The spectrum of harmonisation
Un-related data
on the same
topic being
published and
used
Un-related data
with information
telling the users
why they can’t
compare it so
people don’t
compare it
Data that has
some overlap and
guidance
explaining this so
is used to
compare
sometimes and
only when
appropriate
Data that is
different but can
collapse or build
up to be
comparable so
users can
manipulate it to
compare
different sources
Data which is
output in ways
that are
comparable with
caveats so users
can understand
where it still may
differ (e.g. mode
effects)
All data on the
topic is collected
and output in a
standardised way
and users are
informed of the
data sources they
can compare on
the topic.

Improving quality with the Department
for International Development
“The review was really helpful. We knew our
approach needed refinement and having an external
perspective was really useful. We have some good
suggestions to take on board and look forward to
continue working with the Best Practice and Impact
Division through the secondment to drive the
improvement of our results data.”

Improving the QA processes in place
for the MHCLG rough sleeping statistics
“We’re really grateful for the way in which the Best
Practice and Impact Team were able to lead a review
of quality assurance for us. They worked well with our
teams to understand the practices at MHCLG and
made practical recommendations which will help
improve our statistics going forwards.”

The GSS covers everyone who works on stats not just statisticians, so you are probably a part of it without even knowing
We are here to help you

Lots of people think harmonisation is just the thing on the right – all questions the same etc.
Harmonisation is actually all things highlighted in green
We sometimes consider both output harmonisation (making sure there is guidance in outputs) and input harmonisation (making sure the questions are the same and asked the same way)

BPI has six high-level ways of supporting you. We shall go through each in turn.
Firstly, setting strategic direction.
Sof
Sharing best practice.
Examples of how we do this are: sharing seminars, via twitter, through our champions networks, through slack (which you are welcome to join), and through the GSS awards.
Our champions networks have a presence in all government departments with a GSS HoP, and can provide tailored support and signposting to people in their department. This also allows for greater understanding of what is happening across government, and means we can share best practice.

Following the identification of an error in the Ministry of Housing, Communities & Local Government (MHCLG) Rough sleeping in England: autumn 2018 statistics, the Quality Centre were commissioned to undertake a review of the Quality Assurance (QA) processes in place for the statistics.
The Quality Centre developed a report which identified several recommendations to improve the QA processes and prevent a similar error from occurring in the future.
We’ve been working with the team since the conclusion of the project to ensure implementation of the recommendations including helping them to implement RAP in their processing of the statistics. The recommendations will feed into the next annual rough sleeping statistics which will be released on the 27th February.

The aim of this review was to understand the current data handover processes that exist between SSD and PPA and to identify recommendations to improve these processes.
Quality Centre were commissioned to do this work by ONS statistical HOP (Debra Prestwood) following an issue with IPS data – migrants were not being categorised correctly following the move to data collection using tablets.

Building capability
We offer numerous free training courses to people across the GSS. Here are some examples of training we can run for you. We do this on request, for example if there is something your department/division is interested in, you can request training on the GSS website.

Creating tools, guidance and standards
Harmonised principles are questions that have been created and tested and are used widely across government. This is a list of the overarching topics we cover. They are useful to you because they are off the shelf solutions to question design needs, meaning they save you time and give you the peace of mind that they are quality. We also provide guidance on how to use statistics, label statistics, and compare them. In recent months we have begun creating interactive tools, we suggest you take a look at the homelessness tool that explains homelessness statistics and policy across the UK.
