharikota, along with INS-2TD  INSPIRESat-1 as co-passengers.
 The Satellites were injected into the polar sun synchronous orbit at 524.84 km altitude.
 EOS-4 is a Synthetic Aperture Radar (SAR) imaging satellite for Earth Observation, operating in C-band at 5.4
GHz frequency, for applications in the domains of agriculture, disaster management, water resources and
forestry.
 INS-2TD is the first satellite of the 2nd
generation nanosatellites intended to demonstrate indigenously
developed Nano systems for in-orbit performance.
 INSPIRESat-1 is a student satellite of the class 9U, jointly developed by Indian Institute of Space Science and
Technology (IIST), Thiruvananthapuram, India and Laboratory of Space Physics, University of Colorado,
Boulder, the USA, to study the Ionosphere dynamics and sun’s coronal heating processes.
 The total time taken to realize the satellite is 63 months from date of financial sanction and the expenditure
towards realization of satellite is nearly Rs. 490 crore.

About Project
 The project involves constructing a network of L-shaped arms, each four kilometres long, which can detect
even the faintest ripples from cosmic explosions millions of light years away.
 The project, piloted by the Department of Atomic Energy and Department of Science and Technology and is
expected to be ready by 2025.
 LIGO India is a planned advanced gravitational-wave observatory to be located in India as part of the
worldwide network.
 The LIGO project operates three gravitational-wave (GW) detectors. Two are at Hanford in the State of
Washington, north-western USA, and one is at Livingston in Louisiana, south-eastern USA.
 The LIGO-India project is an international collaboration between the LIGO Laboratory and three lead
institutions in the LIGO-India consortium: Institute of Plasma Research, Gandhinagar; IUCAA, Pune; and Raja
Ramanna Centre for Advanced Technology, Indore.
Gravitational Waves
 Gravitational waves are distortions or 'ripples' in the fabric of space-time caused by some of the most violent
and energetic processes in the Universe.
 They transport energy as gravitational radiation and pass through matter without interacting with it.
MATLAB on I-STEM National Portal Launched

For the first time in the country, academic users in India will be able to access the MATLAB software suite at no cost
through the Indian Science Technology and Engineering facilities Map (I-STEM) portal.
About I-STEM
 It is an initiative of Office of the Principal Scientific Adviser to the Government of India (PSA, GoI) under the
aegis of Prime Minister Science, Technology and Innovation Advisory Council (PM-STIAC).
 The I-STEM aims to strengthen the RD ecosystem by connecting researchers with resources, in part by
promoting technologies and scientific equipment development indigenously.
 I-STEM enables access to existing RD facilities by providing necessary supplies and support to researchers
through a comprehensive national web portal. The portal hosts the database of facilities across India so that
a researcher desirous of using any of them can search for the same and make a booking online for using it.
About Portal
 The software suite is hosted on the cloud server of I-STEM to provide user friendly access from anywhere in
India.
 The arrangement is expected to assist many students and researchers in the country, especially those in the
more remote and less-endowed institutions, thereby enhancing learning outcomes and promoting RD
efforts across India.
 Presently, the portal lists more than 25,000 pieces of equipment from 1750 institutions across the country
and has more than 20,000 Indian researchers.
 The portal also features a Digital Catalogue of indigenously developed technologies and products.

WHO Global Centre for Traditional Medicine in India

The Union Cabinet, chaired by Prime Minister has approved the establishment of the WHO Global Centre for
Traditional Medicine (WHO GCTM) in Jamnagar, Gujarat by signing a Host Country agreement between the
Government of India and the World Health Organization (WHO).
Details
 The WHO GCTM will be established in Jamnagar under the Ministry of AYUSH.
 This would be the first and only global outposted Centre (office) for traditional medicine across the globe.
 A Joint Task Force (JTF) is constituted for coordination, execution and monitoring of activities for the
establishment of this Centre.
 JTF comprises representatives from the Government of India, Permanent Mission of India, Geneva and the
World Health Organization.
 Under the ambit of this, an interim office is being established at the ITRA, Jamnagar, Gujarat to execute the
identified technical activities and planning of fully functional WHO GCTM.

of Ayurveda in the management of Rheumatoid Arthritis.
 This will be conducted by AVP Research Foundation, a research institution affiliated with The Arya Vaidya
Pharmacy (Coimbatore) Ltd and the Central Council for Research in Ayurveda (CCRAS), a government of India
agency under the Ministry of Ayush.
 Dr. Edzard Ernst, world renowned rheumatologist, currently the Director of Clinical Research at Arthritis
Association of South California (AASC) and a vociferous critic of CAM, endorsed the study as a model for
future investigations on Complementary and Alternative Medicine (CAM).

 This Centre will be supported by an investment of about USD 250 million from the Government of India.
 The primary objective of GCTM is to harness the potential of traditional medicine from across the world

 GCTM will be the first and only Global Centre (office) for traditional medicine across the globe.
 It will focus on building solid evidence base for policies and standards on traditional medicine practices and

 The Minister of Housing and Urban Affairs, Shri Hardeep S. Puri will launch ‘India Water Pitch-Pilot-Scale
Start-up Challenge’ during the conclave and deliver the keynote address.
 The Ministry will select 100 start-ups through this challenge, which will be provided Rs.20 lakhs as funding
support.
 More than 50 Start-ups will pitch/exhibit innovative solutions for urban water problems.
 User, industry, sector experts and investors will also attend the conclave.
 This conclave is expected to be a starting point for interaction between user such as States/ cities/ parastatal

