2. KEY QUALIFICATIONS
Hussein M. Amery possesses substantial leadership, management and work experience in Asia, the Middle East,
Central and Eastern Europe, and the Americas. With a range of experience in academia, parliament,
international and national non-governmental, charitable and private sectors, he is among Canada’s leading
international development professionals. A central aspect of this work included management of personnel,
leading teams in designing projects, developing strategic plans, establishing strategic linkages and partnerships
with institutions, industry, small and medium enterprises, NGOs, government, as well as maintaining relations
with donor agencies.
With a commitment to lifelong learning, collaboration and partnership, Mr. Amery has delivered seminars,
workshops, and training courses across Canada and internationally, supporting capacity building efforts of
thousands of professionals, in conjunction with donor agencies, including Global Affairs Canada (CIDA), the
World Bank, the Inter-American Development Bank, the Asian Development Bank, the Southeast Asia Ministers
of Education Organization (SEAMEO) and United Nations Organizations (UNOs), such as UNRWA, UNDP and
ESCWA and a number of executing agencies.
Working with national organizations’ teams in Canada, such as the Federation of Canadian Municipalities
(FCM), Universities Canada (formerly the Association of Universities and Colleges of Canada), Colleges and
institutes Canada (CICan), the Canadian Bureau for International Education (CBIE), and the Canadian Bar
Association (CBA), Mr. Amery has supported the successful proposal development and bidding on more than a
hundred million dollars in projects in local governance, education and training, economic development, legal-
judicial improvement, and decentralization.
While employed at the Association of Canadian Community Colleges (ACCC) from 1994-2004, Mr. Amery led
projects in conflict and post conflict environments with Palestinian educational institutions in the Occupied
designed the highly successful $6 million Economic Development through Technical Skills Project (EDTSP) in
Jordan and later, in 1999 its successor, the Strengthening and Extending Technical Vocational Education and
Training Project (SETVET). During this period he also oversaw the implementation of the highly successful
Learning Difficulties Project (LDP) at Princess Sarvath Community College and the implementation of Lakeland
College-VTC partnership in implementing the Occupational Health and Safety Project. In India he worked
closely with Human Resources, Education and Higher Education ministries and agencies to develop and
implement projects which have had system wide impact on the technical education and training systems and
institutions in these countries. The strategic planning models and approaches developed have been adopted by
eight states Directorates of Technical Education, the National Institutes for Teacher Training and Research and
the Indian Society for Technical Education. As Project Director, he led the $10 m Canada-India Institutional
Cooperation Project (CIICP) during its second period (1996-99), a period in which it is recognized as one of the
top performing CIDA project with a potential impact on up to five million people in southern India directly and
indirectly. Building on this success, he led the development team which designed the $10 million successor to
the CIICP, the Canada-India Industry-Institute Linkage Project (CIIILP), and acted as the Project Director
throughout the Project (1999-2005). Working in Egypt he helped design and manage the $15 m Small Medium
Business Support Project (SMBSP) 1998-2004, which received the CIDA Award for Excellence in 2003 and
subsequently the preparation of the tender, start-up and implementation of the $20 million Business
Development Services Support Project (2004-12). Later, in September 2004, Mr. Amery was engaged by
UNRWA to support the design of the unique CIDA initiative to rebuild the Neirab Refugee Camp in Syria.
During 2006-08, Mr. Amery was engaged in World Bank programs through his participation as a Project
Technical Specialist in Yemen under the World Bank-supported TEVT II Project, the Employer Driven Skills
Development Project and the Education Reform for the Knowledge Economy (ERfKE) Project in Jordan. Prior to
this in 2004-05, Mr. Amery assisted the National Centre for Human Resources Development (NCHRD) in
preparing the Monitoring and Evaluation Framework for ERfKE and by providing Results-based Management

