US tweaks H1B visa

H1B visa rules have been changed to give priority to higher wages and skills instead of the prevailing lottery system
for selection of candidates looking to work in the country
Changes
 The new rules will be effective 60 days after publication in the federal register Friday, making it likely that
they will cover H-1B applicants for the new fiscal year starting April 1.
 According to the amended rules released by the Department of Homeland Security (DHS), US Citizenship and
Immigration Services (USCIS) will first select registrations where the “proffered wage equals or exceeds” the
prevailing level in that area of employment.
H-1B Visa
 H-1B is an employment based, non-immigrant visa for temporary workers in America.
 H-1B is an employer sponsored visa i.e. an employer must offer a job and petition for your H-1B visa with US
immigration department.
 This approved petition is a work permit allows you to get visa stamp and work in US for that employer.
India and Japan Sign MoU in the Field of ICT
In news
India and Japan signed MoU to enhance cooperation in the field of Information and Communications Technologies
Objective
Under this MoU, the Telecom department of India and the Ministry of Communications of Japan will enhance the
mutual cooperation in the field of telecom security, 5G technologies, spectrum management, submarine optical fiber
cable system to Indian islands, a high-altitude platform for broadband in unconnected areas, disaster management
and public safety, smart cities, etc.
Key Highlights
 Connecting Andaman  Nicobar with the submarine optical fiber cable and mentioned it as a great example
of cooperation between India and Japan.
 India’s rapid adoption of innovative digital technologies during the pandemic such as the rapid growth of
digital payments, the Aarogya Setu tracing App, digital hearings in the courts of India.
 During the pandemic, because of the attractive policies of India such as SPECS and PLI, there has been a large
investment in the field of electronics manufacturing.
Kalapani dispute
In news
Nepal wants to resolve Kalapani, Lipulekh and Limpiyudhara areas dispute so that India and Nepal can have an
undisputed, peaceful stable boundary
Kalapani
Kalapani is a 372-sq km area at the China-Nepal-India tri-junction. India claims Kalapani as a part of Uttarakhand
while Nepal depicts the area in its map.

Kalapani dipute
 The Kalapani dispute between Nepal and India was aroused when India publishes a revised political map in
November 2019 that shows the newly created Union Territories of Jammu  Kashmir and Ladakh.
 Both the countries laid claim to Kalapani. The map showed Kalapani as part of Pithoragarh.
 As a result, Nepal protested immediately and drew attention to the issue.
Reason behind the dispute
 Kalapani region derives its name from the Kali river. Nepal claims the region as the river became the marker
of the boundary of the kingdom Nepal following the Treaty of Sugauli.
 The treaty of Sugauli was signed between the Gurkha rulers of Kathmandu and the East India Company after
the Gurkha War/Anglo-Nepal War during 1814-16. In 1816, the treaty was ratified.
 As per the treaty, the regions of Kumaon-Garhwal in the west and Sikkim in the east were lost by Nepal.
 As per Article 5, the King of Nepal gave up his claims over the region west of the river Kali which originated in
the High Himalayas and flows into the great plains of the Indian subcontinent.
 Also according to the treaty, the rulers of the British recognised the right of Nepal's to the region that fell to
the east of the Kali river.
First India-EU IPR dialogue
In news
The 1st India-EU IPR dialogue was held on 14th
January, 2021 between the EU Commission and Department for
Promotion of Industry and Internal Trade (DPIIT)through a virtual platform.
Aim
To further strengthen the India-EU relation  facilitate enhanced cooperation in the field of Intellectual Property
Rights.
Topic of discussion
 Directive on Copyright in the digital market keeping in pace with changing demands of industry.
 On Trademark, they presented the details about the dual system available in the region which provides
flexibility to the owners.
 There were discussions on plant protection and farmer’s right and their importance for Indian economy.
 Key intellectual property issues that affect business entities and to identify areas for closer collaboration for
mutual benefit of both economies.
5TH India – Singapore Defence Ministers’ Dialogue

The 5th
Defence Ministers' Dialogue (DMD) between India and Singapore was successfully held on 20 January 2021
through a video conference
Key points
 During the virtual interaction, Union Defence Minister Rajnath Singh conveyed his compliments to his
Singaporean counterpart on the effectiveness of the pandemic mitigation measures implemented in the
nation and the contribution of the Singapore Armed Forces in restricting the spread of COVID-19.
 The Defence Minister also highlighted the role of the Indian Armed Forces in combating COVID-19 and
various missions undertaken to assist in the repatriation of Indians stranded overseas.

 Singaporean Defence Minister Dr. Ng Eng Hen reciprocated the compliments and exchanged views on the
role of the Armed Forces in the whole of government's approach towards control of the pandemic.
 The two ministers also expressed satisfaction at the growing defence ties between the two countries.
 They also reviewed the progress of various bilateral defence cooperation initiatives being pursued between
the two nations over the last year and expressed commitment to further boost the scale of engagements
between the Armed Forces as well as in areas such as industry and defence technology.
 The two ministers further discussed new areas of potential cooperation and articulated their vision in this
direction.
China on Arunachal village report
In news
China claims Arunachal Pradesh as part of southern Tibet, while India's consistent stand has been that the north
eastern state is an integral and inalienable part of the country
Report
 Reports based on satellite images show a new village of over 100 homes constructed by China in Arunachal
Pradesh.
 The first image dated August 26, 2019, did not show any human habitation, but the second one of November
2020 showed a row of structures.
 The report about China setting up a new village in Arunachal Pradesh comes amid a military stand-off in
eastern Ladakh for over eight months.
India and China border dispute
 The Sino-Indian border dispute is an ongoing territorial dispute over the sovereignty of two relatively large,
and several smaller, separated pieces of territory between China and India.
 The first of which, Aksai Chin, is claimed by China as part of the Xinjiang Uygur Autonomous Region and Tibet
Autonomous Region and claimed by India as part of the union territory of Ladakh; it is a virtually uninhabited
high-altitude wasteland in the larger regions of Kashmir and Tibet and is crossed by the Xinjiang-Tibet
Highway.
 The other disputed territory is south of the McMahon Line, formerly known as the North East Frontier
Agency and now called Arunachal Pradesh.
 The McMahon Line was part of the 1914 Simla Convention signed between British India and Tibet, without