About AMRUT
 The Prime Minister has launched the Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT
2.0) on 01 October, 2021 with the aim of making Indian cities ‘Aatma Nirbhar’ and ‘Water Secure’.
 The Mission envisages to provide functional water tap connections to all urban households, providing
universal household coverage of sewerage/septage services in 500 AMRUT cities, undertaking rejuvenation
of water bodies, recycle/ reuse of treated used water, rainwater harvesting and provision of green spaces
thereby improving ease of living.
Swachhta Pakhwada Awards
In News
 The MoPNG Swachchta Pakhwada Awards were presented to the winners by the Minister of Petroleum and
Natural Gas Shri Hardeep Singh Puri.
The Minister also launched the Ministry’s annual publication ‘Indian Petroleum  Natural Gas Statistics
2020-21’.
 This is a repository of data which gives an overall picture of India’s oil  Gas sector including exploration,
production, refining, transportation and marketing, imports and exports of crude oil petroleum products.
About Swachhta Pakhwada
 Swachchta is more than a scheme.
 It not only has the physical targets, but also it is a process aimed at generating higher consciousness about
cleanliness.
 He said that the stakeholders in the oil and gas sector have captured this philosophy in their work and their
premises have become top class.
 The Minister also lauded the sector for its contribution in the national economy.
 In order to ensure a healthy competition and more effective outcome of the Pakhwada, “Swachhta
Pakhwada Awards” have been instituted for exemplary performance during the fortnight.
 Base on their performance in the event, IOCL was ranked first, ONGC second and HPCL came third.
Swachhata Startup Challenge
In News
Government has launched ‘Swachhata Startup Challenge’ in collaboration with Department for Promotion of
Industry and Internal Trade (DPIIT) to promote an enabling environment for development startups and
entrepreneurs in the waste management sector.
About Challenge
 The scheme provides for the ten best solutions from the startups to be selected and each of them to get
financial support of ₹25 Lakh per selected project and one year dedicated incubation support.
 In addition to the “Swachhata Startup Challenge”, Government has also launched the “Swachh Technology
Challenge”.
 As per the “Swachh Technology Challenge” guidelines, all Urban Local Bodies (ULBs) conducted the challenge
and submitted two best solutions to States after which States evaluated the entries to identify maximum
three best entries.
 The ULBs across the country have to provide implementation support to the wining solutions startups other
than award money and State/City level felicitation.

Deep Ocean Mission
In News
Recently the Cabinet has approved a mission mode programme “Deep Ocean Mission” to be implemented by the
Ministry of Earth Sciences, Govt. of India.
Objectives
 to provide projections of sea level rise along the coast of India under the various climate change scenarios.
 As an outcome of this project, a suite of interactive GIS maps identifying vulnerable areas and possible
inundation scenarios will be prepared.
About Deep sea mission
 The cost of the Mission has been estimated at Rs. 4,077 crore over a five-year period and will be
implemented in phases.
 MoES will be the nodal ministry implementing this multi-institutional ambitious mission.
 It will be a mission mode project to support the Blue Economy Initiatives of the Government of India.
 Indian Space Research Organisation (ISRO) is one of the collaborators of the Ministry of Earth Sciences for
implementation of Deep Ocean Mission.
About NIOT
 National Institute of Ocean Technology (NIOT), an autonomous institute under the Ministry of Earth Sciences
is developing a manned submersible with a capacity to carry three human beings to 6000 m ocean depth.
 The Vikram Sarabhai Space Centre (VSSC) of ISRO is involved in developing a titanium alloy human sphere of
2.1 m diameter for the manned submersible.
Village Disaster Management Plan
In News
 Union Minister of Rural Development  Panchayati Raj Shri Giriraj Singh released the Disaster Management
Plan of Ministry of Panchayati Raj.
 Ministry of Panchayati Raj has developed the Disaster Management Plan with an aim to develop disaster
resilience at the grassroots level among the Panchayats and establish a framework to align the disaster
management measures in rural areas to that of the National Disaster Management Authority.
Provisions of plan
 The involvement of the community is the key factor in any disaster preparedness strategy and active
participation of the community is vital to carry out and sustain the activities relating to disaster management
in rural areas.
 He stressed on the need to formulate Panchayat-level and village-level Disaster Management Plans to
mitigate the challenges in the event of disaster.
 Ministry of Panchayati Raj highlighted that the “Disaster Management Plan of Ministry of Panchayati Raj”
(DMP-MoPR) has been prepared with larger perspective of community-based planning starting from Village
to District Panchayat level.
 Under the Plan, every Indian village would have “Village Disaster Management Plan” and every Panchayat
would have their Disaster Management Plan.
 The DMP prepared by Villages and Panchayats in consonance with the Disaster Management Plan of Ministry
of Panchayati Raj would be useful for addressing disasters in comprehensive manner.

Smriti Zubin Irani to inaugurate the ten-day mega ‘Red Fort Festival - Bharat Bhagya Vidhata’ at Red. Details  The festival will feature a wide range of experiences including “Matrubhumi” –Projection Mapping Show, YATRA - A 360° immersive experience, a Cultural Parade, Khao Galli, Live performances at Rang Manch, Dances of India, AnokheVastra, Khel Manch and Khel Gaon and Yoga on the Go.  The Red Fort festival is to commemorate the heritage of the country and culture of every part of India will be depicted under Bharat Bhagya Vidhata.  Bharat Bhagya Vidhata will help everyone to appreciate the diversity of India.  The Ministry of Culture, Government of India, along with Red Fort’s “Monument Mitra”, Dalmia Bharat Ltd. have conceptualized the mega event as a part of Azadi ka Amrit Mahotsav.  Red Fort Festival - Bharat Bhagya Vidhata promises a rich cultural treat to visitors and aims to promote heritage conservation and tourism. Yamunotsav In News As part of Azadi Ka Amrit Mahotsav celebrations, the National Mission for Clean Ganga (NMCG) organized Yamunotsav in association with a group of NGOs at ASITA East River Front, ITO Bridge, to celebrate the glory of Yamuna with a “pledge to keep it clean”. About Yamunotsav  Under Namami Gange Programme, the focus was on the main stem of Ganga Basin and the positives results are now showing.  The target now is to clean River Yamuna and ensure that 3 big STPs being constructed are completed by December 2022 with the support of stakeholders, preventing all the major drains and dirty water from falling into Yamuna.  The festivity was in the air at the Yamuna ghat where people from all age groups revered River Yamuna and took part in creating a momentum to clean the river.  One of the most inspiring corners at the event was a board with pictures and paintings made by under privileged children.  To spread the message of ‘no-plastic’, kullads (earthen glasses) were kept on the water stations to drink water. Matrubhumi In News  As ten - day Red Fort Festival – Bharat Bhagya Vidhata completed recently, the Projection Mapping Show ‘Matrubhumi’ is receiving an overwhelming response at the cultural extravaganza.  The show will be a permanent fixture at the historic Red Fort and will run throughout the year.

