regional forces which also
ensures employment
5. NORTH-EAST INDUSTRIAL CORRIDOR
Development of this corridor can be an effective tool for bringing about a radical change in North-East, an
already neglected part of India.
WHY INVEST?
North-Eastern region has cheap, literate and English
speaking labor, tax exemptions by Govt., abundant
resources, good connectivity with developed ASEAN
region which can lead to easy access for export and
investment.
1 Export to the Western countries is on a downfall
due to recession. So, to withstand this times of
slowdown India is focusing on ASEAN countries
and North-East can be Indiaâs Gateway to these
countries
Annual Trade Policy of the year 2009-2010 to be
incorporated which seems successful in terms or
Export-Import ratio as well as quantity

FDI and Other Policies: Future goals and targets
ďś Other Policies
1. About 50% recruitment from local areas
2. CSR towards developing NE region for the benefit of the local populace
7. ⢠NEIC will start from Kolkata, passing through Bangladesh, the NE states and
finally to the ASEAN countries, Kolkata being an industrial hub of the eastern
part of the country it will provide the initial thrust to the corridor
⢠Including Bangladesh is a two-fold approach:
1. Due to economic development in Bangladesh, less migration in NE states
2. The NE states can also access the ports in Bangladesh for export purpose
⢠From Bangladesh it will enter NE states, finally from NE states it will pass
through the ASEAN countries
⢠NEIC will provide employment to large number of local populace reducing
their migration to other states
⢠With greater industries the infrastructure in the region can be developed and
food processing industry can be developed to a large scale leading to a higher
minimum support price(MSP) for the farmers and hence their development
ďś NEIC project goals
⢠Double employment potential in five years (14.87% CAGR), Triple industrial
output in five years (24.57% CAGR), Quadruple exports from the region in five
years (31.95% CAGR)
ďś Vision of NEIC
⢠To create strong economic base with globally competitive environment and
state-of-the-art infrastructure to activate local commerce, enhance foreign
investments and attain sustainable development.
⢠Stable regulations, well-developed communications, efficient transportation
systems and the pro-business environment are some of the essential
requirements to be fulfilled to accomplish the huge potential for growth and
development
⢠The underlying philosophy for NEIC is to establish a competitive economy,
enhance regional/ urban-rural connectivity, integrate inherent strengths of
existing resources, upgrade human skills, attain technological advancements,
enhance local trade and commerce base of the country and ensure attractive
investment climate
NEIC Policy: Future goals and targets
8. Develop Infrastructure: Transport and Power Systems
Roads and Railways sector is to
be increased to 2.5% more level
in order to increase international
trade efficiently
Hydel-power capacity can be
increased to solve the urge and
need for power
1. A hydro power plant can
be developed on Teesta
river collaborating with
Bangladesh, whose benefit
will be shared by both
countries
2. This project will have direct
impact on employment
and capital generation
3. Power can be supplied to all
NER along with Sikkim and
West Bengal
Potential industries to be developed or can
be exported to neighboring countries(ref.
ASEAN trade)
Fuel requirements
can be
accomplished once
properly enhanced
Highest possible
revenue
generation along
with foreign trades
Cash crops like rubber, tea, coffee are
in abundance and can be enhanced to
improve foreign exports as well as
employment
Under the âLook-East Policyâ, improved links with international
neighbours is a priority. Bangladesh, Bhutan, Myanmar and TAR
should be connected to Guwahati in addition to Bangkok. Another
international airport for the southern part of NER in Agartala can be
prioritized.
Inland water transport can be a viable if the following needs to be done:
There is a need to improve facilities for night navigation and mechanical
handling.
Cargo vessels and terminals should be increased to meet the rising demands.
Emphasis should be on PPPs for the development of fairways and
infrastructure in IWT.

Insurgencies: Reasons and Solutions
10. 1. Awareness must be created in local
people regarding importance of
protection environment based on
UNESCO guide-lines
⢠Vocational training should be offered
to local population in ways to
preserve environment, dealing with
foreigners , english proficiency and
having knowledge of culture and its
history
2. Tracking of endangered species using
technology (e.g. GPS )
⢠Increasing communication between
forest officers to curb poaching
Result: Helping Environment and
preserving natural resources
1. Organizing international photography
and adventure sports contest in
National Parks and other natural
places
2. Increasing content of E-data regarding
ethnic backdrop of the region, History,
bio-diversity, unique species,
clarifying myths, and providing
integrated tourist plan for all the 8
states
⢠A platform for genuine tourist-reviews
and experience sharing should be
developed
3. Simplification in procedures for ILP,
RAP and PAP
Result: Increased Media coverage and
hence more public awareness
MARKETING-
connecting the world
ECOTOURISM
Increasing
Stakeholders
1. Local mass should be empowered
for tourism infrastructure growth,
instead of attracting private
hoteliers for the same
⢠Loans should be made easily
available for the new startups
regarding eco-tourism
2. Private ventures should be backed
by PPP (e.g. Resorts)
3. Individual awards should be
declared yearly to encourage
healthy competition and promote
best tourism practices
Result: Inclusive growth and
developed tourism related
infrastructure
11. Tourism Infrastructure Building and Human Employement
The tourism industry is one of the most potential for NER than
any other state in India as the statistics show
The rich natural beauty, serenity and exotic flora and fauna of
the area are invaluable resources for the development of eco-
tourism. The region is endowed with diverse tourist attractions
and each State has its own distinct features
The attractions are scattered over the entire region and are
largely located in remote areas within highly fragile
environments. These attractions and the people of the Region
constitute rich tourism resources
The facilities for stay, food, shopping and entertainment are
improving tremendously