Pakistan gets GI tag for its Basmati rice
In news
Pakistan has received the Geographical Indicator (GI) tag for its Basmati, paving the way for creating a local registry
for the particular strain of rice and making a case in the international market.
Details
 Pakistan has registered Basmati Rice as a Geographical Indication (GI) under the Geographical Indications Act
2020.
 Under this Act, a GI registry has been formed which will register GIs and maintain the basic record of
proprietors  authorised users of GI.
Significance
 This will provide protection of products against misuse or imitation  hence will guarantee that their share in
the international market is protected.
 It is believed that a GI tag would strengthen Pakistan's case in the EU.
India's case against it
 The issue of protecting Basmati rice as a product of Pakistan came to the forefront after India submitted an
application to the European Union claiming sole ownership of the commodity in September last year.
 In its application, India claimed that ''Basmati'' is special long grain aromatic rice grown and produced in a
particular geographical region of the subcontinent.
 After highlighting the brief history of Basmati rice, India also claimed that the region is a part of northern
India, below the foothills of the Himalayas forming part of the Indo-Gangetic plain.
 The Indian claim to the EU was challenged in December and the main argument by Pakistan was that
Basmati rice was a joint product of India and Pakistan.
India’s bid for permanent UNSC membership

Background

Pacific region.
Key differences between “Look East Policy” and “Act East Policy”
The focus of the “Look East Policy” was to increase economic integration with the South East Asian countries and
the area was just confined to South East Asia only. On the other hand the focus of the “Act East Policy” is economic
and security integration and the focus area increased to South East Asia as well as East Asia.

Kazakhstan abolishes death penalty
In news
Kazakhstan abolished the death penalty, making permanent a nearly two-decade freeze on capital punishment in the
authoritarian Central Asian country.
Highlights
 President Kassym-Jomart Tokayev had signed off on parliamentary ratification of the Second Optional
Protocol to the International Covenant on Civil and Political Rights — a document that commits signatories
to the abolition of capital punishment.
 Executions were paused in Kazakhstan from 2003 but courts continued to sentence convicts to death in
exceptional circumstances, including for crimes deemed acts of terror.
 Ruslan Kulekbayev, a lone gunman who killed eight policemen and two civilians during a rampage in
Kazakhstan’s largest city Almaty in 2016, was among the convicts set to be executed if the moratorium were
lifted.
Second Optional Protocol
 In 1966, the International Covenant on Civil and Political Rights was adopted and entered into force in 1976.
At the time 176 countries acceded to it.

capital punishment or the death penalty. The protocol came into force in 1991. 88 other nations, apart from
Kazakhstan, are also members of the agreement.

 To take all the necessary measures for abolishing the death penalty within their jurisdiction
 The only exception to execute the death penalty will be allowed in the case of wartime.
Britain abolishes sales tax on sanitary products
In news
Britain on became the latest country to abolish the so-called tampon tax, eliminating sales taxes on women's
sanitary products.
Highlights
 Ireland is the only EU country that does not charge a levy on sanitary products as its zero tax rate was in
place before the EU set its floor.
 EU law stops most Member States from fully dropping VAT on sanitary products.
 The abolition of the “tampon tax” will save the average British woman about 40 pounds (€45, $55) over her
lifetime.
 Scotland has already passed a bill that gives women free universal access to sanitary products in public
buildings.
 Countries like Australia, Canada and India have already eliminated the tampon tax, while some states in the
US have also got rid of the tax.
Tampon tax
 It is a popular term used to call attention to tampons, and other feminine hygiene products, being subject to
value-added tax or sales tax, unlike the tax exemption status granted to other products considered basic
necessities.
 Proponents of tax exemption argue that tampons, sanitary napkins, menstrual cups and comparable
products constitute basic, unavoidable necessities for women, trans men, and other people who experience
menstruation, and thus should be made tax exempt.

In a move to expand the power of its Central Military Commission (CMC), China has amended its National Defence
Law from January 1 to mobilise military and civilian resources in defence of the ‘national interest’ at home and
abroad.
Highlights
 The amendment gives the Central Military Commission (CMC), which he heads, greater power in mobilising
resources to protect a new and broader definition of what constitutes the national interest.
 The amendments were passed by the National People’s Congress on December 26, after two years of
deliberation.
 Three articles were removed, more than 50 were amended, while there were six additions.
 The broader goal is to speed up the modernisation plans for the People’s Liberation Army (PLA).
 The revised regulations on military equipment focus on war preparedness and combat capabilities.
 The amendment has broadened the scope of key security fields beyond land borders, maritime and air
defence, to include outer space and electromagnetic networks.
River Nile water dispute

Ethiopia, Sudan and Egypt recently agreed to resume negotiations to resolve their decade-long complex dispute over
the Grand Renaissance Dam hydropower project in the Horn of Africa
Issue
 The Nile, Africa’s longest river, has been at the center of a decade-long complex dispute involving several
countries that are dependent on the river’s waters.
 At the forefront of this dispute are Ethiopia and Egypt, with Sudan having found itself dragged into the issue.
 Spearheaded by Ethiopia, the 145-meter-tall (475-foot-tall) Grand Renaissance Dam hydropower project,
when completed, will be Africa’s largest.
 The dam’s location on the Blue Nile tributary, it would potentially allow Ethiopia to gain control of the flow
of the river’s waters.
 Egypt lies further downstream and is concerned that Ethiopia’s control over the water could result in lower
water levels within its own borders.
Why does Ethiopia want this dam?
 Ethiopia’s goal is to secure electricity for its population and to sustain and develop its growing manufacturing
industry.
 Addis Ababa anticipates that this dam will generate approximately 6,000 megawatts of electricity when it is
completed, that can be distributed for the needs of its population and industries.
 Researchers believe that in addition to its domestic requirements, Ethiopia may be hoping to sell surplus
electricity to neighbouring nations like Kenya, Sudan, Eritrea and South Sudan, that also suffer from
electricity shortages, to generate some revenue.