Polity Governance National Youth Parliament Festival In News Speaker of Lok Sabha, Shri Om Birla will address the valedictory function of the 3rd edition of National Youth Parliament Festival (NYPF) in the Central Hall of Parliament, New Delhi. National Youth Parliament Festival  The objective of the National Youth Parliament Festival (NYPF) is to hear the voice of the youth, who will join various careers in coming years, including public services.  NYPF is based on the idea given by the Prime Minister in his Mann Ki Baat Address on 31st December, 2017.  Taking inspiration from the idea, the 1st edition of NYPF was organised from 12th January to 27th February, 2019 with the theme “Be the Voice of New India and Find solutions and Contribute to Policy”.  A total of 88,000 youth participated in the program. Objective  The objectives of the National Youth Parliament are to provide a platform for the youth to voice their thoughts opinions and dreams for the country and enable the youth to voice their concerns and local problems on a platform to be heard.  Also, to publicize the various schemes and activities of the government to the youth in an attractive interactive platform and to inculcate the spirit of democracy through civic engagement and dialogue.  NYP encourages the youth to engage with public issues, understand the common man's point of view, form opinions and articulate efficiently and also promote informed and data backed decision making abilities among youth.  Another objective of NYP is to obtain and document the youth’s opinions on Vision of New India in 2022 and make available the prominent views and aspiration arising out of the deliberations to policy makers to take it forward.  2nd edition of NYPF was organized from 23rd December, 2020 to 12th January, 2022 with the theme “YUVAAH- Utsah Naye Bharat Ka” through virtual mode which was witnessed by more than 23 lakh youth and stakeholders across the country at District, State and National level.  3rd edition of NYPF was launched on 14th February 2022 at District level through virtual mode.

About NIPUN Scheme  It was launched on 5th July 2021 under the aegis of Centrally Sponsored Scheme of SamagraShiksha.  The mission aims to achieve universal foundational literacy and numeracy in primary classes and to ensure that all children attain grade level competencies in reading, writing and numeracy.  The Mission lays down priorities and actionable agendas for States/UTs to achieve the goal of proficiency in foundational literacy and numeracy for every child by grade 3.  A National Achievement Survey across the country has been conducted on 12th November 2021 for Grade 3, 5, 8 and 10 students of State Government schools, Government Aided schools, Private Unaided recognized schools and Central Government schools for assessing the competencies attained by the students vis-à-vis learning outcomes. PM SVANidhi Scheme In News The Ministry of Housing and Urban Affairs (MoHUA) is implementing Prime Minister Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi Scheme) since June 01, 2020 to facilitate collateral free working capital loan to street vendors to restart their businesses, which were adversely impacted during the Covid-19 pandemic. Features of the Scheme  Facilitate collateral free working capital loan up to ₹10,000 of 1-year tenor; enhanced loan of ₹20,000 and ₹50,000 in the second and third tranches respectively, on repayment of earlier loans.  Incentivize regular repayment, through interest subsidy @ 7% per annum; and  Reward digital transactions, by way of cash back up to ₹1,200 per year.  As on 15.03.2022, loans amounting to ₹3,119 crore have been released to the beneficiaries by the Lending Institutions. Ethanol Blended Petrol (EBP) Programme In News The Government is promoting Ethanol Blended Petrol (EBP) Programme with broader objectives of providing boost to domestic agriculture sector, environment benefits, reducing import dependency and savings in foreign exchange. About Pension Adalat  Organized by Controller General of Communication Accounts (CGCA).  Motto- “Pensioners Delight” to resolve pensioner's grievance.  SAMPANN-CPMS, which provides a paperless, cashless and faceless pensioners’ service across the country, especially in rural and remote parts of India.  Pensioners can, not only lodge their grievances, but also monitor, track and get it resolved, all through SAMPANN application from the comfort of their home. SAMPANN-CPMS was dedicated to the nation by the Honorable Prime Minister on 29th December, 2018.  The initiatives taken up by field units like PRACHI (Pensioners Issues Redressal, Assistance and Care at Home Initiative), Drive-In Digital Life certificate submission, dedicated toll free helpline, social media applications like whatsapp/website and also a dedicated grievance redressal officer in each office. Tele Law Mobile App In News The Citizens’ Tele-Law Mobile App, launched recently, enables the individual beneficiary to access pre-litigation advice and hold consultation directly with the Panel Lawyer, free of cost. About App  This App is available in 6 languages viz English, Hindi, Marathi, Punjabi, Tamil and Telugu on both Android and iOS platform.  This method of direct consultation through smart phone based App supplements the already-existing assisted model of seeking legal advice available at Common Service Centres (CSCs) at the Panchayat level which connects individual beneficiaries with Panel Lawyers via telephonic and video conferencing facilities, available at these CSCs.  Tele-Law is presently operational in 669 Districts across 36 States/UTs covering 75,000 Gram Panchayats.  The service at CSCs is free for persons entitled under Section 12 of the Legal Services Authorities (LSA) Act, 1987 and for others at Rs.30/- per consultation.  The Government launched the “Tele-Law on Wheels” campaign from 8th to 14th November, 2021 creating awareness about the Mobile App reaching out to nearly 52,000 participants.  In addition, the Government has launched Nyaya Bandhu (Pro-bono Legal Services) programme to link the persons eligible to avail free legal aid under Section 12 of LSA Act, 1987 with the pro-bono lawyers.

