Responsibilities/ Work Description:
Under the overall supervision of the Sub-Regional Coordinator for Eastern Africa and under the technical
guidance of the Director, Investment Centre Division (TCI), in close collaboration with other members of
the multidisciplinary team, I performed the following duties:
• Participating in multidisciplinary team responsible for the formulation and analysis of agricultural,
natural resource and rural investments for national and external financing, and for delivering

capacity building to national governments in the field of agricultural and rural investment planning
and design;
• Participating in the review and development of agricultural and natural resource sector policies
and in the formulation of national programmes for food security, agricultural and rural
development:
• Assisting governments, along with other members of the multidisciplinary team, in the preparation
of agricultural and rural sector/sub-sector strategies and in the identification of appropriate
development policies as a basis for dialogue between governments and financing institutions;
• Participating in and eventually lead teams to assist governments in the identification and
preparation of investment projects in the fields of agriculture, fisheries, forestry and natural
resources;
• Participating in and eventually lead teams for project supervision and for the preparation of project
completion reports for investment operations (projects, programmes and budget support) and

SFE Focal Point (SFE-FP)
The role of the Focal Point is an informal and adhoc position, aiming at facilitating and coordinating
exchanges between SFE and FAO Country Offices. SFE-FP provides facilitation as focal/contact person
in SFE/MDT on matters and issues concerning the country. The FPs work closely with the FAO
Representatives and their Assistants under the supervision of the SRC. I am the FP for Kenya and an
alternate for Sudan. The following are tasks undertaken by the SFE-FP:
• Develop and maintain strong two-way liaison with the FAO Representative and the Country Office;
• Remain informed and draw the attention of country office to reports and other products of any
major intercountry or international initiatives of importance to that country (e.g. AGRA, CAADP,
INAP, ISFP, and TerrAfrica); seek from country office information on major developments with
importance in the broader SFE sub-region.
• Serve as focal point/coordinator of the SFE/MDT and as a front-line officer in technical reviews
and other technical tasks requiring country expertise;
• Collect and share relevant country-specific information between SFE and the country as well as
among SFE Staff as appropriate;
• Coordinate country-specific SFE documents formulation and review;
• On request, contribute to country specific information related to SFE’s work and mandate to (a)
SFE staff and (b) staff from other divisions at HQ and RAF;
• Assist the SRC throughout the “task cycle” in coordinating/organizing technical reviews and other
types of meetings around country tasks;
• Facilitate MDT missions in the country including by coordinating to: (a) mission briefings and
debriefings; (b) participating in internal reviews as well as to respond to specific requests; and (c)
servicing country task forces where these are established; and
• Serve as contact person for the briefing and debriefing sessions/meetings on appointments or
retirement and transfers of FAO Representatives in SFE countries.

During my final two years (2005/2007), at HQ, I was involved significantly on TCP projects carried out in
40 countries in Africa, by assisting the preparation of a Medium-term investment programme and
formulation of bankable projects in support of CAADP implementation. The National Medium Term
Investment Programme (NMTIP) will serve as an umbrella or framework document for the bankable
projects. My specific task on this assignment was to lead and coordinate mission teams, to Lesotho,
Namibia, Malawi and South Africa, composed of international and national consultants and supervising
the preparation of the NMTIPs and BIPPs. I also coordinated the organization of and participated in
national stakeholders’ consultation/validation workshops and in finalizing the project documents. In
addition, I provided a supportive role in assisting TCI colleagues in supervising the preparation of the
NMTIPs for Zambia, Uganda, Ethiopia, Seychelles and Botswana. My duties also include being the
responsible TCI Country Investment Officer for Ethiopia, Somalia, Lesotho, Namibia and an alternate

for Swaziland, Botswana, Malawi, South Africa and Zimbabwe. These supplementary duties were
allocated to TCI officers based on a combination of professional and personal interest for specializing in a
country.
I served as Chairperson and Task Force Leader of the Project Task Force (PTF) for the implementation of
the Crop Diversification and Marketing Development Project for Ethiopia – GTFS/ETH/067/ITA. The PTF
is a consultative mechanism that puts FAO’s resources at the disposal of the Budget holder for the entire
life of the project. Its main task is to provide technical, operational and administrative support to the
project throughout its life cycle in order to ensure project implementation is technically sound, coherent
and cost effective, involving all organizational units as required by the project’s scope and orientation. As
the chairperson of the PTF I was responsible for:
• ensuring that work schedules relating to project implementation are adhered to;
• key documents are made available to all members electronically;
• all members are informed of the project’s status and are made aware of their obligations to the
project; and
• Appropriate consultations are initiated timely to resolve any issue that may arise in relation to the
project’s implementation.