The US administration has accused that India's digital tax - 2 percent equalisation levy on e-commerce supply of
services
Issue
 The agency finds three issues with India's DST, the first being discrimination against US digital services
companies.
 India's DST is discriminatory on its face. The law explicitly exempts Indian companies, while targeting non-
Indian firms.
 The result is that US non-resident providers of digital services are taxed, while Indian providers of the
same digital services to the same customers are not.
 This is discrimination in its clearest form, the report says.
 Major complaint raised against India is that its DST is burdensome or restrictive.
Significance
 At least three aspects of India's DST unreasonably contravenes international tax principles.
 Stakeholders have found the text of the DST to be unclear and ambiguous.
 This creates uncertainty for companies regarding key aspects of the DST, including the scope of taxable
services and the universe of firms liable to pay the tax.

What was the Flint Water Crisis?
 The Flint water crisis is an ongoing public health crisis that began in 2014 when the City of Flint in Michigan–
which has a population of roughly 100,000–changed its water supply from Lake Huron to the Flint river.
 This switch caused the water distribution pipes to corrode, as a result of which lead and other contaminants
were leached into the municipal drinking water.
 This led to an outbreak of Legionnaires’ disease, a serious type of pneumonia caused by the Legionella
bacteria and other health complications in thousands of its residents.
 According to the US Centers for Disease Control and Prevention (CDC), people can get sick from this if they
breathe in mist or accidentally swallow bacteria-containing water into the lungs.
 While the water supply was switched back in 2015, the damage was long-lasting and many residents of the
city continued to suffer.
 In January 2016, the state of Michigan declared a state of emergency and in October the same year,
residents of the city were advised not to drink the municipal tap water unless it was filtered.
As per a Community Assessment for Public Health Emergency Response (CASPER) conducted by the CDC in May
2016, over 66 percent of the households in the city reported one or more adult members experiencing at least one
behavioural health issue “more than usual” and 54 percent of the households reported that at least one child
experienced at least one behavioural health issue.

 Among the highest impact risks of the next decade, infectious diseases are in the top spot, followed by
climate action failure and other environmental risks; as well as weapons of mass destruction, livelihood
crises, debt crises and IT infrastructure breakdown.
 The most imminent threats – those that are most likely in the next two years – include employment and
livelihood crises, widespread youth disillusionment, digital inequality, economic stagnation, human-made
environmental damage, erosion of societal cohesion, and terrorist attacks.
 Economic risks feature prominently in the 3-5 year timeframe, including asset bubbles, price instability,
commodity shocks and debt crises; followed by geopolitical risks, including interstate relations and conflict,
and resource geopolitization.

 The project is a part of the New Development Partnership between India and Afghanistan
 This is the second major dam being built by India in Afghanistan, after the India- Afghanistan Friendship Dam
[Salma Dam], which was inaugurated by the Prime Minister and the President in June 2016.
 Signing of the MoU on Lalandar [Shatoot] Dam is a reflection of India’s strong and long-term commitment
towards the socio-economic development of Afghanistan and the enduring partnership between our two
countries.
 As a part of our Development Cooperation with Afghanistan, India has completed more than 400 projects

Indian Naval Ship Pralaya arrived at Abu Dhabi, UAE to participate in the NAVDEX 21 (Naval Defence Exhibition) and
IDEX 21 (International Defence Exhibition), scheduled from 20 to 25 February 2021
Details of the ship
 INS Pralaya, the second ship of the indigenously built Prabal Class Missile Vessels, was commissioned in the
Indian Navy on 18 December 2002.
 The 56 m long ship, displacing about 560 T is capable of speeds in excess of 35 knots and is fitted with an
impressive array of weapons and sensors.
 These include a 76.2 mm medium range gun, 30 mm close range guns, chaff launchers and long range
surface to surface missiles.
 The ship, built indigenously at Goa Shipyard Limited, bears testimony to capabilities of the Indian ship
building industry and is a versatile platform capable of performing a wide variety of surface warfare
missions.
Significance
 Participation of INS Pralaya in NAVDEX 21 and IDEX 21, one of the leading international naval and defence
exhibitions of the region, is aimed at showcasing the strengths of India’s indigenous ship building, in line with
Hon’ble Prime Minister’s vision of ‘AtmaNirbhar Bharat’.

US anti dumping tax on India

The US Department of Commerce is preparing to tax aluminum sheet exporters from 18 countries including India
Findings of the investigation
 The investigation, launched under Donald Trump's administration, had been requested by nearly a dozen US
aluminum alloy manufacturers.
 US administration determined that imports from Germany in particular ($287 million in 2019) benefited from
dumping ranging from 40 to 242 percent.
 Aluminum alloy sheets from Bahrain ($241 million), which the administration said benefited from pricing
below the cost of production or the local market of 83 percent.
 Imports from India ($123 million in 2019) have benefited from subsidies for 35 to 89 percent, according to
the US investigation.
Anti-Dumping Duty
 Anti-dumping duty is a tariff imposed on imports manufactured in foreign countries that are priced below
the fair market value of similar goods in the domestic market.
 The government imposes anti-dumping duty on foreign imports when it believes that the goods are being
“dumped” – through the low pricing – in the domestic market.
 Anti-dumping duty is imposed to protect local businesses and markets from unfair competition by foreign
imports.

 It will help ease the movement of goods and passengers between the two countries, provide new market
opportunities for products of North East states and assist seamless movement of passengers to and from
India and Bangladesh.
 The project is being taken up by the Land Ports Authority of India at an estimated cost of about Rs. 232
Crores.
 Prime Minister will also lay the foundation stone of NH 208 connecting the Unakoti district headquarters at
Kailashahar with the Khowai district headquarters. It will provide an alternative route to the NH 44.
 The 80 Km NH 208 project has been taken up by the National Highways  Infrastructure Development
Corporation Limited with a project cost of Rs. 1078 Crores.
First downstream dams to be built on the lower reaches of Brahmaputra

China has given its nod for the first downstream dams to be built on the lower reaches of Brahmaputra River or
Yarlung Zangbo River (as known in Tibet before it flows into India)
Highlights
 A draft of China’s new Five-Year Plan (2021-2025) specifically talks about building hydropower bases on the
lower reaches of the Brahmaputra river as among the priority energy projects to be undertaken in the next
five years.
 The project is also listed along with the Sichuan-Tibet railway and the national water network.
 In 2015 China operationalised its first hydropower project at Zangmu in Tibet, while three other dams at
Dagu, Jiexu and Jiacha are being developed, all on the upper and middle reaches of the river.
 The inclusion of the projects in the draft plan suggests the authorities have given the go-ahead to begin
tapping the lower reaches for the first time, which marks a new chapter in the hydropower exploitation of
the river.
India's concern
 India has expressed concerns to China over the four planned dams on the upper and middle reaches, though
Indian officials have said the dams are not likely to greatly impact the quantity of the Brahmaputra’s flows in
India because they are only storing water for power generation, and the Brahmaputra is not entirely
dependent on upstream flows with an estimated 35% of its basin in India.
 Dams on the lower reaches and at the Great Bend would, however, raise fresh concerns because of the
location across the border from Arunachal Pradesh and the potential impact downstream.