Provisions of the bill  It seeks to repeal the Identification of Prisoners Act 1920. The said Act, in its present form, provides access to a limited category of persons whose body measurements can be taken.  It authorises law enforcement agencies to collect, store and analyse physical and biological samples of convicts and other persons for the purposes of identification and investigation in criminal matters.  The Bill also authorises police to record signatures, handwriting or other behavioural attributes referred to in section 53 or section 53A of the Code of Criminal Procedure, 1973, for the purposes of analysis.  As per the Bill, any person convicted, arrested or held under any preventive detention law will be required to provide “measurements” to a police officer or a prison official.  Any state government of Union Territory administration may notify an appropriate agency to collect, preserve and share the measurements of a person of interest in their respective jurisdictions.  Resistance to or refusal to allow the taking of measurements under this Act shall be deemed to be an offence under section 186 of the Indian Penal Code (IPC). Need of the bill  The Bill states that it is necessary to expand the “ambit of persons” whose measurements can be taken as this will help investigating agencies gather sufficient legally admissible evidence and establish the crime of the accused person.  The Bill will not only help investigation agencies but also increase prosecution. There is also a chance of an increase in conviction rates in courts through this. Criticism  It infringed upon the right to privacy.  It violated Article 20 (3) of the Constitution that safeguards the rights of citizens by providing that “no person accused of an offence shall be compelled to be a witness against himself”.  The proposed law that also provides for retaining the people’s measurements for 75 years from the date of collection was in “violation of the Right to be Forgotten enshrined in the Right to Life under Article 21 of the Constitution”. Economy India and Canada to hold 5th Ministerial Dialogue on Trade and Investment (MDTI) In News The Honourable Mary Ng, Minister of International Trade, Export Promotion, Small Business and Economic Development, Government of Canada will be visiting New Delhi from 10-13 March to hold 5th India – Canada Ministerial Dialogue on Trade Investment (MDTI).

Major Indian Exports Major Indian exports to Canada include drugs and pharmaceutical products, iron steel products, marine products, cotton fabrics readymade garments (RMG) and chemicals etc, while key Canadian exports to India comprise pulses, fertilizers, coal and crude petroleum etc. National Land Monetization Corporation In News The Union Cabinet, chaired by Prime Minister Shri Narendra Modi has approved the setting up National Land Monetization Corporation (NLMC) as a wholly owned Government of India company with an initial authorized share capital of Rs 5000 crore and paid-up share capital of Rs 150 crore. Details  NLMC will undertake monetization of surplus land and building assets of Central Public Sector Enterprises (CPSEs) and other Government agencies.  The proposal is in pursuance of the Budget Announcement for 2021-22.  With monetization of non-core assets, Government would be able to generate substantial revenues by monetizing unused and under-used assets. Significance  At present, CPSEs hold considerable surplus, unused and under used non-core assets in the nature of land and buildings.  For CPSEs undergoing strategic disinvestment or closure, monetization of these surplus land and non-core assets is important to unlock their value.  NLMC will support and undertake monetization of these assets.  This will also enable productive utilization of these under-utilized assets to trigger private sector investments, new economic activities, boost local economy and generate financial resources for economic and social infrastructure. About NLMC  NLMC is also expected to own, hold, manage and monetize surplus land and building assets of CPSEs under closure and the surplus non-core land assets of Government owned CPSEs under strategic disinvestment.  This will speed up the closure process of CPSEs and smoothen the strategic disinvestment process of Government owned CPSEs.

North Eastern Development Finance Corporation In News North Eastern Development Finance Corporation Ltd. (NEDFi), has organized a Startup Investment Festival, 2022 from 15.02.2022 to 15.03.2022. Details  This event will provide a platform to local entrepreneurs to showcase their business ideas and to pitch for investment through access to capital for scaling up their businesses.  It will also help them avail other facilities like handholding support, advisor network, investor network, marketing support etc.  The reason for organizing this event is to reach out to start-ups and first generation entrepreneurs of North Eastern Region (NER) and boost the start-up ecosystem in the region. About North East Venture Fund  North East Venture Fund (NEVF) is a dedicated venture fund for the NER promoted by NEDFi, Ministry of Development of North Eastern Region (MDoNER) and Small Industries Development Bank of India (SIDBI).  It was launched in September, 2017 with a corpus of Rs. 100 crore, with contributions of Rs. 45 crore as interest free loan from MDoNER, Rs. 30 croreby NEDFi itself and Rs. 25 crore from SIDBI.  It is registered with Securities Exchange Board of India (SEBI) under SEBI (AIF) Regulations, 2012, as a sector agnostic fund. PM-DevINE In News PM-DevINE scheme was announced in the Budget 2022-23 by the Finance Minister under PM Gati Shakti Plan. About the Scheme  Prime Minister’s Development Initiative for North East (or PM-DevINE) has been announced in Union Budget 2022-23, which will fund infrastructure in the spirit of PM Gati Shakti, and social development projects based on felt needs of the North-East.  PM-DevINE will enable livelihood activities for youth and women by filling the gaps in various sectors, but it will not be a substitute for existing Central or State schemes.  An initial allocation of Rs.1,500 crore has been made, as per Budget speech for 2022-23.  The scheme aims to fund infrastructure and need-based social development, including one-of-a-kind ‘Bamboo Link Roads’ in Mizoram.  The PM-DevINE scheme will be implemented through North Eastern Council (NEC).  Bamboo Link Roads will be constructed in Mizoram, under the PM-DevINE scheme.  These roads will help in transporting bamboo from forests.