3. Training to the World Bank Development Coordination Unit (DCU) and Ministry of Education staff to support
ERfKE implementation.
From 2005 until January 2015, Mr. Amery served as the Senior Advisor, Business Development, for the
Saskatchewan Institute of Applied Science and Technology (now Saskatchewan Polytechnic). He established and
operated the SIAST Ottawa Bureau, leading business development, project design, start-up operations,
performance monitoring and performing government relations functions as a registered lobbyist. During this
period, he helped developed and implement DFATD/ CIDA supported projects such as the $6 million Building
and Extending Skills Training (BEST) Project in Jordan, the $10 million Decentralization of the Management of
Skills Training (DMST) Project and $4 million Skills for Employment Project in Ukraine, and the $3.5 million Tra
Vinh Improved Livelihoods Project in Vietnam. In Canada, Mr. Amery led Saskatchewan Polytechnic’s
development of five projects in the skilled trades area with Human Resources and Skills Development Canada
and Citizenship and Immigration Canada, to establish the new Skilled Trade Class.
During 2013-14, Mr. Amery successfully collaborated with the Federation of Canadian Municipalities (FCM) as a
business development consultant to secure the $20m Sustainable and Inclusive Communities in Latin America
project and the $19m Partnership for Local Economic Development and Governance project in Ukraine.
Mr. Amery currently serves as a Senior Business Development Advisor to the Fisheries and Marine Institute of
the Memorial University of Newfoundland, supporting the development of projects to support sustainable
coastal communities and renewable energy provision.

Business Development Consultant, Ukraine Skills for Employment Project April 2013 – present
Saskatchewan Institute of Applied Science and Technology (SIAST), CIDA
Mr. Amery led the bid team and proposal preparation for the CIDA-supported $3.5 million Skills for
Employment Project in Ukraine (SFEP). The project’s partner colleges in Ukraine are: Anton Makarenko
Industrial-Pedagogic College (Kyiv), Lviv Higher Vocational School of Restaurant Service and Tourism (Lviv), and
Ivano-Frankivsk Higher Vocational School of Hotel Service and Tourism (Ivano-Frankivsk). The partners were
selected based upon their prominent roles in the regional/local economies, the quality of business
programming, and their capacity to implement joint projects. The four-year project aims to: a) Improve quality
and effectiveness of business training programs offered by partner skills training institutions; and b) Improve
schools’ industry and community partnerships that lead to better responsiveness of training programs and
higher employment and self-employment of male and female graduates. As the Business Development
Consultant, he is an integral member of the SFEP project team, primarily responsible for the development of
resources and providing consultations to Canadian and Ukrainian specialists on involvement of employers in
school management and program development; the co-development and co-delivery of training workshops on
Employers Participation in School Strategy and Program Development and the development of a methodology

The Citizen Engagement for Social Service Delivery (CESSD) in Pakistan project plays an important role in
improving primary education, basic health services, and drinking water for both men and women in Khyber
Pakhtunkhwa (KP) province, Pakistan. In its third phase of CESSD (CESSD III), the project aims to continue its
quest to enhance citizen engagement with government for the effective delivery of gender-responsive
elementary education, basic health services, and drinking water, with an increased emphasis on improving the
enabling environment in project districts in the province of KP. CESSD’s main office is in Peshawar and 11 other
offices are located at the district level. The Education Sector Advisor assists in designing an overall approach for
CESSD, in line with project documents. The sectoral approach draws from needs analysis and capacity
assessments of staff, implementing partners (IPs) and other key stakeholders (including client). The sectoral
approach is linked with the Sustainability Road Maps, which will form part of the Annual Workplan 2014-2015.
As Education Advisor, Mr. Amery provides technical guidance on an on-going basis to the sectoral team and will
contribute to the development of project’s documents.