 Risk factors to better understand regional variations in incidence, enabling new approaches to cancer
prevention;
 Computational approaches that can reduce the cost of cancer care delivery;
 Affordability of effective cancer treatments;

The investment thus far by both the countries as matching grant for supporting 7 seed grants is ₹ 1.86 Cr.

The Indus Commissioners of India and Pakistan met for the first time in over two years.
Discussion
 India is building the 1,000 MW Pakal Dul Hydro Electric Project on river Marusudar, a tributary of the
Chenab. The project is located in Kishtwar district of Jammu  Kashmir.
 The second project, Lower Kalnai, is being developed on the Chenab river.
 “The Pakistan side expressed its concern regarding these projects. Both sides stated their position on the
issue.
 This year’s meeting will be the first between the two commissioners after the abrogation of Article 370 in
JK.
 India has since cleared several hydropower projects for the region.
Previous meetings
 The annual meeting of the Permanent Indus Commission, being held in the backdrop of last month’s LoC
ceasefire, was last held in Lahore, Pakistan, from August 29-30, 2018.
 Since then, relations between the two neighbours have witnessed a series of setbacks — Pulwama attack
(February 14, 2019), Balakot air strike (February 26, 2019) and the abrogation of the special status to JK.
 At the last meeting too, the Pakal Dul and Lower Kalnai projects had come up for discussion.
 Discussions on these projects have been going on since 2013.
 Under the provisions of the Indus Waters Treaty, signed between India and Pakistan in 1960, the
Commission is to meet “regularly at least once a year, alternately in India and Pakistan”.

 Zulfikar Ali Bhutto conspired with Yahya Khan and changed their position, refusing to hand over power to
Sheikh Mujib.
 Negotiations began but Sheikh Mujib was not trusted by the ruling west Pakistani leadership, having Agartala
conspiracy case in vision.
 When it became clear that promises given earlier were not going to followed through, the whole nation of
Bangla-speaking Muslims and Hindus of East Pakistan began a spirited struggle for independence.
 On 7 March 1971 Sheikh Mujib gave his famous speech at the Ramna Race course where he called for a non-
cooperation movement.
Indo-Korean friendship park

An Indo-Korean friendship park was jointly inaugurated by Defence Minister Rajnath Singh and Minister of National
Defence of South Korea Suh Wook at Delhi cantonment.
Details
 The park has been built to commemorate the contribution of Indian peacekeeping force during the Korean
war of 1950-53.
 South Korea has been a major supplier of weapons and military equipment to India.
 In 2019, the two countries finalised a roadmap for cooperation in joint production of various land and naval
systems.
 The park has been developed in joint consultation with Ministry of Defence, Government of India, Indian
Army, Delhi Cantonment Board, Emabssy of Korea and Korean War Veterans Association of India.

 Formal establishment of diplomatic ties between the two countries occurred in 1973.

About the convention
 Turkey — which applied to join the European Union in 1987 but is not yet a member — was the first country

domestic violence at a committee of ministers meeting in Istanbul in 2011.
 The law came into force in 2014, and Turkey's constitution says international agreements have the force of
law.
 The Istanbul Convention states that men and women have equal rights and obliges state authorities to take
steps to prevent gender-based violence against women, protect victims and prosecute perpetrators.
 Critics also claim the treaty promotes homosexuality through the use of categories like gender, sexual
orientation and gender identity. They see that as a threat to Turkish families.

Pakistan allows import of cotton and sugar from India

Pakistan decided to lift its nearly two-year ban on imports of cotton and sugar from India.
Major products traded
 Over the years, India has had a trade surplus with Pakistan, with much less imports than exports.
 Pakistan was among India’s top 50 trade partners in 2018-19, but was pushed out of the list in 2019-20.
 In 2018-19, cotton ($550.33 million) and organic chemicals ($457.75 million) accounted for around half of
Pakistan’s imports from India.
 Other major Pakistani imports from India that year included plastic ($131.19 million), tanning/dyeing
extracts ($114.48 million), and nuclear reactors, boilers, machinery, and mechanical appliances ($94.88
million).

The Pakistani decision to lift the ban on cotton imports comes in the backdrop of a shortage in raw material for
Pakistan’s textile sector, which has reportedly suffered due to low domestic yields of cotton. Also, imports from
countries like the US and Brazil are costlier and take longer to arrive.

 Diplomatic ties between India and Seychelles have existed since Seychelles gained independence in 1976.
 A resident high commissioner of India has been in Victoria since 1987 while Seychelles opened its resident
mission in New Delhi in 2008.

 The relationship between India and Sri Lanka is more than 2,500 years old. Both countries have a legacy of

 Trade and investment have grown and there is cooperation in the fields of development, education, culture
and defence.
 Both countries share a broad understanding on major issues of international interest.
Way Forward
As the way forward, it was decided to strengthen the existing cooperation mechanisms, as also designate ‘nodal
points’ for timely and effective handling of existing as well as emerging security challenges.
Raisina Dialogue-2021

Prime Minister Modi inaugurated the 6th edition of the Raisina Dialogue on April 13, 2021.
Details
 Raisina Dialogue 2021 will be held in a virtual mode from April 13 to April 16.
 The Dialogue is India’s flagship conference on geoeconomics and geopolitics and is held annually since 2016.
 The Dialogue is jointly organised by the External Affairs Ministry and Observer Research Foundation.
 The theme of Raisina Dialogue 2021 is ‘#ViralWorld: Outbreaks, Outliers, and Out of Control’.
 The 6th
edition of the dialogue will have 50 sessions with the participation of 150 speakers from 50 different
countries as well as multilateral organisations.
 More than 2000 attendees from over 80 countries have already pre-registered. A large number of
participants are likely to join the dialogue through various social media platforms.
About Raisina Dialogue
 It is a multilateral conference which is held every year in New Delhi, India.
 The Dialogue by India is designed on the lines of the Shangri-La Dialogue of Singapore.
 Raisina Dialogue was first held in 2016 and since its inception, it has emerged as India’s flagship conference
on geoeconomics and geopolitics.
Goal
 Raisina Dialogue is India’s contribution to the global efforts for discovering solutions, providing stability, and
identifying opportunities to a century that has already witnessed an eventful two decades.
 Since its inception in 2016, the dialogue has been able to attract leading minds from the global strategic and
policy-making community for discussing broader foreign policy as well as strategic issues facing the world.