Centre focusses on promoting exports of GI-tagged niche agricultural products In News In a bid to promote exports of locally sourced Geographical Indications (GI) tagged agricultural products, Centre has been striving to identify new products and new export destinations. Benefits of GI tag  In a major thrust to exports of GI-tagged products from Bihar, the first shipment of 524 Kg GI tagged Shahi Litchi was exported from Muzaffarpur district of Bihar to London in May 2021.  In 2020, virtual buyer-seller meets were organized with UAE and USA, two of the largest export markets for APEDA scheduled products, in association with the Embassy of India in Abu Dhabi and the Embassy of India in Washington DC.  The meet on GI products provided a platform for interaction between Indian exporters and importers of USA and UAE.  The exporters were informed about the potential GI products for exports such as Basmati Rice, Mango, Pomegranates, Bangalore Rose Onions, SangliGrapes/Raisin, Banana and products of North-Eastern Region such as Joha Rice of Assam, Black Rice (Chak-Hao), Naga Mircha, and their derived processed products. GI products  Notable shipments of GI products in 2021 included export of Naga Mircha (King Chilli) from Nagaland to UK, Black Rice from Manipur and Assam to the United Kingdom, Assam Lemon to the United Kingdom and Italy, three GI varieties of Mango (Fazli, Khirsapati, and Laxmanbhog) from West Bengal and one GI variety of Mango (Zardalu) from Bihar to Bahrain and Qatar.  Around 30 kgs of a sample shipment of Joynagar Moa, a sweetmeat delicacy from South 24 Pargana district of West Bengal was sent via Kolkata airport to Bahrain. NERCRMS initiative In News  Konsa hamlet is in the Longding District of Arunachal Pradesh.  Pongchau Block is one of the last villages near the Myanmar border.  As per the PRA report, the village is surrounded by 120 households.  The village's eight SHGs are Banu, Jingnungja, Mohiman, Josa, Chingkho, Jongkha, Mokha, and Lamngoi.  All of these SHGs are promoted and supported by NERCOMRP III Tirap and Longding. About NERCRMS  North Eastern Region Community Resource Management Society (NERCRMS) is a registered society under the aegis of North Eastern Council, Ministry of Development of North Eastern Region.  The society is dedicated towards the transformation of far flung rural areas of North Eastern Region (NER)of India through different livelihood initiatives.  The society, so far has covered four states of NER viz. Go Electric Campaign In News Government of India, Ministry of Power launched the Go Electric Campaign on 19th February 2021. About Campaign  The objective of this campaign is to create awareness among masses about benefits of switching over to Electric Vehicles (EVs), including various initiatives taken by Centre State Governments to enhance acceptability of Electric Vehicles, and Electrical Cooking.  This campaign is being implemented through State Nodal Agencies (SNAs) designated by States for coordinating activities related to rolling out Public Charging Infrastructure in States.  Under this campaign, Workshops, Webinars, Technical talks, Seminars, Road Shows are being organized to connect with the masses and spread the message of going electric.  Reduction in the import bill of crude would be the outcome of the campaign as more and more consumers adopt EVs as a preferred choice while buying new vehicles over the next decade.  Electric Vehicles (EVs) do not result in emission.  EVs need electricity from Grid to charge on board batteries. With the rapid addition of Renewable Energy, Thermal generation is expected to reduce in overall electricity mix, further minimizing the carbon emission intensity in future. National Single Window System (NSWS) In News  Setting up of an Investment Clearance Cell (ICC) was announced in the Budget 2020-21 with the objective to provide end to end facilitation and support to investors, including pre investment advisory, provide information related to land banks and facilitate clearances at Centre and State level.  The cell was to operate through an online digital portal. About the portal  Envisioned as a one-stop shop for taking all the regulatory approvals and services in the country, the ICC/ National Single Window System (NSWS) [www.nsws.gov.in] was soft-launched on 22nd September, 2021.  NSWS fulfills this requirement through the Know Your Approvals module (KYA) on the NSWS platform.  The KYA is a dynamic, intelligent questionnaire which is built incorporating the various variables of the investor like sector, size of investment, type of entity and the State in which the investment is made.  The module provides an indicative list of both Central and State approvals based on the specific inputs provided by the investor.  Currently 146 Central approvals across 21 Ministries/ Departments are enabled to be applied through the NSWS portal.  14 States’/UTs’ Single Window Systems have been linked with the NSWS Portal thereby providing access to approvals of these States/UTs to be applied through a single login id.

About mission  The programme aims to provide financial support to companies investing in semiconductors, display manufacturing and design ecosystem.  This will serve to pave the way for India’s growing presence in the global electronics value chains.  India Semiconductor Mission (ISM) has been setup as an Independent Business Division within Digital India Corporation having administrative and financial autonomy to formulate and drive India’s long term strategies for developing semiconductors and display manufacturing facilities and semiconductor design ecosystem.  Government has also approved modernisation of Semi-Conductor Laboratory, Mohali as a brownfield Fab.  ISM will also enable collaborations and partnership programs with national and international agencies, industries and institutions for catalyzing collaborative research, commercialization and skill development. Four schemes have been introduced under the programme-  Scheme for setting up of Semiconductor Fabs in India  Scheme for setting up of Display Fabs in India  Scheme for setting up of Compound Semiconductors / Silicon Photonics / Sensors Fab and Semiconductor Assembly, Testing, Marking and Packaging (ATMP) / OSAT facilities in India  Design Linked Incentive (DLI) Scheme Export Preparedness Index In News NITI Aayog, in collaboration with the Institute of Competitiveness, will release the second edition of the Export Preparedness Index (EPI) 2021. About Index  The release of the second edition of the index—the first was launched in August 2020—demonstrates the Government’s continued commitment towards promoting competitive federalism wherein each state can identify their export opportunities and challenges and subsequently establish context-specific strategies for ensuring a conducive export ecosystem.  The Export Preparedness Index ranks all States and Union Territories (UTs) on the basis of their export readiness and performance.  EPI 2021 is based on four main pillars: policy; business ecosystem; export ecosystem; and export performance.  The index can be used by States and UTs to benchmark their performance against their peers and analyze the potential challenges to develop better policy mechanisms to foster export-led growth at the subnational level.