• Participating in multi-disciplinary missions to developing countries, particularly for the identification,
preparation or pre-appraisal of investment projects in the fields of agriculture, fisheries, forestry or
natural resources for external financing;

  • 4. capacity building to national governments in the field of agricultural and rural investment planning and design; • Participating in the review and development of agricultural and natural resource sector policies and in the formulation of national programmes for food security, agricultural and rural development: • Assisting governments, along with other members of the multidisciplinary team, in the preparation of agricultural and rural sector/sub-sector strategies and in the identification of appropriate development policies as a basis for dialogue between governments and financing institutions; • Participating in and eventually lead teams to assist governments in the identification and preparation of investment projects in the fields of agriculture, fisheries, forestry and natural resources; • Participating in and eventually lead teams for project supervision and for the preparation of project completion reports for investment operations (projects, programmes and budget support) and participate in the pre-appraisal and appraisal missions led by international financing institutions; • Preparing clear and concise reports following requirements of the World Bank and other international financing institutions; • Assisting the Sub Regional Coordinator in organizing field missions; advise on the selection of consultants for short- and medium-term technical assistance projects, and prepare terms of reference and supervise their work; • In collaboration with other members of the multi-disciplinary team, formulating and delivering capacity building programmes aimed at strengthening national investment planning and implementation capacity; • Working closely with other fellow members of the Multidisciplinary Team for increased impact of FAO technical assistance to members countries, and • Performing other professional duties assigned by Sub-Regional Coordinator and/or the Director TCI. SFE Focal Point (SFE-FP) The role of the Focal Point is an informal and adhoc position, aiming at facilitating and coordinating exchanges between SFE and FAO Country Offices. SFE-FP provides facilitation as focal/contact person in SFE/MDT on matters and issues concerning the country. The FPs work closely with the FAO Representatives and their Assistants under the supervision of the SRC. I am the FP for Kenya and an alternate for Sudan. The following are tasks undertaken by the SFE-FP: • Develop and maintain strong two-way liaison with the FAO Representative and the Country Office; • Remain informed and draw the attention of country office to reports and other products of any major intercountry or international initiatives of importance to that country (e.g. AGRA, CAADP, INAP, ISFP, and TerrAfrica); seek from country office information on major developments with importance in the broader SFE sub-region. • Serve as focal point/coordinator of the SFE/MDT and as a front-line officer in technical reviews and other technical tasks requiring country expertise; • Collect and share relevant country-specific information between SFE and the country as well as among SFE Staff as appropriate; • Coordinate country-specific SFE documents formulation and review; • On request, contribute to country specific information related to SFE’s work and mandate to (a) SFE staff and (b) staff from other divisions at HQ and RAF; • Assist the SRC throughout the “task cycle” in coordinating/organizing technical reviews and other types of meetings around country tasks; • Facilitate MDT missions in the country including by coordinating to: (a) mission briefings and debriefings; (b) participating in internal reviews as well as to respond to specific requests; and (c) servicing country task forces where these are established; and • Serve as contact person for the briefing and debriefing sessions/meetings on appointments or retirement and transfers of FAO Representatives in SFE countries. 4

The National Medium Term Investment Programme (NMTIP) will serve as an umbrella or framework document for the bankable projects. My specific task on this assignment was to lead and coordinate mission teams, to Lesotho, Namibia, Malawi and South Africa, composed of international and national consultants and supervising the preparation of the NMTIPs and BIPPs. I also coordinated the organization of and participated in national stakeholders’ consultation/validation workshops and in finalizing the project documents. In addition, I provided a supportive role in assisting TCI colleagues in supervising the preparation of the NMTIPs for Zambia, Uganda, Ethiopia, Seychelles and Botswana. My duties also include being the responsible TCI Country Investment Officer for Ethiopia, Somalia, Lesotho, Namibia and an alternate 7
  • 8. for Swaziland, Botswana, Malawi, South Africa and Zimbabwe. These supplementary duties were allocated to TCI officers based on a combination of professional and personal interest for specializing in a country. I served as Chairperson and Task Force Leader of the Project Task Force (PTF) for the implementation of the Crop Diversification and Marketing Development Project for Ethiopia – GTFS/ETH/067/ITA. The PTF is a consultative mechanism that puts FAO’s resources at the disposal of the Budget holder for the entire life of the project. Its main task is to provide technical, operational and administrative support to the project throughout its life cycle in order to ensure project implementation is technically sound, coherent and cost effective, involving all organizational units as required by the project’s scope and orientation. As the chairperson of the PTF I was responsible for: • ensuring that work schedules relating to project implementation are adhered to; • key documents are made available to all members electronically; • all members are informed of the project’s status and are made aware of their obligations to the project; and • Appropriate consultations are initiated timely to resolve any issue that may arise in relation to the project’s implementation.