example The countries are now trying to maintain a status quo with regards to their nuclear arsenal which

 The military has deployed lethal force to quell the anti-coup movement, killing more than 720 people.
 The international community has largely condemned the generals for use of force against unarmed civilians
— imposing targeted sanctions against top military brass, their families and army-linked businesses.
ASEAN Summit
 The ASEAN Summit is a biannual meeting held by the members of the Association of Southeast Asian Nations
(ASEAN) in relation to economic, political, security, and socio-cultural development of Southeast Asian
countries.
 In addition, it serves as a prominent regional (Asia) and international (worldwide) conference, with world
leaders attending its related summits and meetings to discuss various problems and global issues,
strengthening co-operation, and making decisions.
 The summit has been praised by world leaders for its success and ability to produce results on a global level.
The usual itinerary are as follows
 ASEAN leaders hold an internal organisation meeting.
 ASEAN leaders hold a conference together with foreign ministers of the ASEAN Regional Forum.
 Leaders of three ASEAN Dialogue Partners (also known as ASEAN +3), namely China, Japan, and South Korea,
hold a meeting with the ASEAN leaders.
 And a separate meeting is set for leaders of two ASEAN Dialogue Partners (also known as ASEAN +CER),
namely Australia and New Zealand.

The Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved a fresh Memorandum of Understanding
(MoU) between the Institute of Chartered Accountants of India (ICAI) and Chartered Accountants Australia and New
Zealand (CA ANZ)
Impact
 The MRA intends to develop mutually beneficial relationship in the best interest of members, students and
their organizations and is expected to provide an opportunity to the ICAI members to expand their
professional horizons and to foster working relations between the two accounting institutes.
 The two accountancy institutes will have an opportunity to play the leadership role in addressing new
challenges facing the profession in a globalized environment.
Benefits
The engagement between the two Institutes is expected to result in greater employment opportunities for Indian
Chartered Accountants and also greater remittances back to India.
Details
 The Memorandum of Understanding (MoU) between the Institute of Chartered Accountants of India (ICAI) 
Chartered Accountants Australia and New Zealand (CA ANZ) would mutually recognize the qualification and
admit the Members in good standing by prescribing a bridging mechanism between the two Institutes.
 The ICAI and CA ANZ aim to establish a mutual co-operation framework for the advancement of accounting
knowledge, professional and intellectual development, advancement of the interests of their respective
members and contribute positively to the development of the accounting profession in Australia, New
Zealand and India.
Background
 The Institute of Chartered Accountants of India (ICAI) is a statutory body established by an Act of Parliament
of India, The Chartered Accountants Act, 1949', to regulate the profession of Chartered Accountancy in India.
 Chartered Accountants Australia and New Zealand (CA ANZ), emerged from the merger of the Institute of
Chartered Accountants in Australia and the New Zealand Institute of Chartered Accountants in October
2014.

China in February launched the latest round of pilot trials of its new digital currency, with reported plans of a major
roll-out by the end of the year and ahead of the Winter Olympics in Beijing in February 2022.
Digital Currency of China
 Digital Currency Electronic Payment (DCEP), the digital RMB (or Renminbi, China’s currency) is, as its name
suggests, a digital version of China’s currency.
 It can be downloaded and exchanged via an application authorised by the People’s Bank of China (PBOC),
China’s central bank.
 The Digital RMB does not involve a third party, this is legal tender guaranteed by the central bank, not a
payment guaranteed by a third-party operator.

 The Academic Ranking of World Universities (ARWU) was first published in June 2003 by the Center for
World-Class Universities (CWCU), Graduate School of Education (formerly the Institute of Higher Education)
of Shanghai Jiao Tong University, China, and updated on an annual basis.
 Since 2009 the Academic Ranking of World Universities (ARWU) has been published and copyrighted by
Shanghai Ranking Consultancy.
 Shanghai Ranking Consultancy is a fully independent organization on higher education intelligence and not
legally subordinated to any universities or government agencies.
 ARWU uses six objective indicators to rank world universities, including the number of alumni and staff
winning Nobel Prizes and Fields Medals, number of highly cited researchers selected by Clarivate Analytics,
number of articles published in journals of Nature and Science, number of articles indexed in Science Citation
Index - Expanded and Social Sciences Citation Index, and per capita performance of a university. More than
1800 universities are actually ranked by ARWU every year and the best 1000 are published.

H-1B Visa  H-1B is an employment based, non-immigrant visa for temporary workers in America.  H-1B is an employer sponsored visa i.e. an employer must offer a job and petition for your H-1B visa with US immigration department.  This approved petition is a work permit allows you to get visa stamp and work in US for that employer. India and Japan Sign MoU in the Field of ICT In news India and Japan signed MoU to enhance cooperation in the field of Information and Communications Technologies Objective Under this MoU, the Telecom department of India and the Ministry of Communications of Japan will enhance the mutual cooperation in the field of telecom security, 5G technologies, spectrum management, submarine optical fiber cable system to Indian islands, a high-altitude platform for broadband in unconnected areas, disaster management and public safety, smart cities, etc. Key Highlights  Connecting Andaman Nicobar with the submarine optical fiber cable and mentioned it as a great example of cooperation between India and Japan.  India’s rapid adoption of innovative digital technologies during the pandemic such as the rapid growth of digital payments, the Aarogya Setu tracing App, digital hearings in the courts of India.  During the pandemic, because of the attractive policies of India such as SPECS and PLI, there has been a large investment in the field of electronics manufacturing. Kalapani dispute In news Nepal wants to resolve Kalapani, Lipulekh and Limpiyudhara areas dispute so that India and Nepal can have an undisputed, peaceful stable boundary Kalapani Kalapani is a 372-sq km area at the China-Nepal-India tri-junction. India claims Kalapani as a part of Uttarakhand while Nepal depicts the area in its map.