Features of CEPA  The India-UAE CEPA is the first deep and full free trade Agreement to be signed by India with any country in the past decade.  The Agreement is a comprehensive agreement, which will cover Trade in Goods, Rules of Origin, Trade in Services, Technical Barriers to Trade (TBT), Sanitary and Phytosanitary (SPS) measures, Dispute Settlement, Movement of Natural Persons, Telecom, Customs Procedures, Pharmaceutical products, Government Procurement, IPR, Investment, Digital Trade and Cooperation in other Areas. India-UAE  From US$ 180 million per annum in the 1970s, India-UAE bilateral trade has steadily increased to US$ 60 billion (₹4.55 lakh crore) in FY 2019-20 making the UAE, India's third largest trading partner.  With exports to the UAE valued at US$ 29 billion for the year 2019-20, the UAE is also the second largest export destination of India, while Indian imports from the UAE were valued around US$ 30 billion, including 21.83 MMT (US$ 10.9 billion) of crude oil.  The UAE is also the eight largest investor in India with an estimated investment of US$ 18 billion. RAMP Scheme In News  The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, approved a USD 808 million or Rs 6,062.45 crore, World Bank assisted programme on “Raising and Accelerating MSME Performance” (RAMP).  RAMP is a new scheme and would commence in FY 2022-23.  RAMP was formulated and proposed by the Government of India, for strengthening MSMEs in line with the recommendations made by U K Sinha Committee, KV Kamath Committee and Economic Advisory Council to the Prime Minister (PMEAC). About RAMP Scheme  The total outlay for the scheme is Rs.6,062.45 crore or USD 808 Million, out of which Rs.3750 crore or USD 500 Million would be a loan from the World Bank and the remaining Rs.2312.45 crore or USD 308 Million would be funded by the Government of India (GoI).  The programme aims at improving access to market and credit, strengthening institutions and governance at the Centre and State, improving Centre-State linkages and partnerships, addressing issues of delayed payments and greening of MSMEs.  In addition to building the MoMSME’s capacity at the national level, the RAMP program will seek to scale up implementation capacity and MSME coverage in States.  RAMP programme, through enhanced collaboration with States, will be a job-enabler, market promoter, finance facilitator, and will support vulnerable sections and greening initiatives.  In States where the presence of MSMEs is on the lower side, the programme will usher in larger formalization resulting from the higher impact of the schemes covered under RAMP.  The programme will bolster the inadequately addressed blocks of capacity building, handholding, skill development, quality enrichment, technological upgradation, digitization, outreach and marketing promotion, amongst other things. Features of the scheme  ’Policy Provider’’ through the enhanced capacity for evidence-based policy and program design, to enable the delivery of more effective and cost-efficient MSME interventions to improve competitiveness and business sustainability.  “Knowledge Provider” through bench-marking, sharing and demonstrating best practices/success stories by leveraging international experiences, and  “Technology Provider” providing access to high-end technology resulting in the digital and technological transformation of MSMEs through state of art Artificial Intelligence, Data Analytics, Internet of things (IoT), Machine Learning etc.  RAMP programme with impacts across the country will directly or indirectly benefit all 63 million enterprises that qualify as MSMEs. Science Tech DRDO Developed MMICs Onboard EOS 04 In News Defence Research and Development Organisation (DRDO) developed Monolithic Microwave Integrated Circuits (MMICs) have been used in radar imaging satellite modules of EOS 04, which was launched by ISRO on 14th Feb 2022. Details  Many of the Monolithic Microwave Integrated Circuits (MMIC) were designed/ developed and produced at Solid State Physics Laboratory (SSPL) DRDO and Gallium Arsenide Enabling Technology Centre (GAETEC) foundry of DRDO.  The TR-Modules used in the payload for Radar imaging have been developed using these MMICs.  More than 30,000 modules have been produced at GAETEC foundry for various space missions.  This is an example of collaborative achievement between two advanced technology departments of Government of India along with support of industry partners.  The use of indigenously designed and developed MMICs is an important step towards Atmanibhar Bharat. About NSM  The National Supercomputing Mission (NSM) which is being steered jointly by Ministry of Electronics Information Technology (MeiTY) and the Department of Science and Technology (DST) and implemented by Centre for Development of Advanced Computing (C-DAC) and Indian Institute of Science (IISc), Bangalore, has progressed significantly.  The four major pillars of the NSM, namely, Infrastructure, Applications, RD, HRD, have been functioning efficiently to realize the goal of developing indigenous supercomputing eco system of the nation.  C-DAC has been entrusted the responsibility to design, development, deployment and commissioning of the supercomputing systems under the build approach of Mission.  The Mission plans to build and deploy 24 facilities with cumulative compute power of more than 64 Petaflops.  Till now C-DAC has deployed 11 systems at IISc, IITs, IISER Pune, JNCASR, NABI-Mohali and C-DAC under NSM Phase-1 and Phase-2 with a cumulative compute power of more than 20 Petaflops.  Total 36,00,000 computational jobs have been successfully completed by around 3600 researchers across the nation on the NSM systems to date.  The supercomputer infrastructure installed at various Institutes across the country have helped the RD community to achieve major milestones, objectives and products for scientific and societal applications. 1st Gati Shakti Cargo Terminal commissioned In News  In pursuance to Prime Minister’s vision “Gati Shakti” and Ministry of Railways’ Policy regarding ‘Gati Shakti Multi-Modal Cargo Terminal’ (GCT), Asansol division of Indian Railways has successfully commissioned private siding of Maithan Power Limited at Thaparnagar.  This is the FIRST such GCT commissioned in Indian Railways since publication of GCT policy in Dec.’2021. Maithan Project  The Maithan Power Project was initiated in the year 2009 and subsequently the power generation was started in the year 2011.  Till now the requirement of coal to the power project was being made through road which is expected to convert into 120 inward coal rakes per month.  Also 02 to 04 outward rakes of Fly Ash is projected to be handled from the siding.  This will enhance Railways’ earnings by approximately Rs. 11 crores per month.  The location is in the vicinity of industrial and mining area and the future prospect of the siding is promising. OPEN DIGITIZED NETWORKS FOR COOPERATIVES In News The Ministry of Cooperation has initiated process for creating a National Cooperative database. Details  Ministry has already started consultations with stakeholders on finalization of various parameters, procedures and process for inclusion in the database.  The proposed National Database may act as the main planning tool for Central Ministries, State Governments, Cooperative Federations, Cooperators and sectoral institutions like NABARD, etc. for cooperative sector.  The current database is collated by the National Cooperative Union of India (NCUI) and the ministry does not have its own.  As per the data published by the NCUI, there are about 8.6 lakh cooperatives in the country, out of which active primary agricultural cooperatives (PACs) are about 63,000. National eVidhan Application (NeVA) In News National eVidhan Application (NeVA)”, a Mission Mode Project for Digital Legislatures to make the functioning of all Legislative Houses in the country paperless. Phone Tracing Under CEIR Project In news The Central Equipment Identity Register (CEIR) project has been launched in Delhi, Mumbai and Maharashtra licensed service areas (LSAs) in a phased manner to facilitate blocking and tracing of lost and stolen mobile phones. Details  As per the reports from CEIR system, the request for blocking of 169667, 8315 and 11848 International Mobile Equipment Identity (IMEI) have been received till 20.03.2022 for Delhi, Mumbai and Maharashtra LSAs respectively.  The traceability data for 110239, 4586 and 8317 IMEIs have been made available to police of Delhi, Mumbai and Maharashtra respectively to facilitate recovery of handsets. About CEIR  CEIR is a multi-stakeholder system where respective stakeholders including Department of Telecommunications, Telecom Service Providers, Police, Mobile phone manufacturers and mobile phone subscribers have a limited access as per their defined roles and responsibilities.  Currently, this includes the information to the subscriber about the make model corresponding to IMEI of his/her mobile handset, information to mobile phone manufacturers about genuineness of IMEI during import of consignment of mobile phones etc.

