3. SITUATIONER
Waste disposal is a problem
that concerns everyone due
to the dangers posed by the
garbage and solid wastes.
If not systematically collected
and properly disposed,
garbage and solid wastes
endanger public health and
safety, and bring about
hazardous effects to the
environment.
4. SITUATIONER
Based on studies
made by the National
Solid Waste
Management
Commission
(NSWMC), it is
estimated that the per
capita waste
production daily in
Metro Manila is 0.5kg.
This means that half a
kilo of waste is
generated per person
a day.
5. SITUATIONER
With an estimated population of 10.5 million, the total waste
generated in Metro Manila alone could run up to 5,250 metric tons
per day; or 162,750 metric tons per month; or 1.95 million metric
tons per year.
6. SITUATIONER
In Metro Manila alone, the estimated waste production for 2013 is
9,468 tons per day from households (74.15%), commercial shops
(10.24, commercial restaurants (8.18%), Markets (6.13%), institutions
(0.75%), street sweepings (0.42%), and river clean up (0.11%).
7. SITUATIONER
Based on the EMB study, only about 73% of the 5,250 metric
tons of waste generated daily are collected by dump trucks
hired by respective local government units.
.
8. EVERYONE’S CONCERN
The remaining 27% of the daily wastes or about 1,417.5
metric tons end up in canals, vacant spaces, street corners,
market places, rivers and other places.
9. GOVERNMENT RESPONSE
Republic Act No. 9003
“Ecological Solid Waste
Management Act of 2000”
Sets forth guidelines and regulations for
proper segregation, collection, storage,
treatment, and processing of waste using
appropriate facilities and technologies.
10. LOCAL GOVERNMENT UNIT MANDATE
Republic Act 9003 mandates the
primary responsibility and lead
to the Local Government Units
(LGUs) to implement as well as
enforce the provisions of the law
within their respective political
and demographic jurisdiction.
The law emphasizes the importance of
minimizing waste through reuse,
recycling, resource recovery, and
composting.
11. LOCAL GOVERNMENT UNIT MANDATE
Each provincial, city, municipal and barangay
is mandated to:
• create a Solid Waste Management (SWM)
Board at the city/municipal and provincial
levels;
• create an SWM committee in the barangay
level;
• submit a 10-year SWM plan (city/municipal levels);
• establish a Materials Recovery Facility (MRF) per
barangay or cluster of barangays, and city/municipal
centralized MRF;
• close open dumpsites and convert into controlled
dumpsites by 2004 (city/ municipal levels); and
• ban controlled dumpsites by 2006 (city/municipal levels).
12. WASTE DISPOSAL – A MAJOR ISSUE
• waste contains pathogens that commonly cause diseases;
• garbage piles, besides being foul and unsightly, are breeding
grounds of bacteria, and insects which are carriers of various
types of diseases;
• improperly discarded waste can contaminate sources of drinking
water; can affect marine resources, tourism, and destroy our
environment.
Waste disposal is a major
issue that confronts Local
Government Units (LGUs)
due to the health and
environmental risks
associated with waste
because:
13. ECO-SOLUTION: ZERO WASTE, RAPID COMPOSTING
AND RECYCLING TECHNOLOGY
This is an alternative solution to the worsening
solid waste problem in our communities.
The technology helps promote zero waste, and
eliminate the greenhouse gases and other
emissions produced by land-fill garbage dump-
sites.
Our process does not cause “secondary pollution”
since it does not emit methane nor foul odour, thus
enabling the local government units to contribute to
the world-wide effort of preventing climate change
and global warming.

15. LMS MULTI-SHREDDER/PULVERIZER MACHINE
The LMS Multi-Shredder
(Pulverizer) minimizes the
bulk storage of waste into
controllable small waste
area.
This machine is available in
various models from 5.5
HP/7.5HP/11 HP to 15 HP
motors.
19. MULTI-PURPOSE SHREDDER
It can also shred plastics (PE,
FP, PET), plastic packaging,
hard PVC pipes, hoses,
styrofoam, fabrics, tarpaulin,
plastic profiles, films, plastic
bottles, plastic packaging,
pipes, hoses, etc.

24. HOW DOES IT WORK?
STEP 1 - Biodegradable matters from plants and vegetables
are segregated from the non-biodegradable wastes.
25. HOW DOES IT WORK?
STEP 2 - Coco choir dust, animal manure, beneficial micro-
organisms and other ingredients are added and mixed.
The materials are placed in the feeder bin.
26. HOW DOES IT WORK?
.
STEP 3 - The raw materials are shredded, mixed and squeezed
by the rapid composting machine.
27. HOW DOES IT WORK?
STEP 4 - In just 10 – 15 minutes, the end product of compost
material is squeezed out . The organic fertilizer is high-nutrient,
odor-less, pathogen-free, and pest-free. The compost materials
improve organic content, and water- holding capacity of soil.
29. STEP 5 – Air-dry the organic compost fertilizer
for 72 hours (3 days) to allow the ammonia
to evaporate and to retain 30 percent
moisture content.
The organic compost fertilizer may then be
used in the farm or sacked for stocking.
HOW DOES IT WORK?
30. KEY FEATURES OF THE ECO-SOLUTION TECHNOLOGY
• It promotes Zero Waste as it processes and recycles
both biodegradable and non-biodegradable wastes into
useful and income-generating products;
• It is efficient as the process of producing organic
fertilizer is 88% faster;
• It is sustainable as our machines are locally-fabricated
and manufactured. Parts and services are cost-effective
and readily available. No importation of spare parts is
required;
• It is user and environment-friendly as it does not use a
broiler to process waste.
• costs much less than imported machines;
31. IMPORTANT INFORMATION ABOUT THE TECHNOLOGY
• The machinery and multi-strain microbes (or enzymes)
perform the rapid composting process.
• The machinery system is protected under Republic Act
8293 with Registration No. H2004-110 dated February 26,
2004.
• The multi-strain microbes is copyrighted under the name of
Dr. Luis N. Cervantes Jr.
• The Rapid Composting Machine has been evaluated by the
Department of Science and Technology and was certified
as environment-friendly.
• Lopez Machine Shop headed by Mr. Leonardo Lopez is the
only authorized fabricator of the machinery.