The map showed Kalapani as part of Pithoragarh.  As a result, Nepal protested immediately and drew attention to the issue. Reason behind the dispute  Kalapani region derives its name from the Kali river. Nepal claims the region as the river became the marker of the boundary of the kingdom Nepal following the Treaty of Sugauli.  The treaty of Sugauli was signed between the Gurkha rulers of Kathmandu and the East India Company after the Gurkha War/Anglo-Nepal War during 1814-16. In 1816, the treaty was ratified.  As per the treaty, the regions of Kumaon-Garhwal in the west and Sikkim in the east were lost by Nepal.  As per Article 5, the King of Nepal gave up his claims over the region west of the river Kali which originated in the High Himalayas and flows into the great plains of the Indian subcontinent.  Also according to the treaty, the rulers of the British recognised the right of Nepal's to the region that fell to the east of the Kali river. First India-EU IPR dialogue In news The 1st India-EU IPR dialogue was held on 14th January, 2021 between the EU Commission and Department for Promotion of Industry and Internal Trade (DPIIT)through a virtual platform. Aim To further strengthen the India-EU relation facilitate enhanced cooperation in the field of Intellectual Property Rights. Pakistan gets GI tag for its Basmati rice In news Pakistan has received the Geographical Indicator (GI) tag for its Basmati, paving the way for creating a local registry for the particular strain of rice and making a case in the international market. Details  Pakistan has registered Basmati Rice as a Geographical Indication (GI) under the Geographical Indications Act 2020.  Under this Act, a GI registry has been formed which will register GIs and maintain the basic record of proprietors authorised users of GI. Significance  This will provide protection of products against misuse or imitation hence will guarantee that their share in the international market is protected.  It is believed that a GI tag would strengthen Pakistan's case in the EU. India's case against it  The issue of protecting Basmati rice as a product of Pakistan came to the forefront after India submitted an application to the European Union claiming sole ownership of the commodity in September last year.  In its application, India claimed that ''Basmati'' is special long grain aromatic rice grown and produced in a particular geographical region of the subcontinent.  After highlighting the brief history of Basmati rice, India also claimed that the region is a part of northern India, below the foothills of the Himalayas forming part of the Indo-Gangetic plain.  The Indian claim to the EU was challenged in December and the main argument by Pakistan was that Basmati rice was a joint product of India and Pakistan. Kazakhstan abolishes death penalty In news Kazakhstan abolished the death penalty, making permanent a nearly two-decade freeze on capital punishment in the authoritarian Central Asian country. Highlights  President Kassym-Jomart Tokayev had signed off on parliamentary ratification of the Second Optional Protocol to the International Covenant on Civil and Political Rights — a document that commits signatories to the abolition of capital punishment.  Executions were paused in Kazakhstan from 2003 but courts continued to sentence convicts to death in exceptional circumstances, including for crimes deemed acts of terror.  Ruslan Kulekbayev, a lone gunman who killed eight policemen and two civilians during a rampage in Kazakhstan’s largest city Almaty in 2016, was among the convicts set to be executed if the moratorium were lifted. Second Optional Protocol  In 1966, the International Covenant on Civil and Political Rights was adopted and entered into force in 1976. At the time 176 countries acceded to it.

Britain abolishes sales tax on sanitary products In news Britain on became the latest country to abolish the so-called tampon tax, eliminating sales taxes on women's sanitary products. Highlights  Ireland is the only EU country that does not charge a levy on sanitary products as its zero tax rate was in place before the EU set its floor.  EU law stops most Member States from fully dropping VAT on sanitary products.  The abolition of the “tampon tax” will save the average British woman about 40 pounds (€45, $55) over her lifetime.  Scotland has already passed a bill that gives women free universal access to sanitary products in public buildings.  Countries like Australia, Canada and India have already eliminated the tampon tax, while some states in the US have also got rid of the tax. Tampon tax  It is a popular term used to call attention to tampons, and other feminine hygiene products, being subject to value-added tax or sales tax, unlike the tax exemption status granted to other products considered basic necessities.  Proponents of tax exemption argue that tampons, sanitary napkins, menstrual cups and comparable products constitute basic, unavoidable necessities for women, trans men, and other people who experience menstruation, and thus should be made tax exempt. Highlights  The amendment gives the Central Military Commission (CMC), which he heads, greater power in mobilising resources to protect a new and broader definition of what constitutes the national interest.  The amendments were passed by the National People’s Congress on December 26, after two years of deliberation.  Three articles were removed, more than 50 were amended, while there were six additions.  The broader goal is to speed up the modernisation plans for the People’s Liberation Army (PLA).  The revised regulations on military equipment focus on war preparedness and combat capabilities.  The amendment has broadened the scope of key security fields beyond land borders, maritime and air defence, to include outer space and electromagnetic networks. River Nile water dispute In news Ethiopia, Sudan and Egypt recently agreed to resume negotiations to resolve their decade-long complex dispute over the Grand Renaissance Dam hydropower project in the Horn of Africa Issue  The Nile, Africa’s longest river, has been at the center of a decade-long complex dispute involving several countries that are dependent on the river’s waters.  At the forefront of this dispute are Ethiopia and Egypt, with Sudan having found itself dragged into the issue.  Spearheaded by Ethiopia, the 145-meter-tall (475-foot-tall) Grand Renaissance Dam hydropower project, when completed, will be Africa’s largest.  The dam’s location on the Blue Nile tributary, it would potentially allow Ethiopia to gain control of the flow of the river’s waters.  Egypt lies further downstream and is concerned that Ethiopia’s control over the water could result in lower water levels within its own borders. Why does Ethiopia want this dam?  Ethiopia’s goal is to secure electricity for its population and to sustain and develop its growing manufacturing industry.  Addis Ababa anticipates that this dam will generate approximately 6,000 megawatts of electricity when it is completed, that can be distributed for the needs of its population and industries.  Researchers believe that in addition to its domestic requirements, Ethiopia may be hoping to sell surplus electricity to neighbouring nations like Kenya, Sudan, Eritrea and South Sudan, that also suffer from electricity shortages, to generate some revenue.