Major recommendations  Integrating and embedding AI strategy for Defence with Defence strategy.  Establishment of a High level Defence AI Council(DAIC) and a Defence AI Project Agency (DAIPA).  Development of Data Management Framework, Establishing Data Management Office and appointing Data Management Officer.  Scaling the existing capability of Data Centers and establishing a centrally facilitated network of Test Beds.  Organising AI training courses in all Defence training centers and institutes for training of Defence Personnel.  Earmarking of AI budget from yearly Defence Budget with a corpus of Rs 1,000 crores to be provided each year for next 5 years to support AI activities. ISRO to launch 7 satellites in current year In News Union Minister of State (Independent Charge) Science Technology; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said that 7 satellites are likely to be launched by ISRO during the current year. Details  ISRO has successfully launched the earth observation satellite EOS-4 onboard PSLV-C52 on 14th February, 2022 from Satish Dhawan Space Centre, Sriharikota, along with INS-2TD INSPIRESat-1 as co-passengers.  The Satellites were injected into the polar sun synchronous orbit at 524.84 km altitude.  EOS-4 is a Synthetic Aperture Radar (SAR) imaging satellite for Earth Observation, operating in C-band at 5.4 GHz frequency, for applications in the domains of agriculture, disaster management, water resources and forestry.  INS-2TD is the first satellite of the 2nd generation nanosatellites intended to demonstrate indigenously developed Nano systems for in-orbit performance.  INSPIRESat-1 is a student satellite of the class 9U, jointly developed by Indian Institute of Space Science and Technology (IIST), Thiruvananthapuram, India and Laboratory of Space Physics, University of Colorado, Boulder, the USA, to study the Ionosphere dynamics and sun’s coronal heating processes.  The total time taken to realize the satellite is 63 months from date of financial sanction and the expenditure towards realization of satellite is nearly Rs. 490 crore. Gravitational Waves  Gravitational waves are distortions or 'ripples' in the fabric of space-time caused by some of the most violent and energetic processes in the Universe.  They transport energy as gravitational radiation and pass through matter without interacting with it. MATLAB on I-STEM National Portal Launched In News For the first time in the country, academic users in India will be able to access the MATLAB software suite at no cost through the Indian Science Technology and Engineering facilities Map (I-STEM) portal. About I-STEM  It is an initiative of Office of the Principal Scientific Adviser to the Government of India (PSA, GoI) under the aegis of Prime Minister Science, Technology and Innovation Advisory Council (PM-STIAC).  The I-STEM aims to strengthen the RD ecosystem by connecting researchers with resources, in part by promoting technologies and scientific equipment development indigenously.  I-STEM enables access to existing RD facilities by providing necessary supplies and support to researchers through a comprehensive national web portal. The portal hosts the database of facilities across India so that a researcher desirous of using any of them can search for the same and make a booking online for using it. About Portal  The software suite is hosted on the cloud server of I-STEM to provide user friendly access from anywhere in India.  The arrangement is expected to assist many students and researchers in the country, especially those in the more remote and less-endowed institutions, thereby enhancing learning outcomes and promoting RD efforts across India.  Presently, the portal lists more than 25,000 pieces of equipment from 1750 institutions across the country and has more than 20,000 Indian researchers.  The portal also features a Digital Catalogue of indigenously developed technologies and products. WHO Global Centre for Traditional Medicine in India In News The Union Cabinet, chaired by Prime Minister has approved the establishment of the WHO Global Centre for Traditional Medicine (WHO GCTM) in Jamnagar, Gujarat by signing a Host Country agreement between the Government of India and the World Health Organization (WHO). Details  The WHO GCTM will be established in Jamnagar under the Ministry of AYUSH.  This would be the first and only global outposted Centre (office) for traditional medicine across the globe.  A Joint Task Force (JTF) is constituted for coordination, execution and monitoring of activities for the establishment of this Centre.  JTF comprises representatives from the Government of India, Permanent Mission of India, Geneva and the World Health Organization.  Under the ambit of this, an interim office is being established at the ITRA, Jamnagar, Gujarat to execute the identified technical activities and planning of fully functional WHO GCTM. About GCTM  This Centre will be supported by an investment of about USD 250 million from the Government of India.  The primary objective of GCTM is to harness the potential of traditional medicine from across the world through modern science and technology and improve overall health of the communities’ world over.  GCTM will be the first and only Global Centre (office) for traditional medicine across the globe.  It will focus on building solid evidence base for policies and standards on traditional medicine practices and products and help countries integrate it as appropriate into their health systems and regulate its quality and safety for optimal and sustainable impact  Traditional medicine is a key pillar of health care delivery systems and plays a crucial role in maintaining good health and well-being not only in India but across the world.  In recent year, traditional medicine therapies have also seen a major transformation as usage of artificial intelligence, technological innovations have made it more accessible to masses. Details  Union Minister of State for MSME inaugurated International Summit on Plastics Recycling Waste Management organized by Ministry of MSME in association with The All-India Plastics Manufacturers’ Association (AIPMA) from 4th – 5th March, 2022 at New Delhi.  The Mega International Summit emphasizes on “Know your Waste and how Recycling is the right thing to do, which is to be done in a right way”.  This Mega Event is an effective platform to bring together the stakeholders and experts to discuss the impact and possible solution for MSMEs and open new business opportunities in the Plastics industry and the Recycling Sector with a great belief in the vision of Swachh Bharat Abhiyan”.  As part of the Iconic Week Celebrations under Azadi ka Amrit Mahotsav, Ministry of MSME is conducting Sambhav- National Level Awareness Program (NLAP) in Webinar Mode from 28.02.2022 to 31.03.2022 in 1300 colleges across the country through its field offices and organising more than 200 Nukkad Natak in 46 Aspirational Districts under a Special Drive called Svavlamban to promote entrepreneurship amongst youth population and spreading awareness on Schemes of Ministry and its Initiatives. ‘India Water Pitch-Pilot-Scale Start-up Conclave’ In News The Ministry of Housing and Urban Affairs is organising a national level ‘India Water Pitch-Pilot-Scale Start-up Conclave’ on 12 March, 2022 at Stein Auditorium, India Habitat Centre, New Delhi. Details  Aim -to start the communication with Start-ups in water sector.  The Minister of Housing and Urban Affairs, Shri Hardeep S. Puri will launch ‘India Water Pitch-Pilot-Scale Start-up Challenge’ during the conclave and deliver the keynote address.  The Ministry will select 100 start-ups through this challenge, which will be provided Rs.20 lakhs as funding support.  More than 50 Start-ups will pitch/exhibit innovative solutions for urban water problems.  User, industry, sector experts and investors will also attend the conclave.  This conclave is expected to be a starting point for interaction between user such as States/ cities/ parastatal agencies, start-ups, sector experts and industry.  User will also get first-hand experience of innovative solutions.