Mr. Amery assisted FCM in developing a $19 million dollar responsive regional project “Sustainable and
Inclusive Communities in Latin America” focusing on the Extractive Industries in the Americas for CIDA. The
project has been approved for funding by DFATD and is operational. From January to March 2014, Mr. Amery
worked closely with FCM personnel in the design of an unsolicited $20 million proposal, the Partnership for
Local Economic Development and Democratic Governance (PLEDDG) project, which built on the previous

Mr. Amery led the development and design of this $10 m Project, negotiation of the Contribution Agreement
with CIDA and worked as part of the Inception Team Phase, developing the PIP, as well as supporting the
development of the Project Annual Workplan, providing training for the project stakeholders, designing the
Performance Measure Framework, validating results against performance indicators during the baseline stage of
project worked. He ensured congruence with CIDA’s Strategic Objectives and the Ukraine Country Program
Framework. During implementation, Mr. Amery regularly worked with CIDA PTL and the Project monitor to
ensure optimum performance. He provided training, as requested, to Canadian and Ukrainian personnel and
ensuring that expected results at the outputs and outcomes level are properly tracked and measures using
performance indicators established during workshops delivered in the field. He ensured the RBM Logical

MoL and the World Bank including the full detailed costing of the project leading to implementation.

Project Director and chief technical designer of the CIDA Canada-India Industry Institute Linkage Program, a $ 10
million education-industry interface project targeting five states in western India – Maharastra, Madhya Pradesh,
Goa, Gujarat, and Chattisggarh. Supervised all project staff, financial and technical operations, including the
project field office operations in India, as well as interaction with CIDA. Mr. Amery also led the use of results
based management in the reporting mechanism of the project, the establishment of performance measurement
framework and results-based reporting.

Mr. Amery prepared the original ACCC management proposal and the design of the $6 million Sustaining and
Extending Technical Vocational Education and Training (SETVET) Project Implementation Plan. In (September
2004), he delivered Results-based Management Training for over 20 persons from various ministries in the
country. The project seeks to assist Jordan in the development of its human resources to globally competitive
levels in order to foster economic development and support the prosperity of the society through increased
employment and reduced poverty. The project will support the formulation of national policy directions which;
focus on a realignment of Jordan’s TVET systems with the demands of a modern economy, and to strengthen the
capacity of respective providers to conform to this realignment at the systemic, institutional, management
instructional and program levels.

Project to Support CIDA Implementation of Occupational Standards, Accreditation & Certification Project, ACCC
Designed of and management of the $2 million Project to Support the Implementation of Occupational
Standards, Accreditation and Certification in Romania in conjunction with the Romania stakeholders. Ensure
consultation with board members and other relevant national actors. The goal is to contribute to the
development of a demand-driven adult vocational training system providing skilled labour to private and public
institutions alike in support of the changing needs of the market, thereby offsetting unemployment and
contributing to increased economic productivity. Over a three-year period, the project will support the
development of the internal capacity of COSA to build the capacity to establish and run a national system of
occupational certification and accreditation and to give to the Regional Adult Training Centres the capacity to
become formal occupational assessment centres certified by the Government of Romania.

CIDA Vietnam-Canada Community College Project (VCCCP), ACCC
As Team Leader, designed the project and negotiated the contract for the Vietnam-Canada Community College
Project (VCCCP) which established a community-driven technical/vocational training institution in Vietnam’s Tra
Vinh province. The project developed and established a community college (now Tra Vinh University) that
provided the necessary environment to support the development of a skilled, community-aware, industry
sensitive workforce in the province of Tra Vinh and the entire Mekong delta region. Mr. Amery also served as
the ACCC Performance Advisor supporting improved reporting for clients and beneficiaries.

Team Leader of ACCC design team for project to provides assistance and for formation of a network of up to six
(6) Regional Adult Training Centres (RATC) to deliver comprehensive and competitive training and placement
services based upon regional labour market needs. RATC services would be designed to meet the needs of first
time entrants, the unemployed, individuals wishing to change or upgrade their qualification, and firms wishing to