The law explicitly exempts Indian companies, while targeting non- Indian firms.  The result is that US non-resident providers of digital services are taxed, while Indian providers of the same digital services to the same customers are not.  This is discrimination in its clearest form, the report says.  Major complaint raised against India is that its DST is burdensome or restrictive. Significance  At least three aspects of India's DST unreasonably contravenes international tax principles.  Stakeholders have found the text of the DST to be unclear and ambiguous.  This creates uncertainty for companies regarding key aspects of the DST, including the scope of taxable services and the universe of firms liable to pay the tax. As per a Community Assessment for Public Health Emergency Response (CASPER) conducted by the CDC in May 2016, over 66 percent of the households in the city reported one or more adult members experiencing at least one behavioural health issue “more than usual” and 54 percent of the households reported that at least one child experienced at least one behavioural health issue. Indian Navy Ship to participate in NAVDEX 21 and IDEX 21 In news Indian Naval Ship Pralaya arrived at Abu Dhabi, UAE to participate in the NAVDEX 21 (Naval Defence Exhibition) and IDEX 21 (International Defence Exhibition), scheduled from 20 to 25 February 2021 Details of the ship  INS Pralaya, the second ship of the indigenously built Prabal Class Missile Vessels, was commissioned in the Indian Navy on 18 December 2002.  The 56 m long ship, displacing about 560 T is capable of speeds in excess of 35 knots and is fitted with an impressive array of weapons and sensors.  These include a 76.2 mm medium range gun, 30 mm close range guns, chaff launchers and long range surface to surface missiles.  The ship, built indigenously at Goa Shipyard Limited, bears testimony to capabilities of the Indian ship building industry and is a versatile platform capable of performing a wide variety of surface warfare missions. US anti dumping tax on India In news The US Department of Commerce is preparing to tax aluminum sheet exporters from 18 countries including India Findings of the investigation  The investigation, launched under Donald Trump's administration, had been requested by nearly a dozen US aluminum alloy manufacturers.  US administration determined that imports from Germany in particular ($287 million in 2019) benefited from dumping ranging from 40 to 242 percent.  Aluminum alloy sheets from Bahrain ($241 million), which the administration said benefited from pricing below the cost of production or the local market of 83 percent.  Imports from India ($123 million in 2019) have benefited from subsidies for 35 to 89 percent, according to the US investigation. Anti-Dumping Duty  Anti-dumping duty is a tariff imposed on imports manufactured in foreign countries that are priced below the fair market value of similar goods in the domestic market.  The government imposes anti-dumping duty on foreign imports when it believes that the goods are being “dumped” – through the low pricing – in the domestic market.  Anti-dumping duty is imposed to protect local businesses and markets from unfair competition by foreign imports. ‘Maitri Setu’ In news Prime Minister Shri Narendra Modi will inaugurate ‘Maitri Setu’ between India and Bangladesh on 9th March 2021 at 12 noon via video conferencing About the bridge  The bridge ‘Maitri Setu’ has been built over Feni river which flows between Indian boundary in Tripura State and Bangladesh.  The name ‘Maitri Setu’ symbolizes growing bilateral relations and friendly ties between India and Bangladesh.

It will provide an alternative route to the NH 44.  The 80 Km NH 208 project has been taken up by the National Highways Infrastructure Development Corporation Limited with a project cost of Rs. 1078 Crores. First downstream dams to be built on the lower reaches of Brahmaputra In news China has given its nod for the first downstream dams to be built on the lower reaches of Brahmaputra River or Yarlung Zangbo River (as known in Tibet before it flows into India) Highlights  A draft of China’s new Five-Year Plan (2021-2025) specifically talks about building hydropower bases on the lower reaches of the Brahmaputra river as among the priority energy projects to be undertaken in the next five years.  The project is also listed along with the Sichuan-Tibet railway and the national water network.  In 2015 China operationalised its first hydropower project at Zangmu in Tibet, while three other dams at Dagu, Jiexu and Jiacha are being developed, all on the upper and middle reaches of the river.  The inclusion of the projects in the draft plan suggests the authorities have given the go-ahead to begin tapping the lower reaches for the first time, which marks a new chapter in the hydropower exploitation of the river. India's concern  India has expressed concerns to China over the four planned dams on the upper and middle reaches, though Indian officials have said the dams are not likely to greatly impact the quantity of the Brahmaputra’s flows in India because they are only storing water for power generation, and the Brahmaputra is not entirely dependent on upstream flows with an estimated 35% of its basin in India.  Dams on the lower reaches and at the Great Bend would, however, raise fresh concerns because of the location across the border from Arunachal Pradesh and the potential impact downstream.

Indus water talks In news The Indus Commissioners of India and Pakistan met for the first time in over two years. Discussion  India is building the 1,000 MW Pakal Dul Hydro Electric Project on river Marusudar, a tributary of the Chenab. The project is located in Kishtwar district of Jammu Kashmir.  The second project, Lower Kalnai, is being developed on the Chenab river.  “The Pakistan side expressed its concern regarding these projects. Both sides stated their position on the issue.  This year’s meeting will be the first between the two commissioners after the abrogation of Article 370 in JK.  India has since cleared several hydropower projects for the region. Previous meetings  The annual meeting of the Permanent Indus Commission, being held in the backdrop of last month’s LoC ceasefire, was last held in Lahore, Pakistan, from August 29-30, 2018.  Since then, relations between the two neighbours have witnessed a series of setbacks — Pulwama attack (February 14, 2019), Balakot air strike (February 26, 2019) and the abrogation of the special status to JK.  At the last meeting too, the Pakal Dul and Lower Kalnai projects had come up for discussion.  Discussions on these projects have been going on since 2013.  Under the provisions of the Indus Waters Treaty, signed between India and Pakistan in 1960, the Commission is to meet “regularly at least once a year, alternately in India and Pakistan”.