Swachhta Pakhwada Awards In News  The MoPNG Swachchta Pakhwada Awards were presented to the winners by the Minister of Petroleum and Natural Gas Shri Hardeep Singh Puri. The Minister also launched the Ministry’s annual publication ‘Indian Petroleum Natural Gas Statistics 2020-21’.  This is a repository of data which gives an overall picture of India’s oil Gas sector including exploration, production, refining, transportation and marketing, imports and exports of crude oil petroleum products. About Swachhta Pakhwada  Swachchta is more than a scheme.  It not only has the physical targets, but also it is a process aimed at generating higher consciousness about cleanliness.  He said that the stakeholders in the oil and gas sector have captured this philosophy in their work and their premises have become top class.  The Minister also lauded the sector for its contribution in the national economy.  In order to ensure a healthy competition and more effective outcome of the Pakhwada, “Swachhta Pakhwada Awards” have been instituted for exemplary performance during the fortnight.  Base on their performance in the event, IOCL was ranked first, ONGC second and HPCL came third. Swachhata Startup Challenge In News Government has launched ‘Swachhata Startup Challenge’ in collaboration with Department for Promotion of Industry and Internal Trade (DPIIT) to promote an enabling environment for development startups and entrepreneurs in the waste management sector. About Challenge  The scheme provides for the ten best solutions from the startups to be selected and each of them to get financial support of ₹25 Lakh per selected project and one year dedicated incubation support.  In addition to the “Swachhata Startup Challenge”, Government has also launched the “Swachh Technology Challenge”.  As per the “Swachh Technology Challenge” guidelines, all Urban Local Bodies (ULBs) conducted the challenge and submitted two best solutions to States after which States evaluated the entries to identify maximum three best entries.  The ULBs across the country have to provide implementation support to the wining solutions startups other than award money and State/City level felicitation.

Objectives  to provide projections of sea level rise along the coast of India under the various climate change scenarios.  As an outcome of this project, a suite of interactive GIS maps identifying vulnerable areas and possible inundation scenarios will be prepared. About Deep sea mission  The cost of the Mission has been estimated at Rs. 4,077 crore over a five-year period and will be implemented in phases.  MoES will be the nodal ministry implementing this multi-institutional ambitious mission.  It will be a mission mode project to support the Blue Economy Initiatives of the Government of India.  Indian Space Research Organisation (ISRO) is one of the collaborators of the Ministry of Earth Sciences for implementation of Deep Ocean Mission. About NIOT  National Institute of Ocean Technology (NIOT), an autonomous institute under the Ministry of Earth Sciences is developing a manned submersible with a capacity to carry three human beings to 6000 m ocean depth.  The Vikram Sarabhai Space Centre (VSSC) of ISRO is involved in developing a titanium alloy human sphere of 2.1 m diameter for the manned submersible. Village Disaster Management Plan In News  Union Minister of Rural Development Panchayati Raj Shri Giriraj Singh released the Disaster Management Plan of Ministry of Panchayati Raj.  Ministry of Panchayati Raj has developed the Disaster Management Plan with an aim to develop disaster resilience at the grassroots level among the Panchayats and establish a framework to align the disaster management measures in rural areas to that of the National Disaster Management Authority. Provisions of plan  The involvement of the community is the key factor in any disaster preparedness strategy and active participation of the community is vital to carry out and sustain the activities relating to disaster management in rural areas.  He stressed on the need to formulate Panchayat-level and village-level Disaster Management Plans to mitigate the challenges in the event of disaster.  Ministry of Panchayati Raj highlighted that the “Disaster Management Plan of Ministry of Panchayati Raj” (DMP-MoPR) has been prepared with larger perspective of community-based planning starting from Village to District Panchayat level.  Under the Plan, every Indian village would have “Village Disaster Management Plan” and every Panchayat would have their Disaster Management Plan.  The DMP prepared by Villages and Panchayats in consonance with the Disaster Management Plan of Ministry of Panchayati Raj would be useful for addressing disasters in comprehensive manner.