Mr. Amery led the tender and design of the project as well as oversaw the implementation of the CIDA $1.5 m
Bosnia Media Training Program to assist in the development of an independent media sector in Bosnia. He
provided support to the Open Broadcasting Network and selected radio and television outlets in Bosnia, through
training in basic journalism techniques, investigative reporting, computer skills, basic management skills and
marketing
Chief Project Designer, RBM Specialist, China September 1998 - June 2000
CIDA Canada-China Women and the Law Project, ACCC
Played variety of roles in the project, including: Prepare the technical proposal for a $4.5 million project serving
Inner Mongolia, Hebei and Beijing. Oversee ACCC project establishment in conjunction with CIDA and prepare
the design team and ACCC staff for deployment in the design phase. Work with Canadian and Chinese field staff
to gain an understanding of applied RBM, Performance Measurement and Indicator development.
Project Director, Hungary April 1997 -March 2001
CIDA Canada-Hungary Technical Vocational System Reform Program, ACCC
The initiative supported Hungary's continuing transition towards a market economy by contributing to the
development of a high-quality, comprehensive post-secondary technical vocational education system through
the enhancement of policy, planning and human resources development functions of the Hungarian Ministry of
Labour. Corresponding responsibility for liaison with parallel World Bank Human Resource Development Loan
and oversight of Field Project Manager.
Project Director, Poland January 1997- June 2001
CIDA Polish Public Broadcasting Project I/ II, ACCC
Oversaw the implementation of Polish Public Broadcasting Project I/ II technical assistance, internships and
training programs and project staff and Warsaw field coordinator; liaison with Polski Radio and National
Broadcasting Corporation. The project importantly facilitated the transition of the broadcasters from State to
Public management system.

Designed and oversaw project training activities; oversight of activities relating to ACCC participation in
Consortia with Deloitte and Touche in implementation of $15 million CIDA-funded Egypt Small and Medium
Business Support Project. The purpose was to establish a business centre in Mansoura that will provide reliable
and professional advise with easy access for the SMEs and the technical schools in the regions. The pilot project
was designed to address two areas of concern in Egypt: the shift to a market-based economy with SMEs playing
an important role and the scarcity of qualified human resources produced by the Vocational Training system.

Program designs, contract negotiation and oversee the project implementation of youth internship program for
Canadian graduates to undertake employment opportunities in over 28 countries. Establish parameters and
framework for repatriation work assignments in Canada, as well as liaison with industry abroad and in-Canada
for long term employment opportunities. Design of follow on project in Western India.

Management of in-Canada project staff for the delivery of Government of Bangladesh AsDB TA on the project;
manage Canadian inputs and project activities; control and monitor overall disbursements; and participate in
project monitoring, review and evaluation. Responsible for overseeing the delivery and provision of technical,
program and management services to the project. The projects two main objectives are; (l ) to strengthen the
institutional capacity for NFE, and (2) to support expansion and improvement of NFE program by financing
alternative NFE models, quality improvement, and NFE delivery to young adults. In support of these objectives,
the project will assist in: setting up a National Council for Primary and Mass Education; establishing DNFE;
providing staff development at DNFE.

CIDA Canada-India Institutional Cooperation Project

Responsible for the efficient and general management of the $8 million Canada-India Institutional Cooperation
Project. Management of Chennai (Madras) and in-Canada project offices and staff; manage the execution of the
project; manage Canadian inputs and project activities; control and monitor overall disbursements; member to
Joint Project Steering Committee; and in project monitoring, review and evaluation. The project improved the
capacity of the technical education system to meet India's priority needs in HRD at the local (polytechnics),
regional (TTTI Madras), state (directorates of technical education), and national (ISTE) level. The project
introduced substantial aspects which have taken hold in India today such as Continuing Education, Contract
Training, DACUM, environmental education, gender equality in education, and competency based education
(CBE).

between input suppliers, producers and marketer / processors, as well as facilitating technology transfer,
strategic linkages and research

Initial responsibilities included design of Management Plan, project Work Plans, contract negotiations and
establishment of the Amman field office and conduct of Inception Mission. . Responsible for overall project
management with accountability to CIDA for this $6 million project designed to develop national strategic plan for
Government of Jordan Community College system and improve quality of provision skills through the national skills
development agency. In addition, support the interface of the public and private sectors, and promote the
introduction of new technologies and educational design concepts. In addition, services entailed project
management, project steering committee organization, strategic [framework] and operational planning, financial
and narrative reporting formats and systems, procurement and tendering project monitoring and evaluation.