Indo-Korean friendship park In news An Indo-Korean friendship park was jointly inaugurated by Defence Minister Rajnath Singh and Minister of National Defence of South Korea Suh Wook at Delhi cantonment. PM to launch vessel for the Seychelles In news Prime Minister Narendra Modi will hand over a fast patrol vessel to the Seychelles Coast Guard Highlight  The handing over will be part of a high-level virtual interaction between the Indian leader and the President of the Seychelles, Wavel Ramkalawan.  This is the first interaction between the two leaders since Mr. Ramkalawan won the October 2020 election in the Seychelles.  The African archipelago nation has been a steady part of India’s policy for the Indian Ocean region and Mr. Modi visited the country in 2015.  India gifted similar vessels to the Seychelles in 2005, 2014 and 2016.  During the event, the leaders will inaugurate a 1 MW solar power plant, and the Magistrates’ Court building project in Mahe, the largest island in the archipelago. Anti-piracy operations  The fast petrol vessel PS Zoroaster will help the Seychelles in carrying out anti-piracy operations.  The vessel, built by the Kolkata-based Garden Reach Shipbuilders and Engineering Limited, was delivered to Seychelles on March 16 and will be dedicated to the Seychelles Coast Guard by Prime Minister Modi during the virtual interaction. India–Seychelles relations  India–Seychelles relations are bilateral relations between the Republic of India and the Republic of Seychelles.  India has a High Commission in Victoria while Seychelles maintains a High Commission in New Delhi.  Diplomatic ties between India and Seychelles have existed since Seychelles gained independence in 1976.  A resident high commissioner of India has been in Victoria since 1987 while Seychelles opened its resident mission in New Delhi in 2008. India-Sri Lanka Police Chiefs’ Dialogue (PCD) In news The first delegation level virtual Police Chiefs’ Dialogue between the Police Chiefs of India and Sri Lanka was held today in an environment of positivity and trust. Details  The Indian delegation was led by Director, Intelligence Bureau while the Sri Lankan delegation was led by Shri CD Wickramaratne, Inspector General of Police.

Raisina Dialogue-2021 In news Prime Minister Modi inaugurated the 6th edition of the Raisina Dialogue on April 13, 2021. Details  Raisina Dialogue 2021 will be held in a virtual mode from April 13 to April 16.  The Dialogue is India’s flagship conference on geoeconomics and geopolitics and is held annually since 2016.  The Dialogue is jointly organised by the External Affairs Ministry and Observer Research Foundation.  The theme of Raisina Dialogue 2021 is ‘#ViralWorld: Outbreaks, Outliers, and Out of Control’.  The 6th edition of the dialogue will have 50 sessions with the participation of 150 speakers from 50 different countries as well as multilateral organisations.  More than 2000 attendees from over 80 countries have already pre-registered. A large number of participants are likely to join the dialogue through various social media platforms. About Raisina Dialogue  It is a multilateral conference which is held every year in New Delhi, India.  The Dialogue by India is designed on the lines of the Shangri-La Dialogue of Singapore.  Raisina Dialogue was first held in 2016 and since its inception, it has emerged as India’s flagship conference on geoeconomics and geopolitics. Goal  Raisina Dialogue is India’s contribution to the global efforts for discovering solutions, providing stability, and identifying opportunities to a century that has already witnessed an eventful two decades.  Since its inception in 2016, the dialogue has been able to attract leading minds from the global strategic and policy-making community for discussing broader foreign policy as well as strategic issues facing the world. Junta leader set to join ASEAN summit In news Myanmar junta leader Min Aung Hlaing will join a special ASEAN summit next week  The military has deployed lethal force to quell the anti-coup movement, killing more than 720 people.  The international community has largely condemned the generals for use of force against unarmed civilians — imposing targeted sanctions against top military brass, their families and army-linked businesses. ASEAN Summit  The ASEAN Summit is a biannual meeting held by the members of the Association of Southeast Asian Nations (ASEAN) in relation to economic, political, security, and socio-cultural development of Southeast Asian countries.  In addition, it serves as a prominent regional (Asia) and international (worldwide) conference, with world leaders attending its related summits and meetings to discuss various problems and global issues, strengthening co-operation, and making decisions.  The summit has been praised by world leaders for its success and ability to produce results on a global level. The usual itinerary are as follows  ASEAN leaders hold an internal organisation meeting.  ASEAN leaders hold a conference together with foreign ministers of the ASEAN Regional Forum.  Leaders of three ASEAN Dialogue Partners (also known as ASEAN +3), namely China, Japan, and South Korea, hold a meeting with the ASEAN leaders.  And a separate meeting is set for leaders of two ASEAN Dialogue Partners (also known as ASEAN +CER), namely Australia and New Zealand.

Benefits The engagement between the two Institutes is expected to result in greater employment opportunities for Indian Chartered Accountants and also greater remittances back to India. Details  The Memorandum of Understanding (MoU) between the Institute of Chartered Accountants of India (ICAI) Chartered Accountants Australia and New Zealand (CA ANZ) would mutually recognize the qualification and admit the Members in good standing by prescribing a bridging mechanism between the two Institutes.  The ICAI and CA ANZ aim to establish a mutual co-operation framework for the advancement of accounting knowledge, professional and intellectual development, advancement of the interests of their respective members and contribute positively to the development of the accounting profession in Australia, New Zealand and India. Digital currency in China In news China in February launched the latest round of pilot trials of its new digital currency, with reported plans of a major roll-out by the end of the year and ahead of the Winter Olympics in Beijing in February 2022. Digital Currency of China  Digital Currency Electronic Payment (DCEP), the digital RMB (or Renminbi, China’s currency) is, as its name suggests, a digital version of China’s currency.  It can be downloaded and exchanged via an application authorised by the People’s Bank of China (PBOC), China’s central bank.  The Digital RMB does not involve a third party, this is legal tender guaranteed by the central bank, not a payment guaranteed by a third-party operator.

Academic Ranking of World Universities  The Academic Ranking of World Universities (ARWU) was first published in June 2003 by the Center for World-Class Universities (CWCU), Graduate School of Education (formerly the Institute of Higher Education) of Shanghai Jiao Tong University, China, and updated on an annual basis.  Since 2009 the Academic Ranking of World Universities (ARWU) has been published and copyrighted by Shanghai Ranking Consultancy.  Shanghai Ranking Consultancy is a fully independent organization on higher education intelligence and not legally subordinated to any universities or government agencies.  ARWU uses six objective indicators to rank world universities, including the number of alumni and staff winning Nobel Prizes and Fields Medals, number of highly cited researchers selected by Clarivate Analytics, number of articles published in journals of Nature and Science, number of articles indexed in Science Citation Index - Expanded and Social Sciences Citation Index, and per capita performance of a university. More than 1800 universities are actually ranked by ARWU every year and the best 1000 are published.
